In the first part of the paper the author makes observations about the demographic processes and ageing of the population. In the second part some basic data about ageing that determines prolongation of life cycle are presented on one hand, and the decreased rates of demographic reproduction on the other. The second part of the paper outlines the projections about the ageing of the population in Croatia and Europe in the following decades. In the third part of the paper public policies focused on overcoming and mitigating consequences of the population ageing are discussed. These include the concept of active ageing, reforms in pension and health systems and the system of the care for the elderly. Finally, the author reflects on some aspects of the future intergenerational contract that should be based on the paradigm adjusted with the changes of circumstances in which people live nowadays. ; U prvom dijelu rada autor iznosi zapažanja o demografskim procesima i starenju stanovništva. U drugom dijelu prezentirani su osnovni podaci o starenju koje determinira produljenje ljudskog vijeka, s jedne, te smanjene stope demografske reprodukcije, s druge strane. U nastavku se iznose projekcije o starenju stanovništva u Hrvatskoj i Europi u narednim desetljećima. U trećem dijelu raspravlja se o javnim politikama usmjerenim na prevladavanje i ublažavanje posljedica starenja stanovništva. Riječ je o konceptu aktivnog starenja, reformama u mirovinskom i zdravstvenom sustavu te sustavu skrbi o starima. Na kraju, autor se osvrće na neke aspekte budućeg međugeneracijskog sporazuma koji se treba temeljiti na paradigmi usklađenoj s promjenama okolnosti u kojima ljudi danas žive.

Prezentirani su i analizirani rezultati empirijskog istraživanja o razvoju kombinirane socijalne politike u Hrvatskoj. Kombinirana socijalna politika nov je sustav socijalne politike u kojem vlada, lokalne vlasti, organizacije civilnog društva, trgovačka društva (profitni sektor), obitelj (neformalni sektor) te drugi dionici djeluju na mjestu prijašnjeg monopolističkog položaja države. U takvom sustavu vlast i javna uprava prepoznaju organizacije civilnog društva i druge dionike kao partnere te s njima surađuju u procesu pripreme i donošenja odluka te provedbe socijalnih programa. Trendovi razvoja kombiniranih socijalnih politika ovise o nasljeđu i tipovima socijalnih režima. Razvoj kombinirane socijalne politike aktualan je i u tranzicijskim zemljama i uvelike je obilježen nasljeđem i utjecajem procesa pridruživanja Europskoj uniji. Prijašnja empirijska istraživanja kombinirane socijalne politike u Hrvatskoj upozorila su na probleme razumijevanja tog koncepta i na skromne domete njegova razvoja. U ovom istraživanju posebno je analizirana uloga civilnog društva i javne uprave kao ključnih dionika razvoja kombinirane socijalne politike. Rezultati istraživanja govore da se u Hrvatskoj utire put razvoju kombinirane socijalne politike te da postoje primjeri koji se mogu koristiti kao dobra praksa. ; The paper is a result of an empirical, action-oriented research about the development of combined social policy in Croatia. Combined social policy is a new system of social policy in which the government, local authorities, civil society organisations, the profit sector, family (the informal sector), and other participants take action instead of the previously monopolistic state. In such a system, government and public administration recognise civil society organisations and other participants as partners and cooperate with them in drafting and ecisionmaking processes and in implementation of social programmes. Recent trends in the development of combined social policy in developed countries reflect the necessity of mobilising all available resources in order to meet the ever increasing and different social needs. The trends of development of combined social policies depend on the heritage and the types of social regimes. The development of combined social policy is also topical in the countries in transition, and is greatly influenced by inherited issues and the EU accession process. Previous empirical research of combined social policy in Croatia warned about the problems of understanding the concept and of modest degrees of its development. The research particularly analyses the role of civil society and public administration as key partakers in the development of combined social policy. Research results have shown that development paths for combined social policy in Croatia are being made and that there are examples of good practice. The analysed partakers are bound by mutual cooperation, they are informed about the concept of combined social policy and possess relevant knowledge and ideas about its development. Civil society organisations are more active than public administration in promoting the idea and amending the programmes of combined social policy. National policy and institutional frameworks are important limitations to the modernisation of social policy. Final remarks contain a warning about the necessity of further research that should include a wider circle of participants.

Cilj ovog rada je istražiti u kojoj mjeri Europski sud pravde (ESP) odluke o prethodnim pitanjima u području socijalnih naknada za ekonomski neaktivne migrante, državljane Europske unije (EU), donosi strateški, a u kojoj se mjeri nacionalni sudovi u tim područjima pokoravaju odlukama ESP-a. Rad pri tome nastoji doprinijeti boljem razumijevanju utjecaja sudstva na javne politike putem procedure prethodnih pitanja EU-a. Kako je područje socijalne politike izrazito konfliktno, ovaj rad pretpostavlja da će aktivnosti ESP-a u tome području u najvećoj mjeri odražavati strateško balansiranje između dublje EU integracije putem sudskih praksi i poštivanja nacionalnih (fiskalnih) interesa i nadležnosti. Autor poseže za interguvernmentalnom teorijskom perspektivom racionalnog izbora i primjenjuje ju na primjeru Njemačke gdje su tri nedavna slučaja pristupa socijalnim naknadama (tj. posebnim nekontributivnim davanjima) upućena ESP-u na odlučivanje o prethodnim pitanjima (Dano C-333/13, Alimanović C-67/15 i García-Nieto C-299/14). Zaključci se temelje na rekonstrukciji političkih okolnosti, prethodne sudske prakse ESP-a, priloženih obrazloženja u slučajevima te konačne presude nacionalnih sudova. ; The purpose of this paper is to investigate to what extent the European Court of Justice (ECJ) decides strategically on preliminary references in matters of access to social benefits by economically inactive EU migrants, and to what extent national courts decide to comply with ECJ preliminary rulings in these issues. In doing so, this paper attempted to contribute to a better understanding of judiciaries' impact on public policy through the EU preliminary reference procedures. Knowing that the field of social policy is highly conflict-laden, this paper assumes that the ECJ activity in this area will largely reflect a strategic balancing between deeper EU integration through case law and respect for national (fiscal) interests and competences. The paper draws on an intergovernmental, rational-choice theoretical perspective and applies it in a case study on Germany, where three cases (Dano C-333/13, Alimanovic C-67/15 and García-Nieto C-299/14) regarding the access to social benefits (i.e. special non-contributory benefits) have recently been referred to the ECJ. To draw conclusions, the author traces political circumstances, previous ECJ case law, ECJ reasoning in the case studies and final verdicts by national courts.

Sigurnost je temeljni preduvjet opstanka, djelovanja i razvoja čovjeka, države i društva. Suvremene studije sigurnosti uključuju vojno, političko, socijetalno, gospodarsko i ekološko područje. Unatoč bitnom proširenju i produbljenju interesa, sigurnosne studije u područje interesa nisu uključile socijalnu sigurnost. U radu se propituju razlozi za teorijsko (ne)uključenje socijalne sigurnosti u suvremene sigurnosne studije. Analiza empirijskog činjeničnog obilja upućuje na zaključak o potrebi preispitivanja takvog stajališta. Socijalna sigurnost jest »sigurnosno područje«. Teorijski, analitički i empirijski u radu se dokazuje da socijalna sigurnost i njezini akteri imaju sigurnosne dimenzije zbog čega socijalna sigurnost treba biti dio sigurnosnih studija. ; Security is a fundamental prerequisite for existence, functioning and development of the human, state and society. The contemporary security studies include political, military, societal, economic and environmental sectors. In spite of the substantial widening and deepening of the approaches to security, social security is not included into security studies. This article critically examines the issues and reasons for the lack of inclusion of social security in the contemporary security studies. The analysis of abundant empirical facts suggests the need to reassess this view. This article theoretically, analytically and empirically proves that social security and its actors have a security dimension. Social security should be incorporated into security studies.

Autori u radu ističu važnost socijalnih intervencija kao mjera socijalne politike u svladavanju izazova suverenoga društva. Naglasak je dan na mjere poput dječjeg doplatka, naknada za roditeljski dopust, subvencioniranje stambenih kredita mladih obitelji te druge mjere pronatalitetne i obiteljske politike ne samo na državnoj, već i na lokalnoj razini. ; Dieser Beitrag bespricht die Wichtigkeit von sozialen Interventionen als Maßnahmen der Sozialpolitik bei der Bewältigung der Herausforderungen moderner Gesellschaft. Die Maßnahmen wie Kindergeld, Mutterschaftsgeld, Subventionierung von Wohnungskrediten junger Familien und andere Maßnahmen der Geburten- und Familienpolitik nicht nur auf nationaler sondern auch auf lokaler Ebene werden hervorgehoben. ; In this paper the authors give special attention to the measures of social interventions as measures of social policy in line to fight the present challenges of the contemporary society. Special attention is given to the measures of child allowances, parental benefits, state subsidies for residential loans for young families and other measures of pro-natal and family policy not just at the state level but also at local municipality level. ; Nel lavoro gli autori sottolineano l'importanza degli interventi sociali quali misure di politica sociale volte a superare le sfide poste dinnanzi alla società contemporanea. L'accento viene posto su misure quali gli aiuti ai minori, l'indennità per il congedo parentale, le sovvenzioni rivolte alle giovani famiglie per i mutui su immobili, altre misure volte alla natalità, come pure sulle politiche familiari statali e locali.
