ABSTRACT Introduction: The article presents a historical analysis of the participation of women in Portuguese politics and reveals the positive effects of the introduction of the parity law in 2006. In the 2015 national elections, for the first time one third of the elected the Members of the Portuguese Parliament were women. However, in municipalities there is still a long way to go to reach this level of female political representation. Does the political system limit women's access only to elected positions? Thus, important questions remain: why are women still a minority in local politics? What obstacles do they encounter? And what can be done to improve the situation? Materials and Methods: For this investigation, data were collected on the electronic pages of municipalities and political parties, as well as in the press, to monitor the evolution of the presence of women in Portuguese local government, initially as members of the administrative commissions appointed to manage municipal councils from 1974 to the first elections that took place on December 12, 1976 and then as elected representatives from 1976 to the latest 2017 local elections, comparing this level with central government. Results: The study of this group reveals higher educational levels and more specialized jobs among women than among men, particularly in teaching and management. There is also discussion of partisan membership and it is revealed that left-wing parties invest more in women for local government than do right-wing parties. Discussion: Although four decades have passed since the democratic regime was established, the representation of women in politics is still incipient. We present some examples of policy actions that can encourage the presence of women in local government and increase their role as active citizens.

Background: Biodiversity is essential for its instrumental, scientific, and political values, and its knowledge is vital to promote its preservation. Objectives: This study identified and analysed the presence of knowledge related to biodiversity in Biology and/or multidisciplinary items in the National High School Examination (ENEM) over ten years between 2009 and 2018. Design: Longitudinal study, based on qualitative methodology. Setting and participants: Education and science experts participated in the analyses. Data collection and analysis: Data were collected on the INEP website. Analyses performed by researchers and an expert panel. Results: We found a clear prevalence of the category "Ecology and Environmental Sciences" in the items, which is in agreement with the literature. However, we also found a disproportionate distribution of questions concerning the categories of the reference matrix of the discipline of Biology. Furthermore, there is significant variability in the theme in different years. We discussed the consequences for curriculum and conservation. Conclusions: There is an imbalance that reveals a dominant trend, acting as a structuring element of the questions, that silences other major areas of Biology and can influence the curriculum and practices of secondary school teachers. The high variability of the occurrence of the biodiversity theme in Biology tests suggests a non-harmonic relationship, which may be associated with the statistical demands of the IRT modelling, between the selection of questions and the reference matrix of the Biology categories, with possible consequences for the curriculum.

This study examines the feasibility of life microinsurance in Brazil. Microinsurance is aimed at people with per capita income of up to two minimum wages (MW), according to the definition made by theBrazilian government's agency for superintending private insurance (SUSEP). The main source of data was the Brazilian National Household Survey (PNAD) from year 2008. The target population consists of 41 million family heads. For microinsurance coverages for death and funeral expenses, monthly premiums would range from US$0.36 to US$4.13 for those with per capita income of less than 0.25 MW. For the income range between 1 and 2 MW per capita, premiums vary between US$1.32 and US$15.21. The potential yearly market is approximately US$1.8 billion, with a potential profit of approximately US$274 million. These results provide significative evidence that life microinsurance can offer protection for low income people and also can be feasible in Brazil.

Parliamentary websites have become the main window of parliament to the outside world. More than a gimmick, they are an essential element in the promotion of a relationship between parliament and citizens. This paper develops a comparative analysis of the websites of the lower chambers of the Brazilian and the British parliaments, respectively the Chamber of Deputies and the House of Commons. We structure this analysis around three dimensions: 1) information about the institution; 2) information about parliamentary activity; and 3) tools to promote engagement with the public. The choice of two very different case studies enables us to consider more clearly the specific purposes of these parliamentary websites. We consider in particular if these parliaments' institutional differences affect their websites. The websites' analysis is complemented by semi-structured elite interviews with parliamentary staff who manage the services provided by these websites. Our analysis shows that both websites achieve much higher levels of complexity in the information area than in engagement. But it also shows that the Brazilian parliament website includes far more tools designed for public interaction than its UK counterpart. The indexes and interviews show that both institutions are highly committed to disseminating data and information to citizens. This is seen as a path towards achieving higher accountability and improving knowledge about parliamentary processes and, consequently, improving public image and levels of trust. Whilst there is a strong focus on the provision of information, there is still little evidence of enabling citizen participation in the legislative process. This is partly due to a tension between conceptions of representative democracy and those of participatory democracy. The articulation between these different types of democracy still has a long way to be resolved, although parliaments are slowly introducing participatory tools.
