Das Ziel der vorliegenden Studie bestand darin, ausgehend vom im Forschungsprojekt KNoTen 2.0 entwickelten Prototypen der KNoTen-Station, vier weitere Varianten dieses Hard- und Softwareaufbaus mit zusätzlichen Funktionalitäten im Hinblick auf ihre Eignung zur Erstellung eines wirkungsvollen Feedbacks für die Auswertung von komplexen Realübungen im Bereich der Sicherheitsausbildung in der Seeschifffahrt sowie im Hinblick auf die Auswirkungen der Arbeit mit der Grundvariante bzw. der Variationen zu testen. Des Weiteren sollten zusätzliche Optimierungsmöglichkeiten für die KNoTen-Station ermittelt werden, die gegebenenfalls in weiteren Forschungsarbeiten eruiert werden können.
Der Seeverkehr verursacht etwa 3,3 Prozent der globalen Treibhausgasemissionen. Da langfristig mit einem deutlichen Wachstum des globalen Seefrachttransports zu rechnen ist, ist auch ein Anstieg der Treibhausgasemissionen in diesem Sektor wahrscheinlich. Trotz langjähriger multilateraler Verhandlungen unterliegt der internationale Seeverkehr bislang keinen verbindlichen Begrenzungen, sodass die Wahrscheinlichkeit hoch ist, dass die EU ebenso wie bereits beim internationalen Luftverkehr unilaterale Schritte unternehmen wird. Hier ist eine Einbindung der Seeschifffahrt in das Europäische Emissionshandelssystem in der Diskussion. Dies wirft Fragen nach dem Grad der Integration und der Reichweite des Regimes, einer geeigneten Bemessungsgrundlage, einer angemessenen Emissionsobergrenze sowie dem Allokationsverfahren auf. Grundsätzlich könnten mittels einer Integration in den Europäischen Emissionshandel über 30 Prozent der seeverkehrsbedingten CO2-Emissionen abgedeckt werden. Ein schlecht ausgestaltetes System birgt jedoch die Gefahr, dass Emissionsziele beständig verfehlt werden und dass die europäische Seeschifffahrt Wettbewerbsnachteile erleidet. Vor einem Inkrafttreten besteht somit weiterer Forschungs- und Diskussionsbedarf. ; Ocean shipping causes about 3.3 percent of global greenhouse gas emissions. As global sea freight transport is expected to grow markedly in the long term, a corresponding increase in Greenhouse gas emissions is likely. Despite many years of multilateral negotiations no agreement has been achieved on binding regulations. Therefore, similar to international aviation, there is a high probability for a unilateral approach by the EU. A possible solution is to include maritime shipping into the EU Emissions Trading Scheme. To follow through with this, though, some important points such as the scope of integration, the coverage of the system, the allocation method and the setting of the cap need clarification. In principle, such an approach could cover more than 30 Prozent of maritime CO2 emissions. On the other hand, a badly embellished system runs the risk of continuously missing the emission target and might harm the competitiveness of the European maritime sector. Hence, further research and discussions are required before such a system can come into effect.
Beim Verbrennen von Bunkerölen in den Schiffsmotoren der Welthandelsflotte werden Luftschadstoffe freigesetzt, die die menschliche Gesundheit und die natürliche Umwelt belasten, insbesondere in Küstengebieten und Hafenstädten. Bis 2020 wird erwartet, dass Seeschiffe in der EU die bedeutendste Verursachergruppe sind und einen höheren Luftschadstoffausstoß als alle landseitigen Emittenten zusammen verantworten. Zusätzlich werden Treibhausgase freigesetzt, die dem Umfang der Emissionen Frankreichs entsprechen. Erst 2005 traten mit dem Sechsten Anhang der Internationalen Meeresschutzkonvention (MARPOL Annex VI) erste Grenzwerte für Schiffsemissionen in Kraft. Diese sind aber nicht in der Lage, den Wachstumstrend der Seeverkehrsemissionen umzukehren. Zahlreiche Umweltschutzmöglichkeiten können, im Vergleich zu anderen Bereichen, kostengünstig auf Schiffen realisiert werden, etwa Nutzung höherwertiger schwefelarmer Bunkeröle, der Verbesserung der Schiffs- und Motorentechnologie oder das Flottenmanagement der Reedereien. Um diese Potenziale zu erschließen, spielen ökonomische Instrumente eine wichtige Rolle, indem sie Anreize schaffen, die zu Verhaltensänderungen motivieren. Gebührendifferenzierungen und andere preissteuernde Instrumente wurde bereits in verschiedenen Häfen und Ländern eingeführt. Vorbildfunktion hat die Umgestaltung der schwedischen Fahrwegs- und Hafen-gebühren. Durch das aufkommensneutrale Instrument zahlen emissionsarme Schiffe weniger, andere mehr Gebühren pro Hafenanlauf. Ein alternativer Ansatz ist die Einführung handelbarer Nutzungs- oder Emissionszertifikate. Mit CO2-Handelssystemen oder den Transitbörsen wurden bereits Erfahrungen mit umwelt- und verkehrspolitisch motivierten Verknappungen gemacht. Um eine marktorientierte Umweltpolitik einzuführen, bieten sich drei Ebenen an: Häfen als Umschlagsort von Ladung und Bunkerölen, Regionen mit einer hohen öko-nomischen und politischen Vernetzung sowie die Internationale Seeverkehrsorganisation IMO (International Maritime Organization). Die Verbindung von umweltpolitischem Handeln auf diesen Ebenen ist eine zentrale Voraussetzung für die Schaffung wirksamer Anreize für die Schifffahrt. Häfen können mit der Adressierung von lokal wirksamen Emissionen nicht nur die Luftqualität vor Ort schützen, sie erproben auch neue Ansätze, die später von internationaler Ebene übernommen werden. Dezentrales Handeln kann aber nur auf international operierende Schiffe wirken, wenn es nach gemeinsamen Grundsätzen und Bemessungsgrundlagen erfolgt. Dieser Rahmen wird insbesondere von der IMO geschaffen. Eine zentrale Rolle für die Entwicklung von Anreizen für den Seeverkehr hat die Europäische Union. In dieser Region finden sich sowohl Mitgliedsländer, die von Emissionen besonders betroffen sind, als auch Flaggenstaaten mit einem Interesse an möglichst wenigen neuen Auflagen für ihre Flotte. Bei der Überwindung dieser Gegensätze könnte eine Einbeziehung der Seeschifffahrt in das bestehende CO2-Emissionshandelssystem ein erster Schritt sein. Für Luftschadstoffe erscheint die Kombination von progressiven Grenzwerten und einer Flexibilisierung durch preis- und mengensteuernden Instrumente Möglichkeiten zu schaffen. Entscheidend für den Erfolg einer Marktorientierung der Umweltpolitik ist die Verbindung von angebotenen Anreizen mit den Investitionszyklen der Industrie. Die langfristige Kapitalbindung der Reeder und Mineralölwirtschaft erfordert eher ein vorher-bestimmbares Handeln des Staates als die Wahl eines einzigen Instrumententyps ; Emissions from marine fuel combustion by sea-going ships damage the environment and human health, particularly in coastal areas and port cities. The total emission of air pollutants from EU shipping is set to be higher than all EU land-based sources combined by 2020, and EU emissions of greenhouse gases from shipping are already equal to those of a country like France. The entry into force of the Sixth Annex to the International Convention on Marine Pollution (MARPOL Annex VI) introduced first emission standards for ships only in 2005. But these limits will not reduce the forecasted growth trend in emissions from maritime transport. In comparison to other sectors, maritime transport offers a big potential for cost-effective emission reductions, for instance by using lower sulphur fuels, optimising the engine technology of a ship or the fleet operation of a ship owner. Economic instruments could create incentives to utilise the available potential. Differentiated charges and other price-related instruments are already implemented in different ports and countries. The Swedish system of differentiated port and fair-way dues is an international role model: while clean ships pay a reduced tariff when calling a port, others pay more under the revenue-neutral system. An alternative approach to charging-related instruments are tradable user and pollution rights. First experiences have been made with trading schemes for CO2 allowances or transit rights for transport infrastructure. Three levels are appropriate to introduce a market-based environmental policy in maritime transport: ports as the point of cargo handling and the bunkering of fuel; regions with a high level of political and economic integration and the International Maritime Organization (IMO) as global standard-setting institution. Even if there is action on all three levels, coordination between them is a central precondition to create effective incentives for the shipping industry. In such a regime, ports have a role to address air pollution not only to protect local air quality but also as a laboratory to develop approaches that could be adopted later on the international level. But decentralised action can only be successfully influence internationally operating ships, if incentives are using common benchmarks and measurement methods. The IMO is in a crucial position to establish such a framework. The European Union could play a central role in introducing incentives for maritime transport plays the European Union. In this region there are Member States affected by pollution from ships as well as Member States representing major flag states with a vested interest in a laissez-faire approach. To overcome these extremes, an integration of shipping into the existing European CO2 emission trading scheme could be a first step. For the control of air pollution, a combination of progressive limit values with a pricing regime could be effective. A success determinant for a market-oriented policy is the link between the incentives offered and the investment cycle of the industry. The sunk costs of the mineral oil industry and the ship owners' demands for predictable policy objectives are more important than the choice of a single instrument type.
Zu Beginn des 21. Jahrhunderts ist Englisch ?endlich zur Weltsprache gereift? (Graddol 2006: 12). Tatsächlich dominiert es alle bedeutenden Gebrauchsebenen von der Seeschifffahrt und der Luftfahrt über die internationalen Medien, die Politik, die Wirtschaft und die Technik bis zur akademischen Forschung (Crystal 2003a). Obwohl Englisch nur die jüngste in einer langen Geschichte von regionalen und überregionalen Verkehrssprachen darstellt, ist seine globale Reichweite und Vorherrschaft von bisher nie da gewesenem Rang. Dies wirft die Frage nach der Bedeutung einer solch hegemonial gestellten globalen Lingua Franca auf. In Anlehnung an Fairclough (2006) und Harvey (2006) habe ich mich für eine transdisziplinäre Herangehensweise unter Einbeziehung von Erkenntnissen der Soziolinguistik, der angewandten Sprachwissenschaft, der Soziologie und der Entwicklungs- und Globalisierungswissenschaften entschieden, um die Rolle von Englisch in dieser ?ungleichen geographische Entwicklung? (Harvey 2006) zu verstehen zu versuchen. Aufgrund seiner Geschichte und Entwicklung nach Ende der Apartheid handelt es sich bei Südafrika um ein besonderes Beispiel, das Einblick in die volle Bandbreite der mit ?Global Englisch? verbundenen Phänomene gewährt. Wir sind heute vielleicht Zeugen der Herausbildung eines globalen Kultur- und Wirtschaftsraums auf dem Fundament der weltweiten Lingua Franca Englisch als de facto Weltstandardsprache, die dem Aufstieg der Nationalstaaten als eigenständige Volkswirtschaften und Kulturräume auf Basis standardisierter Landessprachen in früherer Zeit ähnelt. Ich glaube, dass Südafrika nach der Apartheid als mikrokosmisches Beispiel für eine weltweite Entwicklung, nämlich die neoliberale Vereinigung einer globalen kapitalistischen Elite mit der gemeinsamen Sprache Englisch (bzw. EGLF ? Englisch als globale Lingua franca), gesehen werden kann. ; At the turn of the 21st century English ?has at last become of age as a global language? (Graddol 2006: 12), dominating practically all functional domains of consequence, from maritime navigation and aviation to international politics, business, media, and technology to academic research (Crystal 2003a). Although English is only the latest in a long line of historical regional and supraregional linguae francae, its position of global reach and domination is unprecedented and raises questions about the implications of a hegemonic global lingua franca. The current paradigms theorizing world English(es) show a partisan sensitivity to the geopolitical implications of a global lingua franca, while challenges to the global hegemony of English seek accommodation rather than radical change. Following Fairclough (2006) and Harvey (2006) I adopt a transdisciplinary approach with insights from sociolinguistics and applied linguistics, social theory, and developmental and globalization studies in an attempt to understand the role of English in what Harvey calls ?uneven geographical development? of the world. On account of its post-apartheid transformation as well as its history, South Africa represents a comparatively rare ecology which provides insights into the full range of phenomena related to global English. Similar to the constitution in an earlier historical period of a distinct cultural political economy of the nation state primarily on the basis of a standardized national language, we may be witnessing the constitution of a global cultural political economy on the basis of English as a global lingua franca (EGLF) as a de facto global standard language, playing a role similar to that of the national standard languages, on a larger scale. I suggest that post-apartheid South Africa, extrapolated to the scalar order of the globe, exemplifies a larger trend of neoliberal unification of global capitalist elites on the basis of a common language ? Combining bathymetric and backscatter information from the multibeam data with subbottom profiler and published and previously unpublished legacy seismic reflection lines, we derive a tectonic map. The new map reveals a middle and upper slope configuration dominated by pervasive extensional faulting, with some faults outlining a >500-km-long ridge that may represent the remnants of a Jurassic or pre-Jurassic magmatic arc. Lower slope deformation is more variable and includes slope-failures, normal faulting, re-entrant embayments, and NW-SE trending anticlines and synclines. This complex pattern likely results from the combination of subducting lower-plate topography, gravitational forearc collapse, and the accumulation of permanent deformation over multiple earthquake cycles. We find little evidence for widespread fluid seepage despite a highly faulted upper-plate. An explanation could be a lack of fluid sources due to the sediment starved nature of the trench and most of the upper-plate in vicinity of the hyperarid Atacama Desert. Changes in forearc architecture partly correlate to structural variations of the oceanic Nazca Plate, which is dominated by the spreading-related abyssal hill fabric and is regionally overprinted by the Iquique Ridge. The ridge collides with the forearc around 20–21°S. South of the ridge-forearc intersection, bending-related horst-and-grabens result in vertical seafloor offsets of hundreds of meters. Sixty years ago, from 20th to 26th September 1959, the Nineteenth Conference of the International Maritime Committee (Comité Maritime International) was held in Rijeka. Facing the challenges arising from contemporary plans to use nuclear power in marine transport (in particular to use nuclear reactors as a source of transport for both civil and military ships), the Conference adopted a draft of a convention that aimed to address the issue of liability of the operators of nuclear ships. The draft convention reflected the fact that liability issues arising from nuclear ships considerably differ from those issues, arising from the operation of land-based nuclear reactors. This draft convention, which became later widely known as "the Rijeka Draft" in legal literature, provided for basic liability principles that were to be applied to operators of nuclear ships. The Rijeka Draft became crucial for the later developments in the field of international nuclear law, in particular for the adoption of the Brussels Convention on the Liability of Nuclear Ships at the Eleventh Session of the Diplomatic Conference on Maritime Law in 1962. However, it also influenced the content of several other bi-lateral agreements. The 60th anniversary of the Rijeka Draft allows a good opportunity to revisit the principles provided by the draft convention as well as to revisit the impact of this draft on further development of international nuclear law. ; U Rijeci je pred šezdeset godina od 20. do 26. rujna 1959. održana devetnaesta konferencija Međunarodnog pomorskog odbora (Comité Maritime International). Suočavajući se s izazovima proizašlim iz korištenja nuklearne energije u pomorskom prijevozu (posebice vezano uz korištenje nuklearnih reaktora kao izvora prijevoza u putničkim i vojnim brodovima, na konferenciji je usvojen jedan nacrt, čiji je cilj bio dotaći se odgovornosti poduzetnika-brodara nuklearnih brodova. Taj je nacrt reflektirao činjenicu da se odgovornost poduzetnika-brodara nuklearnih brodova znatno razlikuje od odgovornosti koja proizlazi iz nuklearnih reaktora smještenih na čvrstom tlu. Ovaj nacrt, koji je kasnije u pravnoj literaturi postao poznat kao "Riječki nacrt", predvidio je temeljna načela odgovornosti za poduzetnike-brodare nuklearnih brodova. Odigrao je i veliku ulogu u kasnijem razvoju međunarodnog nuklearnog prava, posebice pri usvajanju briselske Konvencije o odgovornosti poduzetnika-brodara nuklearnih brodova na jedanaestoj sjednici Diplomatske konferencije za pomorsko pravo 1962. godine. Utjecao je i na sadržaj nekih drugih bilateralnih sporazuma. Šezdeseta obljetnica Riječkog nacrta izvrsna je prilika za preispitivanje njegovih načela kao i njegovog utjecaja na daljnji razvoj međunarodnog nuklearnog prava. ; Die Neunzehnte Konferenz des Internationalen Seeschifffahrtsausschusses (Comité Maritime International) wurde vor sechzig Jahren vom 20. bis zum 26. September 1959 in Rijeka gehalten. Als Antwort auf die Herausforderungen bezüglich der Nuklearenergienutzung in der Seeschifffahrt (insbesondere bezüglich der Nutzung von Kernreaktoren als Transportquelle für sowohl Passagier- als auch Militärschiffe), nahm die Konferenz einen Entwurf an, mit dem Ziel, die Haftung der Betreiber von Nuklearschiffen anzusprechen. Dieser Entwurf wiederspiegelte die Tatsache, dass die Haftung, die sich aus Nuklearschiffen ergibt, sich von der mit der Betreibung von landgestützten Kernreaktoren verbundenen Haftung wesentlich unterscheidet. Dieser Entwurf, der später auch als "Rijeka-Entwurf" in der Rechtsliteratur bekannt wurde, hat grundlegende Haftungsgrundsätze für Betreiber der Nuklearschiffe vorgesehen. Der Rijeka-Entwurf spielte eine große Rolle bei späteren Entwicklungen im Bereich des internationalen Nuklearrechtes, insbesondere bei der Annahme des Brüssel-Übereinkommens über die Haftung von Betreiber der Nuklearschiffe auf der Elften Tagung der Diplomatischen Seerechtkonferenz in 1962. Er hat aber auch den Inhalt von einigen anderen bilateralen Übereinkommen beeinflusst. Das sechszigste Jubiläum des Rijeka-Entwurfs bietet die Gelegenheit an, die Grundsätze des Entwurfs sowie auch sein Einfluss auf weitere Entwicklungen des internationalen Nuklearrechts erneut zu überprüfen. ; Sessant'anni fa dal 20 al 26 settembre del 1959 si tenne a Fiume la novantesima Conferenza del Comitato marittimo internazionale (Comité Maritime International). Nell'approcciarsi alle sfide derivanti dai piani contemporanei di usare l'energia nucleare nel trasporto marittimo (in particolare di usare i reattori nucleari quale fonte per il trasporto sia di navi civili, che militari), la Conferenza adottò un disegno di convenzione avente lo scopo di porre in rilievo la questione della responsabilità degli operatori di navi nucleari. Il disegno di convenzione manifestò il fatto che le questioni della responsabilità derivanti dalle navi nucleari differiscono considerevolmente rispetto a quelle questioni derivanti dalle operazioni dei reattori nucleari su terraferma. Tale disegno di convenzione, che successivamente divenne noto nella letteratura giuridica come "the Rijeka Draft", offrì i principi fondamentali in materia di responsabilità che si sarebbero dovuti applicare agli operatori delle navi nucleari. Il "Rijeka Draft" divenne di importanza cruciale per i successivi sviluppi nel campo del diritto nucleare internazionale ed in ispecie per l'adozione della Convenzione di Bruxelles sulla responsabilità delle navi nucleari all'undicesima sessione della conferenza diplomatica sul diritto marittimo nel 1962. Ad ogni modo, esso influenzò anche il contenuto di alcuni altri accordi bilaterali. Il sessantesimo anniversario del "Rijeka Draft" offre una buona opportunità per rivisitare i principi offerti dal disegno di convenzione, come anche per rivisitare l'impatto di questo disegno sul futuro sviluppo del diritto nucleare internazionale.
