research ; Bu çalışma ile Ortaçağ kent devletlerinden bu yana geçen süreçte sivil toplum kavramının düşünsel temel taşları incelenmektedir. Sivil toplumun gelişme sürecinde kırılma noktası, Gramsci olarak kabul edilmiştir. Çünkü Gramsci'den önce sivil toplum ve diğer sosyal kavramların düşünülmesinde başat belirleyicinin modern devlet olgusu olduğu savunulmaktadır. Gramsci ise, sivil topluma üst yapı içerisinde yer vererek gerçek kırılma noktası olmuştur. Bu tez Bobbio tarafından ileri sürülmüştür ve çalışmamızda benimsenmiştir. Gramsci, üst yapıyı "tarihsel blok"un parçası olarak değerlendirmektedir. Gramsci sonrasında bu durum bazı kuramcılar tarafından göz ardı edilmiştir. Ancak son günlerde "tarihsel blok" ve "sivil toplum" kavramları, global kapitalizmle birlikte, yeniden, ele alınmaktadır. Global güce sahip devletler, şirketler, uluslar arası örgütler yeni bir "küresel kapitalist tarihsel blok" oluşturma çabası içindedirler. Diğer yandan ulus devletlerin yapılandırdıkları tarihsel blok hegemonik bir kriz geçirmektedir Sivil toplum, globalleşme ile yerelleşme geriliminin ortasında durmaktadır. ; The main steps of concerning the developmental process of the idea of civil society since Middle Age are examined by this paper. In this process, Gramsci is realized as to be the breaking point. Because, it is claimed that civil society and other social notions were thought in accordance with State before Gramsci. But Gramsci was real breaking point in the history of political thought because he settled civil society in the super structure. This thesis, which has been defending by Bobbio, is shared by us in this text. Gramsci evaluated superstructure as a part of historical block. This situation has not been taken into consideration by some theorists after Gramsci. However, nowadays, the notions of civil society and historical block are again forward into connection with global capitalism. The States, companies and organizations which have global power make an effort to build a new "global capitalist historical block". On the other hand, historical block which is built by nation States is going through a hegemonic crisis. Civil society stands in the middle of the tension between globalization and localization.

Sporun son yüzyıllık serüveninde devlet hayatında ve ülke imajının oluşturulmasında önemli bir kurumsallık sergilediği göz ardı edilemez. Bireysel bir fenomen olarak sporun değerlendirilmesinden ziyade, toplumsal bir olgu olarak spor, sosyo-kültürel yapının şekillenmesinde etkilidir. Bu anlamda birçok modern toplumda, bu dönemde, spor kurumundan devlet politikası olarak istifade edebilmek hedeflenmiştir. Kuşkusuz bu süreçte Sovyet toplumlarında spora yüklenen sosyolojik anlam toplumsal değişim adına göz ardı edilmeyecek bir öneme sahiptir. Çalışmada Sovyet toplumunda spor kültürünün kitlesel olarak geliştirilmesinde ve uluslararası arenada var olmada, spora yüklenen anlam üç aşamada incelenmiş, Spartakiada ve Moskova Olimpiyatları sosyo-politik olarak çözümlenmeye çalışılmıştır ; It can not be overlooked that sports, in its journey in the last century, exhibits an important institutionalism in the creation of country's image and the state of life. Sport as a social phenomenon, is effective in shaping the socio-cultural structure rather than being evaluated as an individual phenomenon. In this sense, in many of the modern societies, in this period, the sports institutions were aimed to be able to benefit from state policy. Undoubtedly, within this period, the sociological meaning assigned to sports in Soviet societies has an importance that cannot be ignored in the name of change. Sivil toplum kavramı öncelikle medenilik anlamı ve sonrasında, devletten ayrı bir alanı tanımlayan sivil toplum anlamı ile ele alınırken, kavramın siyaset alanındaki yansımalarından ziyade, sosyolojik boyutta kavramı ele alınmış ve tartışılmıştır. Sivil toplum kavramının kendisini var ettiği alanlardan biri olan sivil toplum örgütleri ve non-govermental organization (NGO) lar, temelde belirli niteliklerde sorgulanmış ve söz konusu sosyal alan sivil toplum örgütleri ve sosyal yasam örgütleri olarak iki kategorik ayrımda tanımlanmıştır. Çalışmada Türk toplumsal tarihinin izlediği yol sivil toplum kriterinde sorgulanmış ve Türk toplumsal hayatının parçası olan sivil toplum örgütleri her açıdan tartışmaya açılmaya çalışılmıştır. ; In the study titled "Civil Society on a different platform and Turkey", firstly it is aimed to eliminate the concept and meaning ambiguity caused by the translation of the notion "civil society" into our language. Besides, the traces of the civil society notion in the societies' transformation process throughout the historical process are defined. The notion of civil society has been primarily handled with the meaning of civilization and then with the meaning of civil society which defines an area different from the state, and the notion has been considered and discussed in sociological dimension rather than its reflections in politics. Non-governmental organizations (NGO) that are one of the fields, in which civil society concept exists, are examined basically in specific qualifications and the social field in question is defined in two categorical sections as non-governmental organizations and social life organizations. In this study, the route of Turkish social history is examined in terms of the criteria of civil society and non-governmental organizations that constitute part of Turkish social life will be discussed in all aspects.

Sivil Toplum, sivil toplum kuruluşları, Sivil toplum kuruluşlarının devlet içerisindeki yeri, demokrasi, devlet, devlet kurumları, emniyet teşkilatı, Polisin Sivil Toplum kuruluşlarına bakış açısı, özgürlükler, Avrupa birliği kavramları dünyanın olduğu gibi ülkemizin gündemini de uzun süre meşgul etmiştir. Küreselleşen dünyada devletler etkisini kaybetmekte, özgürlükler alanı genişlemektedir. Toplulukların devlet gibi düşünmediği veya devletin düşünmediği konularda bir araya gelerek organize oldukları, devletin boş bıraktığı alanlarda faaliyet gösterdikleri, devletin bazı yetkilerini kullandıklarını görmekteyiz. Ülkemizde sivil toplum kuruluşlarının gelişme dönemi 1980 yılından sonra olduğu görülmekle birlikte, topluma hizmeti görev kabul etmiş bir sivil toplum kuruluşu olan vakıfların kuruluş tarihinin asırlar öncesine dayandığını söyleyebiliriz. Türkiye'de 1995 yılında çeşitli Sivil Toplum Kuruluşları arasındaki ilişkilerin serbest bırakılması önemli bir karar olmakla birlikte 2004 yılında dernekler kanununda yapılan değişiklik ve emniyet teşkilatından bağımsız yapılanma imkânı tanınması, sivil toplum kuruluşlarının gelişmesi ve faaliyetlerinin çeşitliliğinin artması bakımından önemlidir. Bu çalışmamızda sivil toplum, sivil toplum kuruluşları ve bağlantılı terimlerin açıklanmasının yanında görevi sivil toplum kuruluşlarının faaliyetlerini yasalar çerçevesinde güvenli bir şekilde yapmasını sağlamak, yasa dışı söylem ve hareketleri yargıya intikal ettirmek olan Polisin sivil toplum kuruluşlarına bakışını ele alacağız. Emniyet Müdürlüğü bünyelerinde kuruluşu bulunan Güvenlik Şube Müdürlüğü Sivil Toplum Kuruluşları ile yasalardan kaynaklanan ilişkiler kurmak zorundadır. Aynı ilişki kurma zorunluluğu sivil toplum kuruluşları içinde geçerlidir. Polis ilişkilerini kurarken sivil toplum kuruluşlarını kategorize eder ve yasaların izin verdiği ölçüde görev niteliğine bakılarak iletişim içine girer. Bu iletişim ve ilişki sınırlı ve ölçülüdür. Bu çalışmamızda sivil toplum kuruluşları ile Polis ilişkisini incelerken ilgili yasaların neler olduğunu bu yasaların güncelliği ile birlikte eksiklerini, yasalardan kaynaklanan ilişki bozukluklarını inceleyeceğiz Sivil Toplum Kuruluşları demokrasi hayatı ve kültürü için ne kadar önemli olursa olsun faaliyetlerinin belli ölçüde sınırlandırılmasının gerektiği bunun demokrasinin gerekliliği olduğu ve demokrasi hayatının gelişmesinde Polisin davranışı ve yasaların özelliğinin ne kadar önemli olduğudur. Ülkemizdeki Sivil toplum kuruluşları ile Dünya'daki sivil toplum kuruluşları arasında büyük farklılıklar vardır. Bunun çok yönlü sebepleri olsa da demokrasi kültürünün tam anlamıyla yerleşmemiş olması en büyük sebeptir. Ankara Emniyet Müdürlüğü Güvenlik Şube Müdürlüğü bu eksikliğin farkında olarak hareket etmekte, sivil toplum kuruluşlarının faaliyetlerinde davranışları ve iletişimiyle örnek olmaya çalışmaktadır. Bu davranışlar başkente özel ve kişilere bağlı olsa da Türkiye'de uygulanması gereken davranış özelliğini kazanması açısından önemlidir. Çalışmamızda polis teşkilatının tamamının görüşünü yansıtmasa da resmi ve sivil çalışan polislere uyguladığımız ankette; Türkiye'de Polisin ilişki kurduğu sivil toplum kuruluşlarına nasıl baktığı, onları nasıl değerlendirdiği, faaliyetlerdeki tutumu yasaların sivil toplum kuruluşlarına tanıdığı özgürlükler polisin bu konudaki düşünceleri incelenmeye ve bir çerçeve çizilmeye çalışılmıştır. Sivil toplum kuruluşları denince polisin aklına ilk gelen düşüncenin sokaklarda eylem yapan, kaldırım taşlarını söküp kendisine taş atan öğrenci grupları, illegal söylemleri dile getiren, polis ile çatışmaktan çekinmeyen öğrenci platformları ve sendikalar gelir. İllegal örgütlere altyapı sağlayan dernekler, vakıflar, devlet değerlerini ve sistemini tanımayan, yazılı olarak kanuna uygun parti kabul edilen ama söylemlerinde devlete karşı tavır alan veya bölücü, irticai faaliyetleri bulunan siyasi partilerin de bulunduğunu unutmamak gerekir. Her Sivil toplum kuruluşu göründüğü kadar masum değildir. Bu masumiyet halkımız tarafından zamanla anlaşılmakta ve tepkisini yeri geldiğinde ortaya koymaktadır. Kuruluş amacı doğrultusunda hareket eden yasalara saygılı, dürüst, topluma hizmet eden Sivil Toplum Kuruluşlarının polis ile olan ilişkisi sadece evrak üzerinde kalmakta veya güvenlik talebi şeklinde kalmakta ve sorun yaşanmamaktadır. Türkiye'nin küreselleşen dünyanın saygın bir üyesi olabilmesi için, STK'larının çok sayıda, değişik türde ve ölçekte, yüksek potansiyeli, dünyaya açık, işlevlerini başarıyla yerine getirebilen, kendilerine güven duyulan bir biçimde gelişmesini sağlayabilmesi gerekir.Bu çalışma sonucunda elde edilecek verilerle demokrasi kültürüne katkı sağlayacağımızı düşünerek sivil toplum kuruluşlarının polis ile ilişkilerinin ne kadar önemli olduğunu, faaliyet istatistikleri ve Emniyet verileri kullanılarak açıklanmaya çalışılmaktadır. Bu ilişkilerin geliştirilmesinin demokrasinin gelişimi, demokrasi kültürünün topluma ve kurumlara hakim olması için şart olduğu değerlendirilmeleri yapılacaktır ; Civil Societies, Civil Society Institutions, place of the Civil Society Organizations within the State, democracy, state, state institutions, Police Organization, point of view of the Police organization Civil Societies, liberties, and European concept employed our country agenda as well of the world for a long time. States are loosing their effectiveness and widening liberties field in the globalize world. We begin to recognize that Civil Societies are performing their activities within the field?s state desolated and they are not thinking like the state. Progression period of the Civil Society?s Institutions in our country is after 1980?s. However, we can mention the history of the foundations that are accepted serving to society are based to centuries ago. While the important decision has been taking during the year 1995 on the release of relations between the various civil societies Institutions, changes made on the club law at 2004 it also important regarding to structuring independently from the police, given also self developing possibility to civil society organizations and in increasing variety of activities. In this study, we will undertake point of view of the police forces which are in obligation to provide to civil societies organizations to perform their activities safely within the legal frame work, beside to explain affiliated terms, civil society?s organizations and civil society . Security Department Directorate of the Police organization is obliged to establish relation with the Civil Society Organizations sourced from the laws. Same obligation is stand still for the Civil Society Organizations. Police, while establishing relation categorizes Civil Society organizations and enters in to the communication according to the nature of the duty and the laws are allowed. This communication is limited and moderate. In this study, while examining relation between the Police organization and Civil Society Organization, we will also study up to datedness these laws together with relation failures sourced from the law.Their activities necessary to be limited within the certain measures no matter how much important the Civil Society Organizations for democratic life and culture, and this limitation is also necessity of democracy and importance of the Police behavior and the characteristics of the laws. There is a large difference between Civil Society Organizations of our country and the Civil Society Organizations of the world. Notwithstanding multi-dimensional reasons, main reason is, democracy culture is not established in a proper sense. Ankara Directorate of Police, Security Department Directorate is acting well aware of this absence and runs to set a good example with his behavior and communication during the activities of the Civil Society Organizations. However, these behaviors in the Capital city, special and linked to the persons, it is important that behaviors gains necessary characteristics to apply in Turkey. In this study, even not reflecting the entire point of view of the Police Organization, we tried to draw an outline, on the police opinion and their evaluation on the liberty has been granted to the Civil Society Organizations the laws ad they are communicating with. We must not forget that when we speak about the Civil Society organizations, first thing considered by the police, are the students groups throwing pavement stones, students platforms with illegal pronunciations, syndicates not hesitating to clash with the police, clubs providing substructure to the illegal organizations, and the political parties considered legal according to laws, but not recognizing state values and system and with an attitude and pronunciations against the state in their speeches. Each Civil Society Organizations are that innocent as we are seen fro outside. However, this innocence understands by our public within the time and they betray their response in time. Relation of the Civil Society Organizations acting toward their constitutional aims, respecting laws, honest, and giving their services to the society with the police is only on the paper works such demand of security and posing no problems. For the Turkey becomes a respectful member of the global world, Civil Society organizations must provide progress in a manner of different kind and size, with his high potential and fulfill his functions with success within the trust. With the Data will be obtained at the result of this study, is trying to explain the importance of the relation between the police and Civil Society Organizations for to providecontribution to the democracy by using activity statistics together with security data?s. In this study evaluation on the progress of these relations which is a requirement for the progress of the democracy.

Dünyanın küreselleşme sürecine girmesi hayatın her alanında radikal dönüşümlerin yaşanmasına sebep olmuştur. Bu dönüşümlerin en somut örneklerinden bir tanesi de sivil toplumda meydana gelen dönüşümdür. Sivil toplumsal dönüşümün meydana gelmesine gerekçe hazırlayan etkenlerden en önemlisi küreselleşmeyle birlikte ulus devlet yapısının aşınmaya başlamış olmasıdır. Ulus devletin başat unsurları sayılabilecek dışa kapalı, korunmacı ve sınırlayıcı devlet algısı küresel süreçlerle zayıflamış ve sivil toplumsal hareketler bu süreçte eskiye nazaran daha aktif hale gelerek yer yer devletin çizdiği sınırları aşındırarak yeni birer küresel aktör olarak ön plana çıkmaya başlamışlardır. Bizde tezimizde bu sürecin bir ürünü olan küresel sivil toplum olgusunu inceliyoruz. Küresel sivil toplumu incelerken bu olguya iyi bir örneklik oluşturduğunu düşündüğümüz İHH vakfını tartışmaya dâhil ettik. İHH vakfı, faaliyet alanı olarak dünyanın birçok farklı ülkesini seçmiş olması sebebiyle küresel sivil topluma bir örnek oluşturmaktadır. Tezimizde İHH vakfının faaliyetleri ve yöntemleri ele alınarak küresel sivil toplumun yapısı, etki alanı ve özellikleri anlaşılmaya çalışılmıştır. Araştırmamızın sonucunda görmekteyiz ki küresel şartların etkisiyle sivil toplum küresel sivil topluma doğru bir dönüşüm geçirmiştir. Bu yeni olgunun en temel özelliklerinden bir tanesi de sivil bir siyasallık tarzı geliştirmiş olmasıdır. Bu bağlamda çalışmamızda bu sivil siyasallık tarzının küresel arenada ne tür şekillerde tezahür ettiği, İHH vakfının ulus ötesi faaliyetlerinin sonuçları ele alınarak incelenmiştir. İHH vakfı özelinde görmekteyiz ki, küresel sivil toplumsal organizasyonlar kullandıkları esnek ve aktif eylem yöntemleri sayesinde küresel siyaset sahnesinde ulus devlet tarzı resmi siyaset söylemine güçlü bir alternatif oluşturmaya başlamış ve devletlerin yanında etkin birer karar merciine dönüşmüşlerdir. ; Beginning of the globalisation process has caused radical transformations to take place in all the aspects of life. The transformation of the civil society is one of the most concrete examples of these transformations. Most significant factor which has paved the way for the occurrence of the civil social transformation is the fact that the nation - state structure has started to be eroded through the globalisation process. The self-enclosed, protectionist and restrictive state perception which may be considered as the basic components of the nation ? state have been diminished by the global processes; and the civil social movements have became more active than ever and taken a leading role as a new global actor by eroding the limits that were determined by the nation-states. In this study we study on the global civil society phenomenon which is a consequence of this process. We have included the İHH foundation into the study since we considered it as a proper example of the global civil society phenomenon. Since the İHH foundation has selected a many number of countries as its area of activity it is deemed as an example for the global civil society. In our study, the activities and methods of the İHH foundation have been taken into consideration; and by this way the structure, area of effect and characteristics of the global civil society are tried to be understood. As a consequence of our research we have seen that the civil society has transformed into global civil society due to the global conditions. One of the basic characteristics of this new phenomenon is the fact that it has developed civil political style. In this context, we have focused on forms of appearing of this civil political style in the global arena by taking the results of the trans-national activities of the İHH foundation. The practice of İHH foundation shows that the global civil society organisations have became powerful alternatives to the nation-state style official political discourse in the global politics arena by the flexible and active methods of action that they used and have been transformed into effective decision makers nearby the states.

Yerel siyasette demokrasi ve sivil toplum ilişkisi metropol, büyük kentler ve orta ve küçük kentler açısından farklılıklar gösterebilir. Türkiye'de 2003-2004 yılından itibaren idarenin yeniden yapılanması çerçevesinde yerel yönetimler ile ilgili yasalarda değişiklikler yapılmıştır. Türkiye'de yerel seçimler 29 Mart 2009 tarihinde yenilenmiştir. Yeni düzenlemelerin uygulanma süreci yerel siyasetin dinamiklerinde değişmeler yaratmıştır. Türkiye'de yerel siyaset ve yerel demokrasi yeni yasal koşullar altında yerel sivil toplumun örgütlenmesini harekete geçirmiştir. Yazının amacı Türkiye'de yerel siyasetin yerel sivil toplum (Non-Governmental Organizations) ile ilişkisini yerel seçim süreci içinde ortaya koymaktır. Bu çalışma yeni yasaların oluşturduğu yerel sosyal aktörleri (NGOs) yerel siyasal aktörler ile ilişkileri çerçevesinde incelemek için bir çerçeve belirlemiştir. Buna göre sivil toplum örgütlerinin (NGOs) Türkiye'deki ve Muğla'daki durumu betimlenmiştir. Yerel siyasal alan ve yerel sosyal aktörler arasındaki ilişki, çalışmanın verilerine dayalı olarak, Türkiye'de 1990'lardan itibaren değişen devlet-toplum ilişkileri bağlamında demokrasi ve sivil toplum ilişkisi çerçevesinde tartışılmıştır. Muğla'da yapılan çalışma çerçevesinde Muğla kent merkezinde sivil toplumun yapısı ve değişimi incelenmiş ve yerel siyasetteki etkinliği değerlendirilmiştir. Yerel siyasette demokrasi ve sivil toplum ilişkisini ortaya koymak için niteliksel verilere başvurulmuştur. Buna göre sivil toplum örgütlerinin başkanları ile yürüttükleri faaliyetler ve yerel politika ile ilişkileri mülakat yoluyla saptanmıştır. Mülakatlar tematik kodlamalarla betimlenmiş ve yerel sosyal aktör olarak yerel siyasal alan ile ilişkilere ilişkin veriler karşılaştırmalı olarak analiz edilmiştir. ; Democracy and civil society relations in local politics may display significant differences when metropolis, big cities and small or-medium size cities are considered. In Turkey, as of 2003-2004, several changes have been made in the legislation related to local governance within the framework of the reconstruction of administration. The local elections in Turkey are renewed in 29 March 2009. The implementation process of the new arrangements has created changes in the dynamics of local politics and democracy in Turkey, and has obligatorily empowered and activated civil society organization under the new legislative measures. This paper aims to highlight such issues by placing emphasis on the local political relationships with civil society and non governmental organizations (NGOs) during the local election process. This paper is defined a framework, in order to inspect the situation of the actors created by the new legislation. According to this is described state of NGOs in Turkey and Muğla. The interaction between local political social actors as of 1990s is discussed in this paper within the context of changing state-society relations in Turkey. Within the framework of a study carried out in the regional city of Muğla, civil society structure and its transformation is inspected and its effect on local politics is evaluated. According to this, by comparing the characteristics of governance politics within the local political sphere with its institutional results, the effect of local social problems on the political actors are identified, and characteristics of the legislative measures arranging the political sphere in Turkey are analysed and evaluated within a national and international context.

Bu çalışma uluslararası toplumun varlığını ve işlerliğini Suriye krizi üzerinden tartışmayı amaçlamaktadır. Çalışmada uluslararası toplum, ulus devletlerin oluşturduğu bir cemiyet olarak tanımlanacak ve bu cemiyetin işlerliği ve varlığı, kurumları vasıtasıyla ortaya konacaktır. Uluslararası toplum kavramı, hem gündelik yaşamda hem de Uluslararası İlişkiler çalışmalarında sıklıkla kullanılmaktadır ancak, özellikle Türkçe literatürde kavramın karşılık geldiği pratik yeterince net bir biçimde tanımlanmamış bulunmaktadır. Bu nedenle çalışmada İngiliz ekolünün uluslararası toplum kavramı benimsenerek, diplomasi, savaş, büyük güçler yönetimi, güçler dengesi ve uluslararası hukuk kurumlarının bu topluma nasıl işlerlik kazandırdığı incelenecektir. Çalışmanın temel katkısı, İngiliz ekolünün Türkçe Uluslararası İlişkiler literatüründe bilinirliğinin arttırılması ve Uluslararası İlişkiler çalışmalarında teori-pratik boyutunun güçlendirilmesi olacaktır. Bu amaç doğrultusunda, öncelikle uluslararası toplumun kavramsal olarak ne ifade ettiği tartışılarak kurumları tanımlanacak, sonrasında Suriye krizinde bu kurumların nasıl işlediği açıklanarak uluslararası toplumun sadece bir kavram değil aynı zamanda bir gerçeklik olduğu vurgulanacaktır. ; This study analyzes the existence and functionality of international society over the Syrian crisis. In this context, international society will be defined as a community comprised of nation-states while the functionality and the existence of this community will be put forward through its institutions. The term international society is frequently used both in daily life and in International Relations (IR) studies. However, the corresponding practice in the Turkish literature has not been clearly defined. This explains why this study embraces the international society concept of the English School and how its institutions – namely diplomacy, war, great power management, balance of power, and international law – bring this international society into force. The major contribution of the study will be to raise awareness concerning the English School of thought in Turkish International Relations literature, as well as to strengthen the theory-practice dimension of IR studies. Within this context, the article will first discuss the conceptualization of international society and then proceed to define its institutions, followed by an analysis of how these institutions functioned during the Syrian crisis. The major argument of this paper is that international society is not merely a concept but a reality itself.

Tarihsel süreç içerisinde devletle özdeşleştirilen sivil toplum kavramı, Avrupa'da yaşanan birtakım ekonomik, siyasal, kültürel süreçlerden geçerek devletten özerk bir alan olarak algılanmaya başlanmıştır. Avrupa kökenli olan bu kavram zamanla tüm dünyayı etkilemiş ve günümüzde hemen hemen tüm siyasal iktidarlar tarafından kendilerini meşrulaştırmada bir araç olarak kullanılmıştır. Bu çalışmada, öncelikle sivil toplum kavramından ne anlamamız gerektiğine, tarihsel süreç içerisinde sivil toplum kuramcılarının kavrama yükledikleri anlamlara, kavramın demokrasi, kamusal alan vb. kavramlarla arasındaki ilişkilere, sivil toplum kuruluşlarının niteliklerine ve işlevlerine değinilmiştir. Ayrıca Avrupa'da filizlenen sivil toplumun Osmanlı Devleti ve Türkiye Cumhuriyeti'ndeki durumu ifade edilip, günümüzde geldiği aşama incelenmiştir. Daha sonra ise sivil toplumun nasıl bir devlet yapısıyla ya da siyasal iktidarla birlikte mümkün olabileceği tartışılmıştır. Bunun için liberal değerler ile şekillenen, sosyal, siyasal, ekonomik yaşamın geniş bir kısmını toplumsal dinamiklere bırakan İngiltere, Fransa gibi Batı Avrupa ülkeleri ile sosyalist değerlerle şekillenen, aynı konularda inisiyatifi topluma bırakmadan kendi elinde toplayan, daha sonraki bir takım devrimlerle liberal değerleri benimsemeye çalışan Polonya gibi Doğu Avrupa ülkeleri karşılaştırmalı olarak incelenmiştir. Diğer taraftan çalışmada, Orta Doğu'da sivil toplumun bulunup bulunmadığı konusu Mısır özelinde ele alınmıştır. Mısırdaki sivil toplumun zayıf olduğu ve bu zayıflığının sebebi olarak da ülkedeki sivil toplumun ekonomik olarak kendi kendini finanse etmede yetersiz kaldığı, dolayısıyla da devlete ve cemaatlere bağımlılığı nedeniyle özerk bir yapı sergileyemediği sonucuna varılmıştır. ; The notion of civil society, which is identified with the states throughout the history, went through economical, political and cultural processes that took place in Europe and it has been realized as an autonomous field outside of the states. This notion, which originated in Europe, has affected the whole world and in the era that we live in, almost all of the political powers use it as a means of justifying themselves. This study starts with establishing what we are supposed to understand from the notion of civil society, the meanings attributed to the notion by the theoreticians through history, the relations between it and other terms like democracy, public space etc. and the function and qualifications of civil society organizations. Moreover, the place of civil society in Ottoman Empire and Turkish Republic is defined and the current phase of the notion is studied. Furthermore, the kinds of government structures and political power that can work with civil society is discussed. In order to discuss these topics, Western European countries like England and France, which are molded with liberal values leaving a large portion of the social, political and economical realms mostly to the social dynamics, and Eastern European Countries like Poland, which tried to adopt liberal values later on but was essentially molded by socialist values holding onto power and not giving initiative to the public regarding the same matters, are examined comparatively. On the other hand, the subject of whether or not the civil society exists in the Middle East is examined through the example of Egypt. It is seen that the civil society in Egypt is weak and this is caused by the inability of the civil society in this country to finance itself, ending up in dependence to the government and the congregations, resulting in failure to be self-reliant.

Sivil toplum kuruluşu, kanuni düzenlemeler çerçevesinde gönüllülük esasına dayalı olarak, kendi kaynaklarına sahip, devletten özerk ve devlet ile toplum arasında örgütlü bir yapılanma olarak tanımlanmaktadır. Bu çalışmada sivil toplum kuruluşlarının maliye politikaları üzerindeki rolü tartışılacaktır. Sivil toplum kuruluşlarının batılı kökenlerine değinilmeyecek, Türkiye tarihi ve günümüz Türkiye'si çerçevesinde sivil toplum kuruluşları ve maliye politikalarına etkisi incelenecektir. Çalışmada, sivil toplum kuruluşlarının kavramsal çerçevesi çizilmiş, Türkiye tarihindeki sivil toplum yapılanmaları incelenmiş ve sivil toplum kuruluşlarının maliye politikaları üzerindeki etkisi irdelenmiştir. Maliye politikaları 20. yüzyılda ortaya çıkmış gibi görünse de, geçmişte de günümüzdeki kadar karmaşık olmamak üzere, maliye politikalarının varlığından söz edilmiştir. Özellikle Osmanlı tarihi açısından sivil toplum yapılanmalarının maliye politikalarına olumlu etkilerinden bahsedilmiş ve günümüzde finansman sorunu yaşayan modern devlet maliyelerinin, bu sorunu çözme adına Osmanlı sivil toplum yapılanmasından esinlenebileceği belirtilmiştir. Günümüzde, Türkiye'de sivil toplum yapılanmalarının maliye politikaları üzerinde ciddi etkileri olduğu görülmektedir. Sivil toplum yapılanmaları siyasi iktidarı etkilemek için çeşitli yollara başvurabilmektedirler. Kamuda çalışan personelleri temsil eden sendikaların zam görüşmelerinde hükümet üzerinde ciddi etkileri olabilmekte ve enflasyon oranlarının çok üzerinde zam alabilmektedirler. TOBB, TÜSİAD gibi iktisadi sivil toplum kuruluşları çeşitli yöntemlerle maliye politikaları üzerinde doğrudan etki sahibi olabilmektedirler. Siyasilerin geldikleri toplum kesimleri birer sivil toplum yapılanması olarak kendi aralarından çıkan siyasileri etkileyerek maliye politikalarını etkileyebilmektedirler. Son olarak, dolaylı sivil toplum olarak bilinen ve geniş halk kitlelerini kapsayan sivil toplum yapılanmalarının da son dönemde maliye politikalarında etkili oldukları müşahede edilmiştir. ...

Avrupa Birliği Lizbon hedeflerine göre 2010'a kadar bilgi toplumu alt yapısı üzerinde önemle durulacaktır. Bu özellikle rekabet edebilen ve dinamik bir ekonomik sistemin en önemli gerekliliğidir. Bu hedeflerin aynı zamanda yaşam kalitesini artırmak için de önemli olduğu vurgulanmıştır. Üyesi olmak için ülke olarak önemli çabalar harcadığımız Avrupa Birliği mevcut durumda bilgi toplumu için seferber olmuş durumdadır. Özellikle Kamu yönetimi ve yerel yönetimlerde bütün sistemlerin otomasyonu ve kamu hizmetlerinin internet üzerinden sunulması konusunda hem merkezi örgütler hem de ilgili kuruluşlar önemli çalışmalar yapmakta; kamu yönetiminin merkezi birimleri, yerel yönetimler, özel sektör ve sivil toplum kuruluşları Türkiye'nin bilgi toplumunun gereklerine göre donatılması için çaba göstermektedirler. Bu çalışmada, Türkiye'nin bilişsel yetkinliğe erişebilmek için attığı adımlar ve bilgi toplumun neresinde olduğu ele alınmaya çalışılacaktır. ; According to the European Union's Lisbon targets, the infrastucture required by the information society is a priority and the Union set ambitious targets for 2010. This is particularly important for competitive and dynamic economic systems. These targets are also important to enhance the quality of life. The European Union strongly emphasizes the necessity of an European information society. Central governments and related organizations are working on the automation of the systems and providing public services through the internet in both public administration and in local governments; central units of the public administration, local governments, private sector and civil society organizations to be equipped in accordance with the requirements of Turkey's information society to strive for. In this study, Turkey's cognitive competence at the steps and information to be able to access the community, wherever that is trying to be addressed.

Devletin baskısı ve denetimi altında olmayan, toplumsal sorunlara etkili çözüm bulmak amacıyla bir toplumun kendisini ve eylemlerini gönüllü örgütler vasıtasıyla örgütlemesi olarak tanımlanabilecek sivil toplumun önemi gün geçtikçe artmaktadır. Gelişmiş toplumlarda sivil toplum kuruluşları toplumda itici bir güç olarak görülürken, konu Türkiye açısından değerlendirildiğinde sivil toplum kuruluşlarının nicelik olarak fazla fakat nitelik olarak olması gereken etkinlik düzeyinde olmadığı görülmektedir. Türkiye'de sivil toplum kuruluşlarının göç konusundaki çalışmalarına bakıldığında ise Türkiye'nin göçmenler için transit veya hedef ülke olarak çok önemli bir coğrafi konumda olması nedeniyle bu kuruluşların yürüttüğü faaliyetlerin önemi daha çok anlaşılmaktadır. Avrupa'ya geçme amacıyla doğusundaki ülkelerden yasal/yasal olmayan yollarla sürekli bir göç hareketiyle karşılaşan Türkiye, özellikle 2011 yılında Suriye'de başlayan iç savaştan sonra ciddi bir göçmen dalgasıyla yüz yüze gelmiştir ve bu sorun alanında hem devlet hem de sınırlı sayıda sivil toplum kuruluşları vasıtasıyla çözüm bulmaya çalışmaktadır. Çalışmada konuyla ilgili kavramsal bir çerçevenin ardından, Türkiye'de sivil toplum kuruluşlarının yetersizliği ön kabulüyle sınırlı sayıdaki bu kuruluşların çalışmaları, faaliyette bulundukları alanlar ve sınırlılıkları incelenmeye çalışılacaktır. ; The civil society that its importance increasing day after day can be defined as that it is not under the coercion and control of the state, and aims to find an effective solution to social problems by organizing its actions through voluntarily. In developed countries, civil society organizations are seen as a driving force in society, in terms of subject in Turkey it is seen that the number of civil society organizations is much, but it is not at the efficiency level that should be the quality. Referring to Turkey in the study of civil society organizations on migration, the importance of the activities carried out by these organizations is understood more,because of geographical position thatTurkey as a transit or destination country for immigrants. In order to go to Europe, Turkey encounter with a legal/illegal continuous migration from the own's east countries, and has come face to face with a serious immigrant wave especially after the civil war that started in Syria in 2011.Turkey is trying to find a solution in this problem area through both the government and a limited number of civil society organizations. The insufficiency of the presumption of civil society organizations in Turkey, in this study first a conceptual discussion of the topic then the activities of these limited number of institutions, the areas they are in and their limitations will be tried to examine.

Sivil toplumun ortaya çıkması, devlet alanını etkilemesi, sivil alanda belirlenen ihtiyaçların devletin düzenlemelerinde kendini bulabilmesi uzun ve karmaşık bir tarihsel sürecin ürünüdür. Tarihsel süreç içinde toplumsal sorunların değişmesi devlet ile sivil toplum arasındaki ilişkide tarafların rollerinin de farklılaşmasına yol açmıştır. Özellikle ilk çağlardan itibaren ticaret ile uğraşan kesim, devlet politikalarının sınırlandırıcı olması nedeni ile giderek devlet yönetimini eleştirmeye başlamış ve devletin yetkilerinin sınırlandırılması gerektiğini savunmuştur. Tüm bu gelişmeler ve küreselleşme süreci ile birlikte devlet ve sivil toplum ilişkileri dönüşüm geçirmiş ve sivil toplum örgütleri ile devlet yönetimleri denetim altına alınmak istenmiştir. 1970'li yıllardan sonra iletişim ve teknoloji alanındaki gelişmeler ile birlikte dünya sınırların kalktığı küresel köy halini almıştır. 1990'lı yıllarda Sovyetler Birliği'nin dağılması ile birlikte ulus devlet anlayışı giderek zayıflamış, neo-liberal politikalar işlerlik kazanmış ve sivil toplum kuruluşlarının sayısı giderek artmıştır. Bu gelişmeler yönetim anlayışını da etkilemiş ve yönetimden, katılımcılığın esas alındığı çok aktörlü yönetişime geçiş başlamıştır. Bu noktada üçüncü sektör olarak devlet ve özel sektör arasında köprü görevi alan sivil toplum kuruluşları hemen hemen her alanda aktif rol oynamaya ve önemli bir aktör olmaya başlamıştır. Dünyada Sanayi Devrimi sonrasında çevre sorunlarının giderek artması, bu sorunlarla mücadele etme gereğini beraberinde getirmiştir. In the historical process, the changing social problems lead to the diversification of roles between the state and the civil society. Especially, from the earliest times, the dealing with trade has begun to criticize the state administration with the grounds that state policies are restrictive and argues that the authorities of the state should be limited. Along with all these developments and globalization process, state and civil society relations have transformed and civil society organizations and state governments have been under control After the 1970s, with the developments in communication and technology, the world became a global village where the borders are left. With the disintegration of the Soviet Union in the 1990s, the understanding of the nation-state became weaker, the neoliberal policies became operative and the number of non-governmental organizations (NGOs) increased steadily. These developments also affected the management approach and the transition from management to multi-actor governance on which participation was based. At this point, NGOs which act as a bridge between the state and the private sector as the third sector, play an active role in almost every field and become an important actor. After Industrialization Revolution in the world, the increase of environmental problems has brought the necessity of struggling with these problems. In reaction to negative effects of Industrialization Revolution, the first environmentalist movements have emerged in 19th century as protectionist movements. In year 1971, Greenpeace, the largest NGO of the world struggling with environmental crimes, has been established. Bu çalışmanın amacı, yerel demokrasi ve katılıma ilişkin öngörüleri ve potansiyelleri belirlemek ve bu doğrultuda sivil toplum kuruluşları (STK) olgusunu incelemektir. Yapılacak incelemede çıkış noktası, yerel demokrasinin yaşama geçmesinde bir araç olarak, STK'ların kentsel katılım oluşturulması sürecinde olumlu rol üstlendiği doğrultusundadır. Yerel yönetimlerin yapısal değişim geçirdikleri bilinen bir gerçektir. Bu değişimlerin başında, kentteki tüm grupları aktör ve paydaş gören yerel katılım kavramı gelmektedir. Kentsel mekânlarda etkili karar alma konumunda olan genelde yerel yönetimler, özelde belediyeler, doğrudan demokrasi avantajlarının ve katılımın sergilenebileceği yönetimlerdir. Gerçekleştirilen yerel mevzuat düzenlemeleri ile yerel yönetimlerde sorunların çözümü ve hizmet sunumunda, çok ortaklı ve çok aktörlü yönetişim anlayışı hedeflenmekte, STK katılımı beklenmektedir. ; The aim of this study is to identify predictions and potentials about local democracy and participation and to examine the phenomenon of civil society organizations (CSOs) in this direction. Starting point of the investigation is the positive role of CSOs in the creation of urban participation as tools for the practice of local democracy. It is a known fact that local governments have experienced structural changes. At the head of these changes comes the concept of local participation that considers all groups as actors and partners in the city. Local governments in general, municipalities in particular, which are in the position of making effective decisions is urban space are the administrations that advantages of direct democracy and participation can be exposed. Multi-partner and multi-actor government approach is aimed in problem solving and service presentations at local governments owing to the arrangements on the local legislations, the participation of CSOs is expected.
