Abstract –In 2025 per capita water availability will decrease to 150 gallons per day in the best for the communities near any aquifer.The water situation will worsen as the population density and the shortage becomes acute exacerbate unsafe, leading cause of death in children with hydrotransmitted diseases.Such a scenario requires theoretical reconceptualization enabling public policies, environmental agendas, public opinion and social work.In this sense, the objective of this paper is to present water situation to conceptualize from the thought of Enrique Leff (2002, 2004, 2008) and analyze their transformation into public agenda.Understanding the relationship between water situations, public opinion, political initiatives, scientific diagnoses, technohydrological innovations and media coverage will be critical for social work professionals in the near future. Nesse sentido, o objetivo deste artigo é apresentar a situação da água para conceituar a partir do pensamento de Enrique Leff (2002, 2004, 2008) e analisar sua transformação em agenda pública. Compreender a relação entre situações hídricas, opinião pública, iniciativas políticas, diagnósticos científicos, inovações tecnohidrológicas e cobertura da mídia será fundamental para os profissionais do serviço social em um futuro próximo. Social media provides ethno-racial immigrant groups—especially those who cannot vote due to factors such as lack of citizenship and limited English proficiency—the ability to mobilize and connect around collective issues. Online spaces and discussion forums have encouraged many Asian Americans to participate in public policy debates and take action on social justice issues. This form of digital group activism serves as an adaptive political empowerment strategy for the fastest-growing and largest foreign-born population in America. Asian American Connective Action in the Age of Social Media illuminates how associating online can facilitate and amplify traditional forms of political action. James Lai provides diverse case studies on contentious topics ranging from affirmative action debates to textbook controversies to emphasize the complexities, limitations, and challenges of connective action that is relevant to all racial groups. Using a detailed multi-methods approach that includes national survey data and Twitter hashtag analysis, he shows how traditional immigrants, older participants, and younger generations create online consensus and mobilize offline to foment political change. The pandemic COVID-19 became a challenge for both societies and governments. While most countries and citizens reacted similarly to the unknown strength of the virus at the start of the pandemic, the situation in each country began to vary more and more each month. Poland and Slovakia are interesting cases in this context. One year after the WHO declared a pandemic, these countries are experiencing one of the worst crises in history. In Poland, despite the initial social mobilisation, after a very short time, many government decisions ceased to be perceived as protecting citizens. In the first period of the pandemic, the Slovak government coped with the situation much better, which changed significantly in the autumn of 2020. The article aims to analyse how an active "rally 'round the flag" effect and the resulting natural potential for social mobilisation to fight the pandemic were wasted in Poland and Slovakia due to irresponsible political decisions undermining the citizens 'trust in the governments' good intentions.
Social inequalities fuel a debate about the meaning of political equality. Formal procedural equality is criticised for reproducing discriminatory outcomes against disadvantaged groups but affirmative action, particularly in the form of group quotas, is also contested. When opposing conceptions of substantive equality support divergent views about which procedural rule genuinely respects political equality, democracies cannot identify a standard or rule of procedural fairness to be widely accepted as fair. This dispute over procedural fairness can carry on indefinitely and could challenge democracy's legitimacy claim. I argue that democracies can renew their legitimacy claim by embracing this debate and by accommodating it through constitutional deliberation that must be as impartial and meaningful as possible. Impartiality ideally requires the presence of every citizen in this process because each of them has a unique and evolving experience of inequality. Meaningful deliberation is about offering periodic opportunities for constitutional reform, allowing for continuous feedback, reflection, and learning.
The needs of the Milk Producers' Organization are achieved by strengthening the scattered and poorly organized Indian milk producers, who lack access to resources and services. In fact, the Milk Producers' Organization has emerged as an interface between the business environment and individual milk producers through forward and backward linkages, while facilitating the strength of collective action, bargaining power and economies of scale. It has thus responded appropriately to the economic and socio-cultural needs of producer members and surrounding entities. The National Accounts Statistics (2020) of India estimates that the contribution of livestock in total agriculture and allied sectors Gross Value Added (at Constant Prices) has reached to 28.63 per cent (2018-19) which again shows the importance of the Milk Producers' Organization in a populous country such as India. The Organization extends its assistance in the form of financial support, technical inputs, milk productivity, quality produce, managing value chains, access to market actors and handling environmental and business regulation. This review paper outlines the key viewpoints and aims to explore how the Milk Producers' Organization has built capabilities and optimized capacities in the existing scope and challenges of the Indian dairy sector. The livestock sector supports the livelihood of approximately 20.5 million people in India. India's milk production is at 4.8% CAGR as opposed to 1.8% CAGR of global milk production. However, the Organization faces conflicting areas of interest, such as social concern and business demands and this ambivalence necessitates enabling policy and professionalism to steer organizational growth and sustainability. In view of the globalized business environment, the Milk Producers' Organization has taken on the responsibility to compete both on the domestic and global markets. In view of emerging international trade practices, further study is required to establish mechanisms to deal with Sanitary and Phytosanitary measures. A co-operative business model can be further explored with additional utilization of bovine manure and unproductive bovines to re-establish a more cost efficient model to deal with global price levels of milk and dairy products. ; Potreba za osnivanjem Organizacije proizvođača mlijeka temeljena je na nužnosti za ojačanjem raštrkanih i neorganiziranih, siromašnih indijskih proizvođača mlijeka koji nemaju pristup resursima i uslugama. Organizacija proizvođača mlijeka nastala je na sučeljavanju poslovnog okruženja i pojedinačnih proizvođača mlijeka kroz veze unaprijed i unatrag (forward i backward linkages), istovremeno omogućujući osnaživanje kolektivnog djelovanja, pregovaračke moći i ekonomskih razmjera. Time je prikladno odgovoreno na ekonomske i socijalno-kulturalne potrebe članova proizvođača i subjekata koji ih okružuju. Prema procjeni Statistike nacionalnih računa (2020.) Indije, doprinos stočarstva ukupnoj bruto dodanoj vrijednosti (pri stalnim cijenama) poljoprivrede i srodnog sektora dosegnuo je 28,63 % (2018.- 2019.) što ukazuje na važnost Organizacije proizvođača mlijeka u mnogoljudnoj zemlji poput Indije. Organizacija proizvođača mlijeka pruža svoju pomoć s aranžmanima financijskog kredita, tehničkim ulaznim informacijama, produktivnošću mlijeka, kvalitetnim proizvodima, upravljanjem vrijednosnim lancima, pristupom dionicima na tržištu i bavljenjem ekološkim i poslovnim regulativama. U ovom preglednom članku opisana su ključna gledišta i pokušalo se istražiti kako je Organizacija proizvođača mlijeka izgradila sposobnost i optimizirala kapacitet u postojećem opsegu i izazovima indijskog mljekarskog sektora. Stočarski sektor pomaže izdržavati oko 20,5 milijuna stanovnika Indije. Složena godišnja stopa rasta (CAGR) proizvodnje mlijeka u Indiji iznosi 4,8 % u odnosu na 1,8 % CAGR globalne proizvodnje mlijeka. Međutim, Organizacija proizvođača mlijeka suočava se sa sukobljenim područjima interesa: poput socijalnih pitanja, kao i poslovnih zahtjeva i ta ambivalentnost iziskuje poticajne politike i profesionalizam za upravljanje rastom i održivošću Organizacije. S obzirom na globalizirano poslovno okruženje, Organizacija proizvođača mlijeka preuzela je odgovornost natjecanja na domaćem i globalnom tržištu. S obzirom na nove prakse međunarodnog trgovanja, potrebna je dodatna studija za uspostavljanje mehanizma koji će se baviti sanitarnim i fitosanitarnim (SPS) mjerama. Suradnički se poslovni model može dalje istražiti dodatnom uporabom gnojiva goveda i neproduktivnih goveda za ponovnu uspostavu ekonomičnijeg modela kako bi se moglo nositi s globalnim razinama cijene mlijeka i mliječnih proizvoda.
This article proposes a constitutional approach of the role of Government in Economy, and the principle of subsidiarity in the 1993 Peruvian Constitution. The proposal discusses the generally accepted notion of promotion in Public Law, as a reference to establish when Government can develop business activity within the framework of the 1993 Constitution. The discussion adopts the point of view of the Public Law to analyze the principle of subsidiarity of Government when it comes to developing business. ; El artículo propone una interpretación constitucional del rol promotor del Estado y del principio de subsidiariedad en la Constitución de 1993, sobre la base de la noción de fomento, generalmente aceptada por la doctrina, como criterio para establecer cuándo puede el Estado desarrollar actividad empresarial en el marco de la Carta Magna vigente. El análisis se desarrolla desde el punto de vista del derecho público y utiliza para ello el enfoque horizontal1 del principio de subsidiariedad.
ABSTRACT Objectives: this theoretical essay aims to present classic and contemporary fundamentals of the optimal tax theory (OTT) and to problematize its presence and possibilities in the scenario of tax policy in Brazil. Context: such objectives are located in the contemporary context that discusses tax reforms aimed at efficient and socially responsible public management. Methods: after surveying the state of knowledge of optimal taxation in Brazil, and from the perspective of economics and political law, we sought to identify secondary data on tax distribution in Organization for Economic Co-operation and Development (OECD) countries in relational analysis with data from Brazil. Results: the text draws attention to the fact that OTT is able to bring social issues to the discussion of public tax management policies in a structured way, with the perspective of inclusion and social responsibility, based on the importance of different treatment of economic agents, physical and legal, based on their needs and possibilities. Conclusion: it is concluded that, like in other countries, OTT is present in the Brazilian debate expressing as possible and necessary to advance in a tax policy that responds to the needs of public collection articulated and reconciled to social well-being through responsible management, modern and transparent.

In this essay, it is argued that the market is fetishized as a means of hiding the responsibility of Capitalism in the growing poverty and the social tensions that it engenders in most of the Western World. The ideological intention is to instill the idea that autonomous forces influence prices, wages and the economic condition of individuals. As a result, the role of capitalists in imposing a self-serving economic structure that enriches an elite while impoverishing most people in society remains unobtrusive. ; En este trabajo se plantea que la economía de mercado se fetichiza para tratar de ocultar la creciente pobreza y las tensiones sociales que provoca el capitalismo en gran parte de Occidente. La intención ideológica del fetichismo consiste en tratar de inculcar la idea de que fuerzas autónomas inciden sobre los precios, los salarios y la suerte económica de los seres humanos. De esta manera se oculta el papel del capitalista en la imposición de una forma de organizar la economía que enriquece a una elite y empobrece a los demás miembros de la sociedad.
