Nationalities relations in a totalitarian state. The case of East Central Europe under Soviet occupation (1939-1941) – methodological issues and a research agenda

The aim of the article is to present the specific nature of research on the issues of national relations in a totalitarian state based on the example of the lands of Central and Eastern Europe under the Soviet occupation from 1939-1941. In order to achieve this, the literature on the subject (in English and Polish) was reviewed as well as the most important methodological problems encountered by researchers. The research program was also outlined, along with a proposal for their conceptualization in the form of signalling the main aspects of the above-mentioned issues, including the specificity of the Soviet occupation of 1939-1941, social and ethnic relations in this area, and the Soviet nationalities policy. Several research methods and postulates were proposed, as well as perspectives and theoretical approaches that could facilitate the study of this complex and controversial subject, e.g., the interdisciplinary nature of research, methods of bottom-up formation of political attitudes of the population (the so-called "bottom-up" method), application of theories of the totalitarian state, and different theories of ethnicity. As a result, an interdisciplinary program of comparative studies of ethnic relations in Central and Eastern Europe under Soviet rule (1939-1941) was outlined, taking into account the transnational character of historical processes and the need to conduct micro historic analyses and case studies that would allow capturing of the diversity of ethnic relations and verify the effectiveness of the policy of the central Soviet authorities. The article argues that it seems obvious that the specificity of the analysed problematics can be properly grasped only by consideration it in the historical and theoretical context, adopting a comparative and transnational approach, from a micro-historical as well as everyday-life perspective that highlights the most important social factors which facilitated changes in interethnic relations.

The aim of this article is to analyse the international legal and political process of reconciliation between Serbia and Kosovo in terms of its impact on the scope of development directions and strategies of the European Union countries as well as Russia and the USA. Particular emphasis was placed on the treatment of these issues in the light of the activities of the Kosovo Specialist Chambers and Specialist Prosecutor's Office. The main theses assumed for the purposes of this article are as follows: firstly, that the policy of reconciliation between Serbia and Kosovo is multidimensional, including the necessity of the process of international criminal liability for the crimes committed by both states, while at the same time influencing the dilemmas of the development directions of individual European countries, but also of the European Union and the United States. In addition, the legal and political stabilization of the Balkan region, especially in the context of relations between Kosovo and Serbia, and the possibility of cooperation with these states as part of intergovernmental international organizations, is strategically extremely important for the EU, the USA, as well as for Russia. The Author critically analyses issues using polemics with the standpoint presented in the doctrine of the subject as well as interpreting selected instruments of international law and Kosovo's national law. The deliberations resulted in conclusions as to the determinants in terms of the directions of the legal and political development of the EU and Russia resulting from the complicated process of reconciliation and mutual settlement of sins by Serbia and Kosovo.

The author - using empirical data - claims that a meritocratic approach to public governance in Poland does not seem deeply rooted. The research indicates that since mid-November 2015 until the beginning of November 2017 meritocratic rules have been totally ignored in governmental institutions including state-owned companies. Many legal regulations were enacted in order to introduce changes in managing bodies responsible for key public institutions as well as companies. The drive to improve their effectiveness were not of prime importance. The key criterion for promoting was based on the decision-maker's personal trust. There are many implications of the above-mentioned development, including a loss of trust to the state resulting in a moral degeneration from the perspective of political class as well society as a whole.

Złożony charakter zmian z nim związanych uzasadnia podejmowanie interwencji uwzględniających wyzwanie utrzymania solidarności pokoleniowej i przeciwdziałania wykluczeniu robotycznemu. Opracowane przybliża koncepcję srebrnej gospodarki jako systemu gospodarczego opartego na zaspokajaniu potrzeb starzejących się społeczeństw. W opracowaniu omówiono przepisy regulaminów parlamentów narodowych wybranych państw członkowskich UE, a także Wielkiej Brytanii, Stanów Zjednoczonych i regulaminu Parlamentu Europejskiego, odnoszące się do kwestii objętych w regulaminie Sejmu RP pojęciem "wniosków formalnych". Pojęcie to nie zostało wyodrębnione we wszystkich omówionych regulaminach parlamentarnych. W wielu z nich regulacja odpowiadająca przedmiotowo poszczególnym wnioskom formalnym wyodrębnionym na gruncie regulaminu Sejmu pozostaje rozproszona. Z kolei w niektórych regulaminach, choć pojęcie wniosku formalnego zostało wyodrębnione, to nie zostało ono zdefiniowane i nie przewidziano zamkniętego katalogu takich wniosków. ; The paper concerns selected issues related to parliamentary procedures. The primary aim is to in‑vestigate a particular category of motions, defined by rules of procedure of the Polish parliament as points of order (literally "formal motions"). In Poland, points of order are recognised as a sepa‑rate category of motions. They may be submitted only in respect of matters being the subject of the orders of the day or the proceedings in a sitting and include, inter alia, motions to: suspend, postpone or close the sitting; close the discussion; alter the procedure of the discussion; close the list of speakers; limit the time of speeches; confirm a quorum. The authors examine how mo‑tions of similar subject scope are regulated in foreign national parliaments.

It shows the importance of Central and Eastern Europe in U.S. foreign and
security policy, concluding that the Americans treat the TSI as an instrument for achieving their own goals, especially those in energy policy.
"Fake News" and Its Role in the Construction of the Future Society. Crisis of the State, Society, Institutions

This article analyzes the most important political, social, ethical problems of modern society – lies in the media, "fake news" as an indicator of the degradation of the media, civil society institutions, and the authorities. The article analyzes the information processes of modern society, states the influence of fake news on political processes. The article reveals the importance of the political culture of society and the negative perception of fake news. This phenomenon is considered in the context of the informational picture of the world, the need of the authorities to abuse the institution of journalism as an agent of influence and manipulation of public opinion. The study notes the role of the linguistic factor in the implementation of the functions of manipulating society, reducing the level of citizens' trust in the state. The article attempts to reveal the role of social networks in promoting fake news. On the example of the secondary interpretation of the results of a sociological survey in the United States, the negative perception of fake news by society is revealed. The survey results indicate the growth of inequality and prejudice in society. The article concludes about the social turbulence of the processes of modern society.

Genetic modifications of organisms arouse a lot of controversy. Some people consider them to be beneficial for the future of the world, others, on the contrary, see them as a series of threats. For this reason, the function of the State is important, through creating specific regulations, controls the flow of GMO products on its territory. There are doubts, whether the regulations sufficiently protect the domestic market against uncontrolled flow of genetically modified products. Also the question remains if the scope of norms is sufficient, and the use of GMOs is appropriate for the safety of the environment.
The United States Space Force in the American Security Strategy
It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unifi ed and so more eff ective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, fi rstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And fi nally, we will address some controversies related to the creation of the new military branch. ; Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifi kowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.
