The Public procurement in Ecuador has suffered changes in their regulations and applicability when buying goods and services; in the contrast to the previous law, the new regulation takes topics of consulting and it allows that micro, small and medium industries could take part as suppliers of the State having preferential participation in relation with the big companies. The study of the process of public procurement of goods and services, and its contribution to the improvement of the administrative management. Practical case: "Coordinación General Administrativa Financiera de la Secretaría General de la Presidencia de la República (2013-2014)", is presented as a brief analysis of the relevancy with legislation in force that applies to the purchase of goods and services considering the particular nature of the institution. Similarly, analysing the management practices in internal recruitment processes, which is important for the efficient management inside the institution to give value to the same one, identifies the actors involved inside the process and analyses the relevance. Then, there is checked the execution of the annual recruitment plans in 2013 and 2014, it also identifies the entail to the fulfillment of the institutional objectives, therefore it's how the relation between the process of public procurement and the administrative is established. Finally, it develops an offer of internal administrative procedures effective to guide public procurement processes of the institution. ; La contratación pública en el Ecuador, ha sufrido transformaciones en cuanto a su normativa y aplicabilidad al momento de comprar bienes y servicios; a diferencia de la anterior Ley, la nueva normativa incorpora temas como la consultoría y permite que las micro, pequeñas y medianas industrias puedan participar como proveedores del Estado teniendo incluso participación preferencial en relación con las grandes empresas. El estudio del proceso de contratación pública de bienes y servicios, y su contribución al mejoramiento de la gestión administrativa. Caso práctico: Coordinación General Administrativa Financiera de la Secretaría General de la Presidencia de la República (2013-2014), se presenta como un análisis breve de la pertinencia de la normativa legal vigente que rige a las contrataciones de bienes y servicios considerando la naturaleza propia de la institución. De la misma manera, se analiza la práctica gerencial en temas administrativos alineados a los procedimientos internos para las contrataciones, lo cual es importante para la gestión eficiente dentro de la institución para dar valor a la misma, identifica los actores involucrados dentro del proceso y analiza su pertinencia. Además, se revisa la ejecución del Plan Anual de Contrataciones en los años 2013 y 2014 e identifica su vinculación al cumplimiento de los objetivos institucionales, de esta manera se establece el relacionamiento que tiene el proceso de contratación pública y la gestión administrativa. Finalmente, se desarrolla una propuesta de procedimiento administrativo interno eficaz que guíe los procesos de contratación pública de la institución.

In the current questions about ¿ What are the purposes of science education?, teaching of science and technology must always seek to answer accurately considering the social issues involved in the scientific-technological complex. As such, this article is part of the background of the research project in the Inter advance Doctorate in Education from the University Francisco Jos´e de Caldas (DIE-UD), space training Education and Pedagogy of the thesis : Angelus novus: analysis of the vision of the academicians on progress and techno-science from critical theories. It then aims to develop key aspects of the background to the vision of teachers of science and technology; exhibit some perception studies of science and technology; make a brief tour of the visions that arise about the nature of technological activity; and finally present an approach to the third culture that seeks to bring together scientists and humanists towards a more comprehensive understanding of developments in science and technology today.

The article identifies and establishes the main problems in the implementation of the digital transformation of public administration in education, science and innovation, in particular, focuses on the lack of conceptual characterization. The study is due to the lack of foundation of the theoretical and methodological approaches to the digital transformation of public administration. The article shows that the digital transformation of public administration is a requirement of the current times, since the new society is in the process of computerization and dissemination of innovation in different areas. In fact, the need to add public administration in the digital transformation by socio-cultural means as the basis of innovative society in education and science has been corroborated. In the course of our research, we used the method of integration of the synthesis of the structure of the image and the analysis of content, research and descriptive method, the characterization of educational activities in the framework of digital transformation. By way of conclusion, the results of the study confirm that digital transformation is a requirement of the current times and that it is also an unpostponable process.

Abstract
Moving from climate science to adaptive action is an immense challenge, especially in highly institutionalized sectors such as water resources. Knowledge networks are valuable strategies to put climate information to use. They overcome barriers to information adoption such as stovepipes, pipelines, and restricted decision space, and they can be responsive to issues of salience and the hurdles of reliability, credibility, and trust. Collaboration and adaptive management efforts among resource managers and forecast producers with differing missions show that mutual learning informed by climate information can occur among scientists of different disciplinary backgrounds and between scientists and water managers. The authors show how, through construction of knowledge networks and their institutionalization through boundary organizations focused on salient problems, climate information can positively affect water resources decision making.

This paper describes afollow-up study of a 4-year investigation of the scientific attitudes and personalities of a select sample of the Apollo moon scientists. Semantic differentials for the purpose of eliciting the structure of scientific roles and personalities were administered. Also administered were the Leary Adjective Check List and Rotter Incomplete Sentence Blank. The results show not only that there are strong and sharp differences among a small number of different scientific "types," but also that scientists are affectively involved with their work to a high degree. The results of the study lend support to some of Abraham Maslow's provocative ideas regarding the psychology of science.

Este artículo busca contribuir a la comprensión de la permanencia de las guerrillas en Colombia a partir de la lectura de los procesos de construcción social de dichas organizaciones, teniéndose en cuenta aspectos como sus singularidades sociohistóricas, los diversos actores políticos que las conforman, sus subjetividades, las tradiciones de lucha y resistencia en que se cimientan y las estrategias desplegadas para la implantación de tales proyectos de lucha. Se toma como estudio de caso al Ejército de Liberación Nacional (ELN), guerrilla en la que se destaca la agencia ejercida por los estudiantes universitarios, los campesinos, los obreros petroleros y los cristianos de la teología de la liberación, cuyo entroncamiento dio vida a este proyecto y posibilitó su trascendencia en el tiempo.
