"Chacun son fruit": une action de santé publique confrontée à la réalité sociale des familles populaires

Constatant une certaine insensibilité des populations défavorisées aux politiques d'éducation alimentaire, les acteurs locaux cherchent à mettre en place des projets les ciblant. C'est dans ce cadre que prend source le projet nommé « Chacun son fruit », émanant d'un Conseil général. Afin de réaliser l'étude de faisabilité du projet, nous avons rencontré des familles de collégiens en ZEP. En étudiant leurs habitudes alimentaires ainsi que leurs perceptions des actions d'éducation alimentaire, nous avons constaté une différenciation sociale. Néanmoins, le projet est plébiscité par les parents, pour qui l'alimentation des enfants est primordiale. Les avis et les envies des enfants sont très souvent pris en compte dans les choix alimentaires. De plus, les enfants ont un rapport plus proche que leurs parents aux normes en vigueur. Nous avons assisté à quelques interactions parents-enfants qui ont dévoilé le rôle de moralisateurs que peuvent jouer certains enfants. ; Noting a certain insensitivity from the underpriviledged populations towards the diet education policies, the local actors seek to set up projects targeting them. Organisation study of the herbarium, dried seed and fruit collections at the Yves Rocher Botanical Garden in La Gacilly (France) ; Définition de l'organisation des collections inertes associées au Jardin Botanique de La Gacilly
Dried collections of the Yves Rocher Botanic Garden in La Gacilly (France) include herbarium, dried seed and fruit collections. The formalization of collections organization is necessary to consider their development in the future. Conservation conditions, completion and sanitary protocols were revised and a new methodology was defined, accession number were used to link in a permanent way physical accessions to their corresponding data in the collection management database. Inventory data were exported from the garden database to online databases (GBIF and BGCI), using the DarwinCore biodiversity sharing standard. A collection management policy document was realized, defining the objectives, organization, and procedural rules. ; Les collections inertes du Jardin Botanique Yves Rocher de La Gacilly sont constituées des herbiers, carpothèque et séminothèque. L'objectif du stage est de formaliser l'organisation des collections dans la perspective de leur développement futur. Ces collections établies au cours de l'activité du jardin botanique représentent des volumes importants. L'analyse de leurs conditions de réalisation, de conservation a été réalisée. Dans un second temps l'organisation des collections a été envisagée par le référencement et l'intégration des accessions dans la base de données de gestion des collections du jardin. Un lien permanent est établi entre les données numériques et l'objet de collection par un identifiant unique, un numéro d'accession pour la gestion interne au jardin. L'export des données d'inventaire en vue de leur partage sur les réseaux du GBIF et du BGCI et adaptées selon le standard DarwinCore a été effectué. Une politique de gestion pour les collections inertes a été réalisée et formalise les objectifs des collections, leur organisation et les règles de fonctionnement en interne et vis-à-vis des personnes extérieures.

Une " Algérie californienne " ? L'économie politique de la standardisation dans l'agriculture coloniale (1930-1962)
This article addresses the political economy of standards. Based on the study of a historical experiment of standardization in agriculture in colonial Algeria, it shows the various meanings and implications of standardization. In a mere economic way, standardization is about specifying the basic characteristics of a given product. In a more general way, standardization consists in transforming and homogenizing various social spaces, in order to help the product circulate among these. Indeed, in the colonial case, standardization aims at turning a seasonal market into a year-long mass market, controlled by producers' cooperatives. But standardization does not only fulfil economic goals: it also goes along with technicization of government, as colonial bureaucrats seek to relaunch European settlement in Algeria. Last, standardization shapes conducts of life. The raise of mass consumption can be considered as an attempt to pacify society. In that view, standardization can be seen as political, in the way that it reduces politics to an economic issue. ; Partant de l'expérience de standardisation des fruits et légumes dans l'Algérie coloniale, des années 1930 à l'indépendance, cet article décrit les différents sens que revêt la standardisation et comment celle-ci, en fonction du sens qui lui est donné et de sa portée, peut avoir une dimension politique. Dans son sens économique, la standardisation consiste a minima à homogénéiser certaines caractéristiques du produit fini, et a maxima à aligner transformer l'ensemble des espaces sociaux parmi lesquels il circule pour les aligner sur un même espace de calcul. En l'occurrence, la politique de standardisation menée en Algérie vise à passer d'un capitalisme d'intermédiaires à une " économie concertée ", maîtrisée par des coopératives de producteurs, en vue de la conquête de marchés de masse dans un contexte de libre-échange mondial. La tragédie du marché : comment tenir compte de la construction sociale des marchés [note]
«Le marché» n'existe pas en dehors des modélisations de la théorie économique standard et de leurs applications idéologiques. Les marchés réels sont très divers, et la coordination qui s'y produit est toujours le fruit d'un contexte politique, social et moral spécifique. Pour émanciper plutôt qu'opprimer, leur organisation effective doit reconnaître cette profonde immersion dans le social et le politique, et y faire une place aux principes de réciprocité, de redistribution et d'autosuffisance à côté de celui de concurrence. C'est ce que montrent Isabelle Hillenkamp et Jean-Michel Servet à travers six objets souvent étudiés en économie du développement : l'endettement, le rôle de la sphère domestique, la micro-finance, les réseaux sociaux, l'évaluation des biens et services, enfin la gestion des ressources en commun.

The importance of eating "better" has increased progressively in a context where life expectancy is increasing and where shortage has given way to an abundance of low-priced products. According to nutritional standards, food has even become a potential risk factor, with bad eating habits favouring the occurrence of specific illnesses like obesity, diabetes, cancer and heart disease. In the United States, obesity ranks second among the main causes of death (300,000 deaths per year), after tobacco (around 400,000 deaths per year). And the World Health Organization considers that a high energy diet poor in fruit and vegetables is a factor in obesity risk, a risk that may increase because of the relative fall in prices of food products. We attempt to find out whether the present structure of food prices goes against the nutritional recommendations. The food price structure and the socio-economic characteristics of households play a leading role in the distribution of food consumptions, with the price structure going against nutritional quality. In parallel, the private actors' strategies in the fruit and vegetable sector have not favoured the global consumption of these products whereas the reform of the Sugar Policy could stimulate industrial demand for added sugar. In the face of these observations which are against the nutritional recommendations and the PNNS (French National programme for Nutrition and Health), the public authorities may consider acting on prices to stimulate the consumption of fruit and vegetables by means of subsidies and/or reduce the consumption of fatty animal products by means of taxes. Si l'objectif premier des politiques alimentaires fut, pendant longtemps, de garantir la sécurité alimentaire des populations, les objectifs sont maintenant plus qualitatifs, au moins dans les pays développés. L'importance du « mieux » manger s'est progressivement accrue dans un contexte où l'espérance de vie augmente et où la pénurie a fait place à l'abondance de produits à bas prix. L'alimentation devient même un facteur de risque potentiel, une mauvaise alimentation au sens des normes nutritionnelles favorisant la survenue de maladies spécifiques comme l'obésité, les diabètes, cancers et maladies cardio-vasculaires. Aux Etats-Unis, l'obésité arrive ainsi en second parmi les causes principales de décès (300 000 morts par an) après le tabac (environ 400 000 morts par an). Et, l'Organisation mondiale de la santé considère qu'une alimentation à forte densité énergétique et pauvre en fruits et légumes est un facteur de risque d'obésité, risque qui peut être accru du fait de la baisse relative des prix des produits alimentaires. On cherche alors à savoir si la structure actuelle des prix alimentaires va à l'encontre des recommandations nutritionnelles. Structure des prix alimentaires et caractéristiques socio-économiques des ménages ont bien un rôle premier dans la répartition des consommations alimentaires, la structure des prix allant à l'encontre de la qualité nutritionnelle de la ration. Parallèlement, les stratégies des acteurs privés du secteur des Fruits et légumes n'ont pas conduit à favoriser la consommation globale de ces produits, alors que la réforme de la politique sucrière pourrait stimuler la demande industrielle de sucres ajoutés. Face à ces constats qui s'opposent aux recommandations nutritionnelles et au Programme national nutrition santé (PNNS), les pouvoirs publics peuvent envisager d'agir sur les prix pour stimuler la consommation de fruits et légumes par des subventions et/ou diminuer la consommation de produits gras animaux par des taxes. Confrontée au phénomène répandu du blanchiment d'argent, la régulation financière internationale apparaît de plus en plus comme une nécessité. Partant de ce constat, un groupe de travail multilatéral, le Groupe d'action financière contre le blanchiment (GAFI), épaulé par la communauté internationale à travers l'action du G7 et de l'Union européenne sous présidence française, s'est engagé dans une initiative spectaculaire : contribuer à la création de dynamiques incitatives à un plus large respect des codes et standards internationaux en matière de lutte contre le blanchiment. C'est par la voie de l'intégration financière que le GAFI entend mettre un terme aux pratiques de surenchère de la sous-régulation, auxquelles se livrent plusieurs États, véritables places financières off shore . L'action résolue du GAFI, à travers la publication d'une liste « noire » des pays non coopératifs, semble porter ses fruits. Et si les premiers acquis restent fragiles, le mouvement, lui, est bel et bien lancé.

Alongside the Supreme Judicial Council and the Constitutional Court, there are now mentioned, in a specific chapter of the Constitution, five independent bodies. One might be tempted to analyze the constitutionalization of these authorities as the triumph of a democracy of impartiality, the fruit of the consensus of Tunisian constituents now acquired with respect for "international standards" of the rule of law and democracy. The Venice Commission did not fail to welcome the creation of independent constitutional bodies in its comments on the final draft of the constitution. It made certain recommendations aimed at strengthening their independence, in particular through a sufficiently diversified composition, based on the skills of its members, on the diversity of their geographical origin and the parity between men and women. Ultimately, the Tunisian independent public authorities are part of a process fueled by dynamics of depoliticization and politicization correlated to the political situation. Initially conceived as tools carrying neutrality, impartiality and expertise, intended to reduce the "political burden" of certain issues perceived as vital by political actors marked by relationships of distrust, they find themselves accused of serving such or such partisan interest and become objects of conflict. ; La lecture de la Constitution tunisienne du 27 janvier 2014 permet de constater que bon nombre d'autorités publiques indépendantes ont été constitutionnalisées. International audience ; The issue of doping in sport questions ways of designing comparative research. On the one hand, because the social practices the institutions try to fight are often the fruits of both international networks and local conditions. On the other hand, because the harmonization policy pursued by the World Anti-Doping Agency is being built on the basis of alignments with international standards. Finally, these policies evaluation processes are sometimes self-referenced and are based on the production of opaque indicators. This article proposes an alternative by building-up corpus of texts in several languages upon which international comparisons can be made. One of their development goals would be to understand the interconnection conditions between an internationalization process and local realities as well as the functioning of heterogeneous institutions. ; El asunto del dopaje en el deporte cuestiona las maneras de diseñar la investigación comparada. Por una parte, porque las prácticas sociales que las instituciones se esfuerzan por combatir se alimentan tanto de redes internacionales como de especifidades locales. Por otra parte, porque la política de armonización emprendida por la Agencia Mundial Antidopaje se basa en unas alineaciones con unas normas internacionales. Por fin, los procesos de evaluación son a veces autoreferrenciados y se apoyan en la elaboración de indicatores opacos. D'une part, parce que les pratiques sociales que les institutions s'efforcent de combattre se nourrissent à la fois de réseaux internationaux et de spécificités locales. D'autre part, car la politique d'harmonisation menée par l'Agence mondiale se construit sur des alignements à des standards internationaux. Enfin, les processus d'évaluation de ces politiques sont parfois auto-référencés et s'appuient sur la production d'indicateurs opaques. Cet article propose une alternative par la constitution de corpus textuels en plusieurs langues permettant des comparaisons internationales dont une vocation serait de comprendre les modes d'articulation entre un processus d'internationalisation et les réalités locales ainsi que les fonctionnements d'institutions hétérogènes.
