Instituted in 2004, the Czech Republic research assessment has since changed on an annual basis. In this paper I examine how researchers in the Czech Republic negotiate research assessment. Using the concept of epistemic living spaces (Felt & Fochler, 2010; Felt, 2009), I first set in context the Czech research assessment system and second explore the micro-politics of resistance in which researchers engage in their daily conduct. Empirically, I draw on individual and group interviews carried out with Czech researchers in the humanities, social sciences and natural sciences, analyses of science policy documents including the Methodology for Evaluating Research, Development and Innovation Results, as well as public debates relating to research assessment, such as blogs and newspaper articles. The interviews were carried out between 2007 and 2010. Additional sources of data include participant observation at public events and seminars on the research and development system reform, research assessment and audit of the Czech system of research, development and innovation gathered between 2009 and 2011.

There are now signs that these phenomena are being taken up and politicised by social movements. In this special issue, the authors analyse some examples of such movements. In the introduction, we first situate the issue of metropolitan mobilisations within the literature analysing urban social movement. Based on this body of works and the articles gathered in the issue, we then formulate a number of cross-cutting findings, hypotheses and research perspectives. These relate to the adaptation of forms and repertoires of mobilisation to the characteristics of metropolitanisation; to the cognitive and discursive resources provided by metropolitan semantics and imaginaries for universalising the cause of movements; to the socially selective attributes of the main actors involved; and to the role of political opportunity structures that contribute to the metropolitan re-scaling of social movements in France. Finally, we examine the effects of metropolitan social movements on local public action, and vice versa. ; Jusqu'à récemment, les termes de « métropole » et de « métropolisation » relevaient du vocabulaire des universitaires et de celles et ceux qui gouvernent et administrent les grands territoires urbains. International audience ; The foggara in the Algerian Sahara has often been portrayed as a traditional ingenious but immutable irrigation system incapable of keeping up with the radical socioeconomic and environmental transformations of the 20 th and 21 st centuries. Yet, oasis populations continue to use a large number of foggaras. The aim of this study was to reveal the importance of institutions in adapting and preserving the living character of foggaras. Adapting the physical infrastructure and the institutions governing the use of contemporary foggaras are key to adapt to change, weaving different threads of tradition and modernity to maintain collective action and keep the foggaras flowing. We show that Ostrom's design principles are not only an interesting lens to explore the durability of long-standing self-governing irrigation systems, but also, when these principles are challenged, to characterize transformations of the foggara at a time of contested change.

Online ; International audience ; Dans leurs stratégies de résilience, les décideurs politiques intègrent rarement les capacités des individus en situation de handicap, bien que cette population soit une des plus vulnérables en cas de crise. Pourtant, l'inclusion des personnes handicapées pourrait augmenter la capacité de résilience globale-par exemple, une telle stratégie de résilience inclurait également les capacités des personnes qui pourraient devenir handicapées en raison de la catastrophe elle-même et les personnes âgées. Les stratégies de résilience inclusive ont pour objectif d'assurer la collaboration des parties prenantes lors de la planification (emergency planning), la gestion de la crise (emergency management) et l'après-crise afin d'anticiper les risques encourus par tous les citoyens, tout en prenant en compte trois grandes temporalités : avant, durant et après la crise. Cela implique également de créer les conditions de participation des personnes handicapées et des personnes âgées à l'élaboration des politiques publiques en tant qu'acteurs à part entière. Nous cherchons donc à déterminer quels facteurs organisationnels garantissent en pratique l'anticipation des besoins des personnes en situation de handicap dans les stratégies de résilience à l'échelle d'une ville, permettant une résilience inclusive. Afin d'évaluer la capacité d'inclusion des stratégies de résilience urbaine actuellement mises en place par des villes considérées comme particulièrement à risque et avancées en termes de résilience, nous avons analysé les trois cas suivants : San Francisco, Tokyo et Londres. Les études de cas ont été homogénéisées malgré les différences culturelles et politiques des trois villes, grâce à l'utilisation d'une grille analytique. In particular, scientific studies aim to trace the origin and destination of materials, energy, water, emissions and waste flows in order to understand relationships between cities and other spatial areas (hinterlands) that lead to political, social and environment consequences. This research paper aims to analyze complex power relationships between cities and their hinterlands. In particular, the objective is to understand the nature of these socio-material links. Are they based on synergies and cooperation, or, on the contrary, on unbalanced power and conflicts? We propose an approach which combines methodologies with the tools of Energy Flow Analysis (EFA) and semi-structured interviews, in order to develop a "political-industrial ecology" of energy metabolism (Breetz, 2017; Cousins and Newell, 2015). We have studied the Saint-Nazaire metropolitan area, which is constituted by an urban area and a port zone. National audience ; En France, les exploitations agricoles ne sont pas propriétaires de toutes leurs terres et les louent en grande partie (61,7 % en 2010, Courleux, 2011). La question de savoir à qui appartiennent les terres agricoles est donc cruciale car : 1) une grande partie de l'agriculture est pratiquée sous forme de bail ; 2) y répondre pourrait éclairer de nombreuses questions d'actualité pour le développement rural (retraite des agriculteurs, élargissement des exploitations, développement urbain, accaparement des terres.). Il existe un manque de connaissances dans la littérature sur ce sujet, dû à la rareté des données disponibles. Nous proposons de contribuer à combler ce manque en mettant en œuvre une intersection de données individuelles et spatialisées sur les propriétaires (données sur la fiscalité foncière) et sur les utilisateurs (politique agricole commune) visant à apporter des éléments d'analyse territoriale. Ce travail vient contribuer à la dynamique initiée par de précédents travaux basés sur le même principe (FNSAFER, 2015 ; CEP, 2016). Il s'agit d'un premier test et d'une contribution d'ordre méthodologique. La méthode utilisée est celle d'une programmation informatique (langage Python) permettant le croisement de deux bases d'informations géo-référencées. Cette programmation vise à construire une nouvelle base de données basée sur le concept d'Unités Propriété-Usage, qui sont des polygones croisant l'information sur la propriété (parcelle cadastrale) et l'usage (îlot PAC) sur une même surface. D'une part, nous établissons des statistiques régionales sur les profils d'exploitations agricoles et les analysons de manière descriptive. D'autre part, nous produisons des moyennes sur ces profils à l'échelle communale nous permettant l'édition de cartes et d'une première analyse spatiale.
