Abstract | The challenge of interdisciplinary intellectual and strategic work in the extractive industries is particularly acute at the interface of research and social activism. Numerous social movements which are dedicated to sustainability fail to 'connect the dots' between their campaigns and broader political-economic and political-ecological visions. This is becoming a critical challenge in Africa, where the extreme damage done by mining and fossil fuels has generated impressive resistance.However, the one obvious place to link these critiques from African activists was the Alternative Mining Indaba in Cape Town in February 2015, and a survey of narratives at that event leads to pessimism about interdisciplinary politics. The potential for much greater impact and deeper critiques of unsustainable extractivism lies in greater attention to combining social reproduction and production (as do eco-feminists), and to tackling social, economic, political and ecological factors with a more explicit structuralist critique and practical toolkit. Areas such as energy, economics and climate are ripe for linkages. One reason for optimism is a climate justice declaration made by leading civil society activists in Maputo in April 2015.
Este artículo explora un concepto de seguridad energética sustentable fincada en el bienestar de la sociedad mexicana y que integra los compromisos asumidos en el Acuerdo de París ante la Convención Marco de Cambio Climático de la ONU (CNUMCC), en 2015 y ratificado en septiembre de 2016 por el Senado. Analiza el concepto de seguridad energética en el contexto internacional y en el mexicano, examina la evolución de la extracción de hidrocarburos, los impactos geopolíticos en los precios globales del crudo, los conflictos, las repercusiones en las finanzas públicas y en Petróleos Mexicanos, así como el incremento de actores ilegales que roban los combustibles fósiles. El texto propone que la crisis actual en los precios de los hidrocarburos abre a México la posibilidad de estimular las energías renovables, que el país posee en abundancia, si bien el gobierno mexicano ha fincado su seguridad energética en hidrocarburos fósiles y pretende cumplir con los compromisos internacionales produciendo energía limpia mediante inversión extranjera. Finalmente, se propone un concepto holístico de seguridad energética que integra factores de seguridad humana, ambiental, económica, societal y de género, que abre a México la posibilidad de una política energética a largo plazo, fincada en la sustentabilidad, la equidad y el bienestar ciudadano colectivo.
Abstract. Sustainability assessment of biodiesel production is a topic of increasing importance due to the interest of governments to stablish sovereignty strategies, diversify their energy matrix and set up the impact of biofuels production. In this context, this work proposes a system dynamic model to assess biodiesel production in a specific context, based on a general hierarchical structure of sustainability assessment that integrates dimensions of sustainable development with principles, criteria and indicators (PC and I). The assessment framework of biodiesel production was defined based on a comprehensive state of the art, resulting in a selection and analysis of 113 documents, including laws, directives and other normative documents, policy documents, certificates and papers published in peer-reviewed journals. To define the final framework, a validation strategy based on expert survey consultations and a descriptive statistical analysis was conducted. As a result, a framework composed of five dimensions (social, economic, environmental, political and technological), 13 principles and 31 criteria was proposed. Subsequently, a System Dynamics (SD) model was developed and applied for assess the sustainability biodiesel production in Colombia. Initially, the SD model was used to simulate the biodiesel production considering the current conditions in Colombia, enabling to determine the baseline (years 2008 to 2014). Subsequently, some exogenous indicators of the baseline scenario were modified in order to generate a sensibility analysis to define several fundamental conditions for the sustainable biodiesel production in the Colombian context. Once the sensibility analysis was conducted, the conditions that promote or discourage biodiesel production were determined and, consequently, optimistic and pessimistic scenarios were proposed. The results of the analysis of the scenarios can help institutions, decision-makers and other agents related to establish the conditions to be carried out to promote a sustainable biodiesel production. ; La evaluación de la sostenibilidad de la producción de biodiesel es un tema de creciente importancia debido al interés de los gobiernos para establecer estrategias de soberanía, diversificación de su matriz energética, de igual forma establecer el impacto de la producción de biocombustibles sobre el desarrollo sostenible. En este contexto, el presente trabajo propone un modelo dinámico del sistema para evaluar la producción de biodiesel en un contexto específico, basado en una estructura jerárquica general de evaluación de la sostenibilidad que integra las dimensiones del desarrollo sostenible, con principios, criterios e indicadores (PC and I). Se definió un marco de la evaluación de la producción de biodiésel a partir de un estado del arte, lo que resulta en una selección y análisis de 113 documentos, incluyendo leyes, directivas y otros documentos normativos, documentos de política, certificados y artículos publicados en revistas revisadas por pares. Para definir el marco final de evaluación, se estableció una estrategia de validación basada en las consultas a expertos a través de una encuesta y a las respuestas obtenidas se aplicó un análisis estadístico descriptivo. Como resultado, se propuso un marco compuesto por cinco dimensiones (sociales, económicos, ambientales, políticos y tecnológicos), 13 principios y 31 criterios. Posteriormente, fue desarrollado y aplicado un modelo de Dinámica de Sistemas (DS) para evaluar la sostenibilidad de la producción de biodiesel en Colombia. Inicialmente, se utilizó el modelo DS para simular la producción de biodiesel considerando las condiciones actuales en Colombia (entre los años 2008 a 2014), lo que permite determinar la línea base. Posteriormente, algunos indicadores exógenos de la hipótesis de base fueron modificados con el fin de generar un análisis de sensibilidad para definir una serie de condiciones fundamentales para la producción de biodiesel sostenible en el contexto colombiano. Una vez que se realizó el análisis de sensibilidad, se determinaron las condiciones que promueven o desalientan la producción de biodiesel y, en consecuencia, se propusieron dos escenarios, optimista y pesimista. Los resultados del análisis de los escenarios pueden ayudar a las instituciones, los responsables políticos y otros agentes relacionados para establecer las condiciones que deben llevarse a cabo para promover la producción de biodiesel sostenible. ; Doctorado

El paisaje ha adquirido un nuevo valor desde la Unión Europea, con la aprobación del Convenio Europeo del Paisaje (2000), otorgando al paisaje el carácter jurídico del que carecía y estableciendo su valor para la identidad de los pueblos y las características de un territorio, mediante la asunción de políticas activas variadas, no solo la conservación, sino la renovación, la creación o la gestión. Con estos antecedentes se presenta el Plan de Gestión del Paisaje Cultural de Aranjuez (director Miguel Angel Anibarro, sección ambiental Fariña-Higueras), que constituye el primer paisaje cultural declarado por la UNESCO en España. El objetivo principal del Plan de Gestión es proyectar redes de ocio municipales, que utilicen el conocimiento de los valores naturales, ambientales, culturales y antrópicos del territorio, estructurados en una serie de recorridos temáticos que permitan el entendimiento integral de los mismos por parte de la población residente y visitante y generen riqueza económica a la comunidad local. Se propuso la adecuada gestión de la capacidad de carga turística del territorio, la diversificación de las actividades de ocio y la generación de riqueza y empleos detectando aquellos valores de interés e incluirlos como parte de la oferta de turismo "natural", convenientemente estructurados en pequeños equipamientos e instalaciones. Como conclusión, la declaración de un Paisaje Cultural debe ser una oportunidad para establecer unas estrategias de acción combinada entre la calidad intrínseca de un paisaje valioso y las acciones, usos o funciones que se han incorporado al mismo por la acción humana a lo largo del tiempo. The long-term sustainability of space activities is an emerging issue to which actors in the global space community –including governments, agencies, and industry– are devoting increasing amounts of attention and resources. Considering the sustainability of space activities involves taking into account the present population of space debris, the size of the debris population in the most commonly-used Earth orbits in the future, and the possibility of collision events between objects in space. Addressing space debris and other threats to space sustainability involves both technological and political solutions. The United Nations Committee on the Peaceful Uses of Outer Space (copuos) has led a major effort to define such solutions and has established a working group tasked with the development of non-binding long-term sustainability (lts) guidelines. This article includes an overview of the concept of space sustainability, a discussion of the need, development, and current status of the lts guidelines, as well as an analysis of some of the guidelines themselves. It concludes with a broader discussion of space as an area without state sovereignty – one of the key aspects that have influenced the development of non-binding measures to address the space sustainability challenge. In this context, and given the governance questions that arise from the interaction between states and non-state actors in this domain, this discussion should be of interest to international relations scholars and practitioners.

Results are provided on three sections: i) the skeptics present argumentation endorsed by a large number of scientific critics of climate change; ii) the Colombian reaction summarizes all political measures taken by a country lacking the science, the technology and the research about the topic at hand; and iii) the dark side analyzes some intentions that could easily become a reality, given the widespread belief in climate change. It concludes that solely associating climate change to anthropic activity compels humankind to rethink absolutely everything, as well as forces the unfolding of huge amounts of economic and human resources that could postpone indefinitely any purpose of progress in third world countries. ; El artículo cuestiona la noción de cambio climático, teoría sobre la que se erigen gran parte de las actuales políticas de los países en desarrollo. Como metodología se propone una investigación comparada. Los resultados se manifiestan en tres apartados: i) los escépticos, que presenta argumentos en contra del concepto, avalados por una sólida masa crítica de científicos; ii) la reacción colombiana, la cual resume acciones políticas tomadas por un país que carece de ciencia, tecnología e investigación al respecto, y iii) el lado oscuro, que analiza algunos objetivos que, gracias a la creencia generalizada en el cambio climático, se pueden materializar más fácilmente. The importance and necessity of transition to the paradigm of sustainable development of Russian fishing enterprises is associated with the accumulation of many complex and unsolved problems. First of all, they concern the low susceptibility to innovation and the significant technological inferiority in comparison with the developed countries, as well as the lack of systematic implementation of a national industrial policy aimed at ensuring the sustainable development of the industry. The purpose of the study is to propose a methodology for assessing the economic sustainability of fishing enterprises on the basis of generalizing the achievements of economic theory and practice. To achieve the goal, methods of comparative multidimensional analysis, as well as dialectical and general scientific methods were used. The paper provides a critical assessment of common approaches to assessing the economic sustainability of the enterprise. The system of quantitative and qualitative indicators for assessing the economic sustainability of fishing organizations, which takes into account the strategic factors of enterprise development, has been proposed. The work provides an opportunity for an in-depth understanding of the problem of economic sustainability and its comprehensive solution. In particular, the proposed system of indicators can serve as a methodical tool to justify the effectiveness of government support measures because it allows ranking the fishing business structures according to their economic sustainability, and therefore, select government recipients of budgetary funds, preferential credit resources and other government measures. In conclusion, the definition of economic sustainability is clarified.
The professional development of Higher Education teachers in Education for Sustainability is a priority to provide quality to universities and thus responds from this area to socio-environmental issues framed in the 2030 Agenda through the Sustainable Development Goals. This research aims to value an experience of teacher training, professional development and the mentoring program 'Academy Sustainability Latin America' (AcSuLA) carried out between several Spanish universities and several Latin American universities from three different countries (Colombian, Peruvian and Chilean universities). The methodological logic of participatory action research, in a framework of Network Type 4.0, and the mentoring strategy have allowed us to identify facilitators, barriers, and future challenges present in the training processes of the Latin American universities participating in the sustainability program. The results show the barriers and facilitators in 7 dimensions of analysis (curriculum, teaching staff, academic leaders, institutional culture, institutional leadership, local context and global context) that show how the lack of support and commitment from the university political framework or the lack of allocation and recognition for belonging to the project can have some significant difficulties when implementing the program. Although, a set of facilitating elements of the process that have to do with the generation of synergies and interpersonal and interinstitutional work networks overcome these obstacles, and favor a change in the management models and teaching practice that make this project, an innovative initiative to exploit and expand to other contexts ; La formación del profesorado universitario en Educación para la Sostenibilidad es una prioridad para dotar de calidad a las universidades y dar respuesta, desde este ámbito, a las problemáticas socioambientales enmarcadas en la Agenda 2030 a través de los Objetivos para el Desarrollo Sostenible.
