Die Verfasserin argumentiert, dass die Bekämpfung von Aufständischen (COIN) genauso wenig deckungsgleich mit dem 'neuen' Krieg ist, wie sie es mit dem asymmetrischen ist. Sie kann zu dessen Lösung herangezogen werden, wenn man sie in die Idee des 'neuen' Krieges integriert. Sieht man den 'neuen' Krieg als ein Mittel im war on terrorism, als einen Krieg, der zur Stabilisierung zerfallener Staatlichkeit dient, um gleichzeitig die logistischen Basen des Terrorismus mit militärischen Mitteln zu zerschlagen, so erscheint COIN nicht einmal in das Gesamtkonzept des 'neuen' Krieges zweifelsfrei integrierbar. Das liegt daran, dass das übergeordnete Ziel nicht dem politischen COIN-Grundanliegen entspricht, in das alle militärischen Maßnahmen zu integrieren sind. Vielmehr ist das Grundanliegen ein militärisches - nämlich die Vernichtung des terroristischen Feindes. Erst sekundär sind ein politisches oder humanitäres Ziel. Politische Freiheit und Stabilität sind nicht der Zweck, sondern vielmehr die Mittel. Diese Umkehrung von Mittel und Zweck gegenüber den COIN-Basisprinzipien kann sogar die völlige Erfolglosigkeit von COIN nach sich ziehen, da ein derartiges Vorgehen nicht nur nicht identisch mit COIN, sondern bei paralleler Anwendung auch nicht kompatibel mit COIN ist. While descriptive evidence suggests that deployment in the Global War on Terrorism is associated with adverse mental health, the causal effect of combat is not well established. Using data drawn from the National Longitudinal Study of Adolescent Health, we exploit exogenous variation in deployment assignment and find that soldiers deployed to combat zones where they engage in frequent enemy firefight or witness allied or civilian deaths are at substantially increased risk for suicidal ideation, psychological counseling, and post-traumatic stress disorder (PTSD). Our estimates imply lower-bound health care costs of $1.5 to $2.7 billion for combat-induced PTSD.

The article offers an analysis of Eurojust's contributions to the European Union counterterrorism policy and questions whether all EU Member States fully support the strengthening of Eurojust's role in the fight against terrorism. The allegations concerning the existence of an inter-agency rivalry between Europol and Eurojust in the area of counterterrorism are also analyzed. Finally, the article provides an assessment of the possible impacts of the 2008 Council Decision on the Strengthening of Eurojust and the Lisbon Treaty provisions for possible establishment of a European Public Prosecutor's Office from Eurojust when it comes to EU's counterterrorism efforts.

Terrorism, and particularly its militant Salafist form, remains an oft-discussed but often poorly understood phenomenon. There is an ever-expanding body of literature on militant Salafism in the West. A great deal of this offers some manner of alienation as an explanation as to why a path of militancy was pursued. This article explores what explanatory value alienation is felt to offer such accounts. It then considers some of the considerable problems that face these claims, difficulties that seriously undermine the usefulness of alienation as a concept that helps us to understand militancy.

The investigation of the 2001 anthrax letter attacks in the United States gave a strong impetus to the new discipline of microbial forensics, which involves the use of sophisticated genetic, chemical and physical techniques to characterise a pathogen or toxin agent that has been used as a weapon. Microbial forensic evidence can assist in the process of attribution, or identifying the country, group, or individual responsible for a biological attack, in order to pursue legal prosecution or military retaliation. An effective attribution capability can also play an important role in deterring biological warfare and terrorism. (Survival / SWP)

Food safety issues often draw public attention after the discovery of suspected or confirmed cases of food poisoning and contamination. Food safety incidents reveal voids in existing food safety practices established by food science, governmental policies, and business processes. The vulnerability in food supply chain may yield room for potential food terrorism. This paper presents a framework for harnessing public wisdom from mass media to improve and advance existing practices to better ensure our food safety. The framework incorporates the use of content and social network analyses to distill important issues into food safety knowledge.

Given the extra resources directed to defence, it is natural to expect that these expenses will be subjected to a greater degree of scrutiny. On the other hand, greater public scrutiny also follows from a history of major delays and cost overruns in the Collins Class submarines and the Jindalee Operational Radar Network projects.

The insurgency in the Niger Delta has wider consequence then just for Nigeria (rising oil price as most sounding examples), this article will try to conceptualize the most influential and dangerous contemporary group in the region - the Movement for the Emancipation of Niger Delta (MEND). This will be done from a pragmatic point of view, bearing in mind the consequences which labels such as terrorism evoke. The work aims for more than to conceptualize the group but also to propose a counter-insurgency or counter-terrorist strategy, these will be based on the understanding the MEND via the conceptualization.

Today's global concerns with poverty, instability, and terrorism link international development and security in unprecedented ways and assemble new actors in the foreign policy arena. The lessons of past experience need to better inform current policy and practice. The evolution of thinking on the role of the state, the citizen, and international development management provides clues regarding what works and what research questions remain to be answered. Institutional barriers to cooperation and shared learning need to be overcome, along with tendencies to revert to earlier, simplistic management approaches to solving international development problems.
