Totnes Transition Town: un modello di innovazione sociale sistemica
Difronte a problemi quali l'inquinamento ambientale e il conseguente riscaldamento globale, e dinanzi alla sfida del picco del petrolio, molte volte i cittadini si auto-organizzano per tentare di rispondere a questi problemi in autonomia dagli enti pubblici. Spesso elaborano strategie per invertire questa rotta, cambiano il proprio stile di vita e cercano di influire sull'opinione pubblica e sulle istituzioni. Un esempio che ben descrive queste dinamiche è rappresentato dalle cosiddette "Città di Transizione": modello elaborato dall'economista Rob Hopkins nel 2006 e sperimentato dapprima nella città di Totnes, nel Devon UK, diffuso poi in molte città d'Europa. Oggi la Transizione si configura come un movimento culturale impegnato nel traghettare la nostra società industrializzata, dall'attuale modello economico profondamente basato su una vasta disponibilità di petrolio a basso costo e sulla logica di consumo eccessivo delle risorse, a un nuovo modello sostenibile non dipendente dal petrolio e caratterizzato da un alto livello di resilienza. Le Transition Towns sono quindi città e comunità che sulla spinta dei propri cittadini decidono di prendere la via della transizione, elaborando un piano energetico decrescente, un nuovo rapporto con la produzione alimentare (che diventa auto-produzione), con la mobilità urbana, l'educazione, la finanza, la moneta. Il primo capitolo è dedicato alle forme di auto organizzazione di cittadini, al concetto di cittadinanza attiva, di democrazia partecipativa e ai principi di reciprocità e dono all'interno dell'economia civile. Il secondo capitolo prende in analisi le basi teoriche della transizione: la decrescita di Latouche, la permacultura, il concetto di resilienza, il picco del petrolio, il riscaldamento globale. Il terzo è dedicato alla nascita del movimento in Inghilterra, ai passi concreti con cui si realizza un'iniziativa di Transizione ed alle tecniche di attuazione e diffusione, avendo come guida l'esperienza di Totnes. Il quarto capitolo è dedicato alla diffusione del movimento in Italia ed ai progetti del nodo italiano della Transizione. Infine si analizzano altre risposte agli stessi problemi, come quelle che "le reti e i distretti di economia solidale", i "gruppi di acquisto solidale" ed altre realtà stanno tentando di dare.

Urbanistica della città di mare: norme e criteri redazionali per gli interventi giuridici ; Town planning and seaside town: law sources and legal drafting criteria
Lo studio si compone di due parti. La prima è dedicata all'analisi dell'origine delle norme che disciplinano (e legittimano) l'organizzazione giuridica ed urbanistica delle città di mare, con particolare riferimento alle teorie sulla nascita del politico nelle moderne società occidentali. Particolare attenzione è dedicata alla nozione di filosofia (politica) degli spazi per come essa emerge dagli studi di Michele Foucault (in particolare da Sorvegliare e punire") e di Carl Schmitt (in particolare da "Il nomos della terra"). La seconda parte – che tenta di raccogliere i risultati della analisi teorica appena descritta – delinea le difficoltà di prospettiva e, quindi, di sguardo nell'elaborazione di linee-guida redazionali per gli interventi giuridici in tema di tutela dell'ambiente e del paesaggio nella regolazione dell'uso del territorio. Difficoltà, dovute per l'appunto, alla natura "eccentrica" delle comunità che si sviluppano all'interno delle città che si affacciano sul mare. ; This report is composed by two subjects. First of them emphasizes law sources on which are grounded juridical and sea side town planning in western political theory. The analisys studies and refers the matter in particular to Foucalt's work "Sourviller et punir - Monitor and punish" and Schmitt's theories based on "The nomos of the earth", his most important work in that field . Second subject concerns perspective difficulties connected in legal drafting for sea-side town planning, caused by eccentric sociological nature of the community leaving in this kind of city organization.

Il disegno della città ideale: Cosmopolis ; The representations of the ideal town: Cosmopolis
[EN] In 1548, under the Florentine lordship of the Medici, Charles V gave Cosimo I de Medici the task of defending the territories of Elba and the commercial traffic of the Tyrrhenian Sea. The Duke, who strongly believed in the potential of the island and wanted to transform it into the center of Florentine rule over the Tyrrhenian, decided to fortify the ancient city of Ferraia, the current Portoferraio. A real jewel of military town planning that took the name of Cosmopolis was born by the architect Giovanni Battista Bellucci and by the engineer Giovanni Camerini. Thanks to its natural conformation, the gulf of Portoferraio protected on one side a strip of land that closes the port like a spiral, and on the other hand protected by two rocky headlands overlooking the sea, was extremely strategic and suitable for defense. Fort Stella and Fort Falcone were built in the upper part of the promontory and the Linguella tower, near the dock, all connected by a bastion wall. Later the defense was further strengthened by walls and ramparts also on the land front side according to the project of the architect Bernardo Buontalenti, transforming the city into an impregnable fortress, as well as a safe naval base. The study of urban representations of the city testifies to how the foundation of Cosmopolis for the Medici duchy was an event of extraordinary value, symbol of the strength of the Duke and his expansive abilities, symbol of an ideal city not only conceived and designed in contemporary treatises, but actually made. ; Boido, C. Politiche della sosta e riqualificazione della città storica ; Parking Policies and the Requalification of the Historical Town
Il contributo intende affrontare il tema del rapporto, spesso conflittuale, tra conservazione/riqualificazione della città storica e politiche della sosta. Tale relazione ha da sempre rivestito un ruolo determinante nella definizione delle politiche di intervento sulla città storica come testimonia l'ampio dibattito che nel corso del tempo ha visto confrontarsi gruppi portatori di interessi diversi e conflittuali a vario titolo coinvolti nella definizione e attuazione di politiche per la sosta nella città storica. In quest'ottica il contributo intende indagare e caratterizzare diversi approcci che nel tempo hanno caratterizzato l'implementazione di politiche per la sosta nelle città storiche fino agli anni Novanta. Successivamente, il contributo esamina le più recenti politiche per la sosta nelle città storiche cercando di evidenziarne le principali criticità e i principali punti di forza, approfondendo in particolare le politiche caratterizzate da approcci di tipo integrato. Tali politiche rivestono una particolare efficacia negli ambiti storici e determinano il passaggio dalla regolamentazione alla gestione della sosta sviluppando sinergie tra localizzazione delle attrezzature per la sosta, lo sviluppo della rete di trasporto pubblico, i disincentivi al trasporto automobilistico privato ai fini della conservazione e della riqualificazione della città storica. ; The paper focuses on the topic of the relationship, often conflict, between conservation/requalification of the historical city and parking policies. Such a relationship has always played a determining role in the definition of the requalification policies in the historical town, as noticed by the wide debate that, during the time, has been carried out by groups of various and conflicting stakeholders involved in the definition and implementation of parking policies in the historical city. Often with the generic term "parking" many heterogeneous types of parking are indicated, each of them requiring a different and appropriate approach, but in any case, the parking is the way in which private cars are used for the majority of the time. However, the incompatibility between private car traffic and historical centers is obvious. Not only for causes linked to the atmospheric pollution, traffic congestion and the consequent decrement of the life quality, but above all to the morphology of historical urban fabrics. These latter are grown having as reference not the car but the pedestrians and today they are, therefore, inadequate to support huge traffic flows. Basing on such considerations, the paper is aimed at deepening the different approaches that have characterized during the time the implementation of parking policies in the historical cities till the Nineties. Successively, a comprehensive review of the most recent parking policies in the historical cities is provided, trying to highlight their main strengths and weaknesses and deepening the integrate parking policies. These policies improve the development of synergies between the development of public transport network, the appropriate localization of the parking facilities, the disincentives to the private car transport and so on. In these experiences, parking management seems to be an effective and little expensive tool in order to orient the choice of the transports in urban areas. The positive impacts are high in the historical center, preventing the tourists and workers parking. In detail, the more recent experiences indicate as main criteria to follow for the parking policies in the historical town the avoiding of free, not restricted or with low pricing rates parking areas in sensible historical ambit since they increase the traffic flows. Parking areas, also for residents, near the street would be avoided if possible, since it creates difficulty to the traffic flows. Near attractive polarities it seems to be useful to realize parking for fast stops with progressive pricing rates to not encourage long time stops. Moreover, the participation of all the stakeholders is relevant for the implementation of parking management policies. Only satisfying such requirements the parking management can really stimulate the shift towards sustainable transport modalities, allowing a new use of the public urban historical space.
