Nowadays, the optimal usage of exhausting natural resources is a serious economic, social and political question. For this reason, in this paper we examine how the optimal sustainable use and allocation of these resources can be achieved in a sustainable way using different game theoretic models. As the proper solution needs the cooperation of national economies, the optimization driven by own interest should be completely changed. In this examination, we use the tools of cooperative game theory to describe ecomomies' strategic behaviour and their interactions. Moreover, we describe different well-known game theoretic solution concepts (e.g. Core, Shaply-value, Nucleolus) with special focus on their required fairness properties. The fairness properties, detailed in this paper, can ensure stable and acceptable allocations for the player at individual and coalitional level as well. Besides the theoretical descriptions, we give some practical example related to games defined on different water supply management problems (e. g. urban water management, irrigation problems, hydro power licensing etc.).
Geopolitics as a multidisciplinary branch of social science and as a theory of foreign policy appeared on the Latin-American continent in the second half of the 1920s. The main features they include are the next: aggressive approach to the space, the continental adaption of the organic state-theory elaborated by Ratzel and Kjellen, moreover, the developed geopolitical theory was thought to be converted into practice via the growing role of the army. In all Latin- American countries the armed forces and their various institutions became the scientific centre of elaborating the new attitude to the international relations as a theory. When the army az an institution assumed the political power, however, it was given an opportunity to put these theories into practice. With the definition of the constant and conjuntural national goals those countries of the vast territories aimed at both re-determination of their international economic and political positions and solving their problems connected with their own inner space. Therefore the regional transitions, the settling in the rarely- populated areas, the usage of sources of raw material and reserves, the control of transport and communication network of international significance and obtaining the influence over the new territories were the problems that in many of those countries came to the front. On the Latin-American continent the geopolitical schools with important theo-retical background were established in Argentina, Brazil and Chile. In this study we are going to introduce the Chilean geopolitical theory and practice established by generals Ramon Cañas Montalva and Augusto Pinochet. One of the aims of the new electoral law of Hungary has been to define a fairer apportionment into voting districts. This is ensured by a set of rules slightly more premissive than those laid out in the Code of Good Practice in Electoral Matters of the Venice Commission. These rules fix the average size of the voting districts, require voting districts not to split smaller towns and villages and not to cross county borders. We show that such an apportionment is mathematically impossible. We make suggestions both to the theoretical approach to resolve this problem, study the properties of our approach and using our efficient algorithm and the data of the 2010 national elections we determine the optimal apportionment. We also study the expected effect of demographic changes and formulate recommendations to adhere to the rules over the long term: increase the number of voting districts to about 130, allow the number of voting districts to change flexibly at each revision of the districts and base the districts on regions rather than counties.
In his study the author deals with the question of the corporative organization of the young Slovenian state. In the first part of his writing the author presents the theory and development of corporative ideas after WWII. He sums up the main theories of Philippe C. Schmitter and Gerhard Lehmbruch, the two main thinkers of modern corporatism and shows how these theories influenced the development of societal/liberal corporatism. The author introduces the concept of concertation, the new decision-making process of the modern corporative state and differentiates it from the classic pressure politics of liberalism. After the theoretical background in the second part of his study the author gives an introspection into the forms of Slovenian corporative cooperation. First of all, he describes the main organizations of the tripartite political processes: the employers' chambers and associations (e.g. Gospodarska zbornica Slovenije, Trgovinska zbornica Slovenije, Združenje delodajalcev Slovenije) and the employees' unions (e.g. Zveza svobodnih sindikatov Slovenije, Konfedearcija sindikatov Slovenije Pergam, Konfederacija sindikatov 90 Slovenije). At the end of his work he shows the function of the classical corporative forums in Slovenia: the Economic and Social Council (Ekonomsko-socialni svet Slovenije, ESSS) and the National Council (Državni Svet). The author's conclusions are unambiguous: after the successful achievement of independence and freedom, Slovenia managed to create one of the most effective organizational models of modern (societal/liberal) corporatism and uses the process of concertation fruitful for his economic stability and social welfare.
The aim of our study is to reveal the relationship between doing sports and persistence among higher education students in the Northern Great Plain Region of Hungary and especially among Hungarian minority students in Romania, Slovakia, Serbia and the Ukraine. The theoretical background of the research is based on the developmental model (Brohm, 2002; Miller, Marchant, Polman, Clough, Jackson, Levy, & Nicholls, 2009; Melnick, Barnes, Farrel,l & Sabo, 2007) as well as Tinto's (1975) and Pascarella and Terenzini's (1980) institutional integration model. For the analyses, we used the database of the Center for Higher Education Research and Development (CHERD-H), which includes the higher education institutions in the border regions of the five countries under investigation (Hungary, Slovakia, the Ukraine, Romania and Serbia) (IESA 2015, N=2,017). According to our results, despite of the integration model theory, university sports membership decreases the level of persistence regardless of gender, country and social background. However, comparative analyses show that non-university sports club membership conveys values like appreciating the usefulness of learning and commitment to successfully complete exams and learning requirements. University and non-university sports club members mostly agree that they want to achieve the best possible learning outcomes.
The legal relationship between civil servants and the state, is not governed by the theory of sovereignty, which is relevant in the outer relationships between the state and its citizens, though it has some, limited effect on the inner relationships between the civil servant and the state organ, as well. The inner relationship falls into the category of "dependent work" and therefore civil servants must enjoy the employment rights generally applicable to employees with some alterations. Among such rights, two are investigated more closely in the paper: protection against unjust dismissal and collective rights of workers (right to organise, right to bargain collectively, and right to strike). In 2010 the Hungarian state modified its regulations on civil servants and introduced dismissal without notice referring to the argument that the parties of the legal relationship must be treated equally and because the civil servant can resign from its position without notice, the same right should be enjoyed by the state, as well. The Hungarian Constitutional Court and European Court of Justice nullified this law because of violating the right to work, the right to human dignity, and the right to hold public positions. The regulations on collective rights of civil servants have been systematically violated by the Hungarian legislator since 1992, when the first regulation on civil servants passed. Until 2011 the right to organise has been enjoyed without disturbance by civil servants but since than the state has organise the Bar of Hungarian Civil Servants into which all civil servants are obliged to enter. Because the Bar has rights which are usually considered to be union rights, therefore the Bar is a competitor of the civil servants' unions; consequently the regulations on the Bar violate the right to organise. The right to bargain collectively has never been enjoyed by unions of civil servants since 1992, despite such right is generally applied in developed countries app. since 1960-1970s and is also accepted by the international conventions on social and economic rights. The right to strike is also restricted by the Agreement on Right to Strike in Civil Service (1994) which prohibits the rights to strike far beyond the limits established by the Fundamental Law and the Act on Right to Strike (Act No. VII of 1989). Alternative methods of collective dispute settlement (mediation, arbitration) are also neglected by the Hungarian legal regime.
