The low HDI in Pandalungan is a government-focused development priority, especially in the healthcare sector. The attempts to break the COVID-19 chain must be made to improve the quality of government services in the region. In optimizing the activities, the sub-district leaders play a significant role. There is an appeal to the sub-district leaders to enforce social distance since there is no face-to-face meeting with the appliance assigned. The Camat (a sub-district head) needs to adjust to this situation, so the Camat uses new media to perform his tasks. The COVID-19 pandemic affects several aspects of life, including the style of leadership. Digital leadership has become a model of leadership that is successful during the time of the COVID-19 pandemic. The current study, based on those evaluations, is aimed at assessing the impact of digital leadership on the performance of public services by the sub-district chief Pandalungan. To meet the goal of the study, a qualitative approach is applied. It can be concluded that transformational leadership is oriented towards the organization's vision and goals, which are outlined in action.
This paper investigates the association of religiosity and trust to community participation or volunteering in development. Social trust is measured in several indicators, is an important aspect of development process, since social trust related to many development outcomes, such as growth, democratic stability as well as subjective well- being. In economic terms, when people trust each other, transaction cost can be reduced, organization can perform better, government policy could stimulate output faster, and many more. Utilizing Indonesia Family Life Survey (IFLS) wave 2014 this study finds the following results. Firstly, social trust closely associated with individual characteristics. Maturity, better educational and income level improve individual trust and individual participation in community activities. Secondly, individual subjective report about religiosity strongly associated with willingness to participate in various community activities. Policy relevant with this finding it is important to promote tolerance and religiosity, as these aspects can improve social trust. Social trust closely associates with more participation in community activities for accumulating public services and public goods. As more public services and public goods are available, nationally better welfare can be promoted.
In an effort to the distribution of development and improving public services, the central government issued Law No. 6 of 2014 concerning Village. Villages will give a larger authority to manage their own, one of them is Village Budget management. the central government will give budget transfer about 100.000 USD per year for one village. But there were problems in its implementation. The village apparatuses have not had enough competencies in Village Budget Management. It occured in Blimbing Village. They submitted accountability report of Village Budget realization on March 29th, 2016. Officially they had to submit the accountability reports on the last January 2016. So, they delayed 2 months on submitting an acountability report. Blimbing village was the village with the longest overdue in submitting of accountability report of Village Budget in the district of Gudo year 2015. The purpose of this study is to describe competencies of village apparatuses in Villages Budget management at Blimbing Village, District of Gudo, Jombang Regency. The research method used was descriptive qualitative with case study research strategy. Then the technique of data collection used were observation, interviews and documentation. Furthermore, the technique of validity checking of the data used was triangulation method. Data analysis technique used were 6 stages of qualitative research based on data analysis approach consisted of managing and preparing data, reading the whole data, analyzing more details and recoding the data, applying the coding process, presenting the data, and interpreting data. Based on observation and analysis of data that have been interpreted by theories, the research can be inferred that the apparatus of Blimbing Village have not had enough competencies, especially in knowledge competencies and attitude competencies.
Social Forestry at Java island or known as IPHPS (Permit for the Utilization of Social Forestry) is part of the agrarian reform of the forestry sector which expected to solve tenurial problems and improve forest governance. The successful implementation of this program could not be separated of the roles of stakeholder involved. This study aimed to 1) identified stakeholders and their roles in the implementation of IPHPS, and 2) analyzed the relationships between stakeholders in the implementation of IPHPS. This research was conducted in the KPH Telawa area of Boyolali Regency, Central Java. This research uses a combination of qualitative and quantitative approaches. Data collection was done by observation, interviews, and literature studies. Data were analyzed based on the research objectives at stakeholder analysis conducted by identifying stakeholders and their roles as well as the relationships between them in the implementation of IPHPS. They involved in the implementation of IPHPS at the Telawa KPH included Perhutani (KPH) Telawa, KTH IPHPS holders (Wonomakmur 1, Wonomakmur 2, Wonolestari 1, and Wonolestari 2) LMDH Participants PHBM, BPKH IX, BPDASHL Pemali Jratun, Field Companion, BDK Kadipaten, Forestry Foundation, NGO Rejo Semut Ireng, PSKL, LHK Office of Central Java Province, BPSKL Jabalnusra, Forest Development Financing Center Public Service Agency (P3H-BLU). Each of the above stakeholders has their respective strengths and interests. This affects the pattern of relations between the stakeholders which in turn will determine the results of the program. A good relationship will support the successful implementation of the program while a bad relationship can hamper the implementation of the program.Keywords: analysis, stakeholders, implementation, social forestry
This study is aimed to describe the CSR programs in Indonesia through empirical evidence that the CSR mediate the environmental certifications toward the firm value. This explanatory research population is the non-service corporations enlisted in Indonesian Stock Market (BEI) between 2010- 2012. The study applies non-probability sampling method with the total number of 289 firm years. The method of analysis is SEM (variance-based)using WARP-PLS version 3.0 software. The finding shows that the disclosure of CSR mediates the acquiring of environment certification toward the firm value. It is expected that this study will encourage the government through stock market authority to provide complete direction in making CSR reports referring to universally accepted GRI that will eventually be used in economic decision- making activities for the investor.
This research aims to provide an explanation of CSR in Indonesia by proving that CSR mediates the influence of international experiences on firm value. This study is explanatory research with non-service sector companies listed on IDX in 2010-2012 as the population. The sampling was conducted using the saturated sampling method. Moreover, the method of analysis used was SEM (based on variance). The result of the study suggests that CSR disclosure mediates the influence of international experiences on firm value. In addition, the result of this study implies that companies should implement and report CSR accordingly, especially companies that run export trade, as it would have a positive impact on firm value. For the government, through the stock market regulator, it is crucial to provide guidance in making CSR report in detail by referring to GRI that has been universally accepted, in order to be used for economic decision making for stakeholders.
From various surveys on the quality of public services shows that low public services in Indonesia, more affected due to poor quality of human resources officers. Therefore it is necessary to reform human resources through capacity building apparatus. With reference to the experience of three countries (Britain, Australia, New Zealand), then capacity building in Indonesia should be taken seriously by political commitment at both the macro and micro: (1) change in mindset of officials, (2) Capacity building of intellectual capital, ( 3) Capacity building of intellectual capital, (4) Capacity building of intellectual capital. Besides the focus on human resources, Capacity building also should be coupled with capacity building institutions
This research aim to determine what factors are included in the service excellence based on corporate entrepreneurship, whether these factors affect the patient satisfaction, and which factors that influencing dominantly to patient satisfaction. The research design of this study is exploratory quantitative approach, which is conducted in two stages. The first step, the research conducted by open-ended question to explore the perception of the 40 patients about the service excellence of the hospital, so it can be known the factors which include in service excellence based on corporate enterpreneurship can be developed in the improvement of health services at the Dr. Soetomo Hospital after the implementation of BPJS, then proceed with a structure close-ended question to 400 patient of Health-BPJS. The sampling technique was by purposive non-random sampling. The result of this study are, first, factors affecting patient satisfaction of Health-BPJS participant after get treatment at the government hospital (Dr. Soetomo Hospital and Hajj Public Hospital) formed by six factors. Factors that formed was named by the reliability factor, empathy factor, the factor means of support, administrative factors, service factors, and factors of hospital hygiene. Second, indicators with the highest loading values obtained from the rotation calculation factors are indicators of X13 on the reliability factor is the health services infrastructure supported by sophisticated technology.
The existence of foreign organizations is a consequence of international relations, resulting in interaction between mass organizations in other countries and countries. In line with this, the existence of foreign organizations is regulated by Government Regulation No. 58 of 2016 and Government Regulation No. 59 of 2016. However, there are still people who are concerned about the existence of foreign organizations, which are considered to threaten the values of national unity. Therefore, this study will look at the description of the existence of foreign organizations, namely the flow of foreign organizations into NTB Province, whether their existence is known by the local government; implementation of the role of the community and local government in supervising foreign organizations; and the importance of supervising foreign organizations in order to maintain national security. The method used is descriptive narrative with a qualitative approach. Data collection techniques used library/documentation techniques and interviews with representatives from Bakesbangpoldagri, the Health Office and the Social Service of West Nusa Tenggara Province. The results of the study indicate that Bakesbangpoldagri of West Nusa Tenggara Province does not have accurate data on the existence of foreign organizations; the implementation of the role of the community and local government in supervising foreign organizations has not been realized maximally; and that the supervision of foreign organizations in order to maintain national security is important to be carried out, because the existence of foreign organizations can strengthen and weaken regional resilience, which will affect national security. ; Keberadaan ormas asing merupakan konsekuensi dari pergaulan internasional, sehingga terjadi interaksi antara ormas di suatu negara dan negara lain. The implementation of electronic identity cards have been applied since 2011. However, there are still many complaints from citizens where are showed up through social media and other conventional medias. This study aims to elaborate problems on the electronic identity cards services by public officials in the City of West Jakarta. This study finds that hardware and software problems are the main problems on this case which are not solve by the authority of the Population and Civil Registration Agency in West Jakarta. However, it can be resolved with the above authority in provincial and national levels. Another problems arise that the front offices of authority are not orderly able to control and make the queue line setting comfort for costumers; there is not sufficient information about procedural and mechanism for having electronic identity cards services in that office. Another relevant problems that have been resolved by Provincial Government of Jakarta are lacking of human resources such as civil officers in each agency. The City provides individual outsourcing and contract based employers with educational requirement minimum from graduated high school and certified on computer training. Therefore, the Agency provides a qualified of human resources and implements of electronic identity card services for 56 villages in West Jakarta with good and smooth activities. Purpose The purpose of this paper is to examine halal certification for halal culinary, destination brand and emotional experiences on customer satisfaction and behavioral intention. Design/methodology/approach This study uses a quantitative survey approach to 400 respondents consisting of Muslim foreign and domestic tourists who had visited Lombok in the past three years. The sampling technique is by purposive sampling. The analysis technique used in this study is structural equation modeling-partial least square (SEM-PLS). Findings The findings showed that halal certification has no effect on customer satisfaction but on influenced behavioral intention, destination brand of Lombok had no effect on customer satisfaction; customer satisfaction influenced behavioral intention and emotional experiences affected customer satisfaction and behavioral intention. Research limitations/implications This study collects data from respondents both domestic and foreign tourists simultaneously. However, the data acquisition of respondents and foreign tourists is not balanced. Thus, this study analyzes tourists in general, not distinguished between foreign and domestic tourists. Practical implications The government and tourism organizers in Lombok need to provide socialization for domestic and foreign tourists on the need to choose halal-certified food and drinks to ensure halal and hygiene. In addition, so that the destination image of Lombok can provide a beautiful experience that becomes a moment of the truth, then the local government should improve its service strategy holistically. Social implications Destination image needs to be improved. This requires holistic tourism quality services so that the social community knows that Indonesia has a halal tourism destination that exists as tourists come from the airport to the hotel and enjoy food in restaurants and tourist attractions that are Muslim friendly. Originality/value This paper contributes to filling the void in the literature related to tourism management that is linked to tourism in the aftermath of natural disasters, where empirical studies on halal tourism are on the rise. Therefore, respondents in the study were specific, that is, those who had traveled. To the best of the authors' knowledge, this study is the first of a kind that includes behavioral intention in tourist destinations after natural disasters in the Indonesian context.

This study aims to determine how the policy evaluation and implementation PATEN enabling and inhibiting factors PATEN policy implementation. The location of this research is in the district of South Weda Central Halmahera in North Maluku province. This study uses the theory Waynes Parson in Palumbo and the size of the policy evaluation is based on the theory that the evaluation process, the evaluation of formative and summative evaluation. policy resources, communication among organizations, characteristic of the implementing agencies, economic, social and political conditions and the tendencies of implementation. This research uses descriptive method with qualitative approach. Data collection techniques are interviews, document analysis and observation. The data obtained were processed with qualitative data analysis. Informants in this study were 1) the Regent of Halmahera, 2) Regional Secretary, 3) Assistant for Public Administration, Law and Authority, 4) Head of Governance Regional Secretariat of Central Halmahera, 5) Head of Integrated Licensing Service Agency, 6) Head Weda South 7) The community served Based on the research results we concluded that the implementation of the PATEN in the district of South Central Halmahera Weda considered not running optimally. One of the most popular video game genre nowadays is Multiplayer Online Battle Arena (MOBA). This genre has become the one genre to go in a multiplayer and competitive setting. This study aims to answer what makes this genre become so popular compared to another genre. The quantitative approach was used to gather a consensus of respondents that will give insight to the population's condition. By using Both DeLone & McLean and UTAUT2 model, it was found that the factors that influence MOBA popularity are Information Quality, Service Quality, Habit, Hedonic Motivation and Social Motivation. These findings show that MOBA usage are still very much influenced by social factor rather than mechanic aspect of video game. Indonesia as a developing country started from 2003 to develop their own e-Government to support their governance. Seven years after, there are indications that e-government has not been properly implemented. Indonesian e-Government has faced many problems, including a lack of financing, poor technical skill, lack of human resources and infrastructure, and the political will of the government elite itself. These barriers are the real perceived characteristics of the social, technological, legal and institutional context that hinder e-Government development either through hampering demand by citizens, and business of e-Government services or through obstructing supply of e-Government services by the public sector. This paper will only focus to the issues that become the inhibitor factors of the implementation of e-government in Indonesia, and gives solution rely on the adoption and diffusion approach.
