Статья посвящена актуальной проблеме определения процессов, связанных с энергетическими аспектами в международных отношениях (в том числе и на региональных уровнях). Отмечено, что наиболее остро энергетические отношения между государствами проявляются в международных энергетических конфликтах (МЭК). Особенностью структуры которых является то, что в качестве одного из вероятностных элементов в составе каждой противоборствующей стороны находиться жертва, которая возникает либо в ходе конфликта, либо вне конфликта, и может стать причиной или поводом для его начала. Из анализа структуры МЭК сделаны соответствующие выводы.

На основании того, что правовое регулирование в данной сфере неоднозначно, недостаточно конкретно, политизировано, выделяются основные конкурирующие правовые модели обеспечения международной информационной безопасности. Проводится анализ путей совершенствования и повышения эффективности участия Республики Беларусь в региональных системах обеспечения безопасности информационной сферы, в том числе в аспекте необходимости дополнительного правового регулирования. ; The article indicates the growing importance of international information security, explains its features in relation to the purpose of national information security systems. Based on the fact that legal regulation in this area is ambiguous, insuffi cientlyspecifi c, politicized, the main competing legal models for ensuring international information security are highlighted. The article provides the analysis of ways how to improve and increase the effectiveness of the participation of the Republic of Belarus in regional systems for ensuring the security of the information sphere, including in terms of the need for additional legal regulation.

The review is dedicated to the results of the international conference on the theme "Uzbekistan in the context of regional security and global changes", which was held on November 7-8, 2019 in Tashkent. The organizers were the University of World Economy and Diplomacy under the Ministry of Foreign Affairs of the Republic of Uzbekistan together with the international scientific project COMPASS (Great Britain). During the two-day discussions, international experts discussed a wide range of issues, including large-scale reforms in Uzbekistan, integration processes in Central Asia, issues of security and sustainable development. They noted that today A new political atmosphere is being formed in Central Asia, contributing to the solution of acute regional problems and the further rapprochement of states. The catalyst for these processes is the dynamic and open regional policy of Uzbekistan. During the conference, much attention was paid to security in the region and a peaceful settlement in Afghanistan. In particular, experts emphasized significant changes in the approach of Uzbekistan to Afghanistan, which is expressed in the intensification of bilateral relations, as well as the active assistance of the Uzbek side in achieving peace and stability in Afghanistan.

The article is devoted to the changing role of culture in international relations, which is analysed through the concept of "soft power". The investigated transformations of the concept of culture were examined on the basis of an analysis of documents and activities of the European Union. The main priorities of the EU in the development of international cultural relations are highlighted. Further, proceeding from world political trends and the general geopolitical situation, the author analyzes the relatively new structural elements of the concept of culture, namely: cultural security, cultural conflict, cultural war. It is concluded that culture becomes a hybrid construct; and "soft power" becomes not only an instrument of external influence and "advancement" of the state in the international arena, but also acquires "defensive" functions.Key words: cultural security, cultural conflict, "soft power", public diplomacy, EU. ; Статья посвящена рассмотрению изменения роли культуры на современном этапе развития международных отношений сквозь призму понятия «мягкая сила». Исследуемые трансформации концепта культуры были рассмотрены на основе анализа документов и деятельности Европейского союза. Выделяются основные приоритеты ЕС в развитии международных культурных отношений. Далее, исходя из мировых политических тенденций и общей геополитической ситуации, автор анализирует относительно новые структурные элементы концепта культуры, а именно: культурная безопасность, культурный конфликт, культурная война. Делается вывод о том, что культура становится гибридным конструктом, а «мягкая сила» становится не только инструментом внешнего воздействия и «продвижения» государства на международной арене, но и приобретает «оборонительные» функции.Ключевые слова: культурная безопасность, культурный конфликт, «мягкая сила», публичная дипломатия, ЕС.

The article analyzes the issue of interrelation between domestic and foreign policy of states in Kant's political theory. His intra-legal («of a legal state» and «republic») and foreign policy («of a global civil status of public security» and «everlasting peace») projects are studied. The German author reconsidered and clarified his position, remaining intact in one thing: international security and legal state fit together in the evolutionary outlook of world policy. Its standard varied from recognition of «the security dilemma» and «balance of forces» to approval of axiological significancy of global security of states. ; В статье анализируется проблема взаимосвязи внутренней и внешней политики государств в политической теории Канта. Изучены его внутриправовые («правового государства» и «республики») и внешнеполитические («всемирно-гражданского состояния публичной безопасности» и «вечного мира») проекты. Немецкий автор пересматривал и уточнял свою позицию, оставаясь неизменным в одном: международная безопасность и правовое государство соответствуют друг другу в эволюционной перспективе мировой политики. Ее норматив изменялся от признания «дилеммы безопасности» и «равновесия сил» к утверждению аксиологической значимости всеобщей безопасности государств.

The Azerbaijan-Russia borderline mainly goes by the Caucasian mountain range and close to the Samur riverbed. Main border posts are situated close to the Caspian seashore while the locals living in the Upper Dagestan area have difficulties with crossing borderline. The locals are represented by the so called "divided peoples" whose living area was divided with the state border after 1991. The former inner borders ignored ethnic areas but now they became the lines crossing the ethnic groups of Legins, Avars, Tzakhurs and Rutuls. Certainly, those peoples are interested in specific rules for crossing the border. At the same time, their areas have not got the equipped border offices and they have to spend a lot of time and money for travelling to the neighboring districts via Baku or Vladikavkaz. Such problems arouse the radical demands among locals. The Lezgin movement for an independent Lezgistan is the most famous among them. Its supporters were involved in a terrorist attack in Baku in 1990-s and now they collect files about any problems connected with border issues, including the results of a demarcation process. They attract attention to the facts of all assignments made by Russian representatives. The activity of other ethnic groups was comparatively lower and they could make an agreement with local authorities about division of powers. Obviously, any solution about development of the border infrastructure may stabilize the separatism activity in the area.
The author determines the key challenges and threats to cross-border security at Azerbaijan-Russia borderline on the basis of analysis of Federal and regional media, declarations made by representatives of the local and borderline authorities, as well as online activities of national movements. The author reveals the infrastructure factors of ensuring cross-border activity, social and economic conditions of borderline districts development. The suggestion is made on the need to develop infrastructure borderline objects for complex development of the crossborder area that will allow preventing separatism.
