Public Administration, Competitiveness and Sustainable Development
The debate over the question of the sustainability of development has been for some time underway in relation to the environment and to public health. More recently attention has turned to other aspects of sustainability as well, now that a generally accepted meaning of the term has been reached which defines it as the sum total of policies for satisfying the needs of the present generation without compromising the capacity of future generations to satisfy their own needs. Within this broader context the role of public administration is obvious. SUSTAINABLE DEVELOPMENT: FROM AN ABSOLUTE POINT OF VIEW TO A RELATIVE ONE
Purpose: the aim is to present a concept of relative sustainable development that is linked to a specific environment; this concept refers to the Italian mining sector. The need for a new conceptualisation derives from the fact that an absolute value to the sustainable development forces to lose sight of the specific environment in which it was inserted.Design/Methodology/Approach: on the basis on meetings conducted with professionals of the mining sector, a model that describes the economic environment has been developed. In addition, specific problems that characterise the Italian case (e.g. the drop in mining production, the poor professional training, the anachronistic set of rules, the syndrome NIMBY, the poor dissemination of mining culture) have been considered.FINDINGS: it has been demonstrated that the sustainable development is a relative concept which is inevitably linked to the context. In other words, an unequivocal definition of the concept does not exist. In fact, different definitions are possible on the basis of the importance that is given to economic, environmental and social principles.Originality/Value: differently than before, sustainable development is examined considering the linked environment, not only as a set of natural resources but as a system composed by actors involved in the economic environment which includes a stated political order, a level of technology, and stakeholders. Furthermore, a solution to the problems affecting the Italian mining sector is suggested: i.e. an independent and permanent comparison table with a Scientific Committee that gives support to policymaker, disseminate culture in the local communities and harmonize the set of rules etc. would be useful.KEY WORDS Sustainable development | economic environment model | mining activity.CLASSIFICATION Conceptual paper.

Sustainable development: the legal evolution of a never defined concept ; Sviluppo sostenibile: l'evoluzione giuridica di un concetto mai definito
The need to understand, in practice, which tools can and implement governance policies adhering to the concept of sustainable development, places the interpreter in front of a series of questions: first of all, whether it is possible to transfer the principle of sustainable development from its Natural "habitat", the supranational dimension of a soft low tool, to positive law. To this first question it is possible to immediately provide a positive answer: the so-called Environmental Code, introduced into our legal system with d. lgs. 152 of 3 April 2006 in the first version did not contain any reference to sustainable development or to other environmental principles; only following the 2008 corrective (legislative decree 16 January 2008, n.4 which modified the legislative decree n.152) have they been codified. Art. 3 - quater is dedicated to sustainable development, in particular the first paragraph states "every human activity legally relevant under this code must comply with the principle of sustainable development, in order to ensure that the satisfaction of the needs of current generations cannot compromise the quality of life and the possibilities of future generations ". In the second paragraph, the legislator mainly addresses the activity of public administrations, sanctioning how it must "be aimed at allowing the best possible implementation of the principle of sustainable development, so that in the context of the comparative choice between public and private interests characterized by discretion interests in the protection of the environment and cultural heritage must be given priority consideration ". ; L'esigenza di comprendere, in concreto, quali strumenti possano e dare attuazione a politiche di governance aderenti al concetto di sviluppo sostenibile, pone l'interprete dinnanzi ad una serie di interrogativi: anzitutto, se sia possibile trasferire il principio di sviluppo sostenibile dal suo "habitat" naturale, la dimensione sovranazionale di strumento di soft low, al diritto positivo. A questo primo quesito è possibile fornire, da subito, una risposta positiva: il c.d. Codice dell'Ambiente,introdotto nel nostro ordinamento con d. lgs. 3 aprile 2006 n.152 nella prima versione non conteneva alcun riferimento allo sviluppo sostenibile né ad altri principi ambientali; solo a seguito del correttivo del 2008 (d.lgs.16 gennaio 2008, n.4 che ha modificato il d.lgs. n.152) essi sono stati codificati. L'art. 3 - quater è dedicato allo sviluppo sostenibile, segnatamente al I comma dispone "ogni attività umana giuridicamente rilevante ai sensi del presente codice deve conformarsi al principio dello sviluppo sostenibile, al fine di garantire che il soddisfacimento dei bisogni delle generazioni attuali non possa compromettere la qualità della vita e le possibilità delle generazioni future". Nel II comma il legislatore si rivolge principalmente all'attività delle pubbliche amministrazioni sancendo come essa debba "essere finalizzata a consentire la migliore attuazione possibile del principio dello sviluppo sostenibile, per cui nell'ambito della scelta comparativa tra interessi pubblici e privati connotata da discrezionalità gli interessi alla tutela dell'ambiente e del patrimonio culturale devono essere oggetto di prioritaria considerazione".

Reflections on political economy. For an inclusive and sustainable development ; Riflessioni sull'economia. Per uno sviluppo inclusivo e sostenibile
This bio-bibliographic note presents the main aspects of the economic formation of the author, of the relations with important Italian and foreign economists, of the essential traits of his research on economic policy, the theory of economic growth and development, comparative economic development, labor economics. All this is accompanied by elements of contemporary economic history and by analyses and reflections, in a comparative context, on economic development trends and policies regarding the Italian and European economies, the United States, Germany and the main Asian economies: China, India, Japan, Indonesia and South Korea. The general conclusions are that without sufficiently inclusive and sustainable economic policies any economic development process tends to deteriorate or implode and that economic long-run trends are strongly interwoven to the evolution of historical, institutional, social and political phenomena. ; Questo saggio bio-bibliografico presenta gli aspetti principali della formazione economica dell'autore, dei rapporti avuti con noti economisti italiani e stranieri, della maturazione della sua ricerca su temi relativi alla politica economica, alla teoria della crescita e dello sviluppo economico, agli studi di sviluppo economico comparato ed alla economia e politica del lavoro. Tutto ciò è accompagnato da elementi della storia economica contemporanea della seconda metà del secolo XX e dei due primi decenni di questo secolo e da analisi e riflessioni, in ottica comparativa, sulle politiche e le tendenze di sviluppo dell'economia italiana e di quella europea, nonché alle fasi di crescita o di crisi economica degli Stati Uniti, della Germania e delle maggiori economie dell'Asia. Le conclusioni generali sono che senza una politica sufficientemente inclusiva e sostenibile ogni processo di sviluppo economico tende nel lungo o lunghissimo periodo a deteriorarsi o implodere, e che i mutamenti economici di fondo sono strettamente intrecciati con l'evoluzione della storia, delle istituzioni e dei fenomeni politici e sociali.

The essay aims to reflect on the possibility of undertaking a new regenerative way centered on the paradigm of sustainability in the light of what is indicated by the international (UN Agenda 2030) and national (ASviS) policies on a new model of environmental, social and cultural development.In this perspective, it is necessary to question how education, training and pedagogy can "intercept" these challenges in order to be able to propose that culture of sustainability starting from the formation of the new generations, through empowering learning contexts of an eminently transformative and generative nature (Mezirow, 1991; Margiotta, 2015) in knowing how to recognize, accept and creatively live "taking care" of our "homeland" and the people who live there (Morin, 2020). ; Il saggio vuole riflettere sulla possibilità di intraprendere una nuova via rigenerativa centrata sul paradigma della sostenibilità alla luce di quanto indicato dalle Politiche internazionali (Agenda ONU 2030) e nazionali (ASviS) su un nuovo modello di sviluppo ambientale, sociale e culturale. In questa prospettiva occorre interrogarsi come l'educazione, la formazione e la pedagogia possano "intercettare" tali sfide per poter proporre quella cultura della sostenibilità a partire dalla formazione delle nuove generazioni attraverso contesti di apprendimento capacitanti di natura eminentemente trasformativa e generativa (Mezirow, 1991; Margiotta, 2015) nel saper riconoscere, accettare e vivere creativamente "prendendoci cura" della nostra "Terra-patria" e delle persone che vi abitano (Morin, 2020).

The second paragraph of Article 3 of Law no. 92 of the 20th of August 2019 on the introduction of civic education into school teaching indicates active and responsible citizenship among its learning objectives, while article 8 suggests making the teaching of civic education cross-curricular and integrated with outside-school initiatives. FridaysForFuture (FFF) is a movement of great social relevance, being an informal and outside-school enactive network capable of influencing public debate and the political/economic agenda. Its main activity, in keeping with Law no. 92, concerns the encouragement of sustainable development through the promotion of collective awareness and identity and civic engagement. By adopting the enactive and systemic approach, this article analyzes the convergences and divergences between FFF and Law no. 92, the possible role FFF could play in teaching civic education in schools and the limits of Law no. 92 in detecting and including emerging and informal networks such as FFF. ; La legge n. 92 del 20 agosto 2019 sull'introduzione dell'insegnamento scolastico dell'educazione civica indica la cittadinanza attiva e responsabile tra gli obiettivi di apprendimento e invita a rendere l'insegnamento dell'educa-zione civica trasversale e a integrarlo con esperienze extra-scolastiche. FridaysForFuture (FFF), a sua volta è un movimento nato dal basso di grande rilievo sociale, una rete enattiva in-formale ed extra-scolastica votata a influenzare il dibattito pubblico e l'agenda politico/economica. La sua attività principale, in linea con la Legge n. 92, riguarda la promozione dello sviluppo sostenibile perseguita attraverso l'impegno civico e la formazione di una consapevolezza collettiva. Adottando l'approccio enattivo e sistemico, in questo articolo si analizzano le convergenze e divergenze tra la legge n. 92 e FFF, il possibile ruolo di FFF nell'insegnamento dell'educazione civica e i limiti della legge n. 92 nel rilevare ed includere le reti emergenti ed informali quali FFF.

In questa analisi, che si propone di individuare i possibili futuri scenari di sviluppo sostenibile in un'area ricca di risorse quale è la Penisola Sorrentina, il ruolo della cartografia come strumento di supporto alla localizzazione e alla valorizzazione delle potenzialità locali si è rivelato particolarmente proficuo, per le possibilità che esso offre di rappresentare le forme che definiscono le specificità e le identità del territorio. L'analisi cartografica ha, infatti, consentito di individuare, in prima battuta, le principali componenti paesaggistiche di natura geomorfologica e di giungere poi ad una definizione di contesti omogenei anche dal punto di vista culturale e identitario. Sono state così individuate le principali forme dell'insediamento e dell'uso del suolo che hanno orientato le scelte colturali di ciascuna cellula paesaggistica, definendo dei veri e propri tratti tipici di paesaggio. La valorizzazione delle aree rurali, in particolare di quelle agricole, fa sentire il proprio peso nelle politiche di sostenibilità dello sviluppo, dal momento che una pratica agricola sostenibile, come afferma la stessa Convenzione Europea del Paesaggio, può effettivamente rivitalizzare ambiti territoriali e centri marginali, incoraggiando la creazione di industrie agroalimentari, di infrastrutture e servizi secondo un modello di sviluppo fondato sull'innovazione e sulla valorizzazione delle risorse, restituendo loro il ruolo di referenti dell'identità collettiva, riattivando i percorsi storici, incrementando quelle attività che generano indotti, rifunzionalizzando le dimore rurali. ; In this analysis, which aims to identify possible future sustainable development scenarios in an area rich in resources such as the Sorrento Peninsula, the role of cartography as a tool to support the identification and enhancement of local potential has proved to be particularly fruitful for the possibilities it offers to represent the forms that define the specificities and identities of the territory. In fact, the cartographic analysis made it possible to identify, in the first instance, the main landscape components of a geomorphological nature and to arrive at a definition of homogeneous contexts also from the cultural and identity point of view. The main forms of settlement and land use that have guided the cultivation choices of each landscape cell were thus identified, defining real typical features of the territory. The enhancement of rural areas, especially agricultural ones, substantially influences development sustainability policies, since a sustainable agricultural practice, as stated by the European Landscape Convention itself, can revitalize territorial areas and marginal centres, encouraging the creation of agri-food industries, infrastructures and services according to a development model based on innovation, on the enhancement of resources, confirming for them the role of referents of the collective identity, reactivating the historical paths, increasing those activities that generate induced and re-functionalizing the residential sites.

"Unauthorized building" as a factor of crisi. Analysis, strategies and plans for sustainable development - L'edificato abusivo come fattore di recessione. Analisi, strategie e piani per lo sviluppo sostenibile
Abstract. Come invertire la rotta della svendita indiscriminata del territorio? Quale sviluppo promuovere in accordo con le esigenze ambientali ed economiche? Con l'obiettivo di porre le basi di un effettivo superamento delle criticità determinate da abuso o uso improprio del costruito, l'Università di Palermo ha promosso: il Progetto APRAE (Analisi, Prevenzione e Recupero dell'Abusivismo Edilizio), il Progetto HERA (Habitat Edilizia Recupero Ambiente) e il Progetto Egeo_Med sorto dalla virtuosa collaborazione con il Ministero della Cultura Ellenico (Grecia). Le ricerche hanno ap- profondito da una parte la struttura fenomenologica dell'abusivismo e gli squilibri apportati al «sistema abitativo»; dall'altra hanno individuato strategie di recupero competitive nell'ottica della sostenibilità, dell'innovazione e della partecipazione. ; In the modern scenario of economical social and environmental crisis, even the areas of architectural/technology research are called to make resurrect a political liability able to hustle the "community" upon critical issues and loss of balance that affect the built environment and housing system, claiming the role of the University in the formulation of appropriate design strategies, to address scientific and technical choices of action. In this perspective the study on the phenomenon of unauthorized building is a process of research and experimentation, aimed to protect the heritage and to deepen the culture of design and environmental technology. In the increasing of the abusive building we find a chronic lack of project, known in its specificity of process whose aim is a quality product, both formal, performancing, and structural. And it is in this lack of project, in this irresponsible way of building, where we can see the real problem of abusive building. Investigating on the illegal housing production by triggering compensatory actions derived from a critical reading of the imbalances imposed to the housing system, thus means to come back - as Edmund Husserl says- «an die Sachen selbst» 'to things' themselves, whose settlement is made of and investigate on its phenomenological processes that have involved and/or distorted it generating the crisis of values, we must understand its structural features in its genesis and overlapping, we need to analyze the critical points and lines of force, which characterize and distinguish its transformations. We need a strategic program opened to interdisciplinary scientific debate, specifically to those sectors interested on routing every forecast concerning any changes of the existent both in terms of urban and environmental regeneration, and recovery of the building.

A half-full glass: the 2030 Agenda for sustainable development in teacher training in Italy ; Un bicchiere mezzo pieno: L'Agenda 2030 per lo sviluppo sostenibile nella formazione degli insegnanti in Italia
The 2030 Agenda of the United Nations foresees 17 sustainable development goals articulated in 169 targets to be achieved by 2030. Among these, there is the Goal 4 (Quality Instruction) - in its turn articulated in 10 targets - among which the target 4.7 aims to ensure education for sustainable development and global citizenship for all students. This is a target that strongly calls Education as "a tool" to achieve the other goals within each country. The objective of this study is to inform Italy's position with respect to Indicator 4.7.1 internationally used to monitor the achievement of the target 4.7: To what extent (i) education for global citizenship and (ii) development education sustainable, including gender equality and human rights, are integrated atall levels in: (a) national educational policies; (b) curricula; (c) teacher training; and (d) student assessment. In this work elements (a) and (c) of this indicator relating are analysed with special focus at 2017/18, the first year in which the Education for Sustainable Development strategies were addressed to teachers at a system level. ; L'Agenda 2030 delle Nazioni Unite prevede 17 obiettivi di sviluppo sostenibile articolati in 169 target da raggiungere entro il 2030. Tra questi vi è il Goal 4 (Istruzione di Qualità) - a sua volta articolato in 10 target - tra cui figura il target 4.7 che mira ad assicurare a tutti gli studenti l'educazione allo sviluppo sostenibile e alla cittadinanza globale. Sustainable Development in the new Civic Education curriculum: an educational experience in Primary school ; Lo Sviluppo Sostenibile nel nuovo curricolo di Educazione Civica: un'esperienza didattica nella scuola Primaria
The year 2020 was characterized, primarily, by the pandemic emergency from Covid-19 which generated an unprecedented social, political, economic and justice crisis on a global level, which we are still experiencing today. In this context, in Italy we have seen, however, starting from 2020, a "great return" in the school curricula of Childhood, Primary, Lower and Upper Secondary: that of Civic Education as a mandatory teaching subject and transversal to teaching, in line with the provisions of the UN 2030 Agenda and the 17 SDGs. The article presents the Civic Education curriculum in Primary school, critically reflecting on the need to educate to an idea of "complex" sustainability. An educational experience is reported and discussed in a third grade of Primary school, which intended to explore the 2030 Agenda through the "How to save the planet" project, following an integrated approach that actively involved children, families and teachers. ; Il 2020 è stato caratterizzato, prioritariamente, dall'emergenza pandemica da Covid-19 che ha generato una crisi a livello globale non solo sanitaria, ma sociale, politica, economica, di giustizia senza precedenti, che stiamo tuttora vivendo. In questo sfondo, in Italia abbiamo assistito, peraltro proprio a partire dal 2020, ad un "grande ritorno" nei curricola scolastici di Infanzia, Primaria, Secondaria Inferiore e Superiore: quello dell'Educazione Civica come disciplina di insegnamento obbligatoria e trasversale agli insegnamenti, in linea con quanto previsto dall'Agenda 2030 dell'ONU e dai 17 SDGs. Il contributo presenta il curricolo di Educazione Civica nella scuola Primaria, riflettendo criticamente attorno alla necessità di educare ad un'idea di sostenibilità "complessa". Si riporta e discute un'esperienza didattica in una classe terza di scuola Primaria, che ha inteso esplorare l'Agenda 2030 attraverso il progetto "Come salvare il pianeta", seguendo un approccio integrato che ha coinvolto attivamente bambini, famiglie e docenti.
