The restructuralization process in the field of research and development and the barriers that have appeared during this process in the former Soviet Union and the former Soviet bloc countries are presented in this article. The author has paid particular attention to the role of transformation in the area of industrial research, an area that has suffered the most due to the new political and economic conditions. Furthermore, the author discusses the role of particular factors that determine the institutional transformation process, including the financial factors. The author also shows the differences among the restructuralization processes in selected countries, above all the differences in the situation of research personnel. ; W artykule zostały przedstawione uwarunkowania procesu restrukturyzacji sfery badawczo-rozwojowej - bariery występujące w trakcie realizacji tego procesu w byłych krajach socjalistycznych. Autor zwraca szczególną uwagę na rolę przekształceń w sferze badań przemysłowych, które najbardziej ucierpiały w wyniku nowych uwarunkowań politycznych i ekonomicznych. Ponadto omawia rolę czynników determinujących proces przemian instytucjonalnych, w tym czynników finansowych. Pokazuje także różnice w procesie restrukturyzacji między poszczególnymi krajami, a zwłaszcza sytuację kadr badawczych.

The article presents asynthetic analysis of unemployment inthree periods of Polish history: the Second Polish Republic, the Polish People's Republic (PRL) and the Third Polish Republic. In all these periods, unemployment was aconsequence of historical conditions as well as economic and social changes. In the interwar period, the unemployment was aresult of atraditional economic structure, the Great Depression and the post-war demographic boom. After the Second World War Poland became partof the Soviet bloc, and the official ideology declared full employment. In the Polish People's Republic the consequence of this policy was hidden unemployment, which proved aheavy burden for the economy. Official unemployment returned after 1989, as aresult of economic and social changes. In all the three abovesaid time spans, women and young people were most significantly affected by the unemployment. This issue is still regarded as crucial, though thanks togovernment programmes and aid provided by the European Union, its effects appear tobe less severe. ; Artykuł stanowi syntetyczne omówienie ianalizę zjawiska bezrobocia wtrzech okresach –Drugiej Rzeczypospolitej, Polski Ludowej oraz Trzeciej Rzeczypospolitej. Bezrobocie wPolsce wcałym badanym okresie było konsekwencją zarówno uwarunkowań historycznych, jak izmian ekonomiczno-społecznych. Wokresie międzywojennym bezrobocie było efektem powojennego wyżu demograficznego, zacofanej struktury gospodarczej państwa oraz wielkiego kryzysu gospodarczego. Po drugiejwojnie światowej Polska znalazła się wbloku państw komunistycznych, aideologia komunistyczna zakładała likwidację bezrobocia irealizację polityki pełnego zatrudnienia. WPRL realizacja polityki pełnego zatrudnienia przyniosła wefekcie bezrobocie ukryte, będące dużym obciążeniem dla państwowej gospodarki. Sytuacja uległa zmianie potransformacji ustrojowej lat90. Po 1989 r. ponownie pojawiło się prawnie usankcjonowane bezrobocie, które było wynikiem przemian gospodarczych ispołecznych. We wszystkich badanych okresach bezrobocie najbardziej dotykało młodzież oraz kobiety. Problem bezrobocia (zmniejszającego się wostatnich latach) nadal dotyczy polskiej gospodarki. Dzięki pomocy Unii Europejskiej oraz rządowym programom rynku pracy zjawisko toma znacznie łagodniejszy charakter.

This article analyses the international conditions during the disintegration of the Socialist Federal Republic of Yugoslavia. It is an outline of a broad research problem, a historical analysis from the perspective of the decades-long evolution of Yugoslavia's international position. After its expulsion from the Eastern Bloc in 1948, the country balanced between East and West, becoming one of the founders and leaders of the Non-Aligned Movement. The author focuses on the aspect of Yugoslavia's role in the politics of the West, especially the US and the EEC, during and at the end of the Cold War. It was the West that could, possibly, have played a role in preventing the disintegration of the country in the early 1990s, in contrast to the USSR, which had its own internal problems at that time. What factors influenced Western support for the SFRY during the Cold War? How did Yugoslavia's position in Western politics change when the Cold War rivalry ended? The author points out the temporal connection between the disintegration of the SFRY and, among other things, the collapse of the Eastern Bloc and the Soviet Union, the democratisation process in Eastern Europe, German reunification, European integration, and the crisis in the Middle East. In the end, there was a lack of real and coherent action by Western countries to bring about a peaceful solution to the crisis in the Balkans. The consequence of this would be the disintegration of the SFRY and several years of war in the former Yugoslavia.

This paper concerns post-1989 changes and modifications of Polish built heritage. For Poland, the year of the fall of the Iron Curtain marked the beginning of political and economic transformation: a transition from a socialist state and a member of the Soviet Bloc to a capitalist state integrated with the European Union. The implementation of democratic institutions and procedures, and the rise of free-market economy based on private property, has nurtured profound changes in the standard of living, which in turn triggered significant transformations of the traditional cultural landscape. Along with the development of pluralistic society, new ideas and approaches arose in the heritage sphere. The phenomenon described by Pierre Nora as "the explosion of memory" contributed to these changes, but was by no means their only source. The heritage practices were also shaped by the cultural policy of the state. As international cooperation was deepening, and the integration with the European Union was progressing, the makers of this policy increasingly drew on the ideas and solutions stemming from the experiences of the developed countries of the West. The heritage policy of the period was also influenced by the economic interpretations of culture, especially the idea of cultural capital, understood as an asset of cultural values. The primary objective of this article is to present the changes that the criteria of evaluation of monuments have been undergoing in contemporary Poland. The process is tremendously dynamic, which becomes apparent when one considers the widespread, grand-scale changes to the relics of old architecture in the last two decades. This paper describes examples of controversial uses of built heritage and details the circumstances behind a number of particular cases when the authenticity of visitors' experience was chosen over the authenticity of a material relic of the past ; Artykuł dotyczy przekształceń i modyfikacji dziedzictwa architektonicznego w Polsce po roku 1989. Upadek żelaznej kurtyny wyznaczał początek procesu transformacji ustrojowej prowadzącej od państwa socjalistycznego będącego częścią bloku sowieckiego do państwa kapitalistycznego, funkcjonującego w strukturach Unii Europejskiej. Wdrażanie instytucji i procedur demokratycznych, a także tworzenie wolnego rynku opartego na własności prywatnej stworzyło warunki dla głębokich przemian cywilizacyjnych, które z kolei doprowadziły do znaczących przeobrażeń tradycyjnego krajobrazu kulturowego. Proces kształtowania społeczeństwa pluralistycznego sprzyjał także rozwojowi nowych koncepcji i postaw w sferze dziedzictwa. THE ATTITUDE OF THE UNITED STATES TOWARDS THE BORDER DISPUTE BETWEEN ITALY AND YUGOSLAVIA AT THE BEGINNING OF THE 50s OF THE 20TH CENTURYFollowing the II World War, Italy and Yugoslavia occupied a special place in the foreign policy of the United States. The border dispute between Italy and Yugoslavia which dated back to the turn of the 40s and the beginning of the 50s of the 20th c., was yet another example of the international crisis in Europe at the time of the cold war. The article presents the activities of the American politicians undertaken towards Italy and Yugoslavia which aimed at incorporating these countries into the structures of Western European democracy. In the case of Italy, the above initiative of the American diplomacy proved to be successful and it led to the entry of the Italian republic into NATO, as well as the European economic and political structures. In the case of the other party participating in the dispute over Triest, i.e. Yugoslavia, the American presidents Truman and Eisenhower tried to take advantage of the crisis in the Yugoslav-Soviet relations, so as to win over marshal Tito and make him cooperate. Having decided to make concessions towards Yugoslavia with regard to the territorial claims made by marshal Tito, the Americans wished to achieve the superior goal: namely that of weakening the Socialist bloc by detaching Yugoslavia from it and making it join the West. The author evaluates the American policy towards Italy and Yugoslavia whose background was a territorial dispute over borderline territories. The main actors on the American political scene were forced to make some very difficult and delicate choices with regard to both parties participating in the above conflict.

The US — Jordan relations, both during and after the Cold War, can be described as close, based on the pursuit of common goals and mutual respect. Although the United States of America and the Kingdom of Jordan have never concluded a formal treaty with each other, they cooperated on many levels, in the Middle‑Eastern region and internationally, both during the second half of the 20th century and in the first two decades of the 21st century. Despite the complex geopolitical situation in the Middle East, re‑occurring threats and challenges that may have weakened the bilateral relations between the two states, the informal alliance between the US and Jordan have survived, which is indicative of the importance of these relations and the strength of the partnership. The place and role of Amman in the foreign policy of Washington have many aspects and dimensions. One can observe certain evolution of the position that consecutive American governments attributed to Jordan depending on conditions that have been both extra‑regional (the Cold War rivalry between the US and the Soviet Union) and intra‑regional (the three Gulf Wars, the Middle‑Eastern peace process). It is also important to emphasize that after the collapse of the Eastern Bloc, the mutual relations have gained a different, more strategic dimension. Hence, it can be argued that Jordan's importance in the US foreign policy has only reached its pinnacle during the post‑Cold War era. The present article seeks to pinpoint the place and role of the Kingdom of Jordan in the US policy towards the Middle East after the Cold War and to define the character of the relationship between the two states. Its main goal is to identify and describe both positive and negative factors determining the US — Jordan relations. The article will also attempt to answer the questions about the extent to which the Arab Spring has influenced the shape of the mutual links between Washington and Amman.
