Okoljska varnostna paradigma Zahodnega Balkana ; Environmental security paradigm of the Western Balkans
V današnjem času se soočamo s številnimi varnostnimi grožnjami, med katerimi se pojavljajo tudi naravne nesreče, (ne)nalezljive bolezni ter lakota in žeja. Vpliv na manifestacijo teh groženj je moč posredno ali neposredno pripisati tudi stanju v našem okolju. V Evropi Zahodni Balkan izstopa s slabšim stanjem okolja in z višjo stopnjo okoljske degradacije v primerjavi s preostalimi regijami na kontinentu. V tem magistrskem delu sem preučeval stanje okolja v državah Zahodnega Balkana ter njegovo povezavo z varnostno paradigmo. Pri tem sem uporabil kombinacijo različnih raziskovalnih metod: analiza primarnih in sekundarnih virov, deskriptivna metoda, metoda primerjalne analize ter analiza statističnih podatkov. Prek analize sem ugotovil povezanost med stanjem okolja in varnostnimi grožnjami. Najvišjo stopnjo ogrožanja zaradi stanja okolja sta po indikatorjih imeli BiH in Črna gora, medtem ko sta najnižjo stopnjo ogrožanja zaradi stanja okolja imeli Severna Makedonija in Albanija. Pozitivni del okoljske varnostne paradigme Zahodnega Balkana, v primerjavi s preteklostjo, so zvišanje kakovosti vodnih virov ; gradnja sanitarne, vodne in okolju prijazne energetske infrastrukture, ter izboljšanje pravnih in regulativnih okvirjev za zaščito in varovanje okolja. Kljub napredku se Zahodni Balkan še vedno sooča z nekaterimi okoljskimi izzivi, kot so slabo stanje ozračja, slabo upravljanje z odpadki, ter slaba implementacija okoljskih strategij in pravnih aktov. Države Zahodnega Balkana bodo tako v prihodnosti morale še veliko postoriti za izboljšanje stanja svojega okolja, s čimer bi se znižala ogroženost ljudi, ki na tem prostoru živijo. ; We are currently facing numerous security threats, including natural disasters, diseases, hunger, and thirst. Some of the influence for the manifestation of these threats can be ascribed, either directly or indirectly, to the condition of our environment. In Europe, the region of the Western Balkans stands out as being in one of the worst environmental conditions and having some of the worst levels of environmental degradation, when compared to other regions. In this Master's thesis I studied the condition of the environment in the states of the Western Balkans and its connection with the security paradigm. I utilised the following research methods: primary and secondary source analysis, descriptive method, comparative analysis, and statistical analysis. Through this analysis I established the connection between the condition of the environment and security threats. According to the indicators, the two states with the highest security risk due to environmental conditions were Bosnia and Herzegovina and Montenegro, while the two states which had the lowest risk were North Macedonia and Albania. The positive parts of the environmental security paradigm of the Western Balkans, when compared to the past, are the increase in the quality of water sources, the construction of sanitation and water treatment infrastructure, the construction of environmentally friendly energy infrastructure, and the improvement of legal and regulatory frameworks for the protection of the environment. Despite this progress, the Western Balkans are still facing problems such as poor air quality, inadequate waste management, and poor implementation of environmental strategies and legal acts. The states of the Western Balkans, therefore, still have a long way to go in order to improve the condition of their environment, which would also lower the security threat to the people who live in the region.

THE EU'S COMMON SECURITY AND DEFENCE POLICY IN THE CASE OF THE EULEX MISSION IN KOSOVO

Abstract. The article considers whether the EU's CSDP
missions are a suitable crisis management mechanism
for post-conflict situations, along with the EU's relevance in crisis management at all. For this purpose, the
EU's biggest CSDP civilian mission EULEX was chosen
as a research case study. The research results reveal that
EULEX has not implemented its mandate, not met the
expectations of security consumers, not made any difference on the ground, and cannot be seen as an example the EU should rely on in its future missions. Further,
EULEX shows that CSDP missions suffer from many
shortfalls and the EU CFSP from a capability–expectations gap. The article concludes that the EULEX mission
does not show the EU's relevance in the crisis management of post-conflict situations.
3. nacionalna konferenca o varnosti v lokalnih skupnostih: Varnost v lokalnih skupnostih – izsledki raziskovanja zaznav varnosti v Sloveniji ; 3rd national conference on local safety and security: Safety and security in local communities – results of research on safety perceptions in Slovenia
Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).

Pojmovanje varnosti in upravljanje konfliktov: primer ukrajinskega konflikta ; Concept of security and conflict management: the case of the Ukrainian conflict
Spremembe v mednarodni skupnosti po koncu hladne vojne so mednarodne institucije, ki delujejo na področju zagotavljanja miru in varnosti, postavile pred nove izzive, ki so izpostavili pomanjkljivost obstoječh norm, mehanizmov in konceptualnega aparata za naslavljanje novih varnostnih groženj. Mednarodne institucije se težko spopadajo z modernimi varnostnimi grožnjami, med katere spadajo tudi etnični konflikti, hkrati pa je proces prepoznavanja varnostnih groženj kompleksen. Magistrska naloga skozi študijo primera delovanja Varnostnega sveta in Organizacije za varnost in sodelovanje v Evropi v ukrajinskem konfliktu preučuje, kako pojmovanje varnosti mednarodnih institucij vpliva na upravljanje (etničnih) konfliktov. Naloga pokaže, da sodobno pojmovanje varnosti presega dojemanje države kot edinega relevatnega referenčnega objekta varnosti in da je varnost intersubjektivna kategorija, ki odpira vprašanje glede procesa prepoznavanja (novih) varnostnih groženj. Posledično pojmovanje varnosti vpliva na diskurz in delovanje akterjev. Na primeru Varnostnega sveta tako vidimo, da se države članice zavedajo pomena vzpostavljene prakse delovanja, ki izhaja iz pojmovanja varnosti dotične institucije, ter njenega vpliva na odločanje v Varnostnem svetu. OVSE pa kljub prepoznavanju kršitev določenih prvin varnosti v praksi te kršitve težko naslavlja. Naloga pokaže tudi, kako specializirano znanje posameznih institucij vpliva na diskurz držav v teh institucijah ter da pojmovanje varnosti v posameznih institucijah ni statično, temveč rezultat nenehnih (re)interpretacij. ; Changes in the international community after the end of the Cold War have led international institutions working in the field of peace and security to face new challenges that have highlighted the disadvantage of existing norms, mechanisms and conceptual apparatus for addressing new security threats. International institutions are struggling to deal with modern security threats, including ethnic conflicts, while the process of identifying security threats is complex. The master's thesis examines how the concept of security of international institutions influences the management of (ethnic) conflicts through a study of the functioning of the Security Council and the Organization for Security and Co-operation in Europe in the Ukrainian conflict. Thesis demonstrates that modern concept surpasses the perception of the state as the only relevant referent object of security and that security is an intersubjective category that raises the issue of the process of identifying (new) security threats. As a consequence the concept of security affects the discourse and the functioning of the actors. In the case of the Security Council, we can see that Member States are aware of the importance of the established practice, which stems from the concept of security of the institution, and its impact on decision-making in the Security Council. Despite the recognition of violations of certain elements of security in practice, the OSCE has difficulty addressing this violation. The thesis also shows how the specialized knowledge of individual institutions influences the discourse of states in these institutions, and that the concept of security in individual institutions is not static, but the result of continuous (re)interpretations.

EVROPSKA UNIJA IN POMEN ZANESLJIVE ENERGETSKE OSKRBE ZA GOSPODARSTVO ; THE EUROPEAN UNION AND THE IMPORTANCE OF SECURITY OF ENERGY SUPPLY FOR THE ECONOMY

Magistrsko delo je osredotočeno na področje zanesljive oskrbe z energijo, ki zraven trajnosti in konkurenčnosti predstavlja enega izmed treh ključnih ciljev evropske energetske politike. Natančneje opredeljuje gospodarski pomen in cilje zanesljive oskrbe, tveganja, povezana z zanesljivo oskrbo, kakor tudi Akcijski načrt EU za varnost preskrbe in solidarnost pri preskrbi z energijo. Zanesljivost oskrbe je eden izmed ključnih ciljev energetske politike Evropske unije (v nadaljevanju EU), zato je posebna pozornost namenjena tudi evropski energetski politiki, njenemu nastanku, ciljem in potencialnim ukrepom kakor tudi trenutnemu stanju in izzivom energetike v EU. Slednja se danes namreč sooča z vrsto izzivov, med katerimi največji izziv predstavlja visoka uvozna odvisnost, zato je bistveno, da EU ukrepa zdaj in s skupnimi močmi, da bi si zagotovila konkurenčno, trajnostno in predvsem zanesljivo oskrbo z energijo. V ta namen si pospešeno prizadeva oblikovati skupno energetsko politiko. Ker je tudi Slovenija članica EU, magistrsko delo podrobneje predstavlja tudi izhodišča in cilje energetske politike Slovenije, zanesljivost oskrbe v Sloveniji ter njene cilje in pomen. Praktični del magistrskega dela analizira energetsko uvozno odvisnost EU in Slovenije ter vlogo obnovljivih virov energije (v nadaljevanju OVE) pri zagotavljanju zanesljive oskrbe. S pomočjo statistične primerjave, obogatene s tabelaričnimi in grafičnimi prikazi, so predstavljeni proizvodnja, viri in poraba energije v EU in v Sloveniji, kar je osnova za nadaljnjo analizo, tj. analizo uvozne odvisnosti kot glavnega pokazatelja zanesljivosti oskrbe. Predstavljena je vloga OVE pri zagotavljanju zanesljive oskrbe z energijo, hkrati pa so analizirani dejavniki, ki povzročajo razlike med državami članicami EU glede izkoriščanja OVE. Posebna pozornost je namenjena tudi napovedim za prihodnost na ravni EU kot tudi v Sloveniji. Na ravni EU sta podrobneje analizirana dva scenarija, ki analizirata evropske energetske trende do leta 2030, t. i. referenčni scenarij in scenarij Baseline 2009. Za napovedovanje energetske prihodnosti Slovenije pa so natančneje predstavljene in analizirane dolgoročne energetske bilance do leta 2030, izdelane za več scenarijev. Poseben poudarek je na projekcijah kazalnikov za spremljanje zanesljivosti oskrbe v Sloveniji. Za boljše razumevanje sta na začetku magistrskega dela predstavljena nastanek in razvoj EU ter v okviru tega Slovenija kot članica EU. ; Master's thesis is focused on the area of security of energy supply, which is next to sustainability and competitiveness one of the key objectives of the European energy policy. It specifies the economic importance of the objectives of security of supply, and the risks associated with the supply, as well as the EU Energy Security and Solidarity Action Plan. As already stated, the security of supply is one of the key objectives of EU energy policy, therefore, special attention is also given to the creation of the European energy policy, its objectives and potential actions, as well as the current situation and challenges of the energy sector in the EU. Today the EU is facing with number of challenges, among which the biggest challenge is the high import dependency, so it is essential for Europe to take action now and work together to ensure a competitive, sustainable and above all, reliable energy supply. To this end, the EU accelerated its efforts to develop a common energy policy. Because Slovenia is also a member of the EU, master's thesis also presents origins and objectives of the Slovenian energy policy, security of supply in Slovenia and its objectives and importance. In its practical part master's thesis focuses on the analysis of the energy import dependence of the EU and the Republic of Slovenia and the role of renewable energy sources (RES) to ensure security of supply. With the help of statistical comparisons, enriched with tabular and graphic representations are presented production and consumption of energy in the EU and Slovenia, which is the basis for further analysis, i.e. analysis of import dependence, as the main indicator of security of supply. It is also presented the role of RES in providing security of energy supply, and analyzed the factors that cause differences between the EU Member States on the exploitation of RES. Special attention is also given to the predictions for the future, both at EU level as well as in Slovenia. At EU level two scenarios to analyse the Europe's energy trends by 2030 are presented, the so-called reference scenario and baseline 2009 scenario. To predict the energy future of Slovenia long-term energy balances by 2030, designed for more scenarios, are presented and analyzed. Special emphasis is placed on the projected indicators for monitoring the security of supply in Slovenia. For a better understanding of master's thesis is at the beginning also presented the formation and development of the EU as well as Slovenia, as an EU member.

Vloga in izzivi Varnostnega sveta OZN pri uveljavljanju odgovornosti zaščititi ; The Role and Challenges of the UN Security Council in the enforcement of the Responsibility to Protect
Pri izpolnjevanju svoje primarne naloge ohranjanja mednarodnega miru in varnosti, ki mu jo nalaga Ustanovna listina Organizacije združenih narodov, Varnostni svet Združenih narodov deluje predvsem v okviru II. in III. stebra odgovornosti zaščititi. Nabor ukrepov, ki jih pri tem uporablja, je kljub temu, da je Varnostni svet edini organ, ki lahko zakonito po VII. poglavju Ustanovne listine odobri izjemo od splošne prepovedi uporabe sile, bistveno širši od gole uporabe sile, ki je bila brez privolitve države doslej odobrena le enkrat, leta 2011 v Libiji. Hipoteza naloge je, da potencial, ki ga odgovornost zaščititi ponuja pri reševanju kompleksnih kriznih situacij, ki lahko vodijo k množičnim grozodejstvom, ni docela izkoriščen zaradi nepopolnega uveljavljanja, ki je predvsem posledica blokade Varnostnega sveta zaradi uporabe veta stalnih članic. Izziv so tudi različne razlage njegovih resolucij, ki so že večkrat privedle do očitkov, da izvajalci resolucij slednje izrabljajo z namenom menjave režima v posameznih državah. Zaradi hudih posledic neaktivnosti z vetom blokiranega Varnostnega sveta, kar se kaže zlasti v primeru Sirije, so se kot alternativne možnosti delovanja mednarodne skupnosti v situacijah, kjer je uporabljiva odgovornost zaščititi, pojavile delovanje preko Generalne skupščine Združenih narodov na podlagi resolucije ˝Združeni za mir˝, regionalnih organizacij (denimo po vzoru Afriške unije) ter intervencija ad hoc koalicij. Ker nobena od navedenih možnosti ne ponuja primerne alternative odločitvi Varnostnega sveta, sta se v okviru odgovornosti neuporabe veta oblikovali dve pobudi za reformo odločanja v Varnostnem svetu, ki predlagata vzdržanje stalnih članic od uporabe veta v primerih štirih grozodejstev, vendar je njuna uspešnost vprašljiva, saj zaenkrat nobena od njiju nima podpore vseh petih stalnih članic. ; Authorized by the Charter of the United Nations, the United Nation Security Council fulfills its primary task of maintaining international peace and security by acting primarily within Pillars II and III of the Responsibility to Protect. Despite the fact, that the Security Council is the only body entitled to legally authorize an exception to the general prohibition of the use of force, this is only one of many measures it can adopt. In fact, the use of force against the will of a state has only been carried out once, in 2011 in Libya. The hypothesis of the present thesis is that the potential that the Responsibility to Protect offers in addressing crisis situations that could lead to mass atrocities is not fully utilized due to a blockage imposed by a veto from a permanent member state. The rising reproaches that those carrying out the resolutions exceed their mandates by changing the regimes in some states also represent a great challenge. This is caused by different interpretations of the language of the resolutions. Due to major consequences of the Security Council's inactiveness, as seen primarily in Syria, some suggestions of alternative actions that could be taken by the international community include acting through the United Nations General Assembly and its ˝Uniting for Peace˝ resolution, regional organizations (following the example of the African Union) and intervention by ad hoc coalitions. Since none of the mentioned possibilities represent a suitable alternative to a decision of the Security Council, two petitions in light of the Responsibility not to Veto have arisen. They suggest the permanent members abstain from the use of veto in the cases of four mass atrocities. Their success, however, is questionable, since neither has so far obtained the support from all five permanent members.
