ZusammenfassungDie Studie untersucht zwei mögliche Bestimmungsfaktoren der Staatsverschuldung: den Einfluss von Parteien und die Auswirkungen des Wahlzeitpunktes. Die Untersuchung findet dabei auf drei Vergleichsebenen statt. Ausgehend von einem Vergleich der Staatsverschuldung in den westlichen Industrieländern (1960‐1992) wird anschliessend die Verschuldung auf der Bundesländerebene in der Bundesrepublik Deutschland betrachtet. Schliesslich wird noch die Gemeindeebene in Deutschland untersucht. Ausgangspunkt für die Untersuchungen sind verschiedene Theorien und Hypothesen, die unterschiedliche Effekte für einen Parteieneinfluss postulieren sowie die Theorie des politischen Konjunkturzyklus. Dabei zeigt sich, dass die "parties‐do‐matter" Hypothese unter bestimmten institutionellen Umständen einen signifikanten Erklärungsbeitrag leisten kann. Den Befund, dass sich im internationalen Vergleich bürgerliche Parteien stärker verschulden als linke Parteien, erklärt der Autor mit Hilfe der "modifizierten Steuerglättungshypothese", die zeigt, dass dieses Verhalten für bürgerliche Regierungen rational ist. Dort wo sich kein Parteieneffekt ausmachen lässt, kann man dies mit Hilfe institutioneller Handlungsbarrieren begründen, die einem solchen Befund entgegenstehen.

Summary
In Germany and in the EU legal provisions exist in order to restrict public deficits and public debt. It seems that in the past these legal debt limits have been hardly respected by policymakers in their decisions on public households. In addition, during the worldwide financial and economic crisis since 2008 fiscal deficits have exploded in nearly all industrial and developing countries. This paper raises the question whether effective constraints on public debt are illusionary. It starts from the traditional welfare- theoretical discussion on the pros and cons of public debt. Then, public deficits are analyzed from a public-choice perspective, resulting in the conclusion that public debt should be effectively regulated. As the existing legal limits in Germany and in the EU apparently do not fulfill this requirement, some alternatives are outlined which could provide better safeguarding against irresponsible policymakers. Finally, a preliminary assessment of the new German "debt brake" shows that, though this reform is an important progress, doubts remain concerning its actual future performance.

Die Arbeit beschäftigt sich mit den Änderungen im Grundgesetz und in der Landesverfassung des Landes Rheinland-Pfalz im Bereich der finanzverfassungsrechtlichen Regelungen durch die Föderalismusreform II. Die Regelungen der Staatsverschuldung in den Art. 109 und 115 GG vor der Reform werden beleuchtet, die Schwachstellen herausgearbeitet und die maßgeblichen Normen auf landesrechtlicher Ebene untersucht. Im Anschluss daran werden die Änderungen durch die Föderalismusreform II besprochen. Hierbei wird auf die Wirkungsweise der neuen Regelungen eingegangen. Im Mittelpunkt steht die Frage, ob die

In the article the following 2 theses are examined fact-based: 1. "Many countries have a so high public debt that a return to a higher leading interest of the European Central Bank (ECB) is not possible any more." 2. "If it comes to a clear interest increase, heavy real-economic frictions or even the insolvency of various countries can be prevented only by a partial debt relief." In the analysis are shown the magnitude of the low interest rate policy and the quantitative Easing (QE) of the European Central Bank (ECB) on the one hand, and on the other hand the public debt as well as the interest to be paid on that debt resulting from higher interest rates are examined for selected member countries of the EEMU (France, Germany, Italy Spain). As a consequence it appears that with a lasting reincrease of the level of interest rates (by increasing the leading interest rate of the ECB) and/or an end of the loan purchase programme within the scope of the QE for many states of the EWWU the ability in the debt service will not be possible any more. High budget deficits would lead to heavy economic frictions. Summarizing for the economic and political stability of many states: An exit from low interest rate policy and QE will be only possible – if there is an ongoing lack of alternatively sustained reforms in economic and financial policy –if it comes to a sustained debt relief in the EEMU.
