Bu tez Sovyet Bloğu'nun çöküşü sonrasında Polonya'nın Avrupa Birliği (AB) ve Kuzey Atlantik Antlaşması Örgütü (NATO) üyeliğini güç eksenli incelemektedir.Bu çalışmanın yanıt aradığı temel soru Soğuk Savaş sonrasında Polonya'nın AB ve NATO üyeliğine yönelmesinin sebeplerini araştırmaktadır.Tezin bu soruyu açıklama argümanı ise Soğuk Savaş ve sonrasında Polonya'nın uluslararası örgütlerle olan iş birliği ihtiyacının bölgede güç temelli bir güvenlik ve ekonomik kaygı taşımasıdır. ; This thesis examines Poland's membership of the European Union (EU) and the North Atlantic Treaty Organization (NATO) on a power axis after the collapse of the Soviet Bloc. The main question that this study seeks to answer is the reasons for Poland's orientation to EU and NATO membership after the Cold War. The argument for explaining this question is that Poland's need for cooperation with international organizations during the Cold War and afterwards carries a power-based security and economic concern in the region.
Sigma programı (Support for Improvement in Governance and Management-Orta ve Doğu Avrupa Ülkelerinde Yönetişim ve Yönetimi Geliştirmek için Destek), Orta ve Doğu Avrupa ülkelerinde yönetişim ve yönetimi geliştirmek için destek bağlamında oluşturulmuş, aday ülkelerin özellikle genel yönetsel kapasitelerinin geliştirilmesine destek sağlamak için kullanılan bir teknik destek mekanizmasıdır. Sigma, 1992 yılında OECD'nin Kamu Yönetimi Direktörlüğü'ne bağlı olarak kurulmuş, AB ile OECD'nin ortak bir girişimidir. Büyük bir kısmı AB'nin PHARE Programı tarafından finanse edilen bu girişim, onüç (Arnavutluk, Bosna-Hersek, Bulgaristan, Çek Cumhuriyeti, Estonya, Makedonya, Macaristan, Litvanya, Letonya, Polonya, Slovakya ve Slovenya) eski Sovyet bloğu ülkelerinin kamu yönetimi alanındaki reformlarını desteklemek amacıyla başlatılmıştır. 2004 yılı itibariyle Türkiye de Sigma programından yararlanmaya başlamıştır. Sigma'nın temel amaçları;rogramdan yararlanan ülkelerin yönetsel verimliliğini artırmak ve kamu sektöründe çalışan personelin demokratik değerler, etik ve hukukun üstünlüğüne bağlı kalmalarını desteklemek amacıyla oluşturmaya çalıştıkları iyi yönetişim konusunda destek sağlamak, AB ile bütünleşme planları ve uluslararasılaşma çerçevesindeki sorunları aşabilmek için merkezi idarede yerel kapasitenin oluşturulmasına destek sağlamak, kamu yönetimi reformu konusunda AB ve diğer destek programları kapsamındaki girişimleri desteklemek ve bu alandaki farklı destek mekanizmaları arasında eşgüdümün sağlanmasına katkıda bulunmak olarak ifade edilmektedir. Çalışmada Sigma programı doğrultusunda Türk kamu yönetimindeki çalışmalar ortaya konulmaya çalışılacaktır. ; Sigma (Support for Improvement in Governance and Management) is established to improve governance and management as a support in Central and Eastern European countries and it is a technical support program for the candidate countries to develop the general administrative capacity development. Sigma was established related to OECD's Public Management Directorate and it is a common initiative of the EU and OECD. Funded by a large part of the EU's PHARE program, this initiative is initiated in order to support the reforms in public administration of thirteen (Albania, Bosnia-Herzegovina, Bulgaria, Czech Republic, Estonia, Macedonia, Hungary, Lithuania, Latvia, Poland, Slovakia and Slovenia) former Soviet bloc countries. In 2004, Turkey has begun to take advantage of the Sigma program. Main objectives of Sigma are; increasing the administrative efficiency of program benefited countries in order to support the public sector employees' democratic values, bound ethics and rule of law, supporting the local governance in central administration in order to overcome the problems in the framework of the issues related to EU integration plans and internationalization, supporting the entreprises in the scope of issues related to public administration reform EU and other support programs and contributing to the coordination between the different support mechanisms. In this study, the works in Turkish public administration will be put forward in line with the Sigma program.
20.yy sonu itibariyle dünya siyasetinde Sovyetler Birliğinin dağılması ile alt üst olan dengeler küresel ve bölgesel anlamda geniş etkilere sebep olmuştur. Bu bağlamda dünya siyasetine hazırlıksız şekilde çıkan Orta Asya devletleri küresel ve bölgesel anlamda yoğun dikkatleri üzerine toplayanların başını çekmişlerdir. Bölgede var olan güvenlik endişeleri komşu olan devletleri bir araya gelerek sorunları çözme fikrinin doğmasına vesile olmuştur. Böylece daha önce amacı doğrultusunda benzeri görülmemiş bir güvenlik topluluğu olan Şanghay İşbirliği Örgütü kurulmuştur. Orta Asya istikrarı için önem teşkil eden bu örgüt kapsamı genişleyerek tüm Asya adına güvenlik sağlayıcı bir role bürünmüştür. Bölgesel bir örgüt olarak değerlendirilmesi yanı sıra küresel boyutlarda ses getiren Şanghay İşbirliği Örgütü savunduğu ilkeleri ve içerisinde barındırdığı Çin, Rusya, Hindistan gibi önemli güçler sayesinde "Yeni Asya Bloğu" olarak değerlendirilmiştir. Bu anlamda astronomik ölçülerde sahip oluğu sınır genişliği, nüfusu ve ekonomik büyüklüğü olan Şanghay İşbirliği Örgütü küre üzerindeki yenidünya düzeninin kurmaylarından biri olmaya aday bir topluluk olarak değerlendirilmektedir. Bunun yanında yeni küresel güçler arasında bulunan Çin ve Rusya tarafından bölgeselleşme hareketlerine ağırlık verilerek Avrasya Ekonomi Birliği, Bağımsız Devletler Topluluğu gibi çeşitli örgütlenmeler sağlanmıştır. Söz konusu çalışmanın kapsamı bağımsızlık sonrası bölgeselleşme çalışmalarının odağı olan Orta Asya'dan yola çıkılarak bir Şanghay İşbirliği Örgütü üyelerinden oluşmaktadır. Temel amaç bölgeselleşme çalışmalarının küresel dünya üzerinde yarattığı yankıların anlaşılması ve bu düzene getirdiği faydalar ve zararların anlaşılmasıdır. Söz konusu bölge üzerinde yazılmış binlerce bilimsel yazının incelenmesi sonucunda Orta Asya'nın dünyanın mihveri olma iddiasını sürdürdüğü anlaşılmış ancak bölgenin şu anki en büyük gücü Çin'in yakın gelecekte hakimiyet kazanacağı tespit edilmiştir. ; As of the end of the 20th century, the balances in world politics, which were turned upside down with the disintegration of the Soviet Union, have caused wide effects in the global and regional sense. In this context, the Central Asian states, which emerged unprepared for world politics, took the lead among those who attracted intense global and regional attention. The security concerns in the region led to the idea of coming together with neighboring states to solve the problems. Thus, the Shanghai Cooperation Organization, an unprecedented security community, was established in line with its purpose. This organization, which is important for the stability of Central Asia, expanded its scope and assumed a security role for the whole of Asia. Besides being evaluated as a regional organization, the Shanghai Cooperation Organization, which has made a global impact, has been evaluated as the "New Asian Bloc" thanks to the principles it advocates and the important powers such as China, Russia and India. In this sense, the Shanghai Cooperation Organization, with its astronomical border width, population and economic size, is considered as a candidate to be one of the staff of the new world order on the globe. In addition to this, various organizations such as the Eurasian Economic Union and the Commonwealth of Independent States have been established by focusing on regionalization movements by China and Russia, which are among the new global powers. The scope of the said study consists of Shanghai Cooperation Organization members, which is based on Central Asia, which is the focus of post-independence regionalization studies. The main purpose is to understand the repercussions of regionalization studies on the global world and to understand the benefits and harms it brings to this order. As a result of the examination of thousands of scientific articles written on the region in question, it has been understood that Central Asia continues to claim to be the axis of the world, but it has been determined that China, the current biggest power of the region, will gain dominance in the near future.
Soğuk Savaş sonrası dönemde Transatlantik İttifak sarsıcı bir dönüşüm geçirmiştir. Ortak Sovyet tehdidinin olmadığı dönemde, Soğuk Savaş'ın kazanan tarafı olan Batı Bloğu içerisinde bir takım ayrılıklar su yüzüne çıkmaya başlamıştır. Her iki aktörün de dış politika öncelikleri değişime uğramıştır. Temel önceliği herhangi bir güç veya güç bloğunun kendisine rakip haline gelmesini engellemek olan ABD, tek kutuplu sistemi devam ettirmeye çalışmaktadır. Uygar güç olarak AB ise refah, demokrasi, insan hakları, çevre gibi konuları dış politika öncelikleri haline getirmiştir. AB ayrıca siyasal bütünleşme sürecine ağırlık vermiş, ortak dış ve güvenlik politikasının oluşumu konusunda ilerlemeler kaydetmiştir. Doksanlı yıllarda ortaya çıkan Transatlantik ittifakın yeni dayanak noktaları ve her iki aktörün dış politikalarında oluşan farklı yönelimler, çalışmada analiz edilmektedir. ; Transatlantic Alliance has undergone an unsettling transformation in the post-war period. In the period when there was no common Soviet threat, a number of factions have come to emerge within the Western Bloc, which was the winner of the Cold War. The foreign policy priorities of both actors have undergone changes. The U.S.A., whose main priority is to prevent any power or power bloc from becoming a rival to itself is trying to maintain the unipolar system. As a civilized power, the EU, on the other hand, has made the matters such as prosperity, democracy, human rights and environment its foreign policy priorities. Also, the EU has concentrated on the political integration process, and has made advancements on the formation of common foreign and security policy. The new mainstays of Transatlantic Alliance and the different tendencies developing in the foreign policies of both actors are analyzed in this study.
Soğuk Savaş Dönemi Batı ile Doğu bloku ülkeleri arasındaki mücadele sadece siyasi, askeri ve teknoloji alanlarında olmamıştır. Bu dönemde rekabetin bir başka boyutu ekonomik sistemler arasında da ortaya çıkmıştır. Batı Bloku Amerika Birleşik Devletleri'nin öncülüğünde serbest piyasa ekonomisini özgürlüklerle birleştirerek tüm dünyaya sunmaya çalışmıştır. Sovyet Sosyalist Cumhuriyetler Birliği (SSCB) ise Doğu Bloku ülkelerine devletin tekelleştiği, merkezi planlamaya dayanan bir ekonomiyi dayatmıştır. Mücadeleyi kazanan kapitalist ekonomik sistem, 1990'lı yıllardan itibaren çözülen Doğu Bloku ülkelerinde hakim hale getirilmeye çalışılmıştır. Doğu bloku ülkeleri bu süreçte ekonomik değişimin yanında siyasi değişimi de aynı anda yaşamak zorunda kalmışlardır. Geçiş ekonomisi olarak adlandırılan bu ülkelere başta Washington Uzlaşısı adı altında bir reçete sunulmuştur. Bu reçete kapsamında bazı ülkeler hızlı reform sürecine girişmiş bazıları ise kademeli bir şekilde reformlar gerçekleştirmişlerdir. Türkmenistan da SSCB'nin dağılışından sonra geçiş ekonomileri içinde yer almıştır. Türkmenistan zengin yeraltı kaynaklarına sahip olması ve geçiş sürecinin ilk yıllarında üretim kaybı yaşamaması nedeniyle serbest piyasaya geçiş için gerekli reformları sürekli ötelemiştir. Uluslararası kuruluşların birçok temel geçiş göstergesi verilerinde Türkmenistan geçiş ekonomileri içinde son sıralarda bulunmaktadır. Türkmenistan başarısız bir geçiş ekonomisi örneğidir. Serbest piyasa düzenine tam anlamıyla geçiş sağlayamamıştır. Geçiş ekonomileri içinde %1,08 ortalama ile reformları gerçekleştirme açısından son sırada kalmıştır. Başarılı bir özelleştirme süreci yaşayamadığı için devlet ekonomide hala çok etkindir. Gayri Safi Yurt İçi Hasılada (GSYİH) özel sektörün payı 'tir. Türkmenistan Devleti ekonomik gelişmenin temeli olarak gördüğü fosil yakıt üretimine devam etmektedir. Yıllık Türkmenistan'da kişi başına düşen karbondioksit emisyonu 12,517 tondur. Bu çalışma ile amaçlanan geçiş ekonomisi kavramının tam olarak anlaşılmasını sağlamak ve Türkmenistan'ı bu bağlamda analiz edebilmektir. Analiz için Dünya Bankası (WB), Uluslararası Para Fonu (IMF), Avrupa İmar ve Kalkınma Bankası (EBRD), Türk İşbirliği ve Kalkınma Ajansı (TİKA) verileri kullanılmıştır. ; The struggle between Eastern Bloc and Western Bloc countries in the Cold War era did not come into play solely in political, military and technological areas. Besides, another aspect of competition took place between economic systems in this period. The Western Bloc under the leadership of the United States of America endeavored to present free market economy to the entire world by combining it with liberties whilst an economy which was based on central planning and in which the state was monopolized was imposed on Eastern Bloc countries by the Union of the Soviet Socialist Republics (USSR). Attempts were made to make the capitalist economic system, which became victorious in this struggle, dominant in Eastern Bloc countries as of the 1990s. As well as economic transformation in this process, Eastern Bloc countries were forced to have political change at the same time. A prescription initially under the name of the Washington Consensus was offered to these countries which were called as transition economies. In the context of this prescription, some countries entered into a rapid reform process whereas some other countries made reforms in a gradual manner. Following the breakup of the USSR, Turkmenistan was also categorized under transition economies. By virtue of having rich natural resources and not experiencing production losses in the early years of transition, Turkmenistan constantly postponed reforms which were necessary for ensuring the transition to free market. Of transition economies, Turkmenistan ranks at the bottom as per data of several basic transition indicators released by international institutions. Turkmenistan is an example of an unsuccessful transition economy. The country could not get success for the transition to the free market economy system. Thus country is the last one with its 1.08% average in transition economies applying the reforms. The government has still very effective power in the economic system as a result of that unsuccessful customization process. The share of the private sector in the Gross Domestic Product (GDP) is . Turkmenistan state continues to fossil fuel production, which is seen as basis of economic development. Annual carbon dioxide emissions per person in Turkmenistan is 12,517 tons. The aim of this study is to assure that the concept of transition economy is fully understood and to analyze Turkmenistan in this context. Yeni dünya düzeninde Türkiye, kendisi için tehdit unsuru olan SSCB'ye karşı ABD ve Batı Bloku tarafında bulunmayı tercih etmiştir. Bu çalışma, İkinci Dünya Savaşı'nın bitmesiyle oluşan iki kutuplu uluslararası sistemde Türkiye'nin sistemdeki yerini ve Soğuk Savaş dönemi Türk dış politikasını realist teorik yaklaşım çerçevesinde incelemeyi amaçlamaktadır. ; The Cold War was a power struggle with political, military, technological and economic dimensions that began after the Second World War and continued between the two poles led by the U.S. and the Soviet Union until 1991. During this period, external factors became more effective than internal factors in the formation of Turkey's foreign policy. In the new world order, Turkey, because of the threat to itself from the USSR, chose to be on the U.S. and the Western Bloc side. The aim of this study is to investigate Turkey's position in the bipolar international system after the end of World War II and examine the Turkish foreign policy during the Cold War within the context of the realist theoretical framework.

Sovyet Sosyalist Cumhuriyetler Birliği'nin (SSCB) dağılmasından sonra 1960'lı yıllardan 1990'lı yıllara kadar devam eden kutuplaşma (bu kutuplaşmaya "kapitalist ve sosyalist karşı durması" da denilebilir) son bulmuş. Soğuk Savaş dönemi, ilk önce "Doğu Bloğu" sonra da bu bloğa önderlik eden SSCB'nin dağılması sonucunda sosyalizm çıkmaza girmiştir. Sonuçta Doğu Bloğu'nu oluşturan ülkeler ve SSCB'nin dağılmasından sonra bağımsızlığını kazanan ülkeler yeni düzene liberal politikalara geçiş yaptılar. Eskiden kapalı devlet yapısına sahip olan bu ülkeler küreselleşmenin de etkisiyle yeniden yapılanmaya gidildi. SSCB'nin dağılmasından sonra bağımsızlığını kazanan Azerbaycan, çağdaş dünyaya uyum sağlamak için demokratikleşme sürecine geçiş yaptı. 1990'lı yıllara kadar demokrasi açısından nerdeyse hiç deneyimimi olmayan Azerbaycan, kısa süre içerisinde ilerleyişler elde etti. Fakat bu süreç halen istenilen düzeyde değildir. Bu tezde öncelikle genel olarak demokrasinin günümüze kadar olan değişim süreci ele alınmıştır. Özellikle Kapitalizm ve Sosyalizm, Liberal demokrasi ve Sosyal demokrasi karşılaştırmalı olarak incelenmiştir. These countries used to having a closed state structures were restructured with the impact of globalization. Azerbaijan gained independence after the collapse of the USSR, the transition to the democratization process in order to adapt to the modern world made of. In terms of the democracy until the 1990s almost no experience without Azerbaijan, pleaded with the progress achieved in a short time. However, this process has not reached the desired level. This thesis is primarily dealt with the overall process of change to present democracy. Especially Capitalism and Socialism, Liberal democracy and Social democracy were comparatively investigated. Then democratization process in Azerbaijan were discussed.

Uluslararası ilişkiler ve politikada ittifak önemli bir kavramdır. İki ülke veya ülkeler arasında yapılan ittifak örneklerinin tarih boyunca görülmesine karşın ittifak teorilerinin ortaya atılması ve ilgi görmesi 2.Dünya Savaşı sonrasına rastlar. İttifaklar kısaca gerçek veya algılanan tehdit karşısında başta güvenlik endişesi olmak üzere ülkelerin başka devlet veya devletlerle yapmış olduğu resmi birliktelikler olarak bilinir. İran ve Türkiye değişik isimler ve rejimler altında Ortadoğu coğrafyasında yüzyıllardır etkin rol oynamış önemli iki ülke ve iddialı bölgesel güçler olarak tarih sahnesinde kendisinden bahsettirmişlerdir. İnsanlık tarihinin en kapsamlı, can ve maddi kayıplar bakımından en tahripkar savaşı olan 2.Dünya Savaşı sonrası başlayan dönem "Soğuk Savaş" olarak isimlendirilir. ABD'nin liderliğinde kapitalist-liberal Batı bloğu ve SSCB'nin liderlik yaptığı sosyalist-doğu bloğu olmak üzere iki kutuplu bir politik ve ideolojik dünya sistemi başlamış oldu. Soğuk Savaş tüm Ortadoğu'da yaşanmış olmasına karşın en çok etkilenen iki ülke Türkiye ve İran olmuştur. SSCB ve Varşova paktının 1990 yılında başlayan dağılma süreci Soğuk Savaşın sonunu oluşturmuştur. Kısaca 1945-1990 yıllarını kapsayan bu dönemde ülkeler kendilerini bloklardan birisi içinde yer almaya adeta zorunlu hissetmişlerdir. İran tercihini Batı bloğundan, özellikle ABD'den yana kullanmıştır. Soğuk savaşın önemli bir kısmında Rıza Şah Pehlevi ülkeyi yönetmiştir. Rıza Şah Pehlevi'nin liderliğindeki otoriter monarşi birbirine ideolojik olarak çok zıt grupların ortak düşman Şah karşısında birleşmesine neden olmuştur.Bu güçler Şahlık rejimini devirmiştir. Sonrasında ise 20. yüzyılın en önemli değişimlerinden sayılan İslam Cumhuriyeti kurulmuştur. Soğuk Savaşın son çeyreğinde İran'da çok farklı bir ideoloji ve dış politika egemen olmuştur.Yeni kurulan dini referanslı rejim Orta Doğu coğrafyasında ve belli ölçüde küresel düzeyde ciddi politik değişikliklere ve yeni denge hesaplarına yol açmıştır. Türkiyee İran'a benzer şekilde Ortadoğu'nun güçlü ve iddialı bir ülkesidir. Batı bloğunun askeri kanadını oluşturan NATO'nun tek Müslüman ülkesi olarak Soğuk Savaş döneminin önde gelen ülkelerinden olmuştur. Türkiye Batı bloğu lehine tercihini kullanmıştır.Tezin sorunsalı Batı bloğunda yer almak yönünde verilen kararın her iki ülke bakımından iç ve dış nedenlerini,Soğuk Savaş'ın ileri yıllarındaki değişimlerin nedenlerini, bütünüyle Soğuk Savaş döneminin fayda ve zararlarının başta neorealist teori olmak üzere diğer teroilerinde katkısıyla değerlendirilmesini yapmaktır.İki ülkeyi kıyaslayarak bu konuda yapılmış literatürde az çalışma olduğundan bir katkı sağlayacağı düşünülmektedir. Alliances are important elements of international relations and politics. Many examples in history have been observed although alliance theories have been proposed and gained attention following World War II. Alliance theories are dominated to a great extent by realist and neoreliast schools of thought. Alliance is basicly known as a response to real or perceived threat to the security of the nation. Alliances may be established either between two states or between groups of states depending upon the circumstanes. They may be formal or informal. Iran and Turkey have been neighbours for centuries and are important actors in Middle East. They both have searched for power and influence in their region. Their mutual relations have fluctuated depending upon domestic affairs and international politics. The end of II. World War, the most devastating war in human history, marked the beginning of a new era in international arena named as "Cold war". The international political system was divided into two camps under the leadership of United States of America and Soviet Union. United States of America represented the democratic, liberal western bloc while the Soviets represented the socialist eastern bloc.This bipolar system eventually urged countries to make alliances with either of the blocks. Cold war lasted until 1990 when Soviet Union and the Warshaw pact disintegrated which marked the fall of Communist ideology. Iran and Turkey, with similar and reasonable drives preferred to make alliances with western block. Their main concern was to protect their territorial integrity and defend their countries against overt Soviet threat. This threat had historical roots as well as the diplomatic and military initatives taken by USSR during the years of II. World War. During the cold war period both Iran and Turkey suffered from isolation as an inevitable consequence of extreme dependence on west and in particular to USA. Their experience derived from the events and relations of the cold war, Iran and Turkey prompted to revise their international relations and follow relatively multidimensional policies. The detant policy among the two blocks in the following years of cold war faciliated such a limited shift in the international relations of Turkey and Iran. The relations of Iran with USA and other western countries have influnced her relations with Turkey while the reverse is also valid. This thesis aims to analyze the reasons of the alliances of Iran and Turkey during the cold war, pros and cons of their alliances, the events of the cold war, and results of their choices.Search of the literature has revealed not enough studies comparing the two nations during cold war.In that respect contribution to the literature is expected.
Bir Yüksek lisans tezi olarak hazırladığımız bu çalışmamızda, ilk olarak Türkiye ve Irak arasındaki ilişkilerin nasıl başladığı, iki ülkenin kuruluş süreci de dâhil edilerek geniş bir çerçeve de ele alınmıştır. Sonraki bölümlerde iki ülke arasındaki ilişkilerin tarihsel gelişim seyri ele alınmıştır. İki ülke arasında etkileşimi sağlayan sosyal, kültürel, tarihi ve ekonomik bağlar incelenmiştir. Ayrıca iki ülke arasında sorunlar yaratan Musul meselesi gibi gerek iki ülkenin kuruluşundan itibaren ortaya çıkan sorunlar olsun gerekse de Su paylaşımı meselesi gibi sonradan ortaya çıkan sorunlar olsun günümüze kadar gelen bu sorunlu başlıklar çalışmamızda ayrı birer başlık olarak ele alınmıştır. Çalışmamızda ağırlıklı olarak üzerinde durduğumuz kısım ise iki ülke münasebetlerine ABD'nin etkisidir. Türk-ABD ilişkileri Osmanlı döneminde başlamış olsa da aslında II. Dünya savaşına kadar ABD'nin Türkiye ve Irak arsındaki ilişkileri üzerinde belirleyici bir etkisi yoktur. II. Dünya savaşı sonrasında İngiltere zayıflamış ve bunun sonucunda sömürgeleri üzerindeki etkisinin kaybetmiştir. Savaş sonrasında dünya iki kutba ayrılmıştır. Doğu blokunun liderliğinin SSCB üstlenirken İngiltere ve Fransa'nın savaştan yorgun çıkması nedeni ile ABD sahneye çıkmış ve Batı blokunun liderliğini üstlenmiştir. ABD öncülüğünde NATO kurulmuş Türkiye'nin de dâhil olması ile iki ülke ilişkileri bir müttefiklik ilişkisine dönüşmüştür. ABD Ortadoğu bölgesinin güç dengesi açısından önemli olduğunu fark etmiş ve bu bölgeye yönelik Einshover Doktrini gibi politikalar geliştirmiştir. Bu politikalar kapsamında Türkiye liderliğinde bölgede bir birliktelik kurulmaya çalışılmış ve buna Irak gibi bölgedeki diğer ülkeler de dahil edilmeye çalışılmıştır. Bu doğrultuda kurulan Bağdat paktına ABD destek vermiştir. Fakat ilerleyen süreç içerisinde Irak'ta meydana gelen darbeler ve Sovyet yanlısı kişilerin başa geçmesi Irak-Batı ilişkilerini bozmuştur. Irak'ta meydana gelen olaylar Türkiye-ABD-Irak ilişkilerini olumsuz etkilemiştir. Fakat esas olarak iki ülke arasındaki ilişkilerde ABD'nin etkisinin artması I. ve II körfez savaşlarında olmuştur. Özellikle ABD'nin Irak'ı işgal ederek Baas rejimini devirdiği II. Körfez Savaşı öncesinde ve sonrasında meydana gelen gelişmeler iki ülke ilişkilerinde kriz dönemlerine neden olmuştur. Çalışmamızda bu olaylar geniş bir çerçevede ele alınmış ve yorumlanmıştır. ; This study has been designed as Master's requirement and it has been divided into two parts. First, it deals with the relations between Turkey and Iraq and they are discussed in a wider context- the establishment process between the two countries. Second, which have been classified into two: First, historical, cultural, and economic ties which provided interactions between two countries are discussed further. The latter is the two issues have been centered in this study on Mosul city as it may create issues for the establishing relations between the two aforesaid countries and the other issue is the matter of water sharing in coming years. The part which we mainly focus on in our study is the effect of the United States on the relations between the two countries. Although, Turkish-US relations started in the Ottoman period, in fact II. There is no decisive influence on the relations between Turkey and Iraq until World War II the United States II. Britain weakened after the World War and as a result, the influence on the colonies was lost. After, the war the world was divided into two poles. With the leadership of the eastern bloc occupied by the USSR, the United States came to the scene with the leadership of Britain and France tired of the war and assumed the leadership of the Western bloc. US-led NATO also established bilateral relations with the inclusion of Turkey have turned into an alliance relationship. The US has realized that the Middle East region is important in terms of power balance and has developed policies like the Einshover Doctrine for this region. Under this policy, there was an attempt to set up a union in Turkey in the area of leadership and it has tried to include other countries in the region such as Iraq. The US supported Baghdad pact founded in this direction. However, the prosperity of the proletariat and pro-Soviet people that broke down in Iraq in the course of the process has disrupted Iraq-West relations. Events occurring in Iraq have a negative impact on Turkey-US-Iraq relationship. And, II have been in the gulf wars, particularly, the US occupation of Iraq and the fall of the Ba'ath regime II. The developments that took place before and after the Gulf War led to crises in relations between the two countries. In our work, these events have been handled and interpreted in a wide range of contexts.
Araştırma makalesi ; Cumhuriyetin ilan edildiği 1923 yılından sonra takip eden 40 yıl boyunca, Türkiye'nin Ortadoğu ülkeleriyle olan gerek siyasî gerek ekonomik ilişkileri tamamen Batı bloğunda yer alan bir ülke profilinde şekillendi. Zira Türkiye, yükselen Batı eksenine alternatif ya da muhalif değil, bu eksenin bir parçası olma şeklinde özetleyebileceğimiz bir dış politikayı benimsemişti. Bu politika doğrultusunda hareket eden Türkiye ile Batı dünyası arasındaki ilişkiler kuvvetlendikçe Ortadoğu ülkeleriyle arasındaki bağlar giderek zayıfladı. Bölge ülkeleriyle yakınlaşma adına atılan olumlu adımların da yine Batılılaşma amacına yönelik olması, bu ülkeler için var olan tabloyu daha da kötüleştirmişti. II. Dünya Savaşından sonra değişen dünya dengeleri Türkiye ile yakın komşuları olan Arap ülkeleri ve diğer Müslüman toplumların yollarını iyiden iyiye ayırdı. Zira Türkiye 1945 yılından itibaren, bu sefer daha kesin bir şekilde Batıya ve öncelikle de ABD'ye yanaşma çabasını göstermişti. Çünkü bu dönemde Türkiye, Sovyet tehdidiyle karşı karşıya kalmış ve güvenlik endişesiyle Batı'nın desteğine ihtiyaç duymuştu. Buna karşılık Ortadoğu ülkelerinde güçlenen milliyetçilik akımlarıyla birlikte yükselen bir Batı karşıtlığı vardı. Üstelik Sovyetlerden gelecek bir tehdit algıları da yoktu. Türkiye ile Ortadoğu ülkeleri arasındaki uçurum 1960'lı yılların ortalarına kadar giderek derinleşti. 1960 yılından itibaren bu uçurumun kapanmasına, bölge ülkeleriyle önce siyasi, sonra ekonomik ilişkilerin gelişmesine sebep olan gelişmeler peşpeşe yaşandı. 1964'te Kıbrıs'a yapılması planlanan askerî bir müdahaleyi önleyen Johnson Mektubu ve BM'de Kıbrıs konusunda yapılan oylamada olumsuz karar çıkmasıyla Türkiye'nin yaşadığı büyük hayal kırıklığı Batı güdümündeki dış politikanın terk edilerek çok yönlü ve alternatifli bir dış politikanın hayata geçirilmesine imkan sağladı. Bu köklü değişikliğin en önemli uygulama alanı ise, kaçınılmaz olarak Ortadoğu ülkeleri olmuştu. Bu makalede, 1964'te başlayan, 1973 Petrol Krizi ve 1974 Kıbrıs Barış Harekatı ile iyiden iyiye belirginleşen Ortadoğu politikamızdaki değişiklik ele alınacak, bu politika değişikliğinin ekonomik ilişkilerimizdeki yansımaları üzerinde durulacaktır. ; Throughout the following 40 years after the year 1923 when the republic was proclaimed, Turkey's political and economic relations with Middle Eastern countries were shaped in the profile of a country that was entirely within the Western bloc. That was because Turkey had adopted a foreign policy that we can summarize as being neither an alternative nor a dissident to the emerging Western axis, but becoming a part of it. As the relations between Turkey acting in accordance with this policy and the Western world grew stronger, the ties between Turkey and the Middle Eastern countries gradually weakened. The fact that the positive steps taken in the name of convergence with the countries in the region were again aimed at the purpose of Westernization had made the existing picture for these countries worse. The changing world dynamics after the World War II completely severed the ties between Turkey and the Arab countries, which are its close neighbors, and other Muslim societies as Turkey had made an effort from 1945 onward, this time more firmly, to converge towards the West and primarily the United States. Because during this period, Turkey had faced the Soviet threat and needed the West's support with security concerns. On the other hand, there was an emerging Anti-Westernism in the Middle East countries with the strengthening nationalist movements. Moreover, they had no perception of a threat from the Soviets. The gap between Turkey and the Middle Eastern countries deepened gradually until the mid-1960s. From 1960 onwards, consecutive developments resulting in the closing of this gap and advancement in political, then economic relations with the countries in the region emerged. Turkey's big disappointment resulting from the Johnson letter, which prevented a planned military intervention to Cyprus in 1964 and the negative result from the voting on Cyprus at the UN enabled it to abandon the Western guided foreign policy and implement a versatile foreign policy with alternatives. The most important application area of this fundamental change was inevitably the Middle Eastern countries. In this article, the change in our Middle East policy that started in 1964 and became increasingly evident with the 1973 Oil Crisis and the 1974 Cyprus Peace Operation will be discussed and the reflections of this policy change on our economic relations will be emphasized.
Geçmiş dönemlerden itibaren uluslararası alanda Karadeniz Bölgesi, önemini koruyan bir bölge olmuştur. Stratejik, ekonomik ve politik alanda her zaman önemini koruyan Karadeniz Bölgesi, soğuk savaş sonrası dönemde politikaların çatıştığı bir alan olmuştur. Bu durumun ortaya çıkmasının nedeni ise Sovyetler Birliği'nin dağılması ile birlikte yeni devletlerin ortaya çıkmasıdır. Bu yeni oluşan devletler ya kendileri ya da kendileri üzerinden Rusya ve Amerika Birleşik Devletleri (ABD), Karadeniz'deki çıkarlarını kollama yoluna gitmiştir. Böylece Karadeniz, yeni bir çatışma alanı olmuştur. Her çatışmanın ve savaşın karşılıklı işbirliği ve güvenlik doğuracağı gerçeği, Karadeniz'de yeni işbirliklerini ve güvenlik anlayışını doğurmuştur. Hem ABD hem de Rusya bu anlayışı farklı aktörler, farklı araçlar ve niyetlerle sürdürmüştür. Bu çerçevede soğuk savaş döneminde Karadeniz'e komşu olan ülkeler, Karadeniz üzerinden kendi güvenliklerini sağlamak amacıyla Karadeniz Ekonomik İşbirliği Örgütü (KEİÖ)'nün temellerini atmış ve gelebilecek tehditlere karşı birlik içerisinde hareket etmeyi amaçlamıştır. Bu ve buna benzer işbirlikleri, Karadeniz'in, soğuk savaş sonrası oluşan dünyanın yeni odağı, olduğunu göstermektedir. Ayrıca Karadeniz'in, dünyanın yeni odağı haline gelmesiyle birlikte gelişen olaylar sonucu, işbirliğinin kaçınılmaz olmasının temel nedeni ise güvenlik kaygısının ortaya çıkmasıdır. Karadeniz'e kıyısı olan ülkeler ise bu durumun önemini kavrayarak daha çok Batı Bloku'ndan gelebilecek tehditlere karşı işbirliği ve güvenlik politikaları geliştirmiştir. ; Black sea region maintains its importance in the international area since previous periods(ya da throughout the history). The black sea region that has been always maintaining its importance with regard to the field of strategical and political economy has been a region where policies conflict with each other post-Cold war. The reason for this shown up situation arises from the emergence of new states with the disintegration of the soviets. These newly formed states have chosen to protect their interests in the Black Sea either by themselves or Russia or the Us. Thus black sea has been a new region for the conflicts. The fact that each conflict and war will lead to mutual cooperation and security paves the way for the new sense of security and cooperation in the region. Both the us and russia have put forward this sense with different actors, tools and intentions. In this framework, the states that are adjacent to the Black sea in the Cold war period have established the basis of Black Sea Economic Cooperation in order to provide their own security over the region (Black Sea) and aimed to act jointly against any threats. This and similar collaborations show that Black Sea is the new focus of the world after the cold war. Furthermore, the fact that black sea is the new focus of the world and events caused by the cooperations has caused security concerns. The states that have coasts of Black sea have developed the cooperation and security policies against any threats coming from the Western Bloc by comprehending the importance of this situation.
06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan "Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun" ile 18.06.2018 tarihli "Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge" gereğince tam metin erişime açılmıştır. ; Birinci Dünya Savaşı'ndan sonra, İngiltere'nin bölgeden zayıflayarak çekilmesi ile birlikte Birleşik Devletler, Orta Doğu'da aktif politikaları izlemeye başladı. Amerika Birleşik Devletleri kendi çıkarlarını koruması açısından Orta Doğu'daki gücünü ve varlığını yerleştirerek sağlamlaştırdı. Üstelik Amerika Birleşik Devletleri ile Sovyetler Birliği arasındaki rekabet, Orta Doğu'daki Soğuk Savaş'ın etkilerine bağlı olarak arttı. Bu nedenle, Amerika Birleşik Devletleri, Orta Doğu'da petrolün akışına ve muhafazakar müttefiklerinin güvenliğine dikkat etti. Üçüncü bölümde, Irak'ın işgalinden sonra Amerikan İdare politikalarının uygulamalarını ve tutumlarını ABD ve IKBY ilişkileri açısından 2017'de gerçekleşmiş olan IKBY bağımsızlık referandumuna kadar olan kısmı analiz ediyoruz. . ; After World War I, the United States started to follow active policies in the Middle East along with weakening and withdrawal of Britain from the region. The United States settled and consolidated its power and existence in the Middle East in terms of protecting its interests. Moreover, the rivalry between the United States and Soviet Union increased as regard to Cold War effects in the Middle East. Therefore, the United States paid attention to security for flow of oil and its conservative allies in the Middle East. To perceive this end, the US government had followed different kind of strategies. Iraq which was one of the important allies of the United States in the Middle East until 1958 shifted its side from western bloc to eastern one. The United States could not face up to the loss of Iraq and established ties Kurdish nationalist movement in north to apply pressure on regime in Bagdad. The United States has viewed Iraqi Kurds as a pressure card and supported them in order to apply pressure on the central government of Iraq in terms of protecting American interests in the Middle East. As a result of American policies in Iraq, Kurdistan Regional Government (KRG) accidentally was established. Accordingly, this thesis aims to examine USA -KRG relations between establishment of KRG in 1992 and unsuccessful KRG independence referendum in 2017. Within this framework, US-Kurdish ties before the establishment of KRG was examined in the first chapter of the thesis which consists of three chapters. In the second chapter, the accidental creation of KRG in 1992 as a result of American humanitarian policies and USA- KRG relations were discussed for some reasons, and the functioning of US policies towards Kurds in Iraq during 1990s. In the third chapter, we analyze the implementations and the attitudes of the American Administration policies in the post-invasion of Iraq until KRG independence referendum in 2017 in terms of USA and KRG relations.
