The fundamental value of labour law at all times is that it provides security in the economic sense and thus creates predictability: on the one hand, with rules protecting the worker and, on the other hand, by building a social network on the part of the state in case the worker is unable to work. In addition, it is crucial that labour law regulations can properly adapt to the economic and social changes of the 21st century, to the emergence of new trends. The development of robotics and artificial intelligence will undoubtedly have an impact on the dynamic and static elements of the work environment, the labour market, and the labour relationship, thus generating new challenges.

A Horizont 2020 program és az inkluzív, innovatív és reflektív társadalmak létrehozásának kihívásai
The primary reason behind the choice of topic for the presented research was the fact that the rapid development of information society in the recent years has brought forth a significant increase in the importance of innovation and research and development systems globally. This process has also affected the priorities of the European Union, leading to the adoption of the new objectives of establishing a European Research Area and creating an "innovative union" – for the furthering of these objectives, the Council and the Parliament adopted a regulation in 2013 about the establishment of the "Horizon 2020" framework programme for research and innovation. This study seeks to present a general overview of the concept of the innovative union and a more thorough analysis of the instruments of the Horizon 2020 programme that serve the furtherance of social inclusion, paying particular attention to the "pillar" of tackling societal challenges. A main objective of the research is the examination of whether the biennial work programmes designed for the implementation of the framework are effective in the achievements of the objectives set forth in the field of social inclusion; furthermore, what new solutions the current (2016–2017) work programme proposed to remedy the deficiencies that arose during the runtime of the previous work programme. The fact that the execution of the framework programme is currently underway serves to prove that the choice of topic is relevant to current issues; while the near complete lack of Hungarian – and to a lesser extent, foreign-language – literature in the examined area supports the necessity of research.

"The study focuses on digitization and home office. The author indicates the circumstances that mean serious challenges to both the legislator and the law enforcer. Owing to the digital revolution, the emergence and spread of the electronic means of communication, we are witnessing significant economic and social changes. New types of legal relationships are emerging, trade is being restructured, and we can perceive a clear shift in the centre of gravity towards the virtual space. The question is how these processes affect the world of work."
Finkey Ferenc hatása a kriminálpedagógia fejlődésére

Ferenc Finkey's scientific achievements and human qualities have made him one of the most prominent personalities in the field of legal sciences and prison affairs. He did not, of course, begin his epoch-making activity in a "vacuum", so we consider it important to present the antecedents, the penological initiatives of the early 19th century, focusing on youth protection and work in prisons, and we describe the social and political reasons that supported or made it difficult for Finkey's ideas to emerge. The fall of the Hungarian Soviet Republic had tragic consequences for criminal pedagogy trying its wings. We have gathered a bouquet of human and professional reasons why Finkey has distanced himself from the spirituality, events, and aspirations of the Hungarian Soviet Republic in every way. Fortunately for criminal pedagogy, Finkey's professional career and scientific aspirations were not broken by the proletarian dictatorship and the subsequent ideological retaliation. Finally, we prove the greatness of Ferenc Finkey's theoretical system in criminal pedagogy by using the ideas formulated in his own work Punishment and Pedagogy, which is considered to be the most important one for the topic of our study.
Neokorporatív társadalmi-gazdasági érdekegyeztetés Közép-Európában : a szlovén modell
In his study the author deals with the question of the corporative organization of the young Slovenian state. In the first part of his writing the author presents the theory and development of corporative ideas after WWII. He sums up the main theories of Philippe C. Schmitter and Gerhard Lehmbruch, the two main thinkers of modern corporatism and shows how these theories influenced the development of societal/liberal corporatism. The author introduces the concept of concertation, the new decision-making process of the modern corporative state and differentiates it from the classic pressure politics of liberalism. After the theoretical background in the second part of his study the author gives an introspection into the forms of Slovenian corporative cooperation. First of all, he describes the main organizations of the tripartite political processes: the employers' chambers and associations (e.g. Gospodarska zbornica Slovenije, Trgovinska zbornica Slovenije, Združenje delodajalcev Slovenije) and the employees' unions (e.g. Zveza svobodnih sindikatov Slovenije, Konfedearcija sindikatov Slovenije Pergam, Konfederacija sindikatov 90 Slovenije). At the end of his work he shows the function of the classical corporative forums in Slovenia: the Economic and Social Council (Ekonomsko-socialni svet Slovenije, ESSS) and the National Council (Državni Svet). The author's conclusions are unambiguous: after the successful achievement of independence and freedom, Slovenia managed to create one of the most effective organizational models of modern (societal/liberal) corporatism and uses the process of concertation fruitful for his economic stability and social welfare.

"One of the most important issues in the design of national work injury compensation systems is how the two main possible routes of liability relate: on the one hand, the non-tort compensation (social security) model and, on the other, the tort compensation (employers' liability under civil or labour law) model.
In the Hungarian system of accident compensation in labour law, the employee is primarily entitled to certain benefits within the framework of social insurance and may claim damages in excess of this in damages lawsuits.
Employers' liability schemes can be supplemented by voluntary liability insurance solutions. Liability insurance contracts protect both parties: employers are protected against unplanned payments, possibly large amounts of compensation, and the outcome of potentially unpredictable compensation lawsuits, while it means guaranteed coverage for the employee in case of damage.
The introduction of compulsory liability insurance for employers is an issue that arises from time to time. In some countries, employers are required to take out liability insurance, such as the United Kingdom, Germany, France, and Austria. In insurance-based models, the route of compensation plays a marginal role. In Hungary, the penetration of liability insurance is low; however, there is currently no legislative intention to make liability insurance more extensive or mandatory for employers.
In general, however, there is no universal model for accident compensation in labour law. There is no such benchmark at the European Union level either, and it can be said that there is no explicit intention to fully harmonize Member State regulations.
In this study, I examine the consequences of the mandatory or wider application of liability insurance, the regulatory concepts that exist, and the role that the European Union plays in regulating the issue."
Bildungsferne Gruppen in Deutschland und Ungarn - Képzéstávoli csoportok Németországban és Magyarországban ; Groups with Distance to Learning
Der Begriff 'Bildungsferne' – in Deutschland eher auf politischer als auf wissenschaftlicher Ebene verwendet – beschreibt mehr als das Fehlen (höherer) formaler Bildungsabschlüsse und ist deshalb nicht gleichzusetzen mit Geringqualifizierung. In seinem Zusammenhang steht auch die Frage nach den Bildungschancen, d.h. dem Zugang zu Bildungsmöglichkeiten. Bildungsferne bezeichnet damit zunächst eine Benachteiligung in Bezug auf Bildungschancen, v.a. gegründet auf soziodemographische Faktoren, wie soziale Herkunft und Sozialisation, regionale Herkunft, Migrationshintergrund, Alter, Behinderung etc. Wenn von bildungsfernen Gruppen die Rede ist, wird jedoch außerdem zumeist auf wirtschaftliche schwache, gering qualifizierte, lernungewohnte Bevölkerungsgruppen Bezug genommen, für die der Zugang zu (Weiter-)Bildungsmöglichkeiten aufgrund ihrer sozialen und ökonomischen Voraussetzungen eingeschränkt ist und in deren sozialen Milieus Bildung einen geringen Stellenwert einnimmt. m Rahmen eines interkulturellen Lehr-Forschungs-Projektes der Friedrich-Schiller-Universität Jena und der Eötvös-Loránd-Universität Budapest wurde in einer in beiden Ländern geführten empirischen Studie untersucht, ob Frauen in den beiden untersuchten Ländern eine bildungsferne Gruppe ausmachen, inwieweit Frauen in der ungarischen und der deutschen Gesellschaft heute noch benachteiligt sind und wie Bildung einer evtl. Benachteiligung entgegenwirken kann? Dazu wird zunächst die Situation von Frauen in der ungarischen und der deutschen Gesellschaft dargestellt und durch Gespräche mit Vertretern der Arbeitsämter sowie durch die Vorstellung von Bildungsangeboten speziell für Frauen in den beiden Ländern Antwort auf die Fragen gesucht. Weitere von anderen Gruppen in diesem Zwei-Länder-Projekt untersuchte Fragestellungen waren: o Potenziale des Alterns (http://www.db-thueringen.de/servlets/DocumentServlet?id=9749) o Fremdsprachenerwerb in der Erwachsenenbildung (http://www.db-thueringen.de/servlets/DocumentServlet?id=9894) *************************** ; The notion 'Bildungsferne' (appr. distance to learning), which is in Germany rather used on a political than on a scientific level, mainly describes the lack of (higher) formal educational achievements and is therefore not the same as lower qualification. Furthermore questions regarding the access to educational opportunities arise when examining this notion. First of all 'Bildungsferne' means discrimination with regard to educational opportunities, mainly based on sociodemographic factors, such as social background and socialization, regional provenance, migration background, age, disability, etc. When considering groups distal to learning one usually refers to people who are deprived, less qualified and who are not used to learning (anymore). Due to their social and economic prerequisites and because of the minor role which education plays within their social environment access to (further) educational opportunities is less important for this population group. In the context of an intercultural research project, which was realized by the Friedrich Schiller University of Jena and the Eötvös Loránd University of Budapest, it was examined, with the help of an empirical survey that was conducted in both countries, if women in both countries can be regarded as a group which is distal to learning, in how far women are still discriminated within the Hungarian and German society and in which way can education work against possible discrimination? Therefore the situation of women in the Hungarian and German society will be described and with the help of interviews, done with representatives of the respective employment centre, as well as the presentation of special educational opportunities for women, these questions will be answered. Foglalkoztatás jogi szabályozása a közszférában: A jogi szabályozás két neuralgikus pontja: az állásbiztonság és a kollektív alku
The legal relationship between civil servants and the state, is not governed by the theory of sovereignty, which is relevant in the outer relationships between the state and its citizens, though it has some, limited effect on the inner relationships between the civil servant and the state organ, as well. The inner relationship falls into the category of "dependent work" and therefore civil servants must enjoy the employment rights generally applicable to employees with some alterations. Among such rights, two are investigated more closely in the paper: protection against unjust dismissal and collective rights of workers (right to organise, right to bargain collectively, and right to strike). In 2010 the Hungarian state modified its regulations on civil servants and introduced dismissal without notice referring to the argument that the parties of the legal relationship must be treated equally and because the civil servant can resign from its position without notice, the same right should be enjoyed by the state, as well. The Hungarian Constitutional Court and European Court of Justice nullified this law because of violating the right to work, the right to human dignity, and the right to hold public positions. The regulations on collective rights of civil servants have been systematically violated by the Hungarian legislator since 1992, when the first regulation on civil servants passed. Until 2011 the right to organise has been enjoyed without disturbance by civil servants but since than the state has organise the Bar of Hungarian Civil Servants into which all civil servants are obliged to enter. Because the Bar has rights which are usually considered to be union rights, therefore the Bar is a competitor of the civil servants' unions; consequently the regulations on the Bar violate the right to organise. The right to bargain collectively has never been enjoyed by unions of civil servants since 1992, despite such right is generally applied in developed countries app. since 1960-1970s and is also accepted by the international conventions on social and economic rights. The right to strike is also restricted by the Agreement on Right to Strike in Civil Service (1994) which prohibits the rights to strike far beyond the limits established by the Fundamental Law and the Act on Right to Strike (Act No. VII of 1989). Alternative methods of collective dispute settlement (mediation, arbitration) are also neglected by the Hungarian legal regime.

Етнологија Срба у Мађарској: стање и перспективе / Ethnology of Serbs in Hungary : Situation and Perspectives / Magyarországi szerbek etnológiája: helyzetkép és távlatok
Зборник "Етнологија Срба у Мађарској: стање и перспективе" садржи радове са научног скупа који је под истим називом одржан 19. и 20. новембра 2010. године у Будимпешти, у организацији Српског института из Будимпеште и суорганизацији Етнографског института САНУ и Народносне секције Мађарског етнографског друштва. Овај скуп је замишљен као први у низу скупова посвећених различитим научним областима за које се сматра да су од највећег интереса за заједницу Срба у Мађарској (етнологија, лингвистика, историја и друштвене науке – социологија, политикологија, право), које ће организовати Српски институт (основан 2009. године) да би се добио преглед стања, уочили недостаци и одредили приоритети за даље истраживачке пројекте. Циљ скупа био је, дакле, критичко сумирање укупних досадашњих резултата етнолошког и етнографског рада међу Србима у Мађарској. На њему је било 17 учесника из Мађарске и Србије. У оквиру скупа, одржан је и округли сто, чији је циљ био разговор о потребама и могућностима организације даљих истраживања. ; The volume Ethnology of Serbs in Hungary: Situation and Perspectives contains papers from the scientific conference held under the same title on November 19th and 20th, 2010 in Budapest, in organization of the Serbian Institute from Budapest and co-organization of the Institute of Ethnography SASA and the Nationalities Section of the Hungarian Ethnographic Society. The conference was envisaged as the first in a serial of conferences devoted to various academic disciplines considered as highly interesting for the Serbian community in Hungary (ethnology, linguistics, history and social sciences – sociology, political science, law), to be organized by the Serbian Institute (established in 2009) in order to obtain an overview of the situation, to detect the flaws and define the priorities for further research projects. The aim of the conference was, therefore, a critical summary of the overall results of ethnologic and ethnographic work among Serbs in Hungary. There were 17 participants from Hungary and Serbia. On the same occasion a round table was held as well, aimed at discussing the needs and possibilities for organization of further research. ; A magyarországi szerbek etnológiája: helyzetkép és távlatok c. kiadvány az azonos címmel, 2010. november 19-20-án Budapesten, a budapesti Szerb Intézet szervezésében és a Szerb Tudományos és Művészeti Akadémia Néprajzi Intézetének, valamint a Magyar Néprajzi Társaság Nemzetiségi Szakosztályának társszervezésében megtartott tudományos konferencia előadásait tartalmazza. A tanácskozás annak a konferenciasorozatnak az első tagja, amelyet a 2009-ben alapított Szerb Intézet szándékai szerint azoknak a tudományágaknak fognak szentelni, melyek a legnagyobb érdeklődésre tarthatnak számot a magyarországi szerb közösség részéről (etnológia, nyelvészet, történelem és társadalomtudományok – szociológia, politológia, jogtudomány). E konferenciasorozat megszerevzésére annak érdekében kerül sor, hogy áttekintést nyerjenek e tudományágak magyarországi szerbeket érintő kutatásainak mai helyzetéről, feltárják a hiányosságokat és meghatározzák a prioritásokat a további kutatások terén. A konferencia célja így az volt, hogy a magyarországi szerbek körében végzett etnológiai és néprajzi kutatások eddigi eredményeit kritikailag összegezze. A tanácskozáson 17 előadó szerepelt Magyarországról és Szerbiából.
