Reforma službi bezbednosti u Srbiji 2000-2017 ; Reform of security services in Serbia 2000-2017
Ova disertacija nudi odgovor na pitanje zbog čega, 17 godina od otpočinjanja demokratske transformacije, službe bezbednosti u Srbiji ne samo da nisu reformisane u potpunosti već je napredak ostvaren u pojedinim oblastima reforme bezbednosno-obaveštajnog sistema skroz urušen, te postoji jak trend povratka na staro. Autor koristi koncept reforme sektora bezbednosti i iz njega izvedene elemente reforme službi bezbednosti, koji služi da se utvrdi željeno stanje u transformaciji službi bezbednosti iz tajne policije u savremene bezbednosno-obaveštajne službe. U radu se koristi i istorijski institucionalizam, koji omogućava da se istraže uslovi, događaji, procesi i akteri koji su uticali na tokove, ishode i domete reforme službi bezbednosti u Srbiji 2000–2017. godine. Posebna pažnja posvećuje se utvrđivanju značaja nasleđa, neformalnih institucija, interesa i odnosa moći između aktera, kao i ideacionih faktora u oblikovanju njihovih odluka u ključnim momentima političkih promena, odnosno kritičnim tačkama reforme službi bezbednosti. Nalazi disertacije potvrdili su glavnu postavku istorijskog institucionalizma: institucije se teško menjaju, a promena službi bezbednosti, kao veoma zatvorenih i konzervativnih aktera koji su navikli na neformalnosti, još je teža. Da bi do promene došlo, neophodno je da politički akteri preduzmu sveobuhvatne i korenite reforme u skladu s konceptom reforme službi bezbednosti, i to u ranim fazama kritičnih tačaka, jer rane odluke utiču na dalji tok i domete reforme. Svaka nepotpuna promena službi bezbednosti omogućava opstanak starih neformalnih pravila koja otežavaju buduće opsežnije promene, te u nepovoljnim političkim uslovima ugrožavaju i napredak ostvaren u pojedinim oblastima reforme bezbednosno-obaveštajnog sistema. ; This dissertation seeks to explain not only why Serbia's security services have not been comprehensively reformed – 17 years since the onset of the country's transition to democracy – but also why progress achieved through certain aspects of security and intelligence service reform has been completely undone, resulting in a powerful regressive trend. In order to establish the desired outcomes of transforming the security services from a secret police force into modern security and intelligence services, the author relies on the concept of security sector reform and elements of security service reform derived therefrom. The paper also draws on historical institutionalism, facilitating exploration of the conditions, events, processes and actors that have influenced the trends, outcomes and scope of security sector reform in Serbia from 2000 to 2017. Particular attention is paid to determining the importance of institutional heritage, informal institutions, interests and power relations between actors, as well as the ideological factors that shaped their decisions at key moments of political change – i.e. during junctures critical for security sector reform. The dissertation's findings confirm the main premise of historical institutionalism: that institutions resist change, and none more so than those as closed, conservative and accustomed to informality as the security services. For change to be enacted, political actors must embark upon comprehensive and deep-rooted reforms that adhere to the principles of security service reform. And they must do so early on in the transition process, since decisions made ahead of time shape the further course and scope of reform. Every incomplete transformation of the security services allows their old, informal habits to persist, hindering more profound change in the future and, in times of political turmoil, endangering the progress achieved in particular aspects of security and intelligence service reform.

Pružanje usluga u jedinicama lokalnih samouprava i optimizacija administrativnih procedura ; PROVIDING OF THE LOCAL GOVERNMENT SERVICES AND OPTIMIZATION OF ADMINISTRATIVE PROCEDURES
Local government is a complex system of management (Holding Company) that directly provides various services to the local community or operates a service delivery system, of a "higher" managerial (political, economic, social) level. The services provided in local government are very numerous and different in character. In this multitude of services, utilities can be considered as the local government services in the narrow sense. Utilities are services provided by local governments that meet the needs and interests of citizens and organizations. All utilities are, in fact, activities providing utilities, that is, services provided by local governments, through their bodies, organizations and services. The actions that implement these utilities are expertly technical actions and procedures, but what precedes the undertaking of these utilities is determined by the General Administrative Procedures Act (GAPA). Therefore, the provision of public utilities has its own expert and technical aspect, as well as administrative, which accompanies it before, during and after, in terms of utility services management. The optimization of administrative procedures has become an important goal of administrative reform in many countries and involves a number of measures. What is primary is determining administrative costs and burdens, which are a significant barrier to business as well as meeting citizens' daily needs. After enlisting of the administrative procedures, it is necessary to analyze and then optimize the administrative procedures related to communal services, in order to determine which procedures need to be simplified and which should be abolished. After the analysis has been carried out, the proposal will be prepared for the amendment, or simplification of administrative procedures, as well as the eventual abolition of those that are unnecessary. ; Published

Međuopštinska saradnja kao oblik decentralizovanog vršenja javnih poslova
Inter-municipal cooperation (IMC), as a form of decentralized implementation of public services and as a part of the local government system, is seen as a means to ensure balanced regional development, better quality of public services, as well as a way to adjust the needs of government organization to the needs of a society, with respect to its structural characteristics and needs. In this paper, the basic forms of inter-municipal cooperation, subjects of cooperation, ways in which the cooperation operates, areas in which the cooperation is achieved, nature of the jurisdiction, financing and management methods, affecting factors, and the specific advantages and disadvantages of this form of decentralized implementation of public services are specified, through the analysis of relevant international documents from this field, experiences and practices from different European countries, as well as normative frameworks and practices of inter-municipal cooperation in Serbia. Bearing in mind that the practice of inter-municipal cooperation has not sufficiently come to life in Serbia, and that there is a number of questions related to it and to the other aspects of decentralization, this research is intended to boost the intensive progress of inter-municipal cooperation in Serbia, as a means to improve the decentralization of public services, and also to overcome the problems local governments are facing. The author finds that, unlike alternative solutions, inter-municipal cooperation preserves local autonomy, strengthening the capacity at the local level and ensuring the implementation of territorial reforms that are conducted "from below", according to the needs of the citizens. Inter-municipal cooperation, regardless of its form, is a type of decentralized implementation of public services. Although it is suspected that the certain form of concentration is achieved through integrated forms of cooperation, these tasks are still performed within a level that is not central; the state does not take any additional role, which would reduce the degree of independence of the entities that are not central, i.e. reduce the decentralized character of these services, or which would strengthen the centralizing tendencies of the state or strengthen state control. In Europe, you can see many examples of very effective cooperation, which has proved to be a solution not just for many structural problems of local government, but also for the vertical government organization in general. IMC provided the solutions that alternatively required radical changes in the territorial organization. Also, IMC proved to be a mechanism that provided regional policy, development goals, public-private partnerships and territorial harmonization. The existing legislative framework of inter-municipal cooperation in Serbia mainly emphasizes voluntary cooperation of individual local governments, without a hint of a widespread or better controlled integration. Apart from the fact that the obligatory cooperation is only an exception, even some of the fundamental questions of its establishment and implementation are not regulated. The need for cooperation consists mainly in providing the regional services and equitable development, in overcoming the limitations, as well as in the more adequate use of local capacities. However, the regulatory framework does not provide a reliable basis for the establishment of high quality, durable and effective partnerships. Given the existence of asymmetric decentralization, one-level local governments, uneven capacities, as well as the development of decentralized units in Serbia, some of the solutions of inter-municipal cooperation can be considered a means of ensuring regional requirements in countries that are characterized by similar solutions, i.e. problems, without any change in the constitutional concept of decentralization. The main areas where the promotion of decentralized systems can be established are regional and spatial development planning, public utility services, tourism, civil and environment protection services, local governments and so on.

Državna uprava u postupku zaključivanja kolektivnih ugovora u javnom sektoru
The Republic of Serbia represents an employer for civil servants and employees, for employees who perform tasks within the scope of state administration bodies, courts, public prosecutors' offices, for police officers as a separate category of civil servants, etc. The regulation of the labor legal status of these persons is also carried out through the conclusion of special collective agreements in addition to the normative. A significant part of the state administration is made up of public services that, by their significance and manner of carrying out tasks of general interest, as well as by the method of financing, represent the central level of the state that encompasses the entities which are responsible for the provision of predominantly non-market services which the state is obliged to provide in order to meet the general needs of its people. The concept of administration has been established as a profession of general interest. Administration carried out by the state authorities itself is viewed in a narrower sense, and when we look at the administration through public services or public administration, we have to bear in mind that non-state actors are also entrusted with administrative activities. Based on the nature of their work, state authorities have a significant administrative function in regulating tasks and prerequisites which are important for collective negotiations in the public sector. The state administration also carries out registration of social partners, tasks related to determining the representativeness of social partners, registration of collective agreements and decision-making on the extended effect of the collective agreement. Relevant authorities, councils, state administration boards and special organizations perform their activities through tripartite and bipartite social dialogue, and decisions are made by consensus. The state administration performs and ensures the performance of state functions important for collective negotiations in the public sector, conducts a procedure for obtaining the authority of representatives of state bodies and public services to start, negotiate and conclude a collective agreement. Also, the state administration has an active role in the process of registration of the collective agreements, as well as in the obligatory mediation and conciliation and arrangement of the minimum work process in activities of general interest. The state administration maintains the legal order and secures public interest through the procedure of concluding and applying collective agreements in the public sector. Through the realization of these activities, the participation of state entities in the conclusion of collective agreements opens the question of the legal nature of collective agreements, that is, leaves the possibility for the analysis and comparison of the collective agreement and the administrative contract. Collective agreement is a general act, but in its adoption, administrative-legal relationship is recognized as a significant relationship which is regulated by numerous norms of international and national law. Both contracts are concluded with the agreement of the contracting parties, and with the reduced authoritative function of the state administration. A particularly collective association of state bodies and public services can be considered as social acts that regulate rights, obligations and responsibilities from the employment of public sector employees, which contain mandatory and normative parts, but each is an autonomous source of labor law in the public sector.

Konceptualizacija motivacije u visokoškolskom obrazovanju: obrazovna politika Evropske unije ; Conceptualization of motivation in higher education: European union educational policy
Cilj rada je kritička ananliza konceptualizacije motivacije za obrazovanjem u političkim dokumentima Evropske unije. Na primeru serije objavljenih Komunikacija Evropske komisije u poslednje dve decenije sagledavaju se ključne karakteristike konceptualizacije motivacije za visokim obrazovanjem. S obzirom na to da Evropska komisija nema legislativna ovlašćenja nad sistemima obrazovanja država članica, ona svoj uticaj može ostvariti pomoću organizovanih političkih inicijativa i iznošenjem svog mišljenja. Komunikacije Evropske komisije predstavljaju značajan vid javnog promovisanja mišljenja, vizija i vrednosti EU u politici visokog obrazovanja. Analizom sadržaja sedam objavljenih Komunikacija u periodu od 2003. do 2018. godine može se zaključiti da obrazovna politika Evropske unije tematizuje problem motivacije za visokoškolskim obrazovanjem prevashodno instrumentalno, kao deo ekonomske agende razvoja društva. Prećutno se podrazumeva dominacija spoljašnje motivacije u sistemu visokog obrazovanja. Visoko obrazovanje se shvata kao usluga, student kao korisnik obrazovnih usluga, a problem individualne motivacije za obrazovanjem konceptualizuje se kao investiranje u ljudski kapital. Sa stanovišta obrazovnih institucija, motivacija za obrazovanjem se razmatra kao problem ponude obrazovnih usluga i usklađivanja sa aktuelnim i budućim potrebama tržišta rada. Vrednost visokog obrazovanja u celini razmatra se iz ekonomske perspektive. Pedagoške implikacije svođenja složenog procesa motivacije za obrazovanjem u okviru celokupnog sistema visokog obrazovanja na instrumentalne spoljašnje podsticaje može se opisati kao redukcionizam, odnosno zanemarivanje mnogostrukih motiva i vrednosti koji visoko obrazovanje čine socijalno poželjnim i individualno potrebnim. ; The aim of this paper is a critical analysis of conceptualization of motivation for education in the European Union political documents. The key characteristics of conceptualization of motivation for higher education are deliberated on the example of a collection of published European Commission Communications in the past two decades. Given that the European Commission has no legislative powers over education systems of the member states, it exerts its influence through instruments of organized policy initiatives and expression of its opinions. European Commission Communications represent an important form of public promotion of EU opinions, visions, and values in higher education policy. By analysing the content of seven published Communications in the period from 2003 to 2018, it can be concluded that in the European Union educational policy, the problem of motivation for higher education is perceived primarily instrumentally, as a part of economic agenda of society development. Dominance of external motivation in the higher education system is tacitly assumed. Higher education is understood as service, the student as user of educational services, and the problem of individual motivation for education is conceptualized as investment in human capital. From the point of view of educational institutions, motivation for education is perceived as the problem of offering educational services and harmonization with current and future needs of the labour market. The value of higher education as a whole is considered from economic perspective. Pedagogical implications of reducing a complex process of motivation for education in the entire higher education system to instrumental external incentives, can be described as reductionism, i.e. neglect of multiple motives and values that make higher education socially desirable and individually necessary. ; Knjiga rezimea, 25. The author attempts to introduce a new theme in Croatian historiography by pointing to the problems he encountered with sources and literature. The fundamental problem is that the primary documents arc predominantly from one side in the conflict, the Yugoslav secrete service (UDBA). The problem is augmented by the fact that those sources consist of studies made during the sixties, based on recollections of participants in the period 1945-1950, whereas there are very few documents from the period of struggle with the Crusaders. The very real problem is the absence of documents by Crusaders themselves, which makes the verification of the documents of the victorious side very difficult. The literature, not abundant, produced by participants of the sides in conflict, is not very useful for research. (SOI : CSP: S. 28)

External sources of funding: The factor of development of local governments
The financial sector is characterised by numerous changes that affect the changes in the institutional structure of functioning of the financial system, as well as the choice of funding of business entities. This has resulted in the fact that in contemporary business conditions, financing of economic development become a complex area of research. Local development planning on the basis of public revenues is a weak base for the rapid development of local governments. Therefore, it is necessary to supplement the budget financing by attracting private capital for the construction of public goods and improving the quality of public services. In this regard, the objective of this paper is to point to alternative ways of borrowing, both from domestic and international sources of funding, as well as to the possibilities for their use by the local governments. Bearing in mind the defined objective, the paper discusses the possible external sources of funding of local governments, such as loans from commercial banks and other financial institutions, and municipal bonds. In order to evaluate the possibilities for successful development of local governments, the paper points to the possible solutions to financing projects of public importance in the practice of Serbia.

Podrška roditeljima u nekim zemljama Evropske unije : Iskustva i tendencije ; Support to parents in some EU countries : Experiences and trends
Ideja o značaju roditeljstva i njegovog uticaja na dečiji rast i razvoj, kao i razvoj društva u celini široko je prihvaćena i priznata, o čemu govore istraživanja iz ove oblasti, kao i sve veća pažnja i značaj koji se pridaje podršci roditeljima u Evropi i svetu. U zemljama Evropske unije oblast podrške roditeljima je godinama činila segment šireg političkog konteksta koji je sadržao intervencije i korektivne mere usmerene ka "rizičnim grupama" roditelja. U poslednje dve decenije, usled promena porodične politike u oblasti podrške roditeljima, sve više se govori o preventivnim aktivnostima koje se zasnivaju na konceptu ljudskog, odnosno društvenog kapitala. Teorija ljudskog kapitala pruža adekvatan okvir za razumevanje značaja investiranja u razvoj veština i znanja pojedinca kroz obrazovanje i podučavanje, insistirajući na odgovornosti za sopstveni status i napredak. U skladu sa tim, na podršku roditeljima se sve više gleda kao na značajnu socijalnu investiciju koja doprinosi dobrobitima dece, a roditeljske kompetencije se sagledavaju kao preduslov razvoja pojedinca i društva. Primenom analize sadržaja dokumenta – izveštaja Eurofonda i izveštaja Evropske komisije, da bismo stekli uvid u tendencije u okviru oblasti podrške roditeljima koja se razmatra sa stanovišta teorije ljudskog kapitala, sagledali smo elemente podrške i strukturu usluga, sferu politike i praktične primene u nekim zemljama EU. Integrisan pristup univerzalnim uslugama, raznovrsnost obima, organizacije, modeli usluga i finansiranje čine glavne odlike podrške roditeljima. Kritičkim sagledavanjem oblasti i postojećih tendencija, putem unapređivanja obrazovnih ishoda, definisanjem jedinstvenih kriterijuma kvaliteta i nacionalnih standarda moguće je unaprediti podršku roditeljima kako u kontekstu Evrope, tako i naše zemlje. ; The idea of importance of parenting and its impact on children's growth and development as well as on development of overall society, is widely accepted and acknowledged, as evidenced by the research in this field. It is also maintained by increasing attention and significance attached to support to parents, in Europe and worldwide. In the EU countries, the support to parents has been a part of a broader political context for years, with implied interventions and corrective measures directed at "at-risk groups" of parents. In the last two decades, due to changes in family policy in the field of support to parents, there has been an increasing talk of preventive activities based on the concept of human and social capital. Human capital theory provides a suitable framework for understanding the importance of investment into development of the individual's skills and knowledge through education and teaching, and insists on responsibilities for own status and progress. In this regard, the support to parents is increasingly seen as a significant social investment that contributes to wellbeing of children, while the parental competencies are seen as precondition for development of an individual and society. Using the content analysis of a document - the Eurofund report and the report of European Commission to gain the insight into trends in the field of support to parents observed from the standpoint of the human capital theory, we reflected on the elements of support and structure of services, political factors and practical use in some EU countries. Integrated approach to universal services, diversity of scope, organization, service models and financing are the main characteristics of support to parents. By critically reviewing the field and current trends, by improving educational outcomes, defining unique quality criteria and national standards, it is possible to improve support to parents both in Europe and our country. ; Zbornik rezimea / 24. Evolucija religije u Luhmannovoj teoriji sustava

According to Luhmann, religion transforms the indefinable/undefined into the definable/defined complexity, thus outlining the problems of the whole society. Due to this function, religion remams bound to the level of the entirety of a social system. Nevertheless, in time, in the course of the functional differentiation of society, different sub-systems have been created for different tasks (economy, science, politics, education, etc.) and religion has been accorded the status of one such system. Besides distinguishing among various subsystems, this process implies the separation of diverse task-areas within the religious system itself. By and by, within the Christian religion, three functionally differentiated spheres have emerged which Luhmann labels as a) the church, i.e. the entirety of spiritual communication in which the function of the system of religion is fulfilled for the whole social system; b) Diaconate (Diakonie), which performs the system's tasks towards other social sub-systems (these tasks, in line with the theory of systems, may be termed services -Leistungen) as well as towards personal systems (in line with the theory of systems they may be termed pastoral - Seelsorge); and c) theology (Theologie) whose role within the religious system may be described as reflexion (Reflexion) i.e. the task of the reflexive contact of one's own identity. Potenciranje poznatoga i ponavljanje neistina: U povodu knjige John Cornwell, Hitler's pope. The secrete history of Pius XII, Viking, London, 1999., 430 str

While the author is impressed by Cornwell's style and presentation, he is appaled by the lack of seriousness exhibited by the author who writes about an imprtant subject (not broached for the first time, by any means) and by demonstrated inability to supress his preconceived notions and even prejudices. Cornwell relies heavily on Owen Chadwick, which assures that he mentions most important facts about the involvement of the Cardinal and Pope Pius XII (whom Cornwell systematicaly entitles by his family name. Pacelli) in contemporary politics, but he bends and ignores Chadwick's research when he makes his judgment about the Pope. Cornwell's treatment of the Catholic Church in the Independent State of Croatia (he gives it an entrie chapter) is a traversy of research and objective writing. His main source. if not the only, for the presentation of the Church in Croatia during the World War II is the 35 years old book by Carlo Falconi. Cornwell perhaps did not know , but he could have and must have been informed, that Falconi wrote his piece on the basis of the propagandistic material given to him by the Yugos]av secrete service and propagandists, which served the purpose of anti-Chatolic propaganda in Yugoslavia. A well intended reader could excuse Cornwell (he does not read Croatian and could not know what some authors wrote about Falconi's sources at the time his book appeared), if he did not point those "Croatian materials" as essential not only for the condemnation of the Croatian Catholic episcopate, but for Pius XII as well. Croatian Republican Peasant Party (CRPP) was not accepted by Croatian peasantry, and its activity depended already on the Communist Party of Croatia (CPC), the main aim of which was to destroy Croatian Peasant Party (CPP). CRPP had no members, but its activity manifested through the work of its Executive Committee, publication of Slobodni dom and temporary activities of its lower committees. CRPP rejected the "treacherous" leadership and used the organizational form of CPP for constituting its committees, citing its traditional role and continuity of Radic's policy. Finishing the preelection campaigns in 1945 and 1946 in favour of CPP, which acted under support of the National Front, CRPP, rejected by its potential followers, but also despised by its founder, withered away. Preelection meetings of CRPP had only propaganda purposes, not organizational development of the Party. After 1947 the committees were not founded any more, no sessions convoked. A short revival of CRPP in 1950 only confirmed all its hopelessness and its dependence on Communist Party. The communists became strong enough and had no need of the services of that party, and the danger from revival of CPP was anyway dependent only on threat from the outside. (SOI : CSP: S. 87)

The article presents a public echo of the 1966 party conference which dealt with the misuses of the State Security Services (SDS). The issue is described in four parts; the Brijuni Plenary as a subject of investigation in domestic and foreign literature; chronology of events; discussions in political organizations and newspapers; the dossiers - police documentation on citizens. In the literature. the political fall of Aleksandar Rankovic, the founder and for a long time leading figure of that agency, is considered as a political struggle for power or the outcome of the confrontation between "reformist" and "conservative" stream in the Union of the SKJ. The chronology deals with the time between the "Plenary", July 1 - 2, 1966 and the adoption by the Federal Parliament of Yugoslavia of the new law of internal affairs by the end of the same year. In December of that year Josip Broz Tito issued a clemency to S. Rankovic and fifteen other highest officials of that agency. The discussion in the political organizations and newspapers showed that political activists, and "simple" people as well, think that the responsibility for the misuses lie not only on individuals but on the way the organization was structured and on the unlimited power it had. The party leadership tried to subdue those criticisms. because they did not want to be left without the most valuable partner in the system of power. The public was also made aware of a great number of private dossiers - the police documentation on citizens which came into existence in the preceding twenty years. The most diligent was the SDS in Croatia, which amassed one million three hundred thousand such dossiers. (SOI : CSP: S. 489)
