North Korea's Chairman, Kim Jong Un, agreed to work toward the Korean peninsula's denuclearization at a Singapore summit meeting with President Trump on June 12, 2018. The encounter marked the first time in history that the president of the United States and the leader of North Korea have met in person. It came after an intense year and a half of interactions between the two countries, including the exchange of nuclear-laced military threats, the imposition of new sanctions by the United States and the UN Security Council, and, eventually, a touch of détente. Since the meeting occurred, North Korea has taken several steps consistent with commitments it made, including returning remains said to be those of American service members, refraining from missile launches, and beginning to dismantle its testing facilities. Also since the meeting occurred, the United States has suspended its usual joint military exercises with South Korea, consistent with a statement made by Trump at the summit, while leaving in place existing sanctions against North Korea.

THE SUBJECT OF THIS ARTICLE, HOWEVER, IS A MUCH MORE RECENT SERIES OF SUMMITS: THE MEETINGS OF THE LEADERS OF THE UNITED STATES, JAPAN, GERMANY, FRANCE, BRITAIN, ITALY AND CANADA, PLUS THE PRESIDENT OF THE EUROPEAN COMMISSION, WHICH HAVE BEEN HELD EVERY YEAR FROM RAMBOUILLET IN 1975 DOWN TO WILLIAMSBURG, VIRGINIA, IN 1983 TO CONSIDER MAINLY ECONOMIC SUBJECTS. THE TENTH IN THE SERIES WILL BE HELD NEXT SUMMER IN LONDON. THESE SUMMITS BEGAN IN 1975 FOR AT LEAST THREE REASONS, EACH OF A DIFFERENT KIND. ONE REASON DERIVES FROM THE MANAGEMENT OF ECONOMIC INTERDEPENDENCE. DURING THE 1950S AND 1960S, THE WESTERN ECONOMIES EXPANDED VERY RAPIDLY. INTERNATIONAL ACTIVITY GREW FASTER THAN DOMESTIC, WHETHER IT WAS TRADE, INVESTMENT OR FINANCIAL FLOWS. SO GOVERNMENTS FOUND THAT THE PRICE OF RISING PROSPERITY WAS A LOSS OF NATIONAL AUTONOMY IN DOMESTIC DECISION-MAKING, WHICH NOW DEPENDED FAR MORE ON WHAT OTHERS WERE DOING. THIS WAS ACCEPTABLE AS LONG AS THINGS WENT WELL. BUT IN THE EARLY 1970S, THINGS BEGAN TO GO BADLY, WITH CONFUSION ON THE MONETARY SCENE, THE FIRST OIL CRISIS AND AND THE RECESSION WHICH FOLLOWED. NOW THERE WAS TENSION BETWEEN ECONOMIC INTERDEPENDENCE AND NATIONAL SOVEREIGNTY, WHICH ONLY HEADS OF GOVERNMENT SEEMED LIKELY TO RESOLVE.
