Its tremendous negative impact on economy caused permanent changes in organizational functioning, triggering companies to create crisis management strategies and adopt new innovative practices. The agro-sector was not an exemption. Considering that this sector manifests constant growth related to not only the increase of human population, but also to continuous life-style changes, it is crucial to develop recovery strategies on organizational and governmental levels. Therefore this study provides the general overview of crisis management concept with its main characteristics and frameworks; analyses the importance of innovation in agro-sector; offers agro-sector overview; examines the pandemic's impact on this particular sector and some of the recovery strategies; and explores the attitudes of agro-sector professionals towards COVID-19 crisis in two countries – Portugal and Russia. This research intends to discover differences and similarities in crisis management solutions between agro business professionals in both countries, as well as possible approaches to crisis outcome minimization. ; A pandemia COVID-19 é a tragédia do século XXI, a doença que abalou o mundo e mudou a vida de populações inteiras. O setor agrícola não foi a exceção. Visto que este sector demonstra um crescimento constante relacionado não apenas com o aumento da população a nível mundial, mas também com as mudanças contínuas no seu estilo de vida, um desenvolvimento de estratégias de recuperação a nível organizacional e governamental torna-se imperativo. Deste modo, este estudo oferece um panorama geral do conceito de gestão de crise com as suas principais características e estruturas; analisa a importância da inovação no setor agrícola; oferece uma visão geral do setor; apresenta o impacto da pandemia neste sector e algumas das estratégias de recuperação; por fim, explora as atitudes dos profissionais do setor agrícola em relação à crise da COVID-19 em dois países – em Portugal e na Rússia. Esta investigação pretende descobrir as diferenças e semelhanças nas soluções de gestão de crise entre os profissionais de agro-negócios de ambos os países, bem como os possíveis abordagens relativamente à minimização dos impactos da crise.
Reductions in defense expenditure require holistic and coordinated planning of two critical and interconnected defense capabilities, namely a fleet of assets and the workforce required. In this paper, we model and solve a joint problem of strategic workforce planning and fleet renewal in a military context. The joint problem studied involves addressing a trade-off among several costs (e.g., workforce, maintenance, operating, etc.) and operational readiness (availability) of the fleet. To make such trade-offs, the decisions associated with workforce planning (i.e., the recruitment and the career progression of the workforce) and fleet renewal (i.e., the timing of asset replacements) strategies have to be simultaneously considered and optimized. We develop a simulation-optimization approach by coupling a system dynamics (SD) simulation model and a genetic algorithm (GA) to solve the joint problem. In the developed approach, the GA generates candidate workforce planning and fleet renewal strategies to find the best joint strategy. Then, the candidate workforce planning and renewal strategies are passed to the SD model which simulates both the career progression of the workforce and the life-cycle of assets to evaluate the total cost. We illustrate the applicability and effectiveness of the joint model on a realistic case study motivated by the recent modernization efforts of the Royal Australian Navy. The results obtained indicate that this approach leads to a considerable cost reduction and identifies the causes of inferior performance. We also test the robustness of the optimized strategies under uncertainty by sensitivity and scenario discovery analyses to infer further insights.
Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. APPROVED ; The work which follows examines the process by which private actors in the digital market are redefining fundamental rights through their contractual terms and practical operation. The argument is allied to works which consider ?digital constitutionalism,? the idea that private actors in the digital market are increasingly displaying constitutional features through their contractual terms and documents. Unlike a majority of work in the area of digital constitutionalism the work does not argue that private actors setting rights based standards represents a positive development. Rather, the work argues that private actors, through their re-definition of public, normative standards are generating a body of rules and practices which have displaced democratically decided rights standards with negative consequences for individual autonomy and the Rule of Law. The work argues that this process has been enabled by three features of EU law and policy. The first is an approach of functional equivalence to laws governing the digital market. In accordance with this approach the digital market has been treated as equivalent to traditional markets and its participants are viewed as requiring no additional or supplementary protections or regulations. Of particular significance in functionally equivalent attitudes to the digital market is the Union?s deference to freedom of contract as part of an ordoliberal attitude to market regulation. While this attitude is now beginning to erode (to some extent) in the context of data protection it remains the dominant regulatory approach of the European Union in the digital market. The second feature, not unrelated to the first, is the Union?s preference for economic rather than socially orientated standards and protections in it policies as well as its secondary laws. As part of this preference, when fundamental rights cross the Rubicon from vertically enforced constitutional protections to horizontally enforceable legislative ones their content is transmuted in a manner which favours their economic over socially oriented aspects. The third feature, is what is referred to within the work as the Union?s brittle constitutionalism ? that is the Union?s hesitant and incomplete articulation of and commitment to rights enforcement. This feature is the result in part of the Union?s ambiguous and at times hostile attitude to the development of fundamental rights policy. The work examines the impact of these trends and the rise of private policy they have generated on the rights to privacy and property under the Charter of Fundamental Rights.
This paper aims to investigate the concept, context and socio-economic consequences of fiscal competition in the integrated economic space of EMU in completion, to pinpoint the positive and negative factors at work via a case study of the Benelux countries – both founder members of the EU and pioneers of EMU – and to examine the impact on European and international regulations in the field. In particular, it will endeavour to provide a comprehensive interpretation of fiscal policy in the Benelux countries via a comparative approach and from a historical perspective. It will look at the development of respective domestic fiscal policies, driven by national interests and by membership of a Community that is subject to requirements in terms of harmonisation and taxation, but also by constant contact (and frequent clashes) with the multilateral international environment.
The treated sewage sludge under consideration is a hygienized biodegradable waste in the form of pellets. It can be used as a fertilizer, but only for spreading on non-agricultural land. Regarding "waste to energy" philosophy, the specification of pellets as an alternative solid fuel according to EN 15359 resulted in "NCV4; Cl1; Hg3-4" class. The major problem regarding the final pellets utilization is the lack of facilities for energy and material recovery from this type of waste in Slovenia. According to the newest legislation regarding the waste management, a product status for residues generated in combustion and pyrolysis of pellets on a laboratory and semi-pilot scale was not achieved. The holistic approach to final pellets utilization was studied and regarding the full-scale level of self-sufficient sewage sludge management in Slovenia, some legislative provisions become significant obstacles.
The domestic and international transmission mechanism of fiscal policy shocks are analysed in the United States and in Germany. Using a Bayesian VAR approach, we find that in both of these countries a fiscal expansion is associated with increases in output as well as in private consumption and investment. The terms of trade, which affect the international transmission of fiscal policy shocks, depreciate in response to a fiscal expansion, thus transferring some of the increased domestic purchasing power abroad. A US government spending shock is expansionary for all non-US G7 members. A German government spending shock is expansionary for most, but not all European economies, both within and outside the euro area. The dynamics of the BVAR can be rationalised using a dynamic stochastic general equilibrium model where heterogeneous households and firms face borrowing constraints.
The idea of hegemony, in its Gramscian sense, contributed to the renewal of several fields of social sciences in the 1970s and 1980s. This idea circulates between different geocultural spaces and different times. The approach adopted in this article starts from the contexts in which this idea is mobilized, in order to show to which theoretical and practical stakes it answers. Focusing on four authors (Antonio Gramsci, Ernesto Laclau, Chantal Mouffe and Pablo Iglesias) and on the transfers from one author to another, the aim is to highlight the social conditions conducive to the deployment of this idea and to identify the (dis)continuities that punctuate its history. Throughout the socio-historical course marked out by the written productions of these four authors, one constant appears: the vitality of the concept of hegemony seems linked to periods of crisis - theoretical and / or strategic - of the left. ; Peer reviewed
This article proposes a constitutional approach of the role of Government in Economy, and the principle of subsidiarity in the 1993 Peruvian Constitution. The proposal discusses the generally accepted notion of promotion in Public Law, as a reference to establish when Government can develop business activity within the framework of the 1993 Constitution. The discussion adopts the point of view of the Public Law to analyze the principle of subsidiarity of Government when it comes to developing business. ; El artículo propone una interpretación constitucional del rol promotor del Estado y del principio de subsidiariedad en la Constitución de 1993, sobre la base de la noción de fomento, generalmente aceptada por la doctrina, como criterio para establecer cuándo puede el Estado desarrollar actividad empresarial en el marco de la Carta Magna vigente. Johtajat ja heidän kognitiot ovat kriittisessä roolissa yrityksen kansainvälistymisprosessissa ja sen muotoutumisessa ajan myötä. Vaikka keskeisimmät kansainvälistymistä koskevat teoriat tiedostavat tämän, ymmärrys ja aiempi tutkimus johtajien ja heidän kognitioiden roolista yrityksen kansainvälistymisprosessissa on yllättävän vähäistä. Aikaisempi tutkimus on keskittynyt tarkastelemaan yrityksen kansainvälistymisprosesseja erityisesti yrityksen ja toimialan tasoilla. Johtajat on nähty rationaalisina toimijoina eikä päätöksentekoa olla nähty merkityksellisenä osana yritysten kansainvälistymisprosesseja. Tutkimukset, jotka ovat huomioineet johtajien päätöksenteon roolin, ovat lähestyneet kysymystä hyvin rajallisista tieteenfilosofisista ja metodologisista lähtökohdista. Tämä on johtanut kapeaan ja yksipuoleiseen ymmärrykseen aiheesta, minkä vuoksi päätöksentekijöiden rooli on jäänyt epäselväksi. Puutteellinen ymmärrys päätöksentekijöiden roolista vaikeuttaa yrityksen kan-sainvälistymisprosessin ymmärtämistä kokonaisuutena, koska kansain-välistymisprosessia ohjaavat päätökset syntyvät lopulta aina johtajien toimesta. Tämä väitöskirja pyrkii avaamaan johtajien päätöksentekoprosessien roolia yrityksen kansainvälistymisessä ensiksi tutkimalla, kuinka kognitiiviset perustat vaikuttavat yrityksen kansainvälistymiseen ja toiseksi esittämällä keinoja, kuinka yrityksen kansainvälistymisen kognitiivisia perustoita voidaan tutkia tulevaisuudessa entistä paremmin. Näitä kysymyksiä lähestytään hyödyntämällä kahden kirjallisuuskatsauksen ja kahden tapaustutkimuksen tuloksia, jotka tarkastelevat yrityksen kansainvälistymisen kognitiivisia perustoita erilaisista teoreettisista tulokulmista. Ensimmäinen kirjallisuuskatsaus avaa kognitiivisesti suuntautuneen kansainvälistymis- tutkimuksen tilaa selvittämällä sekä tutkittuja että vähemmälle huomiolle jääneitä tutkimusalueita näin luoden yhtenäisempää ymmärrystä aiheesta. Toinen kirjallisuuskatsaus tutkii, miten aikaisempi kirjallisuus kansainvälisestä liiketoiminnasta on tarkastellut niitä kognitiivisia eroja, jotka nousevat johtajien kulttuurillisista, kansallisista, etnisistä ja geografisista taustatekijöistä. Kirjallisuuskatsaus integroi nämä löydökset osaksi laajempaan johtajien ja organisaatioiden kognitioihin liittyvää kirjallisuutta. Väitöskirjan ensimmäinen tapaustutkimus tarkastelee heuristisen päätöksenteon kehittymistä yrityksen kansainvälistymisen aikana sekä kontekstisidonnaisen kokemuksen roolia tässä prosessissa. While this is acknowledged in foundational theories of firm internationalization, our understanding of how managers and their cognitions shape the internationalization process remains surprisingly incomplete. This is because prior literature on firm internationalization mainly operates at the firm, industry, or national levels and assumes a relatively high level of managerial rationality, with few studies focusing on how managers and their decision-making processes shape firm internationalization. In addition, the studies that have addressed the cognitive foundations of firm internationalization have done so by drawing on a relatively narrow set of philosophical and methodological alternatives, thus generating a one-sided understanding of the matter. Consequently, scholarship on decision makers' roles in firms' internationalization processes remains underspecified and incomplete, which hampers the field's capacity to fully understand firms' international operations. This dissertation aims to unpack the black box of managers' roles in firm internationalization processes by investigating how cognitive foundations influence firm internationalization and showing how we can further advance the research on the cognitive foundations of firm internationalization in the future. The dissertation approaches these questions through two review studies and two case studies that explore the cognitive foundations of firm internationalization from different perspectives. The first review study investigates the current state of the research field by describing the research domains that have been studied and those that have been underexplored and thus provides an integrative understanding of the research on the cognitive foundations of firms' internationalization processes. The second review study explores how the existing literature has approached the cognitive differences that stem from decision makers' cultural, national, ethnical, and geographical characteristics and the influence that such differences have on firm internationalization processes and integrates these findings into the broader literature on managerial and organizational cognition. The first case study examines heuristic decision-making in firm internationalization and the role of context-specific experience in this process. It advances a theoretical model indicating that managers become able to harness the positive impact of heuristics in internationalization-related decision-making only after they have accumulated a certain level of context-specific experience and when this experience is triggered to transform into usable heuristics by a stimulus of an unexpected event. The second case study explores how different historical approaches can be used to analyze the temporal embeddedness of firms' internationalization and de-internationalization processes unfolding over time. This dissertation contributes to the literature on the cognitive foundations of firm internationalization in two ways. First, it improves the existing understanding of how cognitive foundations shape firm internationalization by reviewing the existing literature to generate integrative understanding of the topic and by empirically explicating novel ways of how cognitions drive internationalization via three philosophical perspectives— qualitative positivism, interpretivism, and poststructuralism. Second, it outlines ways to further advance the research on the cognitive foundations of firm internationalization by pointing out the research gaps that warrant further attention and by proposing that subjective approaches, historical research methods, and the microfoundational approach constitute productive avenues for future research.
This policy history describes how community choice aggregation was created in Massachusetts by a small group of advocates and subsequently spread across the US. Twenty-one interviews with key participants, primary materials from government and personal archives, and newspaper articles were used to attribute and corroborate these events. A new finding is that community choice aggregation was created as part of electric sector restructuring efforts in Massachusetts in 1997, but that this new policy was barely perceived by many stakeholders in the larger restructuring process, and was included by legislators in response to advocates who organized local governments through direct democracy strategies. Kingdon's multiple streams approach provides a useful framework to understand how organizing by advocates led to successful passage of legislation in Massachusetts. The spread of community choice aggregation to other states occurred through organizing that combined advocacy with policy learning and emulation. CCA has since been adopted by more than 1800 local governments that represent more than 36 million people in six states. This article concludes by discussing the early outcomes, current status, and some prospective implications of community choice aggregation.
The philosophical and political advantages tied to a break with Marxist thinking have been notable. With such a break with Marxism, economic and scientific determinism have been discounted – and it is in this sort of determinism that a classic critique of Marxism finds a reason for discrediting the Marxist-Leninist project. However, it seems the cost of totally abandoning Marxist thinking has not been sufficiently examined. This article seeks to remedy this with a comparative study of two philosophers' conceptions of conflict: Mouffe's perspective will be examined and compared to Castoriadis' view of radical democracy and its treatment of conflict. The paper seeks to show that a full break with Karl Marx weakens political radicalism. In other words, by opting for a perspective on conflict which fully renounces the Marxist view, Mouffe is doing away with both the idea of direct democracy and/or that of a revolutionary project. Her approach differs from that of Castoriadis who seeks, in some sense, to remain faithful to the emancipatory aspects of Marxian thought. ; Peer reviewed

The project examines the convergence of private agendas inside and outside the royal administration, which were channelled by the Genoese lending community to overcome the consolidation of royal short-term debt in 1557 and its consequences. The application of an institutional approach, based on the works of Avner Greif, to the analysis of the social organisations that prevented a failure of coordination in the Hispanic Monarchy offers a fresh perspective on a topic normally assessed under predatory models. The specific study of two Genoese lenders who contributed to the establishment of a more viable and efficient financial system in the monarchy, Costantin Gentil and Nicolao de Grimaldo, provides details about how interregional transactions and local economies contributed to the consolidation of the early modern state.
Social media provides ethno-racial immigrant groups—especially those who cannot vote due to factors such as lack of citizenship and limited English proficiency—the ability to mobilize and connect around collective issues. Online spaces and discussion forums have encouraged many Asian Americans to participate in public policy debates and take action on social justice issues. This form of digital group activism serves as an adaptive political empowerment strategy for the fastest-growing and largest foreign-born population in America. Asian American Connective Action in the Age of Social Media illuminates how associating online can facilitate and amplify traditional forms of political action. James Lai provides diverse case studies on contentious topics ranging from affirmative action debates to textbook controversies to emphasize the complexities, limitations, and challenges of connective action that is relevant to all racial groups. Using a detailed multi-methods approach that includes national survey data and Twitter hashtag analysis, he shows how traditional immigrants, older participants, and younger generations create online consensus and mobilize offline to foment political change. Strategic spatial planning (SSP) has been a key planning practice supporting spatial transformation globally. However, designing and implementing strategic spatial plans is a complex task. The process involves prioritizing planning intentions, establishing funding mechanisms and structuring governance settings, which take shape within power configurations. It is within this complexity that a participatory and integrative planning approach assume increasingly importance when addressing, strategically, societal challenges such as spatial injustice. Furthermore, a consolidated planning practice – that is the experiences in dealing with SSP are thought to influence how strategic plans are prepared and executed. Bearing in mind the influential role of preceding experiences in SSP processes as well as of participation, project promotion and policy integration, this paper synthesises the results of a literature review reflecting three decades of SSP (1990-2020) in England. England has a well-defined history of engagements with SSP. The purpose is to discuss lessons learned from looking back thirty years and debate suggestions for how to design future SSP that account for public and private interests and align cross-sectoral policies. To overcome democratic accountability constraints and steering resource management effectively, this review pleas for more cooperative central–local relationships in shaping future SSP processes in England and beyond.
