Postgraduate quality management can be carried out from two approaches: the first, (competitive) is based on compliance with academic, scientific and administrative standards, and the positioning of universities in world lists of best institutions; the second (humanist-social) in the commitment of the universities with the solution of the problems of sustainable development. The objective of this article is to review the recent information backing the competitive and social-humanist approaches to quality in postgraduate studies, and on this basis support what should be the meeting point between both approaches in Latin American universities. For this purpose, articles published predominantly in Latin America, and also from Asia and Africa, were analyzed. From the points of view expressed in the reviewed documents, reflections on quality management in postgraduate studies were formulated from the Latin American perspective. It was found that the competitive approach predominates in postgraduate quality management worldwide, and that the social responsibility of universities, and of postgraduate studies in particular, implies a commitment to solving local, regional and national problems, only achievable with a solid social-humanist approach. Latin American universities must combine compliance with competitive standards with postgraduate social responsibility objectives, and assign greater weight to the latter in accreditation systems.
This document summarises the outcome of a training workshop, "Inter-active and dynamic approaches on forest and land-use planning", that was organised in Vietnam and Lao PDR during April 1999. The workshop was arranged by researchers from SLU, Umea in co operation with Sida and it's CCB Programme, the National Board of Forestry and concerned government institutions in Lao PDR-the National Programme for Shifting Cultivation Stabilisation, Ministry of Agriculture and Forestry and in Vietnam-the Forest Inventory and Planning Institute, Ministry of Agriculture and Rural Development. The main purposes of this paper are • To review and conclude the outcome of the workshop to all those who have participated or been concerned with it. • To summarise an evaluation of the somewhat unique arrangement, with participants from different sectors, administrative levels, gender and countries. • To present "the APM approach" on land use planning, which was put forward, tested and discussed during the workshop. The input to the working paper originates from participants, resource persons and instructors who took part in the workshop. The editing has been made by Mats Sandewall.
Continued unsustainability and surpassed planetary boundaries require not only scientific and technological advances, but deep and enduring social and cultural changes. The purpose of this article is to contribute a theoretical approach to understand conditions and constraints for societal change towards sustainable development. In order to break with unsustainable norms, habits, practices, and structures, there is a need for learning for transformation, not only adaption. Based on a critical literature review within the field of learning for sustainable development, our approach is a development of the concept of transformative learning, by integrating three additional dimensions—Institutional Structures, Social Practices, and Conflict Perspectives. This approach acknowledges conflicts on macro, meso, and micro levels, as well as structural and cultural constraints. It contends that transformative learning is processual, interactional, long-term, and cumbersome. It takes place within existing institutions and social practices, while also transcending them. The article adopts an interdisciplinary social science perspective that acknowledges the importance of transformative learning in order for communities, organizations, and individuals to be able to deal with global sustainability problems, acknowledging the societal and personal conflicts involved in such transformation.
This document summarises the outcome of a regional training workshop, "Interactive and dynamic approaches on forest and land use planning in Southern Africa". It was organised in December 2001 by the government of Botswana in cooperation with organisations in Zimbabwe and South Africa and with Swedish financial and technical support. The workshop aimed at exposing the participants to new cross sector approaches on strategic forest and land use planning, including the Area Production Model (APM) and concept, and to provide a platform for possible future development work in this field. It concerned such issues as the role of planning in relation to policies and local development, information and data needs in planning, the use of scenario modelling in land use planning, how to narrow the gap between "planning from above" and "planning from below", and the roles and interaction of different stakeholders in the planning process. The workshop had been proposed by the participating countries following an international training programme on policy and strategy development in Sweden. The 18 participants from three countries included central and local government staff concerned with forest and land use planning at the national and sub-national level, researchers and NGOs. The workshop consisted of two weeks of lectures, seminars and field based case studies and a concluding seminar, in which the participants presented their experiences and conclusions about the APM concept to a broader group of decision makers. Some of the main conclusions drawn by the participants were that the APM was a useful tool for promoting dynamic and multi-sector planning. At the same time the Model has a number of technical shortcomings that needs to be addressed. Those shortcomings were identified and discussed throughout the workshop. The need to keep the model simple and transparent was acknowledged. It was proposed that "homes" should be identified for the model in each country. Those homes should build up and maintain capacity to develop and adapt the model to the local conditions and priorities. INTRODUCTION. The workshop "Interactive and dynamic approaches on forest and land-use planning in Southern Africa" was arranged in Botswana in December 2001. It aimed at exposing the participants to new cross sector approaches on strategic forest and land use planning, including the Area Production Model (APM), and to provide a platform for possible future development work in this field. The workshop was the concluding step of a process that had been running for several years. It provides important lessons on approaches to cross-sectoral land use planning in Southern Africa. The process started in 1998, when there were several participants from Botswana, South Africa and Zimbabwe in an annual international course "Development of National Forest Policies and Strategies", organised by the Swedish National Board of Forestry and funded by Sida. Those participants strongly suggested that the Area Production Model, (APM), which had been demonstrated during the course, might be highly relevant in Southern Africa. As a response, the Country Capacity Building (CCB) project (a Sida funded project aiming at forest policy issues), set up a training programme in discussions with the three countries. As a first step, key personnel from the forest authorities in Botswana, South Africa and Zimbabwe, underwent a post graduate course at the Swedish University of Agricultural Sciences (SLU) in Umea, Sweden. The course took place in March 2000 and was focused on the ideas and applications of the APM. In a second step, a workshop designated for a wider audience, including governmental as well as non governmental organisations, was planned for mid 2000. The workshop was originally intended to be a two-phase arrangement. The first phase to be arranged in Zimbabwe, focusing on model theory with only limited field work, and a second phase, were the participants would split up and work a realistic case in a designated study area in each of the three countries involved. Unfortunately, the political situation in Zimbabwe during spring 2000 made it necessary to postpone the workshop. About a year later, in spring 2001, it was agreed among the interested countries to move it to another country in the Region, after the Ministry of Agriculture, Botswana, had generously accepted to host the workshop. The two-phase design of the workshop was by now reduced to a single event, with the joint study-area around Serowe in the eastern part of Botswana. The APM is a simulation model developed by Professor Nils-Erik Nilsson in co-operation with FAO. The Model, including an application concept, has been further developed by the Swedish University of Agricultural Sciences (SLU), Department of Forest Resource Management and Geomatics. The Swedish team of resource persons in the Botswana workshop have all been instrumental in the previous development work of the Model. The APM has been field tested on numerous occasions in South and Southeast Asia. This workshop, however, is the first occasion the model is used in Southern Africa. In spite of the simplicity and flexibility that characterises the model, the new setting was considered a major challenge when planning the workshop. The workshop results have given new and partly unexpected results in terms of both usefulness and applicability of the model. The Country Capacity Building project focuses on forest policy development. In modem terminology, nfp (national forest programmes) is a highly relevant term. Key strategies include support to demand driven processes, investment in human knowledge and, not least, a belief that personal commitment is as important for success as political commitments. The EU Renewable Energy Strategy (RES) Directive requires that each member state obtain 20% of its energy supply from renewable sources by 2020. If fully implemented, this implies major changes in institutions, infrastructure, land use, and natural resource flows. This study applies a political geography perspective to explore the transition to renewable energy use in the heating and cooling segment of the Swedish energy system, 1980–2010. The Nordic welfare model, which developed mainly after the Second World War, required relatively uniform, standardized local and regional authorities functioning as implementation agents for national politics. Since 1980, the welfare orientation has gradually been complemented by competition politics promoting technological change, innovation, and entrepreneurship. This combination of welfare state organization and competition politics provided the dynamics necessary for energy transition, which occurred in a semi-public sphere of actors at various geographical scales. However, our analysis, suggest that this was partly an unintended policy outcome, since it was based on a welfare model with no significant energy aims. Our case study suggests that state organization plays a significant role, and that the EU RES Directive implementation will be uneven across Europe, reflecting various welfare models with different institutional pre-requisites for energy transition.
This is a study of inter-organizational relations, especially of control relations, applied to Swedish state enterprise.The growing interdependence between different parts of society as well as the dynamic environment of organizations bring forward a need for new patterns of interaction. Organizations of very dissimilar types have to cooperate in new areas. The state enterprises have an external environment that exhibit both political and economic characteristics. The control relation, to the owner, may involve both types.The study consists of three parts. Part one present an initial theoretical framework, used in an empirical study (part two). This shows the need for a further development. A revised and enlarged framework is presented in part three. In the initial framework the concept of control, within a systems approach, was the focus of investigation. The approach was traditional and pointed to the importance of structures and of characteristics of the decision process. Control of two levels was discussed — organizational control and control of specific situation. The model suggested was mainly developed for description of control of state enterprises.The empirical study was conducted as an interview study in nine state enterprises. The interviews were of a semi-structured type and the purpose was to gain new insights as to the conditions of control of organizations. The enterprises were selected according to mission, three types were identified: strictly political tasks, strictly economic tasks and a mixture of tasks. The findings were that organizational control differed according to task so that political task gives a more strict control: The differences in control of ongoing avtivity was less pronounced. The most striking finding was the relevance of expectations of control. The empirical study led to demands for a more actor-oriented approach.This was the starting point for the revised and enlarged framework. A review of studies of relations in the systems approach and within a more actor-oriented approach was made. The role of the actor in the organization is discussed. The importance of structural conditions and of process in control is also analyzed. This review and analysis forms the basis for a somewhat different approach to relations. A concept of complexity is developed. This concept involve the total variation in a situation. Complexity is a main factor in perceptions of uncertainty < Coping with uncertainty gives power, which is the prerequisite of control.These concepts are used to form a game approach to control. Control is considered as the result of a game of power. Two types of games are presented — for organizations as a whole and for situations of a deviant character. A special regulatory regime applies to products of recombinant nucleic acid modifications. A ruling from the European Court of Justice has interpreted this regulatory regime in a way that it also applies to emerging mutagenesis techniques. Elsewhere regulatory progress is also ongoing. In 2015, Argentina launched a regulatory framework, followed by Chile in 2017 and recently Brazil and Colombia. In March 2018, the USDA announced that it will not regulate genome-edited plants differently if they could have also been developed through traditional breeding. Canada has an altogether different approach with their Plants with Novel Traits regulations. Australia is currently reviewing its Gene Technology Act. This article illustrates the deviation of the European Union's (EU's) approach from the one of most of the other countries studied here. Whereas the EU does not implement a case-by-case approach, this approach is taken by several other jurisdictions. Also, the EU court ruling adheres to a process-based approach while most other countries have a stronger emphasis on the regulation of the resulting product. It is concluded that, unless a functioning identity preservation system for products of directed mutagenesis can be established, the deviation results in a risk of asynchronous approvals and disruptions in international trade.
A professor in public law discusses her experience with interdisciplinary sciences, especially between public law and political science regarding peace and conflict research. Public law and political science are unified in many ways, especially after the increasing influence of the highly politicized EU-law, and have yielded good results within the study of soft law (i.e. informal rules), conflict, human trafficking, and the power of the EU jurors. However, maybe the most ambitious project of them all is the research of how states of war and dictatorships can be transferred into states of peace and democracy. Despite its many opportunities, interdisciplinary science has its problems, such as a lack of a mutual scientific language and different theoretical structures. This article contains an overview of how the study of human rights issues has developed into a separate multidisciplinary field of academic study & education in Sweden. Its relationship to the different fields of political science is outlined, as well as general problems of a multidisciplinary subject. Three contributions to an edited volume containing Swedish & foreign scholarship on human rights issues drawn from the Swedish Forum for Human Rights, a biannual gathering of practitioners & scholars, are discussed. Those contributions deal with the tensions between universalist & relativist approaches to the character of human rights, the tensions between the development of international law & power relations in international politics, & tensions between group rights & individual rights. 25 References. In a famous article from 1959, David Easton claimed that political anthropology has nothing to tell a political scientist, since it does not treat the state as a separate sphere. To make such a claim, Easton had to assume stability in the distribution of functions between the Westphalian state & the co-existing society, similarity between European Westphalian states, & likeness between the European state & all other states in the world. Fifty years later it seems to be clear why Easton was mistaken, & why state comparisons that do not problematize the historical & sociological conditions of every single state formation have failed. If one wants to understand the state in the age of globalization, the point of departure must be to ask how the relationship between state & society continuously changes, not if it does. As Easton points out, this is exactly what political anthropology mainly has focused on. The article gives an overview of how this has been done, from Lewis Henry Morgan to James C. Scott. It calls on political scientists to study the state empirically to a higher degree, as an endogenous part of the analysis or a dependent variable, rather than treating it as either a given starting point, an exogenous part of the analysis, or an independent variable. 44 References. This dissertation examines key characteristics and factors shaping the leadership style of Swedish Prime Ministers (PMs). Based on the research of the American presidency, an interactionist framework is developed which draws upon institutional theory and political psychological theory. The analysis is advanced by exploring multiple sources and is based on four cases of leadership styles: two single party Social Democratic PMs, Ingvar Carlsson and Göran Persson, as well as two center/right coalition PMs, Thorbjörn Fälldin and Carl Bildt. Leadership style is studied through a focused comparison of the PMs' performance of four functions. Thus, the four PMs are studied as staffers and organizers of the cabinet and the Government Offices, decision makers, communicators and crisis managers. The results indicate that the office of the PM is elastic, accommodating a wide-ranging variation of leadership styles. The Social Democratic PMs display the most uniform leadership styles, but, rather surprisingly, they also have the most dissimilar leadership styles among the four cases. The center/right PMs' approaches differ to a great extent from one another, displaying mixed forms of leadership styles. The analysis explains how the PMs' leadership styles are shaped based on the interaction between their distinct personal characteristics and surrounding institutions. Thus, the dissertation concludes that leadership theories developed in a presidential setting are largely applicable in a parliamentary setting and that political behavior is not dictated by institutions such as formal structures or norms. The results encourage a reassessment of how personality, as an explanatory factor, is applied in mainstream political science. Furthermore, the analysis highlights the need for reconsidering the presidentialisation thesis and the notion of dominant leadership as there are alternative pathways to prime ministerial influence which are disregarded in the debate.
Despite significant institutional changes and refinements since its creation in 2004, the ENP(European Neighborhood Policy) remains a major tool available to the EU for providing incentivesfor reform and stability in non-member states through the diffusion of its norms and rules.Earlier studies, drawing on the Europeanization conceptual framework, have been mostly concernedabout how and by which mechanisms compliance with EU rules takes place, rather thanfocusing on whether and to what extent it occurs. By contrast, this article assesses the actorness ofthe EU in three countries of the South Caucasus (Georgia, Armenia and Azerbaijan), viewingactorness as composed of three dimensions – capability, opportunity, and presence – enabling andconstraining the aspirations of the EU to be an international actor in the South Caucasus.
