Türkiye'de İstanbul Üniversitesi, İktisat Fakültesi Çalışma Ekonomisi ve Endüstri İlişkileri Bölümü bünyesinde 1948 yılından beri yayın hayatına devam etmekte olan Sosyal Siyaset Konferansları Dergisi sosyal politika geleneğinin oluşmasında ve sürdürülmesinde önemli bir yere sahiptir. 1948 yılından günümüze kadar derginin geçirdiği aşamalar, değişim ve dönüşüm, Türkiye'de sosyal politika alanı ile ilgili olarak yapılmış olan çalışmalar için dikkate değer bir akademik ortam sunmaktadır. 1948 yılı, aynı zamanda Türkiye'nin onayladığı Uluslararası Çalışma Örgütü (ILO) sözleşmeleri bakımından önemli bir yıldır. 1932-1946 yılları arasında sadece bir ILO Sözleşmesini onaylayan Türkiye, 1946-1959 yılları arasında 11 sözleşme imzalamıştır. Bu bağlamda çalışma ilişkileri ve sosyal politika alanında uluslararası düzeyde önemli bir kurum olan ILO ile Türkiye'deki ilk sosyal politika külliyatını oluşturan derginin kuruluşu aynı yıllara rastlamaktadır. Bu çalışmada 2019 yılında 100. yılına ulaşmış olan ILO ile 71. yılına ulaşmış Sosyal Siyaset Konferansları Dergisi nitel araştırma yöntemiyle analiz edilmektedir. Sosyal Siyaset Konferansları Dergisinin analizi tek bir yönteme başvurulamayacak kadar derinliklidir. Zira derginin ortaya çıkışı ve tarihçesi incelendiğinde hakemli bilimsel dergi olma ölçütüne göre 2003 öncesi ve sonrası, basılı dergiden internet ortamına taşınması ölçütü ele alınırsa 2009 - 2010 öncesi ve sonrası gibi farklı dönemleştirmeler yapılabilecektir. ; The Journal of Social Policy Conferences, which since 1948 has been published within the body of the Faculty of Economics, Labor Economics, and the Industrial Relations Department at Istanbul University, Turkey, has played an important part in the formation and maintenance of social policy tradition. With the stages, changes, and transformation that it has undergone from 1948 to the present, the journal offers an outstanding academic setting for research in the field of social policy in Turkey. In addition, 1948 is an important year in terms of the International Labour Organization (ILO) conventions approved by Turkey. Turkey, which ratified only one ILO convention between the years 1932 and 1946, signed 11 conventions between the years 1946 and 1959. In this context, ILO, which is an important institution at international level in the field of labor relations and social policy, and the journal that created the first social policy corpus in Turkey, were founded in the same period. In this study, ILO, which reached its 100th year in 2019, and the Journal of Social Policy Conferences, which in the same year reached its 71st year, are analyzed using qualitative research method. The Journal of Social Policy Conferences is too deep to be analyzed through a single method. This is because when the origin and history of the journal is examined, it is clear that different periodizations can be made (e.g before and after 2003 according to the criterion of being a peerreviewed scientific journal; before and after 2009-2010 based on the criterion of transfer to the internet environment from the printed journal).

Geçmişten günümüze sosyal harcamalar, toplumların sosyal refah seviyelerini yakalamalarında devletlere yardımcı olmaktadır. Ancak sosyal devletler tarafından yapılan harcamaların hangilerinin sosyal harcamalar olduğu hususunda literatürde ortak görüş bulunmamaktadır. Sosyal politikaların gelişimi, ülkelerin kendi içlerinde farklı sosyal harcama uygulamalarına sebebiyet vermektedir. Sosyal devlet düzeninin aile, piyasalar ve devlet arasında bir döngüye sahip olduğu görülmektedir. Sosyal refah bu döngüde dağılarak bölüşülmektedir. Bu çalışmada, AB üye ülkelerinin ve Türkiye'nin sosyal politikaları ve sosyal harcamaları arasındaki ilişki araştırılmıştır. Ülkelerin sosyal politika faktörlerinin sosyal politika göstergesi üzerindeki etkileri incelenerek ülkeler arası karşılaştırmalı analiz yapılmıştır. Sosyal harcamalar ile sosyal politika göstergeleri arasındaki ilişki korelasyon analizi, sosyal politika göstergesini belirleyen faktörlerin etkisi de çoklu regresyon analizi ile incelenmiştir. Çalışmamızda sosyal politika başarısının sosyal harcama ile doğrudan ilişkili olmadığı, aralarındaki pozitif yönlü orta seviyeli ilişkiye bakarak söylenmektedir. Devlet tarafından yapılan sosyal harcamaların sosyal refah düzeyinde yüksek seviyeye ulaşmada doğrudan etkili olmadığı, sosyal politika başarısı yüksek olan ülkelerin daha az harcama ile sosyal politika göstergelerinde iyileşme sağladığı ve bu ülkelerin de sanayileşmesini tamamlayan ülkeler olduğu görülmektedir. Bununla birlikte, sosyal harcamaların doğru alanlara yapıldığında gelişmesini sürdüren ülkeler tarafından da sosyal politika gösterge puanlarına olumlu yansıyacağı düşünülmektedir. ; From past to present, social expenditure has helped guide the societies in achieving their welfare levels. However, there is no consensus in the literature about the expenditures made by the social welfare states. The development of social policies leads to different social expenditure practices within countries. The social state system seems to have a cycle between the family, markets and the state. Social welfare is dispersed and divided in this cycle.In this study, the relationship between EU member states and Turkey's social policies and social spending were investigated. The effects of the social policy factors of the countries on the social policy indicator were examined and a comparative analysis was conducted between the countries. The relationship between social expenditures and social policy indicators was analyzed by correlation analysis and the effect of factors determining social policy indicator was examined by multiple regression analysis. In our study, it can be said that the success of social policy is not directly related to social expenditure by looking at the positive middle level relationship between them. It is observed that the social expenditures made by the state do not have a direct effect on reaching the high level of social welfare, the countries with high social policy success have improved their social policy indicators with less spending and these countries have completed the industrialization. On the other hand, it is considered that the countries that continue to develop when social expenditures are made in the right areas have positive reflections on the social policy indicator scores.

ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Bu doğrultuda, sosyal ortakların gücü, sosyal ortaklara Laeken Avrupa Konseyi ile 'otonom çerçeve anlaşmalar' hazırlama ve uygulama yetkisinin verilmesi ile daha bağımsız bir rol verilerek arttırılmıştır.Bu bağlam içinde, çalışma Avrupa sosyal diyaloğunun ve sosyal ortakların rolünün AB sosyal politika yapım sürecindeki etkisini yönetişim yaklaşımı bağlamında araştırmaktadır. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. Bu açıdan, Avrupa sosyal diyaloğu, sadece temelinde uzlaşma, konsensüs, işbirliği olan Avrupa sosyal modelinin önemli parçalarından biri olarak değil, aynı zamanda genel çerçevede Avrupa yönetişimin ve AB'deki demokratikleşmenin önemli bir mekanizması olarak karşımıza çıkmaktadır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. Türkiye'de temel yerel yönetim birimleri olarak belediyeler çeşitli hizmetler sunmaktadır. Türkiye'de belediyelerin sosyal politika uygulamaları ise "sosyal belediyecilik anlayışı" olarak adlandırılmakta, her geçen gün yaygınlaştıkları görülmektedir. Bu çalışmada öncelikle sosyal belediyeciliğin teorik temellerini ortaya koymak üzere sosyal politika ve yerel yönetimler ortaya konulmuştur. İkinci bölümde Avrupa Birliği'nde sosyal politika ve yerel yönetimler ile İngiltere, İsveç ve İspanya örneklerinde yerel sosyal politikalara değinilmiş, son bölümde ise Türkiye'de sosyal belediyecilik anlayışının gelişimi anlatılmıştır. Bu inceleme sonrasında sosyal yardımlar alanında yaşanan dönüşüm ortaya konularak, sosyal belediyeciliğin sosyal devlete bir alternatif olup olmadığı tartışılmaktadır. Çalışma, ağırlıkla literatür taramasına ve sosyal yardımlarla ilgili düzenlemelerin ve politikaların incelemesine dayanmaktadır. Çalışmanın temel araştırma konusu değişen sosyal devlet anlayışı ve sosyal belediyeciliktir. Yaptıkları hizmetler bakımından değerlendirildiklerinde sosyal devletten doğan açığı kapatmaya yönelik programlara dayanan sosyal belediyecilik anlayışının, Türkiye'de tam olarak uygulamaya geçirebilmesinde yeterli alt yapı, mali kaynak ve yetişmiş personel sahip olmadıkları saptanmıştır. Bunun yanında, sosyal yardımların, siyasi kayırmacılık içerdiği ve merkezi hükümetin etkisinde yürütüldüğü yönünde yaygın bir kanı ve bulgular olduğu saptanmıştır. Türkiye de sosyal belediyecilik olarak nitelendirilebilecek uygulamalar, 1970'lerden sonra hayata geçirilmeye başlamış ve 1990'lardan sonra artışa geçmiştir. Sosyal belediyecilik olarak nitelendirilebilecek hizmet düzeyinin Türkiye'de düşük olduğu, tüm dezavantajlı kesimleri içeren bir kapsayıcılıkta olmadığı görülmektedir. ; As basic units of local governments in Turkey, municipalities offers many services. Social policies of these municipalities are called as "social municipality approach" and these approach spread day by day. In this study firstly local government and social policy concepts has been presented to see social municipality in theory. After social policy and local governments in the European Union has been analysed in addition to local social policies in samples of England, Sweden and Spain, development of social municipality approach in Turkey has been examined. In this study, the transformation in social municipality has been presented, it has been discussed whether social municipality is an alternative to the social state in Turkey. The present study is mostly based on literature review and analysis of regulations and policies about social assistance. The main subject in the present study is changing social state concept and social municipality. It has been found out that there is lack of necessary background, financial sources and competent staff in the process of being able to apply the understanding of social municipality which compensates for the shortcomings stemmed from social state considering its services. In addition to these facts, it has been stated that there is a common belief and evidence about that social assistance includes political favoritism and it has been carried out under the pressure of the government. Turkey began to be implemented after the 1970s and increased after the 1990s's It is observed that the level of service that can be described as social municipality in Turkey is low and that it is not inclusive of all disadvantaged segments.

Societies around the world determine various policies for welfare and order, and population policies are one of them. Population policies affect the quality of life of individuals and the welfare level of countries. Population policies can also be shaped according to the income levels of the countries. In this study, literature review method was used in order to reveal the income tax practices as a population policy tool in our country. Within the scope of the study, first of all, the concept of population was discussed and the connections of income tax applications with the population were examined. In addition, the historical process in population policy and income tax, population policy approaches, factors affecting population and population policies, the relationship of population policies with income tax, the effects of economic approaches on population policies are examined within the scope of the research. In our country, in the historical process, the application of income tension may differ according to the population. From time to time, income practices have also mediated population policies from time to time. In the first half of the twentieth century, the numerical size of the population was accepted as a power for both Turkey and other countries. Especially in recent years, Turkey has been trying to keep the population growth at the current level as well as increasing the quality of the population. Population policies are created in terms of demographic variables such as population growth rate, size, spatial distribution and characteristics. Population policies prepared for the increase or decrease of the population in a country are formed according to the results of the economic needs in that country. It should be kept in mind that with population policies, social needs can be met and economic quality of life standards can be achieved.
