"Streikwellen signalisieren in besonderer Weise die Konflikthaftigkeit des Industrialisierungsprozesses und den Regelungsbedarf nicht nur der industriellen Arbeitsbeziehungen, sondern des gesamten Gesellschaftssystems. Streikwellen treten periodisch auf und sind von organisatorisch innovativen, auch spontanen, vielfach euphorischem Protesthandeln geprägt und haben sich nicht zuletzt durch die Produktion symbolischer Kampf- und Ausdrucksformen besonders tief in das Bewusstsein und die Verkehrsformen der Arbeiterschaft eingegraben … Mit der vorgelegten Studie wird der Versuch unternommen Umfang, Bedeutung und innere Dynamik der europäischen Arbeitskämpfe um 1890 herauszuarbeiten , die ein neues, internationales Zusammengehörigkeitsgefühl breiter Arbeiterkreise und den organisatorischen Durchbruch der Gewerkschaften Deutschlands, Frankreichs und auch das des 'new unionism' in England bewirkt oder zumindest mit bewirkt haben. Angesichts der überraschenden Parallelität dieser Entwicklungen einerseits und der außerordentlichen Divergenz der politischen und gewerkschaftlichen Systeme einerseits drängt sich die Frage auf wie es zu einer derart vergleichbaren, parallel verlaufenden Streik- und Organisationswelle kommen konnte, welche Gemeinsamkeiten aus dem zunächst konstatierten Nebeneinander quasi naturwürdig entstanden oder durch politisches Handeln geschaffen wurden und wie die Bewegungen durch ihre nationalstaatliche Eingrenzung wieder auseinanderfallen" (Boll, a. a. O., S. 62 f). Leitfrage der Untersuchung ist die sich während dieser Streikwelle vollziehende oder durch sie beschleunigte Syndikalisierung, d.h. die gewerkschaftliche Einbindung des Streiks. Daran sollen die nationalen, regionalen oder branchenspezifischen Streikverläufe gemessen werden. Ausgangspunkt der Überlegungen im ersten Kapitel ("I. Nationale Konfliktmuster und internationale Trends. Streiks und Streikwellen im Vergleich") sind die unterschiedlichen Konzeptualisierungen der nationalen Arbeiterbewegungen, die der Streikwellen für England und Frankreich und die des kontinuierlichen Formwandels des Arbeitskampfes in Deutschland. Das Kapitel stützt sich auf statistisches Material, das in drei Übersichten - Deutschland, England und Frankreich - im Anhang der Untersuchung wiedergegeben ist (Variablen: Anzahl der Streiks, Beteiligte, Gewerkschaftsmitglieder). Zahlreiche Tabellen in dem ersten Kapitel ergänzen diese Länderübersichten. Die vorliegende Datenauswahl in HISTAT beruht ausschließlich auf Tabellen aus dem Anhang und den Tabellen in dem ersten Kapitel, die international vergleichend die Streiks und Streikwellen empirisch belegen.

Massenarbeitslosigkeit und soziales Elend prägten Anfang der dreißiger Jahre das Leben breiter Bevölkerungsschichten in den von der Weltwirtschaftskrise betroffenen Industriegesellschaften. Den zeitgenössischen Politikern und staatlichen Institutionen stellte sich die Lösung dieser Probleme als innenpolitische Hauptaufgabe. Dabei waren sie auf die Mitarbeit der großen wirtschaftlichen Interessenverbände der Arbeitgeber und der Arbeitnehmer angewiesen. Dies galt im europäischen Kontext auf Arbeitnehmerseite insbesondere für die deutsche und britische Gewerkschaftsbewegung, die die mit Abstand stärksten Organisationen im Internationalen Gewerkschaftsbund (IGB) stellten. Die deutschen und britischen Gewerkschaften entwickelten eine Vielzahl an Vorschlägen und Forderungen zur Beseitigung der Arbeitslosigkeit, die in der vorliegenden Studie vergleichend dargestellt werden. Dabei steht der jeweilige Dachverband – auf der einen Seite der Allgemeine Deutsche Gewerkschaftsbund (ADGB), auf der anderen Seite der Trade Union Congress (TUC) – im Mittelpunkt der Betrachtung. Die vergleichende Analyse der gewerkschaftlichen Arbeitslosenpolitik fragt darüber hinaus nach dem jeweiligen Beitrag der beiden Organisationen zum Erhalt der politischen Stabilität in ihrem Land. Die vorliegende Untersuchung zur gewerkschaftlichen Arbeitslosenpolitik in der Weltwirtschaftskrise lässt sich in zwei größere, thematische Teilbereiche aufspalten. Der eine umfasst die politische und gesellschaftliche Entwicklung, die Frage nach Radikalisierungstendenzen in der Bevölkerung, den Machtverhältnissen in Staat und Gesellschaft, der Repräsentation gesellschaftlicher Interessen im politischen Bereich, der Veränderung der demokratischen Institutionen. Den zweiten Bereich bilden die wirtschaftliche Entwicklung, die wirtschaftspolitischen Handlungsspielräume von Staat und Gewerkschaften und insbesondere die Frage nach den Durchsetzungs- und Erfolgsmöglichkeiten einer alternativen Konjunkturpolitik. In dem ersten Abschnitt stellt Claudia Kaiser die Strukturen und die Entwicklung der Arbeitslosigkeit in ausgewählten Statistiken für das Deutschland und Großbritannien dar. Der zweite Abschnitt zeichnet zunächst ein Gesamtbild der ökonomischen Entwicklung und widmet sich daran anschließend der staatlichen Wirtschafts-, Finanz- und Sozialpolitik. Der dritte Abschnitt beschäftigt sich mit den organisatorischen Handlungsspielräumen des ADGB und des TUC in der Weltwirtschaftskrise. Hier werden insbesondere auch die Mitgliederentwicklung und der Organisationsgrad der gewerkschaftlichen Dachverbände berücksichtigt. In dem vierten Abschnitt werden die deutschen und britischen Arbeitsbeziehungen diskutiert. Die Auseinandersetzung der Gewerkschaften mit dem politischen Extremismus folgt im fünften Abschnitt. Der sechste Abschnitt umfasst die programmatischen Reaktionen auf die Weltwirtschaftskrise (Konjunkturpolitik und Planung).

In die Epoche von der französischen Revolution bis zur Gründung des Zollvereins fallen neben vielen politischen Umwälzungen auch die Kontinentalsperre, die ersten greifbaren wirtschaftlichen Folgen der Industrialisierung, die Auflösung des spanischen Kolonialreiches, die Einbeziehung der Vereinigten Staaten in das Welthandelssystem sowie die wirtschaftsräumlichen Umgestaltungen Deutschlands, die ihren ersten Höhepunkt in der Gründung des Zollvereins finden. Die Einwirkung dieser Ereignisse auf die Entwicklung des deutschen Außenhandels soll im Rahmen der vorliegenden Studie analysiert werden.
Die vorliegende Quellenlage war für eine differenzierte Betrachtung des Einflusses der Frühindustrialisierung Deutschlands auf den deutschen Außenhandel leider unzureichend, was auf der Zersplitterung Deutschlands in viele autonome Teilgebiete zurückzuführen ist. Die Systematiken der handelsstatistischen Angaben der autonomen Handelsgebiete Deutschlands sind untereinander nicht verlgeichbar, was eine übergreifende Darstellung erschwert oder sogar ausschließt. Daher war eine Rekonstruktion der deutschen Außenhandelsstatistik unter Verwendung der Statistik der ausländischen Handelspartner erforderlich. Das heißt: die fehlenden statistischen Jahrbücher für den deutschen Außenhandel der fraglichen Zeit mußten durch Neuberechnungen nachträglich vom Autor erarbeitet werden. Aus diesem Sachverhalt leitet sich das Gliederungsprinzip der Darstellung nach den einzelnen Handelspartnern ab.
Der Autor verfolgt mit seiner Studie im wesentlichen zwei Ziele. Zum einen soll die Studie als 'statistisches Handbuch' zum deutschen Außenhandel dienen, zum anderen soll die außenwirtschaftliche Entwicklung Deutschlands zu skizzieren werden.
"Grundlage aller weiteren Arbeit mußte eine schlüssige Darstellung der Probleme und Methoden zur Berechnung der Statistik sein. Sie sollte jeden einzelnen Schritt der Rekonstruktion nachprüfbar und damit der Kritik zugänglich machen. (…) Die breite Darstellung der preisgeschichtlichen Ansätze, der Güterwertproblematik der alten Statistiken und der Quellenkritik hat hierin ihren Grund." (Kutz 1974, S. 4)
Der Begriff 'Deutschland' bezieht sich hauptsächlich auf das Gebiet des Deutschen Reiches von 1871 mit Luxemburg, aber ohne die österreichischen Erblande (also ohne das Gebiet von Nieder- und Oberösterreich), soweit es die ausländischen Statistiken zulassen. Die Habsburgermonarchie wird, da sie nicht dem Deutschen Zollverein beitrat, als Handelspartner Deutschlands behandelt.
Bei der Rekonstruktion der Statistik des deutschen Außenhandels aus den Statistiken ausländischer Handelspartner entsteht das Problem der Abgrenzung, inwieweit der als 'deutsch' ausgewiesene Handel wirklich deutscher Außenhandel ist, da nicht immer sicher identifiziert werden kann, daß Waren, die laut Statistik von Deutschland kamen oder dorthin versandt wurden, wirklich richtig registriert wurden. Damit im Zusammenhang steht die Frage nach der Trennung von General- und Spezialhandel sowie Transit- und Kommisionshandel. Daher hat der Autor die Werte des Generalhandels Deutschlands als Grundlage für die Analyse herangezogen, was jedoch bedeutet, dass hier auch der Transit mit einbezogen wurde.

The project explores the extent to which transnational private governance affects the capacity of workers to take collective action in pursuit of improvements in employment conditions in developing countries.
Transnational private labour regulation such as corporate codes of conduct and multi-stakeholder standards on labour, environment or human rights claim to respond to the governance deficits that have arisen as a result of the globalization of global production networks. Yet, little consensus exists about the effectiveness of their monitoring and enforcement practices or their ultimate impact.
Context
Since the 1990s, the concern has intensified about the responsibility of businesses in global subcontracting chains for exploitation of labour, inequality, and pollution. Many private transnational regulatory initiatives claim to address this concern by incentivizing multinational companies to voluntary sign up to human rights and environmental standards often referring to, for example, the International Labour Organization's core labour standards. The effectiveness of this approach remains a complex and highly debated issue.
Over the last decade, scholars have studied the emergence, performance and problems related to transnational private labour regulation, their interactions on the transnational level and local level compliance. Stepping back from conventional debates on the overall effectiveness of transnational private governance, the project focuses instead on agency: the effect of transnational private labour regulation on the capacity of those involved, especially workers, to act in local contexts. With our project, we explore how different types of transnational private labour regulation, different national settings and different firm-level contexts of application combine to form what we call transnational hybrid production regimes.
Aim
The study examines how these regimes support workers' collective capacity to take action to improve their own conditions of employment.
How are employee's risk of being temporary employed linked to occupational closure? Stefan Stuth (2017) derived various measures for occupational closure to answer this question. The data set includes these measures for different Dictionaries of occupational titles in Germany for the years 2000, 2004, and 2007 (KldB 1992 with 4 digits, KldB 1992 with 3 digits, KldB 2010 with 5 digits). The closure measures provided by the data are:
1) Credentialism. Stuth calculates a "credential inflation index (CIX)" which relates the number of all newly awarded occupation-specific credentials to the number of employees in the respective occupation.
2) Standardization. This measure indicates whether credentials are standardized on the school/university level, the level of states or on the federal level.
3) Licensure. The indicator measures the licensure of tasks.
4) Title protection. The indicator measures the legal protection of occupational titles.

In an era of increasing political challenges to global and regional organizations, it is crucial to understand how they claim legitimacy and how successful they are in this respect. Yet, we know surprisingly little about the sources and consequences of legitimation in most regional organizations worldwide. In this project, we thus map the legitimation strategies of a sample of 28 organizations between 1980 and 2019.

This project aims to advance knowledge in labour politics by focusing on the 'contentious politics of unemployment', i.e. the relationship between political-institutional approaches to employment policy and political conflicts mobilized by collective actors over unemployment in the public domain. It is designed to study this topic at national, international comparative, and transnational levels. Key objectives: (a) to generate new data for longitudinal and comparative analyses of ideological and policy positions of actors and their relationships; (b) to study the potential for political participation 'from below' by citizens campaigning for the rights of the unemployed and the conditions under which existing organizational networks and policy dialogues transform in a more open civil policy deliberation; (c) to provide knowledge based on rigorous cross-national and EU-level transnational analyses allowing grounded empirical statements about the Europeanisation of the field.
As the contested and negotiated character of the employment policy field expresses itself both in the public domain and in the institutional arenas for interest mediation, we look both at political claim-making in the public space and policy deliberation within the polity. The overall design of the research has three main components: (a) mapping the field of political contention, i.e. structures of ideological cleavages and actor relationships, both longitudinally and cross-nationally; (b) examining the nature of the multi-organizational field extending from the core policy domain to the public domain, i.e. networks and channels of political influence between core policy actors and intermediary organizations, on one side, and civil society organizations and social movements representing the unemployed (including the unemployed themselves), on the other; (c) studying the nature of the interaction between EU-level and national policy-making by determining the channels of political influence that exist between European institutions and national policy domains in the field (the multi-level governance of employment policy), and examining to what extent there are new political opportunities for the bottom-up empowerment of citizens' organizations as a consequence of the emergence of the EU as an actor in the field. The body of data generated allows for longitudinal (1990-2002) and comparative (F, D, I, S, CH, UK) analyses of ideological and policy positions of actors and their relationships in the unemployment issue-field. It is backed up by interviews conducted with key actors in the organizational field (policy actors, employers associations, trade unions, parties, NGOs and social movements) both at the national and transnational levels. Innovative attempts are made to establish networks and links between the involved actors as part of our dissemination strategy, which is key to the overall success of the project.

Das International Social Survey Programme (ISSP) ist ein länderübergreifendes, fortlaufendes Umfrageprogramm, das jährlich Erhebungen zu Themen durchführt, die für die Sozialwissenschaften wichtig sind. The aim of the project is to clarify the relationship between social and political forms of civic involvement. Participation in clubs, associations, self-help groups, citizens' initiatives and organisations of all kinds is understood as a mechanism of social integration that is linked to other integration bodies - the family, work, the neighbourhood and the circles of friends - in mutual dependence. Political participation is considered the centerpiece of democratic integration. Traditional forms of political integration are in crisis. Decreasing participation in elections and votes as well as organisational problems of parties and other conventional interest groups (especially trade unions) can be observed in various countries, including Switzerland. Systematic-empirical comparative studies have shown, however, that despite these erosion phenomena liberal democracy is not fundamentally threatened in its existence. Alternative forms of political and social integration have gained in importance in the political process. New types of organisations such as informal networks, self-help groups, citizens' initiatives and unconventional forms of political participation have increased to such an extent that there is talk of a "participation boom" and a new "civil society solidarity". These two opposing trends, and in particular the uncertainty as to how they are to be interpreted, have led to a variety of social science debates: Communitarianism, for example, sees the family, the neighbourhood and non-governmental organizations as antipodes to the self-destructive forces released by liberalism and individualized claim thinking. With the radical changes in Eastern and Central Europe, the concept of civic society has once again gained in importance. This provides for a strong network of intermediary organisations, which mediates between the macro-level of the state and the economic structures and the micro-level of the individual, as a necessity for the establishment and consolidation of democratic systems. A third debate concerns the concept of social capital. This raises the question to what extent social trust and the ability and willingness to work in voluntary organisations determine the efficiency and effectiveness of democracies and economic growth. Despite the many debates, the connection between social and political forms of participation is still unclear: On the one hand, participation in the social sphere serves integration, the articulation and mediation of interests and is partly understood as a "school of democracy" - especially with regard to learning democratic decision-making on a small scale. On the other hand, social (or non-state) forms of organization can have anti-democratic effects - e.g. the "dark side" of social capital such as rigid social control, intolerance towards outsiders or corruption. Furthermore, social participation as an institutional reality can serve as a basis for recruiting and mobilising political participation, but it also takes up resources of time and energy, which can lead to the depoliticisation of committed individuals. Political commitment therefore also competes with other leisure activities - especially with regard to "voluntary" activities; politics as such loses relative importance for the individual engaged in the social sphere. With the help of a general population survey and an in-depth organisational study at local level, the political function of social participation is to be examined. This project forms the Swiss part of an international comparative study of the ESF network "Citizenship, Involvement, Democracy".
