By reporting on some conflicts but not on others, and by representing conflicts they report on in particular ways, the media strongly influence the dynamics and outcomes of democratisation conflicts, and thus also shape the prospects of success of conflict parties. This paper explores the literature on media and conflict by focusing on the ways in which media frame inter-state and civil wars, institutionalised conflicts and social movements in western democracies, and conflicts in nondemocratic and democratising states. Much of the literature discusses the ways in which western media frame foreign conflicts and domestic election campaigns and policy debates, while there is considerably less focus on domestic conflicts in nonwestern settings, such as those that arise during and after transitions from nondemocratic rule. There are only limited attempts to draw parallels between the media coverage of disparate conflicts. In contrast, this study builds upon research findings in these related areas to draw lessons for empirical research of media framing of the contentious dimension of contemporary democratisation. This study concludes that the political context is the main factor that shapes the media framing of various forms of political conflict. Several dimensions of the political context matter in this respect, such as regime type, international (foreign) or domestic perspective, elite consensus or conflict, policy consensus or uncertainty, policy area, more or less institutionalised nature of the political conflict at stake, and the stage of democratisation. Also, the literature suggests that media framing strongly influences political outcomes and thus fosters or undermines democratic institutions in new democracies. .
The media policy of a country is a part of its overall policy and depends on the totality of socio-historical circumstances, the level of cultural and economic development, as well as the possible social consensus on the necessity for acceptance and implementation of experiences and standards from the democratic world in this field. Unlike other areas for which local/state politics is defined, the media field has only recently become interesting from this point of view and, as it is often the case in transition countries, it is still not recognized as a clearly defined position of the ruling circles. This paper analyzes the process of major changes in the media system of Serbia after the democratic changes and government actions, which in the long run cannot be considered a precisely constituted media policy, but whose consequences have an impact on the state of the public sphere and of the media, and thus receive political significance. The most important indicator of the will of political circles is undoubtedly the regulatory level, which is why this paper deals particularly with the preparation, adoption, and practical implementation of media legislation enacted from 2000 onward. Considering the official Serbian aspirations to join the European Union, the issue of state media policy is also seen through the prism of European media policy.
У овом раду дискутује се o позиционирању кључних друштвено-политичких актера у савременој Србији у контексту прихватања скупа симбола јавног наратива дефинисаног као "европске вредности". На примеру одржавања тзв. "Параде поноса", разматра се однос медија и елита према једном догађају који се перципира као суштински услов за "европске интеграције", али према коме истовремено постоји амбивалентан однос, проистекао из етаблираног традиционалистичког политичког дискурса, који подразумева отпор према прихватању сексуалних различитости. Циљ овог рада је да укаже на комплексну природу идентификовања основних симболичких вредности друштва у савременој Србији, која се испољава, пре свега, у виду хегемонијских борби које се воде на линији промоције конзервативних вредности, насупрот ономе што се доживљава као "опасни" уплив либералних "европских" идеја, попут промоције права сексуалних мањина. У раду се анализирају медијски наративи везани за одржавање "Параде поноса" 2010. и 2014. године, са циљем утврђивања промене наратива у склопу декларисаног "европског пута" Србије, и то, пре свега, кроз деловање и позиционирање кључних актера, од политичких елита до припадника екстремно десних организација и навијачких група. ; This paper discusses the position of the key social and political actors in contemporary Serbia, referring to the broadly accepted concept defined as "European values". The article focuses on the so-called "Belgrade Pride Parade", a highly contested event in the Serbian public, which is at the same time considered as the essential part of the EU accession process. Through the analysis of the media discourses related to the "Pride" events in 2010 and 2014, the paper shows the complex relation between the officially proclaimed politics of "European integration" and still very strong nationalist discourses, inherited from the 1990s. The aim of the article is to analyse the present hegemonic struggles between the political forces defending "traditional", conservative values and the political agents that promote "dangerous", liberal "European" ideas, such as protecting the rights of sexual minorities. The comparative analysis of the media representation of two events in 2010 and 2014 shows the changes in the public narrative. I argue that the violent clashes that occurred in 2010 Belgrade Pride Parade between the police and the members of right wing organisations were mostly the result of the lack of the political will among the Serbian elites, followed by ambivalent media representations, promoting at the same time the necessity of accepting "European values" and justification of violence. On the other hand, the absence of violent events in 2014 shows the will of the state apparatus to secure the "Pride". However, the media reports on the event, as well as the public statements made by Serbian officials, still remain ambivalent towards the very nature of the "Pride", justifying it only by the pressure made by the EU and the protection of constitutional rights. Moreover, the presence of new narratives in the media, discussing the high price of organizing such event, shows the shift in the public discourse from common nationalist arguments to the new, neoliberal rhetoric. This change doesn't indicate the radical shift of the social climate in Serbia from conservative to liberal, but, more likely, establishes Serbia as just one of the many states on the European periphery, operating within wider framework of neoliberal agendas. ; Тема броја – Конфликт и помирење на Балкану (ур. The author explores how the internet and the new media are changing the way that we communicate, act and think, individually and collectively, through the example of the Occupy Wall Street Movement. The author claims that The Occupy Movement, as a post-narrative project conceived in a digital environment, is less of a political activity, and more a new way of behavior for its members and for the society at large. Its focus on consensus building and its modus operandi are reflecting the principles of the Internet, web-organization and cooperation. Therefore, its success is not about achieving any particular political aim, or winning an election, but about the general acceptance of these values and their becoming part of a wider political agenda. ; Autor istražuje kako internet i novi mediji menjaju način na koji komuniciramo, delujemo i mislimo, pojedinačno ali i kolektivno, na primeru pokreta "Okupirajmo Volstrit". Autor tvrdi da "Okupacija Volstrita", kao postnarativni pokret nastao u digitalnom okruženju, manje predstavlja političku aktivnost a više novi normativni način ponašanja za svoje članove, ali i čitavo društvo. Njegova usmerenost ka izgradnji konsenzusa, kao i sam modus funkcionisanja, odražavaju principe interneta, mrežne organizacije i kolaboracije. Zato je njegov uspeh manje povezan sa ostvarivanjem nekog pojedinačnog cilja ili osvajanja vlasti na izborima, a više sa razmerom u kojoj će ove rednosti biti opšteusvojene i postati deo ukupne političke agende.
Joint effect of 2008 economic crises and continous world-wide present deficite of political legitimacy have in 2011 given birth to global resistance, but also facilitated development of its new strategies and tactics. Aldough we are still by large able to understand these contemporary models of collective action with help of New Social Movement Theory, today they objectivelly grasp a wider field of meaning, mainly for reason of their demands for radical transformation of both economic and political system. Contemporary social movements are still struggling for re-interpretation of meaning, and identity issues, but not any more for any particular goal. Instead, they seek systemic change. This extremelly important shift of strategic orientation, which makes new movements a bit old – that is classical, remains in our oppinion, undervalued both in academic, and general public for the reasons that we will try to comprehend, in this writing. ; Sadejstvo udara ekonomske krize iz 2008. i kontinuiranog deficita političkog legitimiteta dovode 2011. do pojave globalnog otpora, ali i do razvoja njegovih kvalitativno novih strategija i taktika. Iako je savremene modele kolektivne akcije dobrim delom i dalje moguće razumeti uz pomoć teorije novih društvenih pokreta, oni danas objektivno zahvataju jedno šire polje, najpre zbog zahteva za radikalnom promenom u ukupnom ekonomskom i političkom sistemu. Savremeni društveni pokreti i dalje se bore za reinterpretaciju značenja i priznanje sopstvenog identiteta, ali ne više za bilo koje pojedinačno pitanje, već za sveobuhvatnu promenu sistema. Ta izuzetno važna promena strateške orijentacije, koja nove pokrete čini pomalo starim – upravo klasičnim, ostaje, čini nam se, nedovoljno primećena iz razloga koje ćemo pokušati da rasvetlimo.
The paper analyses the development of journalism from practice to theory and outlines the stages in the formation of the science of journalism or novitology. As an interdisciplinary, synthetic science, novitology connects everyday journalistic practice and meta-theoretical deliberations on the scope and the potential of journalism as a social function. While cogitating on the general tasks of journalism, the author focuses on the creation of news, their dissemination, fostering awareness of the methodological instruments, the moral dimensions of journalism, and the modern media technology. All these chain-links should be connected in the journalistic science; also, the relationships and inter-relations among universal, particular, and individual disciplines within the system of novitology should be analysed by means of a systematic methodology. By modernizing society, corruption is becoming the global problem and is considered to be the main cause of state dysfunction. Widespread in a large number of countries, embracing political and social life, corruption has become the everyday life of citizens convinced that without corruption there was no proper functioning of the society. Countries in transition, with an unstable political system, are the fundament for the development of corruption. The fight against corruption is long lasting and painful issue with an unknown outcome. The enjoyment of media attention, the commitment of the European Union and the United Nations, the establishment of anti-corruption organizations and agencies within states are mechanisms to combat this global problem. Anticorruption culture as a preventive mechanism prevents the existing and emergence of new forms of corruption. Effective preventive action requires careful and long-term planning to result in a better quality of life in the future.
Doktorska disertacija nastoji da objasni rezultate višestranačkih parlamentarnih izbora u Srbiji od 1990. godine do prve mirne smene vlasti 2000. godine sa stanovišta informisanosti publike o izbornim opcijama. U njoj je potvrđena generalna hipoteza da su informativni televizijski programi o izborima za Skupštinu Srbije tokom 1990-tih godina onemogućavali slobodnu i poštenu utakmicu izbornih rivala. Umesto da biračima ponude adekvatne informacije kao osnovu za racionalan izbor, oni su sistematski favorizovali jednog izbornog učesnika u odnosu na druge. U radu se utvrđuju glavne medijske strategije uticaja na mišljenje birača na osnovu empirijske analize televizijske prezentacije izbora u periodu 1990-2000. godina. Kvantitativno-kvalitativna analiza sadržaja obuhvata redovne informativne programe i specijalizovane izborne programe proizvedene tokom kampanje za izbore za Skupštinu Srbije 1990, 1992, 1993, 1997. i 2000. godine. Analiza je fokusirana na utvrđivanje centralne strategije medijske prezentacije izbora u svakom pojedinačnom ciklusu, identifikovanje slike društvene i političke realnosti kao konteksta u koji se smeštaju informacije o aktivnostima izbornih učesnika, utvrdjivanje glavne teme-dileme izborne kampanje u odnosu na koju se pozicioniraju izborni učesnici i utvrđivanje televizijskih imidža glavnih izbornih rivala. Analizi medijske slike izbora prethodi razmatranje političkog, pravnog i medijskog konteksta u kome su izbori održani. Analiza je potvrdila radne hipoteze da je izborno izveštavanje državne televizije RTS (RTB) od 1990. do 2000. godine podsticalo biračku podršku za vladajuću stranku – Socijalističku partiju Srbije (SPS) ili njenu koaliciju – sistematskom diskriminacijom njenih izbornih rivala; da su specijalizovani izborni programi državne televizije favorizovali interese vladajuće partije SPS ili njene koalicije u odnosu na interese drugih izbornih učesnika i favorizovali interese izbornih učesnika u odnosu na interese birača; i da je redovno TV izveštavanje o aktuelnim neizbornim događajima omogućavalo da izborne poruke jednog izbornog učesnika budu lakše prihvatljive za birače od poruka njegovih izbornih rivala. Način na koji je izveštavanje o izborima kontekstuirano u specifičnu sliku neizbornih događaja identifikovan je kao ključna dugoročna strategija uticaja na birače, zajedno sa medijskim definisanjem smisla izbora u skladu sa interesima jednog izborno učesnika - poželjnog izbornog pobednika. Doktorska disertacija je potvrdila teorijsku hipotezu da kulturološke studije nude pogodnu teorijsku i analitičku osnovu za istraživanje uloge medija u izbornoj komunikaciji u Srbiji tokom 1990-tih godina. ; The doctoral thesis aims to explain the results of multiparty parliamentary elections in Serbia from 1990 until the first peaceful change in power in 2000 from the standpoint of information about election options available to voters. The thesis confirms a general hypothesis that the information TV programs about elections for the Parliament of Serbia during the 1990-ies prevented a free and fair competition of election rivals. Instead of offering adequate information to voters as a basis for a rational choice, TV programs systematically favored one election participant over others. The thesis identifies the main media strategies of influencing the opinion of voters on the basis of empirical analysis of television presentation of elections in the period 1990-2000. The quantitative-qualitative content analysis is applied to regular news programs and specialized electoral broadcasts produced during campaigns for elections for the Parliament of Serbia in 1990, 1992, 1993, 1997 and 2000. The analysis is focused on identifying the central strategy of the media presentation in each election cycle, the picture of social and political reality as a context for the information on activities of election participants, the main issue of the election campaign and TV images of the main election rivals. The analysis of the media picture of the elections is preceded by a review of political, legal and media context in which the elections took place. The analysis confirmed the working hypothesis that the election coverage of the state television RTS (RTB) from 1990 until 2000 mobilized the voters' support for the ruling party – Socialist Party of Serbia (SPS) or its coalition – by a systematic discrimination of its election rivals; that the specialized programs of the state television favored the interests of the ruling party SPS or its coalition in comparison to interests of other election contestants as well as the interests of election participants over the interests of voters; and that the regular Serbian television news reporting about non-election events made the messages of one election participant more easily acceptable by voters than the messages of other contestants. The way the coverage of election events was placed into a specific picture of non-election events is identified as the key long-term strategy for influencing the voters' decision, together with the media definition of the meaning of the election which was in accord with the interests of one election participant – the preferred election winner. The thesis confirmed a theoretical hypothesis that cultural studies offer a convenient theoretical and analytical basis for studying the role of the media in election communication in Serbia during the 1990's.
The central question in teaching the subject of confidential information is to define the borderline between the citizens' interest in learning certain information ("the right to know") and the general interest of keeping certain information confidential - in a word, between the justifiable and unjustifiable secrets. This is an area which includes parts of administrative and public media law and the theory of public law. This paper is limited to the analysis of the issue of the classified information in state possession (state, military and official secret) on three levels: theoretical, comparative and on the level of Croatian legislation. The essential elements of the theoretical concept of confidentiality are: the possession of the information kept secret from others; deliberate concealment; social context. A secret can have different forms: strategic, private, pressing, sequential, collective, petty, deep, simple, exploited and as conspiratorial as a plot. The theoretical analysis of confidentiality deals with the questions of contemporary forms of the manipulation of information (defining agendas and priorities, "quantitative overload", lobbying) and with the generic issue of the process of decision-making, lies and halftruths. The paper analyses the problems that have been undermining the US recruitment policy for the last two decades - which is aimed at providing soldiers for imperial disciplining wars waged on the planetary periphery - as a case study to test the validity of theoretical assumptions about the transition to the age of post-heroic warfare. The departing hypothesis is based on stance that the United States, being the only remained superpower, experience a gradual and less visible process of losing popular support for military conscription, which the author employs here as an ideal of national vitality and a pillar of modern citizenship, as well as a feature of masculinity and the realm for self-realisation. The analysis takes place primarily in the field of anthropology and sociology and employs theoretical positions of social constructivism to complement narrow theoretical and methodological approaches of political science which are typically applied in the study of international relations. The analysis focuses on the "cracks" and deformations in the construction of ideals of warfare and heroism, which emerge as a result of the interaction of man - both as an individual and a member of the political community - the public, and the US foreign policy decisions designed to meet the needs and requirements of successful disciplinary imperial warfare. The author concludes that theoretical assumptions about entering the age of post-heroic warfare are valid due to the recruitment crisis in the US military, the unpopularity of the military profession, the commodification of warfare and death, the transformation of war into an industrial process, and misleading media portrayals of dead and wounded soldiers.
Američka administracija zainteresovala se još pedesetih i šezdesetih godina prošlog veka za zemlje severne Afrike, kada su one stekle nezavisnost. Krajem Hladnog rata, američki zvaničnici pozvali su sve severnoafričke zemlje da se uključe u proces globalizacije svetske ekonomije, a posle događaja iz septembra 2001. godine u Sjedinjenim Američkim Državama, njihovi istraživački centri počeli su ozbiljnije da proučavaju islamske pokrete unutar i izvan islamskog sveta. Predmet istraživanja ove doktorske disertacije je određivanje američkih spoljno-političkih interesa i vrednosti prema islamskim pokretima na severu Afrike na početku XXI veka. Naučni cilj ovog istraživanja je naučno objašnjenje američke spoljne politike prema islamskim pokretima, posebno uzroka promene u američkoj spoljnoj politici i njen budući pravac kretanja prema političkim partijama i pokretima, nakon revolucija arapskog proleća i dolaska ovih islamskih partija na vlast u Tunisu, Egiptu i Libiji. To podrazumeva naučnu deskripciju i klasifikaciju značajnih islamskih pokreta na severu Afrike s naglaskom na njihov uticaj na američku spoljnu politiku. Društveni cilj ove teze je da ponudi naučno zasnovane osnove za razvoj odgovarajuće američke spoljne politike prema islamskim pokretima, uključujući i ulogu nezavisnih istraživačkih centara kao i sredstava informisanja u kreiranju američke spoljne politike. Najveću primenu u ovoj disertaciji imale su statistička i komparativna metoda, kao i analiza sadržaja dokumenata kao metoda prikupljanja podataka. Rezultat, odnosno naučni doprinos doktorske disertacije zasniva se na dva bitna činioca. Prvo, ova tema nije razvijena u naučno delo u našoj i savremenoj naučnoj literaturi, dakle radi se o originalnoj doktorskoj disertaciji. I drugo, zbog naučnog cilja odnosno naučnog objašnjenja američke spoljne politike prema islamskim pokretima, kao i njihovoj klasifikaciji. Društveni značaj i očekivani rezultati odnose se na sprovođenje američkih spoljno-političkih interesa i vrednosti, i proučavanja uticaja međunarodnog terorizma i radikalnih islamskih pokreta na američku spoljnu politiku, posebno u procesu globalizacije. ; The American administration has shown interest during the 1950-1960's for the North Africa countries, after their independence. By the end of the Cold War, the US officials has invited all North African countries to engage in the process of globalization of the world economy, and after the events during September 2001 in the USA, their research centers has begun more serious to study the Islamic movements inside and outside the Islamic world. The subject of this doctoral thesis is to determine US foreign policy interests and values towards the Islamic movements in the North of Africa at the beginning of the XXI century. The scientific objective of this research is the scientific explanation of US foreign policy towards the Islamic movements, particularly the causes of changes in US foreign policy and their trends towards political parties and movements, after the Arab spring revolutions and the arrival of these Islamic parties to power in Tunisia, Egypt and Libya. It includes scientific description and classification of the significant Islamic movements in the North of Africa, with an emphasis on their impact on US foreign policy. The social objective of this thesis is to offer science-based foundation for developing the appropriate US foreign policy towards the Islamic movements, including the role of independent research centers and the media in the creation of American foreign policy. The most used methods in this doctoral thesis were statistical and comparative methods, as well the content analysis for collecting the data. The result, ie scientific contribution of this doctoral thesis is based on two important factors. First, this theme has not been developed as scientific work in our and modern literature, so this is an original doctoral thesis. And second, because of the scientific explanation of American foreign policy towards the Islamic movements, as well as their classification. The social significance and expected results relates to the implementation of US foreign policy interests and values, and studying the impact of international terrorism and radical Islamic movements towards American foreign policy, especially during the process of globalization.
