Югославско-албанские отношения во внешней политике СССР в 1945—1948 гг. ; The Yugoslav-Albanian Relations in the USSR Foreign Policy in 1945—1948 (Yury Pavlovets)
Раздел "Международные отношения" ; Статья раскрывает особенности югославско-албанских межгосударственных отношений в период создания блока советских государств в Восточной и Юго-Восточной Европе и их роль во внешнеполитическом курсе СССР в первые послевоенные годы. Включение Югославии и Албании в сферу политического влияния СССР сопровождалось активной экономической помощью этим балканским странам со стороны Советского Союза. Однако излишняя самостоятельность руководства Югославии в решении внешнеполитических вопросов привела к советско-югославскому конфликту 1948 г. Итогом разрыва отношений между СССР и Албанией, с одной стороны, и Югославией — с другой, стала смена политики Советского Союза. СССР установил жесткий контроль над внешнеполитической деятельностью всех стран народной демократии, а Югославия на некоторое время выпала из сферы влияния Москвы. = The article gives insight into the peculiarities of the relations between the states of Yugoslavia and Albania during the period of emergence of the Soviet bloc in Eastern and Southern Eastern Europe and into the role of these states in the USSR foreign policy in the first post-war years. The inclusion of Yugoslavia and Albania into the USSR's sphere of influence was accompanied by considerable Soviet economic aid to these Balkan countries. But excessive independence of the Yugoslavia leadership in pursuing their foreign political interests led to the Soviet-Yugoslav conflict in 1948. The severing of relations between the USSR and Albania, on the one hand and the USSR and Yugoslavia, on the other resulted in the change of the USSR foreign policy. The USSR established strict control over the foreign political activities of all countries of popular democracies, while Yugoslavia stayed for some time outside the Soviet sphere of influence.

On 9 November 2019 the thirtieth anniversary of the fall of the Berlin Wall which is undoubtedly the most important historical event since the end of the Second World War was celebrated almost all over the world. First of all, this article is dedicated to the historical events that led to the division of Germany in the immediate post-war period, to the evolution of relations between the two Germanys and, at a global level, between the two opposing blocs at the time of the "cold war" up to the fall of the Wall, on behalf of which the author, who was residing in Berlin at the time, also provides direct testimony. In the second part he moves on to examine the short and long term effects of the fall of the Wall for Germany, for Europe and for the whole world. The multiple problematic aspects are highlighted at each of these levels: a) in particular, with regard to the internal events in Germany, attention falls both on the juridical aspects of reunification (whether it was a matter of reunification on an equal basis or rather an "annexation" of the conquered state by the winner) and the social ones (whether the process of social reunification and cohesion – compared with the analogous processes that have taken place in Italy between North and South – can be said to be complete and successful); b) at the European level the influence that German unification has exerted on the integration process is analyzed. The institution of the single currency, the Euro, in the image and likeness of the old German Mark, as well as the expansion of the EU by accepting new members and attracting countries previously belonging to the Soviet bloc to the western one for mostly geopolitical reasons are definitely determined; c) finally, as regards international relations, the article follows the passage from the illusion of the "end of history" and the relaunch of the United Nations on the basis of values and objectives that are now common, thanks to the end of the Cold War, to the current reality of the "new cold war" and the "fragmented third world war", characterized by the spread of numerous conflicts of different nature. ; Статья посвящена тридцатой годовщине падения Берлинской стены, одного из самых важных исторических событий после окончания Второй мировой войны. В первой части работы исследованы события, приведшие к разделению Германии в послевоенный период, и эволюция отношений между двумя Германиями и, на мировом уровне, между двумя противостоящими блоками во время «холодной войны » вплоть до падения стены. Во второй части изучены краткосрочные и долгосрочные последствия падения стены для Германии, Европы и всего мира, приведшие в глобальном масштабе к формированию состояния так называемой «новой холодной войны » и «фрагментированной третьей мировой». ; Стаття присвячена тридцятій річниці падіння Берлінської стіни, однієї з найважливіших історичних подій після закінчення Другої світової війни. "Проблема Беларуси" в политике государств антифашистской коалиции 1941-1945
The author considers the «Byelorussian question» in the strategy of the Great Powers during World War II. The conditions and main political forces which had influence on the position of the antifascist coalition states with regard to Belarus are shown. The leading role in the fight against the fascist bloc gave to the USSR an opportunity to realize consistently its program of formation of the post-war fron- tiers in Eastern Europe. It is stated in the article that at the 1943 Tehran conference the Curzon line was recognized as the basis for the formation of the Soviet-Polish frontier. The agreement on the Soviet-Polish frontier was officially signed by the leaders of the USSR, the USA and Great Britain at Yalta conference in 1945. The author makes a conclusion that the solution to the «problem of Belarus» was placed under geopolitical interests of the Great Powers. = Рассматривается «белорусский вопрос» в стратегии Великих держав в период Второй мировой войны. Освещаются условия и главные политические силы, оказавшие влияние на позицию государств антифашистской коалиции в отношении Беларуси. Ведущая роль в борьбе против фашистского блока дала возможность СССР последовательно реализовывать свою про- грамму формирования послевоенных границ в Восточной Европе. Указывается, что на Тегеранской конференции 1943 г. линия Керзона была признана основой для образования советско-польской границы, соглашение о которой было подписано лидерами СССР, США и Великобритании на Ялтинской конференции 1945 г. Делается вывод: решение «проблемы Беларуси» было подчинено геополитическим интересам Великих держав.

The Role of the European Union in the Construction of the Central Asian Space ; Роль Европейского союза в конструировании Центрально-Азиатского региона
After the collapse of the Soviet Union, there have been some contradictory trends in Central Asia: the ongoing complex process of constructing state identity and national states and their legitimization, on the one hand, and, on the other, the process of regional construction shaped by intra-regional challenges and the influence of external actors. The 'Samarkand consensus' reached in 2017 intensified the initiative of the five Central Asian states to create a regional bloc. In 2019, the European Union adopted a new strategy for Central Asia. All of the above signifies integration projects and overlapping regionalism in Central Asia. The article discusses the initiatives and the role of the European Union in the region-building of the Central Asian space.Key words: European Union, Latin-Caribbean America, European interregionalism, MERCOSUR, UNASUR, Andean Community, San Jose Group, Rio Group, ALBA, CELAC. ; После распада Советского Союза в Центрально-Азиатском регионе наблюдаются противоречивые тенденции. С одной стороны, продолжается сложный процесс конструирования государственной идентичности, национальных государств и их легитимизации. С другой стороны, под влиянием как внутрирегиональных вызовов, так и внешних акторов идет процесс регионостроительства. Достигнутый в 2017 г. «самаркандский консенсус» активизировал инициативу пяти центрально-азиатских государств по созданию регионального блока. В 2019 г. Европейский союз принял новую стратегию в отношении Центральной Азии. Таким образом, речь идет о сопряжении интеграционных проектов в Центральной Азии, о пересекающемся регионализме (overlapping regionalism). В статье рассматриваются инициативы и роль Европейского союза в конструировании Центрально-Азиатского региона.

Economic Cooperation of Industrial Enterprises of the Sverdlovsk Region with the DPRK in 1957 ; Экономическое сотрудничество промышленных предприятий Свердловской области с КНДР в 1957 году
The development of economic relations between the USSR and the DPRK was seriously hindered by the Korean War of 1950-1953. Shortly after the signing of the Korean Armistice Agreement between the North and the South, the North Korean leadership headed for the speedy restoration of the national economy which had been seriously damaged by the devastating war: the state urgently needed all kinds of civil and industrial products that North Korean industry couldn`t produce at that time because of the lack of necessary production capacity. In the period of the Cold War the Democratic People's Republic of Korea had no option but to receive such assistance from the Soviet Union. And since the middle of 1950s North Korea became one of the countries of the socialist bloc for which large industrial enterprises of Sverdlovsk and the Sverdlovsk region produced and exported their products through the all-union association "Tyazhpromexport" etc., and these ties were maintained with varying success until the dissolution of the USSR. This article is devoted to the economic cooperation of industrial enterprises of the Sverdlovsk region (except for the city of Sverdlovsk directly) with the DPRK in 1957 - in the year of the liquidation of branch ministries in the USSR when Councils of National Economy were established. Statistics on trade volumes and commodity matrix between industrial enterprises of the Sverdlovsk region and the DPRK in 1957 is analyzed, reasonable scientific conclusions are made. The scientific novelty of our research is determined by using the materials of the State Archive of the Sverdlovsk Region on the activities of the Department of External Relations of the National Economy Council of the Sverdlovsk Economic Administrative Region which have been first introduced into scientific circulation. It helped us shed light on the volume of export deliveries to the DPRK from enterprises of the Sverdlovsk region working under the departments of mechanical engineering, ferrous metallurgy, non-ferrous metallurgy, woodworking and paper industry. The relevance of the topic is due to the importance of understanding the role of the regions of the USSR in the foreign economic cooperation of the Soviet Union with socialist countries in the process of studying the history of not only the domestic economy, but also the economy of the DPRK that is one of the most closed countries in the world.This work was supported by the Core University Program for Korean Studies through the Ministry of Education of the Republic of the Korea and Korean Studies Promotion Service of the Academy of Korean Studies (AKS-2019-OLU-2250001). ; Развитию экономических связей между СССР и КНДР серьезно помешала Корейская война 1950–1953 гг. Вскоре после подписания Соглашения о перемирии между Севером и Югом руководство Северной Кореи взяло курс на скорейшее восстановление национальной экономики, в серьезной степени пострадавшей от разрушительной войны: государство остро нуждалось в разного рода гражданской и промышленной продукции, которую она на тот момент была не в состоянии производить из-за отсутствия необходимых производственных мощностей. Во времена холодной войны у Корейской Народно-Демократической Республики не было иного варианта, кроме получения помощи от Советского Союза. С середины 50-х годов ХХ века Северная Корея вошла в число стран социалистического блока, для которых крупные промышленные предприятия Свердловска и Свердловской области производили и экспортировали свою продукцию посредством всесоюзного объединения «Тяжпромэкспорт» и ряда других. Статья посвящена экономическому сотрудничеству промышленных предприятий Свердловской области (за исключением непосредственно Свердловска) с КНДР в 1957 году – в год ликвидации в СССР отраслевых министерств и образования совнархозов. Проведен анализ статистики объемов торговли и товарной матрицы между промышленными предприятиями Свердловской области и КНДР в 1957 году, делаются обоснованные научные выводы. Новизной нашего исследования является то, что его источниковая база основана на впервые введенных в научный оборот в рамках изучаемого вопроса материалах Государственного архива Свердловской области, связанных с деятельностью отдела внешних сношений СНХ Свердловского экономического административного района, что помогло пролить свет на объемы экспортных поставок в КНДР продукции предприятий Свердловской области по линии управлений машиностроения, черной металлургии, цветной металлургии, деревообрабатывающей и бумажной промышленности. Актуальность темы обусловлена важностью понимания роли регионов СССР во внешнеэкономическом сотрудничестве Советского Союза с социалистическими странами в процессе изучения истории не только отечественной экономики, но и экономики КНДР, одного из наиболее закрытых государств мира.Данная работа осуществлялась при поддержке Базовой университетской программы исследований Кореи через Министерство образования Республики Корея и Службы содействия развитию корееведения Академии корееведения (AKS-2019-OLU-2250001).

EURASIANISM: TERMINOLOGICAL AMBIVALENCE ; ЕВРАЗИЙСТВО: ТЕРМИНОЛОГИЧЕСКАЯ АМБИВАЛЕНТНОСТЬ
Despite the fact that a lot of research has been devoted to the study of Eurasianism, both in Russia and abroad, the international scientific community seems to still lack a common understanding of both the term "Eurasianism" and its derivatives. And we can talk not only about the socio-political, cultural, philosophical and religious definition of these concepts, but even about the geographical. If the difference in the humanitarian aspects of this issue can be explained in terms of the difference between the social system, ideology, and political structure, then the divergence in the geographical understanding of the Eurasian space and its borders can cause surprise. At the same time, after the collapse of the Soviet Union, Western scientists began to resort more and more geographically to the regionalization of the world political map, dividing the regions into increasingly smaller fractions right up to the redrawing of national borders, justifying in their writings the emergence of new political entities as a natural course of history, bloc approach of the Cold War period, but also the basic constants of geopolitical science about the confrontation of two global forces: sea and land. In terms of the same geopolitics, the land forces are represented by the "world island", Heartland or Eurasia. However, according to the English dictionary Collins, the term "Eurasia" since 2006, the number of its uses in the English-language literature began to grow rapidly, breaking all records of use, since its inception, and occupying a place of honor among other 30,000 most common words. It seems that this interest is caused by the West's awareness of the fact that Russia was able to overcome the turbulence of the nineties and gradually began to restore its positions, primarily in the outward political arena. Thus, before our eyes there is a return to the topic of Eurasianism among international scholars, but already in new geopolitical realities. With the change in realities, the perception of the basic category of geopolitics-space also changed, which in turn led to a difference in the interpretation of the term "Eurasia" and its derivatives. ; Несмотря на то что вопросу изучения евразийства посвящено много исследовательских работ, как в России, так и за рубежом, в международном научном сообществе, как представляется, до сих пор отсутствует единое понимание как самого термина «евразийство», так и его производных. Причем речь может идти не только о социально-политическом, культурном, философском и религиозном определении этих понятий, но даже и о географическом. Если различие в гуманитарных аспектах этого вопроса можно объяснить с точки зрения разности общественного строя, идеологии, политического устройства, то расхождения в географическом понимании евразийского пространства и его границ могут вызвать удивление. При этом западные ученые после распада Советского Союза стали все активнее прибегать к географическому районированию мировой политической карты, деля регионы на все более незначительные фракции вплоть до перекраивания границ национальных государств, оправдывая в своих трудах возникновение новых политических образований естественным ходом истории, оставляя в прошлом не только блоковый подход периода «холодной войны», но и основные константы геополитической науки о противостоянии двух глобальных сил: морских и сухопутных. В терминах все той же геополитики сухопутные силы представлены «мировым островом», Хартлендом или Евразией. По данным английского словаря Коллинза, количество употреблений термина «Евразия» с 2006 г. в англоязычной литературе стало стремительно расти, побив все рекорды, начиная с момента своего появления и заняв почетное место среди других 30 000 наиболее употребительных слов. Как представляется, данный интерес вызван осознанием Западом того факта, что Россия смогла преодолеть турбулентность девяностых годов и постепенно начала восстанавливать свои позиции, прежде всего, на внешнеполитической арене. Таким образом, на наших глазах происходит возвращение к теме евразийства среди ученых-международников, но уже в новых геополитических реалиях. С изменением реалий произошло также и изменение восприятия основной категории геополитики - пространства, что, в свою очередь, привело к различию в толковании термина «Евразия» и его производных.
