Hintergrundbericht über die gescheiterten Versuche des sudanesischen Militärrats bzw. der Übergangsregierung zu einer Einigung mit der "Sudanese Peoples Liberation Movement" unter Führung von John Garang zu gelangen und den Südsudankonflikt beizulegen. Die Aussichten auf eine stabile innenpolitische Lage des Sudan hängen nach wie vor von der Lösung zweier Grundprobleme ab: 1. Wie soll die Macht zwischen den vielen Gruppen im Sudan geteilt werden, sowohl innerhalb der Regierung wie auch zwischen Khartoum und den Regionen? 2. Die Frage nach der Identität des Landes (säkulare vs. islamische Verfassungs- und Rechtsordnung) und damit zusammenhängend die Definition der sudanesischen Staatsangehörigkeit. (DÜI-Hns)

AbstractThis article presents the results of a dynamic simulation study of a rural area in southern Sudan. In order to improve the living conditions of the rural population in this area, three intervention packages were planned: improved veterinary care; improved agricultural practices; and better general facilities like medical care, clean drinking water, schools, and roads. Although these interventions initially seem to benefit the rural population, some worsen the situation after a number of years when compared to the case without interventions, and others are not able to bring about a sustainable development of the area. Especially the improvement of the general infrastructure causes problems in the long run because it accelerates migration from the rural areas to the town. This increases the share of imported sorghum purchased by the town dwellers and diminishes the ability of the rural population to purchase food after a year of a low Productivity. It is concluded that analyzing the dynamics of the system can foster planning of appropriate interventions.

The Christian and animist population of the Southern Sudan is largely composed of black Africans, estimated to number 5·3 million in 1983, as against the 15·3 million, predominantly Arabic and Muslim, who inhabit the Northern Sudan. The economy of the Southern Sudan, comprised of the three semi-autonomous regions of Bahr El Ghazal, Upper Nile, and Equatoria, remains one of the least developed in sub-Saharan Africa. The great majority of the population is engaged in subsistence agriculture, although some limited cash income is generated from the sale of surplus crops, and nomadic pastoralism is also widely practised. Only about three per cent of the inhabitants live in the three regional capitals of Wau, Malakal, and Juba, and they have to depend heavily for work in the public sector and small-scale informal activities.
