This article discusses the methodological approach to evaluating the effectiveness of budget funds for social services (case study health care), identified factors that influence the final results of the functioning of the health sector. The authors have developed a system of indicators that assist to provide comprehensive evaluation of availability of health care services and expediency of budgetary expenditures for its provision. The direction of regional policy was formulated.
The article discusses the formation of a modern system of social protection in the territory of the Omsk region. Authors analysed one of the main activities between 1992 to 2003: development of social services. Particular attention is paid to the specifics of forming a network of social service agencies institutions.
The main aim of the present study is the consideration of social services for population and students in South Korea. This article, on the basis of the research literature and the policy of South Korea government, contains information about the universality of social services for the National Basic Livelihood Security System and the Department of Population Health, as well as providing care for children and infants, student's scholarship policy and the future of the problems in this area. Делается вывод о том, что только платные услуги в сфере социального обслуживания населения, могут быть отнесены к сфере гражданско- правового регулирования.
Problem and relevance. In recent years, new categories of service recipients have appeared in the system of social services – including persons suffering from alcohol and drug addiction, persons released from prison, persons without a fixed abode. The organization of effective work with these categories of citizens requires the introduction of new approaches and services, implying their differentiation according to the degree of need for social services and other types of social support, depending on the presence and number of risk factors for maladjustment and social isolation. The introduction of a single universal mechanism in the system of social services, taking into account, among other things, the specifics of these categories of citizens, will improve the quality of social services, ensure the optimization of budget expenditures and rational use of available resources, as well as solve the problem of effective resocialization and decriminalization of able-bodied citizens, the use of their labor potential. The purpose of this study was to adapt the mechanism for determining the individual need for social services and social support, taking into account the characteristics of various categories of able-bodied citizens who find themselves in a difficult life situation. Methodology. To conduct the study, the methods of theoretical scientific knowledge were used (analysis of legislative, methodological documents and scientific information, comparison, comparison, generalization, grouping), empirical methods (observation, conversations with specialists, studying the practical experience of organizations in assessing the needs for social services), sociological (survey of representatives of target groups). The question of the social status of persons with special needs is currently relevantfor all countries since there are a certain number of such people everywhere,and their tendency to liquefy is not observed. The main purpose of the presented work is concerning the educational services of universities. In the article is defining the concept of «educational service», its characteristics, classification, basic consumers and customers. The urgency of this work is connected with a strong competition between universities for the limited resources: entrants, finance, professors. There is a necessity for the competent approach to creation and advancement of an educational product on the market, especially for regional universities. In the article presents the basic results of research of educational services in Nizhniy Novgorod. The following conclusions are resulted: the number of students has decreased: both on budgetary, and on commercial reception (in comparison with 2010) that can be connected with demographic crisis. The share of the state high schools and their branches in the general number of students is stable enough that speaks about strong positions of the state universities in this city. It is important to notice, however, that on a number of specialities (basically, a humanitarian profile), a share of nonstate sector considerably above, it is possible owing to them большей availability to the population.
Переход от прямого государственного управления в социальной сфере к регулированию и, как итог, сокращение государственного сектора учреждений в этой сфере предполагает формирование института негосударственных поставщиков общественно полезных услуг, среди которых есть поставщики с особым статусом – некоммерческие организации. Вместе с тем в российской практике институционализации некоммерческих организаций есть ряд экономических и правовых факторов, которые мешают им стать полноценными акторами на формирующемся рынке услуг в социальной сфере. Авторы статьи ставят своей целью проанализировать факторы, от которых зависит этот процесс, а также наиболее типичные проблемы, с которыми сталкиваются организации некоммерческого сектора при переходе к предоставлению государственных и муниципальных услуг. Сделан вывод, что институциональные механизмы, установленные по большей части на региональном уровне управления, не в полной мере учитывают ресурсный потенциал некоммерческих организаций, что осложняет доступ последних к оказанию услуг населению и отстраняет от рыночно ориентированных механизмов передачи услуг. Кроме того, уязвимость некоммерческих организаций как поставщиков услуг обусловлена их внутренней институциональной природой и проявляется в формах, описанных в западных исследованиях как «филантропический партикуляризм», «филантропический патернализм», «филантропическая недостаточность» и «филантропическое дилетантство» (Л. Саламон, С. Топлер, Х. Анхайер (L. Salamon, S. Toepler, H. Anheier)). Опираясь на эмпирический материал, показана актуальность для российских СОНКО государственных мер поддержки для решения этих проблем и адаптации к формирующейся межсекторной конкуренции в социальном секторе. Показано, что без реализации региональных и муниципальных программ имущественной, экономической поддержки, развития кадрового потенциала вопрос о полноценном участии СОНКО в профессиональном оказании государственных и муниципальных услуг в социальной сфере остается открытым. Выводы авторов основаны на анализе официальной информации, размещенной на сайтах федеральных министерств, Госкомстата, органов государственной власти субъектов РФ (Тюменская область, Ханты-Мансийский автономный округ – Югра), нормативных правовых актов, регламентирующих вопросы доступа СОНКО к оказанию услуг и вопросы их поддержки. ; The transition from direct public administration in the social sphere to regulation and, as a result, the reduction of government organizations in this sphere involves the formation of non-governmental providers of social services, in particular – non-profit organizations (NPOs). Yet, there are a number of economic and legal factors that prevent NPOs from becoming full-fledged actors in the emerging Russian social services market. This paper aims to analyze the factors, on which this process depends, as well as the most typical problems that NPOS face when moving to providing social services. For this reason, the authors have analyzed the official information posted on the websites of federal ministries, the State Statistics Committee, state authorities of Russian regions (Tyumen Region, Khanty-Mansiysk Autonomous Area – Yugra), and legal acts regulating the issues of accessing socially oriented (SO) NPOs to the provision of services and their support. The results show that the (mostly regional) institutional arrangements do not fully account for the resource potential of NPOs, which prevents them from providing the population with social services and accessing the market-oriented mechanisms for the services transfer. In addition, the vulnerability of NPOs as service providers is due to their internal institutional nature, described by L. Salamon, S. Toepler, and H. Anheier as «philanthropic particularism», «philanthropic paternalism», «philanthropic insufficiency», and «philanthropic amateurism». The empirical material shows the relevance of government support measures for Russian SO NPOs to solving these problems and adapting to the emerging intersectoral competition in the social sector. Without the implementation of regional and municipal programs of property and economic support, as well as the development of the personnel potential, the question of full participation of SO NPOs in the professional provision of social services remains open.
The article considers state services as a special type of public services, their correlation with other types of public services: social and municipal services. The legal nature, essence and significance of public services are analyzed, examples of their classification are given. The theoretical and legal models of provision of the state services abroad and in Russian Federation are compared. The author comes to the conclusion that the service model with which some researchers connect the services provision acting through the public authorities and other authorized organizations to the public, is not acceptable for the Russian Federation. The legal nature of the state services in modern Russian Federation is determined by the fundamental constitutional principles, the establishment of a democratic legal social state and the development of civil society. State services are public goods enshrined in laws which are provided by all public bodies and other authorized organizations to the entire public at the will of an individual or legal entity in order to ensure the basic constitutional rights of the individual. The importance of state services is also manifested through their species diversity. ; Рассматриваются государственные услуги как особый вид публичных услуг, их соотношение с другими видами публичных услуг: социальными и муниципальными услугами. Анализируется правовая природа, сущность и значение государственных услуг, приводятся примеры их классификации. Сравниваются теоретико-правовые модели предоставления государственных услуг за рубежом и в России. Автор приходит к выводу, что «сервисная» модель функционирования государства, с которой некоторые исследователи связывают предоставление государством в лице органов публичной власти и иных уполномоченных организаций услуг населению, неприемлема для Российской Федерации. Правовая природа государственных услуг в современной России обусловлена основополагающими конституционными принципами, становлением демократического правового социального государства и развитием гражданского общества. Государственные услуги являются общественными благами, закрепленными в законе, предоставляемыми всеми государственными органами и иными уполномоченными организациями всему населению по волеизъявлению физического либо юридического лица в целях обеспечения основных конституционных прав личности. Значение государственных услуг проявляется также посредством их видового многообразия.
The article investigates the problem of improving the efficiency of civil service. The paper presents the result of sociological survey of citizens, living in the Rostov region in term of possible solutions to declared problem. It is shown that the priorities of such work according to population, is improvement of legislation on public service, professional development of officials and establishing a direct relationship between the magnitude of salaries of civil servants and the results of their personal performance.
The article considers the social activities of non-governmental organizations in relation to families with children in the context of the modernization of the system of social services for the population, which is aimed at encouraging citizens to independently overcome life difficulties. The paper analyses the social activities of commercial and non-profit organizations, innovative technologies, the quality and variety of services provided to families in need. The authors determine the main barriers to their interaction with government agencies. The study notes, that social activities of commercial and non-commercial organizations expand the range of social services, their accessibility to the population, improve the quality and efficiency. The paper defines the priority directions of activities of socially oriented NGOs in relation to families and children in the context of Russian realities: assistance to families in the development and upbringing of children, assistance in employment and adaptation of mothers, social support for families in need, etc. The study established that the non-governmental sector responds quickly to the needs of citizens and acute social problems, which allows it to be an effective performer of social services. The authors conclude that in Russia it is necessary to form an effective management system for the development of non-governmental organizations as providers of services to families in need, optimize inter-sectoral collaboration. Social security system is a main content and one of the most important symbols for the construction of Chinese modern society, it is a stabilizer for the society development and the key to guarantee the life quality of social members in our country. But with the increasingly prominent problem in the construction and reform of the social security system, it is urgently needed for the innovation of participants to satisfy the current demands for social security system construction, as a new role, social force's participation is an inevitable trend. Through the interpretation of the concept of social force and social security system, and the relationship between social forces, government and the market, this article points out that the construction of social security system need the participate of social force, and then puts forward six suggestions on how to promote the social security system construction rely on social forces.
Problem and relevance. Providing the realization of the rights of disabled people, creating conditions for their self-realization and full participation in various spheres of society life is impossible without improving the existing system of providing rehabilitation assistance and social services, and increasing their quality and effectiveness. In the context of growing pressure on the social protection system due to the increase of the number of people with disabilities, the important task is to increase the effectiveness of spending of budgetary funds allocated to finance social rehabilitation and habilitation measures.
