Abstract. The article analyzes the possibilities of applying the model of "Metahistory" by H. White to analyze the social conditions of historical responsibility. The author briefly presents his interpretation of historical responsibility, then, based on the ideas of P. Bourdieu and M. Foucault. substantiates the ability of the narrative to determine social practices. Showing the rhetorical techniques used by actors of memory politics and public activists, the author shows that White's views can be applied not only to the analysis of historical texts, but also to the historical memory of historical responsibility. ; В статье рассматриваются возможности применения модели «Метаистории» Х. Уайта для анализа социальных условий исторической ответственности. Автор кратко представляет свою интерпретацию исторической ответственности, затем, с опорой на идеи П. Бурдье и М. Фуко, обосновывает способность нарратива определять социальные практики. Демонстрируя риторические приемы, используемые акторами политики памяти и общественными активистами, автор показывает, что взгляды Уайта можно применить для анализа не только исторических текстов, но и исторической памяти, исторической ответственности.

Social issues created by a network/digital transformation of society are coming to the forefront of political relations. Given such conditions, we are witnessing a large-scale renewal of social-professional structure, an escalation of social competition, an increase in social inequality, and a decline in the status of middle-class citizens. In the long run, the technological revolution might lead to a decrease in living standards for a significant part of the population of developed nations. Transformation of employment effectively undermines the current model for social policy, which has traditionally been built around creating new jobs and decreasing unemployment as the main objective of public administration. Since the turn of the century, the former balanced mechanism for developing social policy has been upset, and the equilibrium and stable social model is gradually deteriorating. The current model of a welfare state and social-political relations based on consolidated interests is at risk. All around the world modern advanced society relies on it and cannot adequately evolve without it. And one of the main objectives for a government would be making sure that social activity doesn't lag behind the occurring changes. However, the current social policy model in a number of countries, including Russia, does not fully correspond with the process of rearrangement, since, given the conditions of a network society, social policy's target groups tend to change. Forecasts of development within the social-labor realm are unfavorable for large groups of workers, who will have to deal with further polarization in terms of social standing and income, unless the government and society implement a set of effective measures. We are in need of alternative policy, based on coordinating the activities of the main participants of social-political relations. This will require a new political approach, aimed at providing a dynamic social balance, an increase in prosperity, and a decrease in poverty and inequality. Policy based on wider support, a broader resource base and increased opportunity for accomplishing relevant tasks seems to bear the most promise. Meanwhile the government needs to consolidate efforts, while performing an intermediary role in the respective system for making political decisions. Such a political network might result in increased social efficiency.

The purpose of the work represents realization of new methodology of the
humanities (methodology of chromatism) by the example of modelling various social
systems. This methodology has allowed to create information models of the certain
problems of a modern society in foreshortenings ontology at normal (N) and extreme
(Е) boundary conditions of existence. Documents of global culture and concept
"color", "chrom-plans", "boundary conditions" have led to construction of such
information models as "atomic"/archetipical model of intelligence (AMI), global
immanence of religiousness (GIR), stratification model of axiology-social semantics
(MASS). Concepts "spirit", "soul" and "body" correlated with certain 'colors' and
'socials strata', which were modelled by relevant chrom-plans. MASS has allowed to
reveal major factors of mutual relations of authority, intelligency and crowd.
Principles of interpersonal interaction in society appeared dependent from various
dominants of chrom-plans AMI and-or GIR under various (N or E) conditions of
existence of MASS.

Социально­философский анализ выявил следующие условия легитимности государственной власти: 1) реалистичная прогрессивность – определение социально неприемлемых нововведений; 2) погруженность в национальное сознание – политика, соответствующая местным культурно­историческим особенностям подобной предрасположенности; 3) умеренная либеральность – баланс между недостаточной и чрезмерной жесткостью; 4) соблюдение договорной дисциплины – общественно­договорная суть взаимоотношений между руководством страны и ее населением; 5) мнимая подотчетность, проявляющаяся в двойственной природе государственной власти, которая для удержания легитимности, с одной стороны, должна выглядеть совершенно прозрачной, с другой стороны, вынуждена конспирировать свои аморальные практики, необходимые для достижения общего блага; 6) демократическая политика, завоевывающая признание большинства посредством исполнения его воли; 7) научная интегрированность – противоколлизионный, системообразующий фактор для самой государственной власти, а через нее ­ и для всего социума; 8) открытость, обеспечивающая внутрисистемный синтез всех остальных факторов, благодаря непрестанному обновлению личного состава правящих структур наилучшими кадрами; 9) абсолютная меритократия – комплектование державной элиты деятелями, которые обладают профессиональными качествами, соответствующими ожиданиям народа; 10) соблюдение естественных прав базируется на осознании данного перманентного начала социально­государственных отношений и эмпатии его темпоральных модификаций; 11) актуализация юснатуралистической идеи в конкретных актах трансличностного взаимодействия; 12) дозированное невмешательство в частную жизнь – превентивное удовлетворение человеческого индивидуализма; 13) организация сублимации властного инстинкта – политика, фундирующаяся на осознании того, что данное стремление свойственно всем людям, и состоящая в миротворческом управлении его реализацией. ; Social­philosophical analysis had displayed the next conditions of state power legitimacy: 1) realistic progressiveness – definition of social unacceptable innovations; 2) absorption in national consciousness – policy, which conforms to local cultural­historical peculiarities of such predisposition; 3) moderate liberal views – balance between insufficient and excessive harshness; 4) observance of contractual discipline – social­contractual essence of relationships between direction of a country and its population; 5) pretended accountability, which shows oneself in dual nature of state power, that must look clear for retention of legitimacy, on the one hand, and has to make a secret of ones immoral practices, on the other hand; 6) democratic policy, which conquers recognition of majority by means of execution of their will; 7) scientific integration – countercollision, system making factor for state power and, through state power, for whole society; 8) openness, which provides intrasystem synthesis of all other factors thanks to incessant renewal of state power stuff by the best cadres; 9) absolute meritocracy – stuffing of state elite by figures, who have professional characteristics, which conform to people's txpectations; 10) observance of natural rights – is based on knowing of this permanent principle of social­state relations and on empathy of its temporal modifications; 11) actualization of natural low idea in concrete acts of transindividual interplay; 12) dosated non­interference into privacy – preventive satisfaction of human individualism; 13) organization of power instinct sublimation – policy, which fund oneself on knowing of the fact, that this aspiration is an all people's way, and which consists in peacemaking management of aspiration realization.

The article opens general appropriateness of one of the most important
directions in working with gifted children that is socialization; it substantiates
appropriateness as an axiom scheme, providing successfulness of the examined
process; authors deduce about general outlook of gifted children socialization.

The main purpose of this article is to create a typology of modern society's critical states based on analyzing Russian and foreign studies, as well as the author's own theoretical constructs developed over the last 30 years. I personally consider geopolitical, natural-climatic and manmade catastrophes of global and continental scale to be the main archetypes of critical conditions. After that we have artificial, but virtually indistinguishable critical conditions of society (inner degradation and collapse, mass epidemics and social "diseases" such as alcoholism, drug addiction, corruption and crime). And, finally, critical conditions which emerge when the existing forms of institutional or other social organization have run their course; for example, poverty and other manifestations of an individual or group critically lagging behind society's current pace of development. As a result, the amount of people who are basically excluded from public life begins to multiply. We also have society's rapid shift towards the "digital" age taking its toll. In order to minimize the negative consequences of all sorts of critical conditions, all social agents, regardless of their magnitude and purpose, must be prepared for critical situations arising as part of their everyday routine. In other words, in current conditions the differences between the "norm" and "abnormalities" are gradually becoming ever the more arbitrary. Such an assertion isn't just relativism, but rather a testament to the fact that the current global SBT-system, of which Russia is an essential element, is constantly evolving. Volunteers and civil society in general are indispensable players when it comes to preventing critical conditions at all stages of their development, influence on society and subsequent adaptation of those who suffered as a result of them. As for the "digitalization" of public life, the author insists that "digital" tools were always and will be merely an instrument in the hands of human beings, who must be able to think independently, reflect on the changes occurring in the world and make their own decisions.

The article deals with concepts of "competence", "competency", "professional
competence of a specialist" and "professional deformation of personality".
According to the goals and specifics of social work specialist's activity the types of
professional competence are described. Here is also emphasized the role of personal
competence of social work specialist for the overcoming professional deformation of
personality.

In modern conditions of managing a problem разбалансированности economic

spheres of agriculture remains is most actual and for today. In the present work
features of effective conducting economic activities by a way creation and
developments of large agroassociations – corporations are considered. The
conclusion that corporate structures provide an investment field and introduction of
innovations is drawn, raising thereby well-being of a society and economy as a
whole. Thus the success of corporate business is caused by timely reaction to current
and strategic requirements of the market.

Актуальность также заключается в интенсивности развития негативных ориентаций молодежи в результате социальноэкономических перемен и обострения общественных противоречий, вследствие чего происходит утрата жизненных смыслообразующих идеалов, потеря доверия, изменение ценностей в общественном и индивидуальном сознании. Проблемы доверия/недоверия молодежи к социальным агентам, личной безопасности, самоактуализации становятся актуальными. Агрессивное поведение становится нормой времени. Рассматривается роль доверия как одного из значимых факторов в осуществлении диалога в обществе. Предпосылками актуализации деструктивных проблем являются сложный и разнообразный по многим параметрам состав российского общества и существующиесоциально-экономические и политические противоречия. ; Relevance is determined by riskogenics of social, political, economic, social and cultural living conditions ofthe Russians, growing uncertainty, fragmentation of functioning of many social institutions. The relevancelies as well in intensity of development of negative orientations of youth as a result of socio-economic changesand the growing public controversy, resulting in loss of life crucial ideals, loss of confidence, changing valuesin public and individual consciousness. The problem of trust/distrust of youth to social agents, personalsafety, self-actualization become relevant. Aggressive behaviour becomes the norm of the time. The paperconsiders the role of trust as one of the most important factors for dialogue in society. Prerequisites foractualization of destructive problems are complex and diverse in many respects structure of the Russiansociety and the socio-economic and political contradictions.

The article considers the role of sociological data in solving issues of effective management of social processes. The conclusion of necessity for use of social research results in day-to-day practical activity of general and local government, especially at decision making regarding interests of a specific population group, is proved on the basis of analysis of etnosocial consequences of modern liberal-market reforms. ; В статье рассматривается роль социологических данных в решении задач эффективного управления социальными процессами. На основе анализа этносоциальных последствий современных либерально-рыночных реформ обосновывается вывод о необходимости использования результатов социологических исследований в повседневной практической деятельности органов государственного и муниципального управления, особенно при принятии решений, затрагивающих интересы конкретных групп населения.

The results of using by the author the economic profit index for stimulating
the labor of managers are given in the article. Is designated the problem of the
calculation of this index, which escapes from the limitations of economic nature.
Are proposed the methods of calculation of index approved in practice,
approximating the value of economic profit. The possibility of overcoming the
contradiction of the interests of an owner and managers is shown.

The article analyses the pace of modern reforms carried out in the political system of the country and in the regions of the country, in addition, the systematic relations of changes of key elements in the society. Along with this, there is shown the transformation and liquidation of heritage problems, and from the psychological vice of the past.
