Creating a Tourists Product in Small Towns

The article is devoted to the creation of Russian small cities' tourist product. The model of consumer behavior with respect to tourism products and the concept of tourist product value for consumer are considered; the necessity to form complex value propositions for target audiences segmented by their needs is substantiated. The offer of small cities' tourist product in three regions — Perm Krai, Vladimir Oblast and Tula Oblast is carried out. The possible
ways of developing and improving small cities' tourist product in these regions are determined. Particular attention is paid to the most promising areas for today - event tourism and cultural and educational thematic routes; high importance of gastronomy as part of the tourist experience is highlighted. The analysis leaded to identification of some problems, including insufficient use of event marketing potential to ensure a stable tourist flow throughout the year, as well as poor awareness of target audiences outside the regions. Recommendations proposed to improve the offer for target audiences.

PLANNING STRUCTURE ANALYSIS OF SMALL TOWNS IN IRAN ; АНАЛИЗ ПЛАНИРОВОЧНОЙ СТРУКТУРЫ МАЛЫХ ГОРОДОВ ИРАНА
Planning structure of cities plays an important role in shaping their sustainable development while elaborating urban planning documentation (master plans and detailed plan projects). The existing studies of small towns in Iran reveal issues of architectural heritage and do not touch upon such peculiar features of small town planning as shape of their plan, network of streets, their configuration. It has not been established how a planning structure of a small city influences on its sustainable development.An inspection of 16 small towns of Iran has shown that the majority of the cities have a compact planning form which is due to flat relief, as well as the need for efficient use of valuable agricultural land. At the same time the paper demonstrates that territory development for building construction within city boundaries has unequal character. It has been determined that cities have very few green areas. Undeveloped wastelands owned by private individuals are often located close to densely developed areas. Such situation is due to specific features of the Iranian legislation that does not specify time terms for territory development. Parameters of urban road-street networks (width in red lines, presence of such transverse profile elements as landscaping along roadways) do not correspond to the existing recommendations in Iran. Mixed or free system of streets is considered as the most common one and it is due to changes in urban conditions during the long process of development. Frequent network of narrow streets forms a system of small blocks of various shapes and needs to be improved. The majority of the inspected cities do not have bypass roads for freight transport, and there is also a transit transport through their historic centers. ; Планировочная структура городов играет важную роль в определении направлений их развития в ходе разработки градостроительной документации (генеральных планов и проектов детальной планировки). Существующие исследования малых городов Ирана освещают вопросы архитектурного наследия и не затрагивают характерные особенности планировки малых городов, такие как форма их плана, сеть улиц, их конфигурация. Не установлено, как планировочная структура малого города оказывает влияние на потенциал его устойчивого развития.В результате обследования 16 малых городов Ирана выявлено, что большинство городов имеют компактную форму плана, которая обусловлена равнинным рельефом, а также необходимостью рационально использовать ценные сельскохозяйственные земли. Вместе с тем, освоение территории под застройку в границах города носит неравномерный характер. Установлено, что города имеют крайне мало озелененных территорий. Рядом с плотно застроенными кварталами часто находятся незастроенные пустыри, принадлежащие частным лицам. Это вызвано особенностями иранского законодательства, не ограничивающего срока освоения участка. Параметры улично-дорожной сети городов (ширина в красных линиях, наличие таких элементов поперечного профиля, как озеленение вдоль проезжей части) не соответствуют действующим в Иране рекомендациям. Наиболее распространена смешанная или свободная система улиц, которая обусловлена сменой градостроительных условий в процессе длительного развития. Частая сеть узких улиц формирует систему мелких кварталов разнообразного очертания и нуждается в совершенствовании. В большинстве обследованных городов нет обходных дорог для грузового транспорта, а также существует транспортный транзит через исторический центр.

A distinguishing feature of town-forming organization is a high socio-economic importance, and therefore very large number of persons, including the government, is interested in its functioning. The economic problems of financial recovery and enterprise restructuring can only be solved at the state level. However, the blind "infusion" of money to any town-forming organizations in a state of crisis is not a solution. The purpose of this work is to considerate the cases of state intervention during the anti-crisis restructuring of town-forming organization and assessment the suitability of such involvement. ; Отличительным свойством градообразующей организации является высокая социально-экономическая значимость, в связи с чем в ее функционировании заинтересовано очень большое количество лиц, в том числе государство. Экономические задачи финансового оздоровления и реструктуризации градообразующих предприятий могут быть решены лишь на государственном уровне. Однако слепое «вливание» средств в любую градообразующую организацию, находящуюся в кризисном состоянии, не является решением проблемы. Цель данной статьи – рассмотреть случаи необходимости государственного вмешательства в процесс антикризисной реструктуризации градообразующих организаций и оценить приемлемую степень такого вмешательства.

The mobility of Ural region company town residents: social practices and peculiarities of city spaces

The authors of this article base their reasoning on the fact that company towns are a special type of city space. In order to successfully implement programs for supporting and developing company towns, one must take into account the specific features inherent to the social-territorial community in question. Drawing attention to individual movement practices, them being activities in space, allows for identifying specifics and patterns in that particular social space where they are practiced, and the production of which they are contributing to. The study of the moving practices of industrial company town residents, which in scientific literature is represented by a very limited amount of studies, bears considerable potential for research, since it allows for tracing the entire process of space reproduction. Mobility has a systemic and routine character, being based on specific activity stereotypes and implicit "background expectations". As a result they are rather difficult to register using classic survey methods. The authors of this article base their reasoning on the assumption that studying social movement practices requires the examination of those situations which violate the established social order. The article takes into consideration publications from the "VK" social network as a description for such "situations". As such, the empirical base for the study consists of messages from open-access virtual territorial communities. The authors analyze communities that publish local news from three company towns in Sverdlovsky region (Pervouralsk, Krasnoturyinsk and Revda). The main distinction of the chosen data source is that publications appear upon user initiative, which rules out any influence the researcher might have on the meaning of the message. Content-analysis results allow for drawing a conclusion on the leading role of the automobile for company town residents, as well as on their dissatisfaction with public transport services. Also, the study allows for identifying the city space peculiarities inherent to Ural region company towns, which are defined by the locals' mobility practices and also reproduced by said practices. According to the authors, these peculiarities are as follows: regarding a company town as a closed social-territorial community, perceiving such a city in the vein of outdated, unsafe space and obsolete infrastructure, as well as a certain tension existing between the population and local authorities within the city's social space.
The Effectiveness of Small Towns' Strategic Development Planning Based on the Network Coordination Mechanism

The article discusses issues related to the effectiveness of strategic planning for the development of small citiesand municipal district centers on the base of the network coordination mechanism. The relevance of the topic is related to the insufficient effectiveness of existing approaches to municipal development planning, and the need to search for new solutions in this area. The authors briefly describe the new institutional economic theory approach in defining the network coordination mechanism, as well as the concept of the "network city". It is shown that the network coordination mechanism creates a basis for cooperation of small citiesin several directions, including infrastructure development, exchange of best management practices, labor resources and competencies, joint projects implementation. It is concluded that network cooperation of small citiescan contribute to increasing the effectiveness of strategic planning through the exchange of experience, alignment of interests and priorities of joint development. The obtained results can be used in the development of strategic planning documents for small cities and municipal district centers in Russia.
GOVERNMENT SUPPORT OF SINGLE-INDUSTRY TOWNS IN RUSSIA AND KAZAKHSTAN ; ГОСУДАРСТВЕННАЯ ПОД ДЕРЖКА РАЗВИТИЯ МОНОГОРОДОВ РОССИИ И КАЗАХСТАНА
The article discusses the results of research aimed at conducting the comparative analysis of implementation of the state policy for support of single-industry towns in Russia and Kazakhstan, the identification of specific and common problems as well as methods for solving them. The study reveals the stages in the development of support policy, analyzes the evolution of criteria used for selection of single-industry towns needed support, and considers factors that led to criteria refinement.The study provides a comparison of Russian and Kazakh single-industry towns in terms of their spatial localization, industry specialization, social and economic situation, population number.It is stressed that the key differences in the approaches to the development of single-industry towns in the countries are linked to the scale of support and degree of its selectivity, institutionalization characteristics, and coordination with national priorities.The authors describe key problems arising when implementing policy for support of single-industry towns in Russia and Kazakhstan and conclude that it is necessary to overcome the limitations of traditional approaches to urban policy implementation in conditions of negative economic dynamics. ; В статье представлены результаты исследования, цель которого -проведение сравнительного анализа опыта реализации государственной политики поддержки моногородов в России и Казахстане, выявление специфических и общих проблем, а также методов их решения. В ходе исследования выявлены этапы развития государственной политики поддержки моногородов, проанализирована эволюция критериев выделения моногородов с целью государственной поддержки, обоснованы факторы, обусловившие данные изменения. Проведено сравнение систем моногородов России и Казахстана с точки зрения их пространственной локализации, отраслевой специализации, социально-экономической ситуации, численности населения. Подчеркивается, что ключевые различия в подходах к развитию моногородов в данных странах связаны с масштабами оказываемой поддержки, степенью ее селективности, спецификой институционализации, степенью координации с общегосударственными приоритетами. Формулируются ключевые проблемы реализации политики поддержки моногородов в России и Казахстане, делаются выводы о необходимости преодоления ограниченности традиционных подходов к осуществлению городской политики в условиях негативной экономической динамики.

THE SPECIFIC FEATURES OF FORTIFICATIONS AT THE JURCHEN WALLED TOWNS XIII C. ; ОСОБЕННОСТИ ФОРТИФИКАЦИОННЫХ СООРУЖЕНИЙ ЧЖУРЧЖЭНЬСКИХ ГОРОДИЩ XIII ВЕКА
During the Mongol conquest of the Jin Dinasty the Jurchen people (the Manchus' ancestors) established a new state named Dongxia (the Eastern Xia). The most part of it was located on the territory of modern Primorsky Krai. While preparing for the national defense, the Jurchens contrived a new type of walled towns. They began to build heavily fortifi ed fortress towns that could protect them from the potential aggressors. Each town performed its own functions that determined its location, size and inner topography. Having used the vast experience of predecessors, the Jurchens formed their own trend of town-building that was based on therational using of the natural and geographical conditions. The Jurchen people constructed those fortress towns on the mountain knaps in order to keep the adjacent lowlands under control and provide themselves with the most defensible location. The narrow valley situated between the knaps gave the defenders an opportunity to observe the enemy's movements staying invisible for it and move from a defensive posture to an off ensive tactics. Each of those walled towns was naturally three-side protected with the steep mountainous slopes. While choosing the town location, the Jurchens always took into account a number of military topographic factors. For instance, one of the most essential conditions was the accessibility of such important communicational elements as a river and fl atlands. The outer town walls were raised factoring in the steepness of mountainous slopes. That technique could avoid the need of digging the ditches around the town. The town gates were defended with the additional barbicans situated over the gates. The town was surrounded with the rampant (usually the earthen one) that was supplied with such fortifi ed constructions as towers, rondels and barbettes. Those facilities had a range of specifi c features typical for the town of thirteenth century and were used defensive purposes. Development of the Jurchens' artillery equipment incited exploration of the advanced fortifi ed technologies ; Чжурчжэни, предки маньчжуров, накануне захвата империи Цзинь монголами, создают новое государство Восточное Ся (1215–1233 гг.), большая часть которого перемещается на территорию Приморского края. Готовясь к обороне своей страны, они начинают строить новый тип горных городищ, которые являлись городом-крепостью со сложной фортификационной системой обороны. Каждое городище имело свои функции, от которых зависели их месторасположение, размеры, внутренняя топография. Используя богатый опыт своих предшественников, чжурчжэни создают свою традицию в градостроительстве, рационально используя естественно-географические условия. Города-крепости возводят на горном отроге, который контролировал, прилегающую долину, обеспечивая наиболее выгодную позицию для защиты. Внутри отрога находился распадок, позволявший следить за движением врагов, тогда как враги лишались возможности наблюдать за действиями защитников крепости. Это позволяло применять правильную тактику в конкретный момент боя, способствовало захвату инициативы. С трех сторон городища защищены крутыми горными склонами. Местность выбиралась с учетом военной топографии – поля и река, являющиеся важными коммуникационными элементами.Стены крепости сооружались с учетом отвесности скал, что устраняло необходимость возведения рвов. Ворота укрепляли дополнительными сооружениями в виде барбакан. Валы строились в основном земляные, с дополнительными фортификационными сооружениями башнями, ронделями, барбетами. Дополнительные фортификационные сооружения имели характерные особенности для городов XIII в. и исполняли защитные функции, сочетающиеся со сторожевыми и наблюдательными. Изменения в чжурчжэньском артиллерийском вооружении стимулировало создание новых фортификационных технических решений.

Methodological issues of historical research on architecture and town planning of the Soviet period are represented in the article within a new paradigm, which is called by the author 'a political history of Soviet architecture and town planning'. Its subject is how architects that became 'government officials' were made dependent on the power, how housing and town-planning policy was predetermined by external circumstances and how designing was considered as production but not as creation. ; В статье формулируются методологические вопросы исторических исследований архитектуры и градостроительства советского периода в рамках новой парадигмы, называемой автором политической историей советской архитектуры и градостроительства. Ее предметом является характер зависимости деятельности архитекторов, превращенных в «государственных служащих» от власти, а также степень предопределенности жилищной и градостроительной политики внешними обстоятельствами, рассмотрение проектирования не как творчества, а как производства.

Власти постсоветских городов переопределили местную идентичность, заменив символы достижений индустриализации дореволюционными. Можно понять такие инициативы как отказ от негативного наследия национального проекта под управлением централизованного правительства. После распада старой системы в 1990-х гг. местные власти начали определять свою идентичность по-своему, используя местный исторический опыт и традиции. Реконструкция дореволюционной символики местных органов власти в гербах представляет собой постсоветское «изобретение традиции» и формирование новых местных идентичностей, отражающих постсоветские ценности. ; Authorities of post-Soviet cities have redefined local identities by replacing symbols of industrialisation achievement with those of the pre-revolutionary times. One can understand such initiatives as a denial of the negative legacy of a national project driven by the central government. After the demise of the centralised system in the 1990s, local authorities began to define their identities in their own way, using their historical experiences and traditions. The local city authorities' restoration of pre-revolutionary symbols in coats-of-arms was a post-Soviet "invention of tradition" and a formation of new local identities reflecting post-Soviet values.
