Dynamika współczesnego słownictwa słowiańskiego w przestrzeni stylowo-funkcjonalnej ; Stylistic and Functional Aspects in the Dynamics of Modern Slavic Vocabulary
Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Nikos Potamianos, The Radical Right and the Agrarian Question in the Early 20th Century. The Case of Christovassilis and the "Hellenism Asosociation"The subject of this article is an aspect of the history of the radical right in Greece, namely its intellectual and political response to the agrarian question which emerged in Greece at the end of the 19th century after the incorporation of new provinces where large landownership was predominant. In particular, the arguments and theses of a cadre of the biggest nationalist league of Athens in 1907 are examined, in contrast to its earlier views on the agrarian question and in contrast to the discourse of the radical supporters of the sharecroppers as well as the landowners. Christovassilis adopts a pro-peasant stand, attacking capitalist landowners and indirectly proposing the purchase of the land by its cultivators with the assistance of the state. However, his main aim was to prove that parliamentary democracy was incapable of improving the sharecroppers' situation, a task which only an authoritarian state could accomplish. Crucial in Christovassilis' arguments was the use of nationalist discourse in order to legalize sharecroppers' demands: he linked the peasants' struggle for land in the past with the national conflict with the Ottoman conquerors, equating land with fatherland and, therefore, the ownership of land of Thessaly with the peasants' participation in the nation. Christovassilis' earlier views which put emphasis on the social aspects of the agrarian question gave way to the pre-ponderance of the nationalist argument, which was in turn related to other aspects of the ideology of the radical right. "Hellenism" followed a strategy of appealing to the mobilized subordinate classes — but without totally adopting their point of view. It was always clear that the viewpoint of the association was that of paternalism, not of emancipation. One of the points of its criticism against the democratic state was that the latter was not powerful enough torepress the impending peasant revolt. The restoration of law and orderwas for the radical right more important than the improvement of the living conditions of the lower strata. Literature may provide a framework for a fruitful investigation of these aspects of past and present life. This article tries to find monetary traces in the 19th and early 20th century Greek literature. The circulation of foreign and domestic metallic currencies, as it emerge from the texts of various writers of the time (Palaiologos, Calligas, Vikelas, Carcavitsas, Theotokis, Papadiamantis, Mirivilis, etc.), the role of Turkish currencies, the social evaluation of the drachma, the apparition of token currencies and the penetration of paper money in daily transactions, are few of the issues that this investigation involves.

Δεν παρατίθεται περίληψη στα Ελληνικά. ; In the years 1830-1860 the formation of the newly established Greek State was based theoretically and practically on the political views of 19th century European liberalism. In accordance to the liberal beliefs, the Greek state political power was based on a small section of the adult male population. This section disposed additional economic and cultural qualifications compared to the rest of the population of the country. It is worthnoting that only to the above mentioned section of the population the state recognized full civil and political rights. In this context the term eligible citizens is used to describe those social strata which held the above mentioned special qualifications. In view of these qualifications the eligible citizens could not only exercise their electoral rights but they could be also elected or appointed as political, magisterial or administrative officials. Within the framework of the historical study of social stratification in the Greek society, during the period 1830-1860, it is worth concentrating on the analysis of historical sources relevant to the eligible citizens. These sources should supply information about the economic and cultural characteristics of these citizens. Based on this type of approach we present in this study the catalogues of candidate jurymen in the period 1849-1861 concentrating on the analysis of the year 1860. These catalogues constitute an important source of information about the characteristics of the eligible citizens. The candidate jurymen catalogues, for the year 1860, include information regarding the value of estate property, income, profession, age and place of inhabitancy for 8.337 adult men. These men amount to the 3.4% of the over 25 years old male population of the country in 1860. The quantitative analysis of the above mentioned catalogues led to the following general conclusions: In 1860 the greatest percentage of the eligible citizens derived from the middle social strata of property owners and income earners. These strata included mainly land owners, wealthy farmers and merchants. But there was also a much smaller section of social strata of wealthy men who possessed a relatively large amount of estate property and income of the country. The sharp economic inequality observed among the eligible citizens of the country permits the assumption that there was also among them a sharp social inequality. According to this we propose the continuation of the research with a more detailled study. This study will examine particular aspects of economic and social inequalities between the lower, the middle and the higher social strata. The same study will also examine in detail the regional aspect of these inequalities.

Social Fermentations and Rearrangements (late sixteenth-seventeenth century) This study highlights the community of upper social class in Sitia, a small town in eastern Crete, in the late period of the Venetian dominion. Using new evidence from the State Archives of Venice, the article examines unknown aspects of the topic, such as the social identity of the community council (the so-called consiglio della comunità), the political functions and the evolution of this body, its internal social rearrangements and its particularities by comparison with the community dynamics in the other Cretan towns. The archival data indicate that this socio-political organ played a central role in local public life, but had a secondary position within the Venetian political system. Regarding its social composition, the community originally consisted of nobles-feudatories, according to the model of strict social organization in the island under Venetian rule. However, multiple factors of crucial importance, such as the small number of nobles in Sitia, the inadequate fortification of the town and the increasing financial needs of this region, had a catalytic effect on the local social fabric and, consequently, on the structure of the community: in the early seventeenth century it lost its aristocratic profile and acquired characteristics, which differentiate it from the other community entities of Crete. This decisive evolution occurred with the social advancement of the cittadini. Τhis intermediate social group acquired, with the consent of the Venetian authorities, the right to participate in the community in order to meet government targets in this politically sensitive area of the island. Hereinafter the cittadini had an increasingly strong presence in the community processes, gained more social power and enjoyed privileges previously monopolized by the aristocracy.

Michalis P. Liberatos, Historical Time and the interpretations of the history of the Greek Civil War: the methodological problemsThe idea of historical time is crucial from a methodological point of view as far as the study of political and social history are concerned. Especially about the history of the Greek Civil War, a period that convulsed public opinion and caused scientific interpretations overwhelmed by ideological and epistemological «burdens». The most important of them is the idea of a time constant, continual, without turnovers and breaks, that is time in the «common sense». This «time», according to its origins, self-determines its evolution, its «determination» explains all of the aspects and the historical stages and facts. This is the traditional assumption that change has always to be explained in terms of something fixed and unchangeable. As for the policy of the Greek Communist Party this notion of time provokes some historians to an explanation that associates this policy with the origins of its philosophical program and not with the «real history». This approach avoids to enquiry into the adaptation of this program to the demands of political relations in time, to counter policies and as a specification of social representations. It is mainly an unaltered policy that arises as the outcome of an assemblage of antecedent events that compose a passage of identities. Because of this domination of this notion of the «continuity» of time, the study of Greek Civil War reproduced the ideological configurations of the past. Therefore it has degraded very important aspects of historical reality, without giving adequate answers about them. These are the question of the deepest tasks of KKE and its strategy, the causes of the unscheduled creation of Democratic Army (ΔΣΕ) in the mountains, the role of the rival political powers, the extent of the possibilities of a negotiation, the relation between Greeks and the Great Powers. As the recent historical enquiries has showed —the edition of a book of Ph. Iliou signalled a new era in the interpretation of this period— a different methodological attitude is perhaps primarily useful on account of the errors it enables one to avoid, in particular in constructing the historical object. This article presents the implication between the dominant notion of «time», the difficulties in explanations and with the ability to overcome the epistemological «burdens» if is to be called into question the idea of historical time. This is important in order to break away from some presuppositions that are tacitly accepted by some historians. This new notion of time sweeps away the naively idealistic view of continuity, that traditional approaches have raised. Because it is history and the internal dynamic which carries evolution and not the historical unchanged «purposes». ; Michalis P. Δεν παρατίθεται περίληψη στα ελληνικά. ; Maria Damilakou, The image of the gaucho in the argentine society (1830- 1940): ideological uses and historiographie approaches This article attempts to show the different images of the gaucho, symbol of the argentine pampa, that predominated the local society as long as to associate them to the different interpretations of the historical past and the process of construction of the argentine national identity. This process required contacts, confrontations and interchanges among different social groups and sectors, such as the lower classes, the intellectual and political elites, the marginal rural element and the new coming immigrants. The construction of the gaucho's image was a long process, extended from the first half of the 19th century until the peronist years. From the «heroic son of the earth» who stood up the Spanish conquerors during the Revolution of 1810, he became the «barbarian of the desert» through the discourse of the illuminated elite that, during the second half of the 19th century, undertook the national organization of the country, its fast modernization and the creation of «obedient citizens». During the same period, the popular culture provided a different aspect of the gaucho, especially through the figures of Martin Fierro and Juan Moreira: the gaucho now became the center of a large cultural phenomenon that was picturing the rural way of life, codified common experience and expectations and became a form of resistance to the process of modernization. Later, in the 1910s, the image of the «obedient» Martin Fierro was adopted by the cultural nationalism of the period and used as the symbol of the argentine national identity and as the incarnation of the argentine essence and soul. At last, the leftwing forces adopted the gaucho as the symbol of the oppressed social groups, whereas the nationalist movements of the 1930s used his image in order to support their revisioned interpretations about the national historical past.

Du contrôle social à la réciprocité Cet article s'intéresse à suivre les déplacements théoriques de l'histoire sociale des trente dernières années en ce qui concerne l'interprétation du mouvement philanthropique. Dans une perspective comparative, on essaie de mettre en évidence les catégories analytiques utilisées au sein des traditions britannique, française et grecque, afin d'approcher les divers aspects de la pratique, les differentiations et les nuances qui s'inscrivent dans le contexte de l'évolution de chaque tradition intellectuelle. Puisque le phénomène de la philanthropie a été considéré comme un champ privilégié pour l'étude des relations sociales au cours du 19ème siècle, et surtout celle du processus d'insertion des couches inférieures aux valeurs bourgeoises pendant la période de l'industrialisation, la notion du contrôle social a présidé dans la plupart des travaux publiés dans les années '70 et '80. L'influence de M. Foucault a été évidente sur la tentative de compréhension du geste généreux dans le contexte de la normalisation des comportements des indigents jugés dangereux, tandis que la consolidation du capital social par le biais de la donation a trouvé un excellent champ d'investigation en sociologie. Dans ce cadre, on a tenté de faire le lien entre la participation philanthropique des milieux bourgeois et leur ascention au pouvoir politique, les rythmes d'accroissement des villes et la genèse des inquiétudes provenant des groupes marginaux, enfin les initiatives des femmes et leur émancipation. Or, l'enrichissement de la bibliographie tant française que britannique des années '90, et raffinement des outils analytiques empruntés aux autres sciences sociales, ont amené au réfléchissement sur les significations, la durée et le contenu de la pratique. D'ailleurs, la problématique des acteurs sociaux, militant pour la diminution du phénomène de l'exclusion sociale et l'émergence du mouvement volontariste actuel, ont sans doute influencé les tentatives interprétatives de l'action philanthropique du 19ème siècle, changeant leur orientation vers un contexte plus humanitaire. La contestation du contrôle social en tant que cadre d'interprétation exclusive de la philanthropie, a donné sa place à des approches qui prennent en considération le sens propre du mot: l'altruisme et la réciprocité. L'ouverture du dialogue à des outils théoriques des disciplines voisines, surtout ceux de la sociologie et de l'anthropologie, ont amené à la redéfinition du domaine de la philanthropie en tant que système de rapports matériels et culturels tenant en compte tant les structures intellectuelles de la période étudiée que les stratégies des acteurs sociaux.

Decentralizacija kulturnog sistema Srbije: potrebe i model implementacije
Rad koristi interdisciplinarni pristup u okviru kulturne politike, kako bi predstavio potrebe za decentralizacijom kulturnog sistema u Srbiji i istovremeno predložio model decentralizacije kulture koji može biti primenjen. Uvodni deo prvo predstavlja značaj decentralizacije u kulturi za Srbiju, ali istovremeno i naglašava prepreke koje su vezane za tranzicioni period u kome se zemlja nalazi. Takođe, u teoretizaciji same decentralizacije u kulturi, rad uvodi nove ključne aspekte – jednakost, ravnopravnost i pravednost, koji se predstavljaju kroz političko – ekonomske teorije poput liberalizma, socijalizma, anarhizma i feminizma, da bi se socijalna pravda uvela kao glavni princip. Iz toga proizilazi i glavna hipoteza - uz primenu principa pravednosti u modelu, može se ostvariti i princip jednakosti/ravnopravnosti u decentralizaciji kulturnog sistema Srbije. Metodološki postupak zasnovan je na interdisciplinarnim teorijsko-empirijskim istraživanjima koja obuhvataju kulturnu politiku, menadžment u kulturi, teoriju upravljanja, političke nauke, ekonomske nauke, pravne nauke i sociologiju. Cilj istraživanja je modelovanje novog kulturnog sistema decentralizacije u Srbiji, zasnovanog na principu pravednosti. Oslanjajući se na evropske primere decentralizacije kulture, kojima se teži kao pripadajućem prostoru države, rad predstavlja i istorijski pregled decentralizacije u širem smislu, političke i fiskalne, kao preduslova pune decentralizacije u kulturi. U opštem teoretisanju decentralizacije, istovremeno se i sama decentralizacija terminološki odvaja od pojmova poput dekocentracije, demetropolizacije, devolucije i delegacije, a predstavljaju se i suplementarni poput regionalizacije i supsidijarnosti, kao i međusobna uslovljenost navedenih oblika decentralizacije (političke, ekonomske i kulturne). Polazne definicije decentralizacije, trodelna definicija uslovljenosti decentralizacije u kulturi Nobuko Kavašime kao "fer distribucija resursa" i Meklijeva "decentralizacija odlučivanja", odnosno dva principa – top down demokratizacije kulture i bootom up kulturne demokratije, u radu se ne isključuju nego zajedno koriste u susretnom smislu. Rad analizira i teorije o decentralizaciji kulture (Malro i Mekli u Francuskoj, Kavašima u Engleskoj, kao i regionalne poput Dragojevića u Hrvatskoj), kao i teoretske pojmove koje smatra neophodnim za primenu decentralizacije u kulturi poput socijalne (shvatanje Džona Rolsa) i tranzicione pravde, društvene sektore sa posebnim naglaskom na civilni sektor u kulturi, populistički diskurs decentralizacije koji koristi politika, participaciju kao neophodan element decentralizacije kulture, commons i spillover efect. Analiza je obuhvatila i praktične, nekadašnje i sadašnje modele decentralizacije u kulturi u Evropi (sa posebnim naglaskom na Francusku i Englesku), nekadašnjoj Jugoslaviji (sa posebnim akcentom na samoupravni sistem), država u regionu (Hrvatska posebno) i samoj Srbiji (Nacrt strategije Komisije za decentralizaciju kulture), kako bi se predstavile strategije koje se mogu iskoristiti za predloženi model. Utvrđujući putem empirijskog istraživanja (stavovi kreatora kulture u unutrašnjosti Srbije), finansijske analize javnih izdvajanja za kulturu, strateških planova i medijske vidljivosti, visok stepen centralizma, rad predlaže i konkretne mere za ostvarivanje decentralizacije u kulturi. Poseban segment istraživanja je utvrdio i potencijalnu ulogu civilnog sektora u kulturi u decentralizaciji kulture, gde se merio njegov potencijal, održivost, povezivanje (poput Asocijacije nezavisne kulturne scene Srbije i njene uloge) i prevashodno primeri dobre prakse u svetu (omladinski centri Estonije) i kod nas nekada (Otvoreni klubovi Savezne republike Jugoslavije) i danas. Glavni rezultat ovog rada je predlog modela za implementaciju decentralizacije u kulturi Srbije, koji je adekvatan specifičnim uslovima sredine i realno primenljiv. Model je nazvan "susretno-pravednim" jer u sebi sadrži više pristupa koji nisu samostalni nego upravo povezani uslovljenim obligacijama odlučivanja koje dvosmerno dolaze vertikalno (nivoi vlasti) i horizontalno (korisnici i sektori) uz primenu načela pravednosti kao glavnog kriterijuma. Model je trostepeni (kulturna decentralizacija bez političke i fiskalne, kulturna i fiskalna decentralizacija i sva tri vida zajedno) sa trogodišnjim trajanjem svake faze. On predlaže mere i strategije poput regionalizacije (politička decentralizacija), "skandinavskog modela finansiranja" lokalnih samouprava (fiskalna decentralizacija) i kao najbitnije za kulturnu decentralizaciju: jačanje regionalnih i lokalnih resursa (razvoj kadrova i publike, departizaciju, deinstitucionalizaciju, izgradnju i revitalizaciju infrastrukture i obavezne lokalne i regionalne strategije kulture), "kapilarnu decentralizaciju" kulture putem jačanja uloge civilnog sektora, obavezni "lokalni spillover" za manifestacione kreativne industrije i primenu faktora socijalne pravde u finansiranju kulture, difuziji institucija i manifestacija od nacionalnog značaja i u nacionalnoj medijskoj promociji. Naučni doprinos rada je dalja teoretizacija pojma decentralizacije u kulturi sa stanovišta principa jednakosti, ravnopravnosti i pravde. U oblasti kulturne politike, vrednost dizajniranog modela je u tome što može imati i potencijalnu praktičnu primenu, kako od strane nacionalnih, tako i lokalnih subjekata u kulturi Srbije. ; The paper uses an interdisciplinary approach within cultural policy to present the needs for decentralization of the cultural system in Serbia and at the same time propose a model for decentralization of culture that can be applied. The introductory part first presents the importance of decentralization in culture for Serbia, but at the same time highlights the obstacles that are associated with the transition period in which the country is located. Also, in the theorizing of decentralization in culture, the paper introduces new key aspects - equality, equal and justice, which are presented through political - economic theories such as liberalism, socialism, anarchism and feminism, to introduce social justice as the main principle. This leads to the main hypothesis - with the application of the principle of equity in the model, the principle of equality in the decentralization of the cultural system of Serbia can be realized. The methodological procedure is based on interdisciplinary theoretical and empirical research covering cultural policy, cultural management, management theory, political science, economic sciences, legal sciences and sociology. The aim of the research is to model a new cultural system of decentralization in Serbia, based on the principle of equity. Drawing on European examples of decentralization of culture, which strives as belonging to the state space, the paper also presents a historical overview of decentralization in the broad sense, political and fiscal, as a precondition for full decentralization in culture. In the general theorizing of decentralization, decentralization itself is terminologically detached from concepts such as decocentiation, demetropolisation, devolution and delegation, and they are also complementary such as regionalization and subsidiarity, as well as the interdependence of these forms of decentralization (political, economic and cultural). The initial definitions of decentralization, the three-part definition of the conditionality of decentralization in the culture of Nobuko Kawashima as a "fair distribution of resources" and Moeckli's "decentralization of decision-making", that is, two principles - top down of culture democratization and bootom up of cultural democracy, are not mutually exclusive but used together. The paper analyzes the theories of decentralization of culture (Malro and Moeckli in France, Kawashima in England, as well as regional ones like Dragojevic in Croatia), as well as theoretical concepts that he considers necessary for the application of decentralization in culture such as social (John Rolls' understanding) and transitional justice, social sectors with particular emphasis on the civil sector in culture, a populist discourse of decentralization used by politics, participation as a necessary element of cultural decentralization, commons and spillover efect. The analysis also included practical, former and current models of decentralization in culture in Europe (with special emphasis on France and England), former Yugoslavia (with particular emphasis on the self-governing system), countries in the region (Croatia in particular) and Serbia itself (Draft Commission Strategy to decentralize culture), to outline strategies that can be used for the proposed model. By establishing through empirical research (views of cultural creators in the interior of Serbia), financial analysis of public appropriations for culture, strategic plans and media visibility, a high degree of centralism, the paper also proposes concrete measures for achieving decentralization in culture. A specific segment of the research identified the potential role of the civil sector in culture in decentralizing culture, measuring its potential, sustainability, networking (such as the Association of the Independent Cultural Scene of Serbia and its role) and, above all, examples of good practice in the world (Estonian youth centers) and in Balkan once (Open clubs of the Federal Republic of Yugoslavia) and today). The main result of this paper is the proposal of a model for the implementation of decentralization in the culture of Serbia, which is adequate to the specific environmental conditions and realistically applicable. The model has been called "counter-righteous" because it contains more approaches that are not standalone but just linked by conditioned decision-making obligations that come two-way vertically (levels of government) and horizontally (users and sectors), by applying the principle of fairness as the main criterion. The model is three-stage (cultural decentralization without political and fiscal, cultural and fiscal decentralization and all three aspects together) with a three-year duration of each phase. It proposes measures and strategies such as regionalization (political decentralization), the "scandinavian financing model" of local governments (fiscal decentralization) and as essential to cultural decentralization: strengthening regional and local resources (development of staff and audience, depoliticization, deinstitutionalization, construction and revitalization of infrastructure and mandatory local and regional cultural strategies), "capillary decentralization" of culture through strengthening the role of the civil sector, mandatory "local spillover" for creative industries and the application of social justice factors in the financing of culture, diffusion of institutions and events of national importance and in national media promotion. The scientific contribution of the paper is further theorization of the concept of decentralization in culture from the standpoint of the principles of equality and justice. In the field of cultural policy, the value of the designed model is that it can have potential practical application, both by national and local subjects in the culture of Serbia.

Decentralizacija kulturnog sistema Srbije: potrebe i model implementacije
Rad koristi interdisciplinarni pristup u okviru kulturne politike, kako bi predstavio potrebe za decentralizacijom kulturnog sistema u Srbiji i istovremeno predložio model decentralizacije kulture koji može biti primenjen. Uvodni deo prvo predstavlja značaj decentralizacije u kulturi za Srbiju, ali istovremeno i naglašava prepreke koje su vezane za tranzicioni period u kome se zemlja nalazi. Takođe, u teoretizaciji same decentralizacije u kulturi, rad uvodi nove ključne aspekte – jednakost, ravnopravnost i pravednost, koji se predstavljaju kroz političko – ekonomske teorije poput liberalizma, socijalizma, anarhizma i feminizma, da bi se socijalna pravda uvela kao glavni princip. Iz toga proizilazi i glavna hipoteza - uz primenu principa pravednosti u modelu, može se ostvariti i princip jednakosti/ravnopravnosti u decentralizaciji kulturnog sistema Srbije. Metodološki postupak zasnovan je na interdisciplinarnim teorijsko-empirijskim istraživanjima koja obuhvataju kulturnu politiku, menadžment u kulturi, teoriju upravljanja, političke nauke, ekonomske nauke, pravne nauke i sociologiju. Cilj istraživanja je modelovanje novog kulturnog sistema decentralizacije u Srbiji, zasnovanog na principu pravednosti. Oslanjajući se na evropske primere decentralizacije kulture, kojima se teži kao pripadajućem prostoru države, rad predstavlja i istorijski pregled decentralizacije u širem smislu, političke i fiskalne, kao preduslova pune decentralizacije u kulturi.
