Abstract The presence of urban green spaces (UGS) increases the human's contact with nature and provides numerous benefits to the society and the local environment. In this way, analyzing, planning and stimulating the implementation of UGS in cities is a fundamental action to improve the life quality of urban society. In this context, the aim was to analyze the situation and distribution of the green spaces of the universities cities of Lavras, Minas Gerais State (Brazil) and Newark, Delaware (USA). For data collection, researches performed field visits and used aerial photography to survey and analysis before calculating indicators including green area index (GAI) and green space ratio (GSR). The city of Lavras has a GAI of 0.54 m2 inh-1. The GSR value was 0.29%, not meeting the minimum of 5% required by local municipal law. Furthermore, there is a bad distribution of UGSs in the urban framework. However, in Newark, the distribution of UGSs is homogeneous and covers all regions of the city. The calculated GAI was 50.2 m² inh-1 and the GSR has met the 7% minimum required by its Newark Municipal Law. When comparing the two cities, in different countries and conditions it is concluded that Newark (DE) presents UGS indicators, GAI (m² inh-1) and GSR (%), higher than the values obtained in Lavras (MG), indicating the need for Government actions to increase these values.

Public innovation has received increasing attention in recent years. Experiments with new governance structures, such as New Public Management and New Public Governance, have challenged the traditional top-down, internally driven forms of innovation in the public sector and have entailed a search for new forms of open, collaborative and interactive innovation, implying a reframing of public innovation activities. However, introducing these new frames of innovation causes uncertainties in the public sector, necessitating better understanding of how public innovation can be changed to address societal needs. This paper uses materials from case studies of 21 public living labs across Europe to analyse the lessons that can be learned from public sector participation in living labs in terms of their contribution to reframing public innovation. The "frame" construct is used to analyse and provide an understanding of how participation in living labs helps public actors to reframe innovation and address public and societal needs. Three living lab framings for changing public innovation are identified (processual learning, restrained space and democratic engagement), and the degree of intensity of these framings with respect to involving stakeholders and addressing societal challenges is discussed. The paper contributes to knowledge of public sector innovation by extending previous accounts of how public innovation can be improved.

ABSTRATC: In contrast to the increasing aquaculture production of mussels worldwide, production in the European Union (EU) has shown a decreasing trend over the last two decades. Aquaculture production of mussels in the EU peaked in the late 1990s at more than 600 000 tonnes; by 2016, production volume had dropped by 20% to 480 000 tonnes. As mussel production represents more than 1/3 of EU aquaculture production, this decrease is an important contributor to the stagnation of EU aquaculture. Previous studies have suggested diseases, lack of mussel seed (spat), and low profitability as the main causes of the EU mussel production decrease. In this study, we investigate how economic and environmental factors have contributed. Moreover, we examine if the different mussel production techniques (raft, longline, on-bottom, and "bouchot") have been differently affected, by analysing the economic performance and cost structure evolution for the period 2010-2016. We complement these results with a SWOT (strengths, weaknesses, opportunities, and threats) analysis of the EU mussel sector based on expert knowledge.

We propose a new class of hypertopologies, called here weak$^{\ast }$ hypertopologies, on the dual space $\mathcal{X}^{\ast }$ of a real or complex topological vector space $\mathcal{X}$. The most well-studied and well-known hypertopology is the one associated with the Hausdorff metric for closed sets in a complete metric space. Therefore, we study in detail its corresponding weak$^{\ast }$ hypertopology, constructed from the Hausdorff distance on the field (i.e. $\mathbb{R}$ or $\mathbb{C}$) of the vector space $\mathcal{X}$ and named here the weak$^{\ast }$-Hausdorff hypertopology. It has not been considered so far and we show that it can have very interesting mathematical connections with other mathematical fields, in particular with mathematical logics. We explicitly demonstrate that weak$^{\ast }$ hypertopologies are very useful and natural structures\ by using again the weak$^{\ast }$-Hausdorff hypertopology in order to study generic convex weak$^{\ast }$-compact sets in great generality. We show that convex weak$^{\ast }$-compact sets have generically weak$^{\ast }$-dense set of extreme points in infinite dimensions. This research looked at the growing space that Global Citizenship Education (GCE) is gaining in educational policy worldwide, and at the role Non-Governmental Organizations (NGOs) played in GCE agenda setting and policy implementation. Based on a comparative policy analysis carried out in 10 European countries, the political agency of NGOs was explored, underlining opportunities, tensions, and challenges, especially in their contribution to national strategies to integrate GCE into national educational systems.

This paper aims to investigate the concept, context and socio-economic consequences of fiscal competition in the integrated economic space of EMU in completion, to pinpoint the positive and negative factors at work via a case study of the Benelux countries – both founder members of the EU and pioneers of EMU – and to examine the impact on European and international regulations in the field. In particular, it will endeavour to provide a comprehensive interpretation of fiscal policy in the Benelux countries via a comparative approach and from a historical perspective. It will look at the development of respective domestic fiscal policies, driven by national interests and by membership of a Community that is subject to requirements in terms of harmonisation and taxation, but also by constant contact (and frequent clashes) with the multilateral international environment.

The idea of hegemony, in its Gramscian sense, contributed to the renewal of several fields of social sciences in the 1970s and 1980s. This idea circulates between different geocultural spaces and different times. The approach adopted in this article starts from the contexts in which this idea is mobilized, in order to show to which theoretical and practical stakes it answers. Focusing on four authors (Antonio Gramsci, Ernesto Laclau, Chantal Mouffe and Pablo Iglesias) and on the transfers from one author to another, the aim is to highlight the social conditions conducive to the deployment of this idea and to identify the (dis)continuities that punctuate its history. Throughout the socio-historical course marked out by the written productions of these four authors, one constant appears: the vitality of the concept of hegemony seems linked to periods of crisis - theoretical and / or strategic - of the left. ; Peer reviewed

Social media provides ethno-racial immigrant groups—especially those who cannot vote due to factors such as lack of citizenship and limited English proficiency—the ability to mobilize and connect around collective issues. Online spaces and discussion forums have encouraged many Asian Americans to participate in public policy debates and take action on social justice issues. This form of digital group activism serves as an adaptive political empowerment strategy for the fastest-growing and largest foreign-born population in America. Asian American Connective Action in the Age of Social Media illuminates how associating online can facilitate and amplify traditional forms of political action. James Lai provides diverse case studies on contentious topics ranging from affirmative action debates to textbook controversies to emphasize the complexities, limitations, and challenges of connective action that is relevant to all racial groups. Using a detailed multi-methods approach that includes national survey data and Twitter hashtag analysis, he shows how traditional immigrants, older participants, and younger generations create online consensus and mobilize offline to foment political change. In this article we intend to briefly approach the dismantling of the logocentric word that is articulated in the novel The Art of the Word by Enrique Lihn. We will give account of how the novel insists- above all- on the hidden aggression behind discourses, especially that of the paternalistic imposition of language and the authoritarian nature that constitutes it. We will see that -in the novel- these attributes will be represented by the character of the Protector. It will allude to the dictators who have affected Latin America and more specifically will be talking about the dictator, Augusto Pinochet. But also, it will give account of how the discourses sponsored by these dictators are nothing more than a neurotic repetition of the old foundational discourses. In this case, we will analyze the subversion that Lihn makes of the different Hispano-American essays that served to shape the cultural, political and educational structures that prevail -to a greater or lesser extent- up to our days and that are perpetuated in dictatorships such as Pinochet's. We will analyze how Miranda- fictional space of the novel- will become for us the representation of the obscurities of the Spanish-American collective personality and of those perversions that have not been assumed by the conscious, so that they continue to perpetuate themselves in time. The analysis we will make of some intertexts will invite us to remember at each step the character of construction that the discourses have and will invite us to problematize the places in which these are disarticulated and in which they come to degrade our category of person. ; En este artículo pretendemos aproximarnos brevemente al desmonte de la palabra logocéntrica que se articula en la novela El Arte de la Palabra de Enrique Lihn. Daremos cuenta de cómo la novela insiste -sobre todo- en la agresión escondida detrás de los discursos, especialmente el de la imposición paternalista del lenguaje y el carácter autoritario que lo constituye. Veremos que -en la novela- estos atributos estarán representados por el personaje del Protector. Este aludirá a los dictadores que han asolado Hispanoamérica y más específicamente a Augusto Pinochet. Sobre todo, dará cuenta de cómo los discursos patrocinados por estos dictadores no son más que una repetición neurótica de los antiguos discursos fundacionales. En este caso, analizaremos la subversión que hace de los distintos discursos ensayísticos hispanoamericanos que sirvieron a la conformación de las estructuras culturales, políticas y educacionales que prevalecen -en mayor o menor medida- hasta nuestros días y que se perpetúan en dictaduras como las de Pinochet. Analizaremos cómo Miranda -espacio ficcional de la novela- se irá convirtiendo en la representación de las oscuridades de la personalidad colectiva hispanoamericana y de aquellas perversiones que no han querido ser asumidas por el consciente, de modo que siguen perpetuándose en el tiempo. El análisis que haremos de algunos intertextos nos invitará a recordar a cada paso el carácter de construcción que tienen los discursos y nos invitará a problematizar los lugares en los que estos se desarticulan y en los que llegan a degradar nuestra categoría de persona.
