This thesis discusses an alternative to the conventional policy diffusion approach, i.e. the social constructivist translation perspective. Within the translation perspective, policy diffusion is defined as a process where meaning is constructed by temporally and spatially disembedding policy ideas from their previous context and using them as models for policy change in a new context. This brings attention to the importance of a deepened problematization of the policy concept, the actor-dependent character of translation, and to the fact that translation processes are always tied to a local context. Translation should be seen as open, continuous processes that never take place independently of the societal distribution of power. In the thesis a distinction is made between political and practical translation. Political translation processes takes place at field level in connection with authoritative decision-making, and are a question of how policy ideas are adapted to the given local political context. This discussion is followed by the creation of an analytical framework for the study of political translation. The framework combines concepts from Kingdon's version of the garbage-can model with concepts from neo-institutional theories. The functioning of the political translation framework is empirically illustrated by way of two case studies. The first study traces the Swedish methadone issue, from the introduction of the methadone maintenance treatment in 1966 to the end of 1980s when this form of treatment gained wider acceptance. The second study covers the Swedish family doctor issue, from the launch of the proposal by the Swedish Liberal Party in the election campaign of 1976 to the abolition of the Family Doctor Act in 1995.
Evaluation is an institutionalized practice in the western public sector with several applications and uses. At the same time, the effectiveness and use of evaluation is seldom demonstrated. This evaluation paradox is due to the fact that evaluation is constrained and shaped in relation to, among others, a political context. In this dissertation, the political context is examined from the assumption that governance shapes evaluation. The aim is to analyze the relationship between governance and evaluation, by studying the translation (i.e. interpretation) of the European Union evaluation approach ongoing evaluation in Sweden, in the context of Cohesion policy 2007-2013, which in Sweden aims at reinforcing competitiveness and employment. The relationship is examined through documents and interviews on a European union and a Swedish level, and in the translation process in between. With key concepts such as steering logics, participatory evaluation and translation through framing, the formation of evaluation in relation to governance has been mapped. This is particularly interesting in Sweden where the approach puts forth ideals of learning and interaction that seem to depart from ongoing evaluation. Results show that governance cannot fully explain the shape of evaluation. Instead, Swedish agencies and other implementing actors have promoted their evaluation norms while at the same time fulfilling the Swedish ministries' learning frame. It is an actor perspective complementing the relationship between governance and evaluation previously presented. The evaluation approach in Sweden has been translated to a practical participatory evaluation approach within a larger group of collaborative inquiry. In conclusion, evaluation on both levels has functioned as a relatively uncritical supportive resource for decision making within predetermined boundaries, more connected to the object of evaluation than to a larger governance context. Evaluation in Sweden is being separated from questions of accountability, and participation in evaluation is for goal fulfillment rather than for critical examination of basic assumptions underpinning projects and programs. Results made possible through the lens of translation show that the Swedish approach was made possible by the vague borders of the field of evaluation, the rhetorical use of evaluation terminology in translation, skilled institutional entrepreneurs using legitimizing strategies, and the framing by the Commission and state ministries that opens up for national variation.
During the 1990's the diversity idea entered the Swedish socio-political debate under the name 'mångfald'. The concept originated in the United States and discusses how organizations can be more efficient if they combat discrimination and acknowledge differences. This development attracted the attention of mass-media and led to the publication of books, articles and reports that advocated or commented the concept. It had also had effects on policymaking and various types of consultancy work. The present thesis focuses on studying the dissemination of the diversity concept. This is a way of describing how change takes place through the introduction of new ideas and practices and how various forces and obstacles influence this process. In this dissertation it is the ethnic dimension of the diversity concept that is under the spotlight because this is the aspect which has been given most attention in Sweden. Another limiting factor is that the main object of interest it is diversity as a question involving working life and organisation. This thesis consists of three parts. The first part focuses on how the concept was developed in the USA and discusses the prerequisites in Europe for the dissemination of the diversity idea. The conclusion is that although some economic and structural developmental trends are basically the same in Europe and the United States, there are some obstacles due to contextual differences. In the second part the introduction and the dissemination of the diversity concept in Sweden in the 1990's is studied. The main conclusions of this study are that the idea is 're-invented' in a number of different ways as it is diffused in the Swedish context. The idea, that can be labelled as an essentially contested concept, is modified by different actors in several ways. The contextual differences between the USA and Sweden are another reason that the idea becomes modified and watered down during the dissemination process. The third part investigates how the diversity concept is disseminated and implemented in the municipal organization the City of Malmö. Several obstacles to the dissemination process are revealed, for example the complex nature of the organization and the different views on the benefits of a diversity management strategy. These studies of the dissemination of the diversity idea in Sweden points to the fact that the impact of the idea is rather shallow despite the attention that it has attracted in different arenas.

Syftet är att öka kunskapen kring idén och hur den tar sig uttryck i organisationers praktik. I den teoretiska referensramen har nyinstitutionell teori integrerats med teorier kring lärande och implementering. Strukturen i analysen utgörs av en metafor som behandlar hur populära idéer reser in i och genom organisationer. Centrala begrepp i tolkningen av vad som sker i mötet mellan idé och subjekt vid de olika anhalterna på resan är översättning, lärande och ömsesidig anpassning. Studien har genomförts i form av fallstudier vid ett statligt bolag och vid ett landsting där medarbetarskapsprogram bedrivits. Resultaten grundar sig huvudsakligen på intervjuer, vilka kompletterats med observationer och dokumentstudier. Resultaten visar att det skett en ömsesidig anpassning mellan idé och subjekt vid den studerade enheten i landstinget med ökad delaktighet, förståelse för varandra och ett förbättrat arbetsklimat som följd. Idén integrerades i hög grad i den vardagliga verksamheten. Vid det statliga bolaget passerade idén förbi utan några större bestående avtryck i de studerade grupperna och idén integrerades inte i den ordinarie verksamheten. Resultaten kan förstås med grund i hur programmen genomförts tolkat utifrån lärandeteorier och olika perspektiv på implementering. Genomförandet i det statliga bolaget kännetecknades av central styrning och snäva frihetsgrader vad gäller form och innehåll för medarbetarskapsutvecklingen. The study is based on a qualitative case study with two cases, a county council and a state-owned company, where co-workership programs have been implemented. The empirical material consists mainly of interviews. In addition observations and document studies have been used. The results indicate that a mutual adaptation between idea and operation occurred in the studied unit in the county council, with consequences in the daily work, while the idea passed without any lasting impressions at the unit level in the state-owned company. These findings may be understood in terms of how the co-workership program was implemented, interpreted through theories of learning and implementation. The co-workership development in the county council was characterized by employee participation in identifying needs and choice of areas of work as well as a high level of integration in the daily operations. In the studied groups in the state-owned company, the employees did not participate in the planning, and the co-workership program was not actively integrated into daily operations. Hence, there were not the same opportunities for a mutual adaptation between idea and operation as we found in the unit at the county council. In translating the idea into words, differences were found mainly between people at different levels in the organizations. At the organizational level co-workership was viewed as an individual concept emphasizing the responsibility and actions of the individual. Employees in the studied units, on the other hand, mainly expressed co-workership as a collective concept, focusing on the team and how it functions. The interpretation of the concept seems to be connected to the perspective of different parties within the organizations. Furthermore, the spread and the popularity of the idea of co-workership in Swedish working life can be understood in terms of the ideas correspondence with the current zeitgeist, and in relation to the general development going on in society and working life.
"The core of the book is a complete annotated translation of the collected 'religious poetry' (Tibetan: mgur) of the Tibetan yogin Tsangnyön Heruka (gTsang smyon Heruka, 1452–1507). The book also contains a translation of a short 'catalogue' (dkar chag) of Tsangnyön's poetry/songs. These two texts were compiled and printed in 1508 by a group of disciples who wanted to express their devotion to their recently deceased master, and make his insights available for others. The Songs of Tsangnyön Heruka begins with an extensive scholarly introduction to Tsangnyön and his songs, providing the reader with a context to the translations. Following the two translated texts, is an appendix introducing Tibetan Buddhism to the general reader, then comes a glossary explaining some of the key terms used in the songs, and finally some back matters, i.e. end notes and bibliographies. Nowadays, Tsangnyön Heruka is mainly known for having written and printed the 'life story' (rnam thar) and 'song collection' (mgur 'bum) of the famous poet-saint Milarepa (1040–1123). However, Tsangnyön is not only one of Tibet's foremost authors and poets, he is also one of the best known 'holy madmen' (smyon pa) of Tibet. These colourful figures challenged powerful leaders and monks with their peculiar and seemingly crazy ways. In sharp contrast to Milarepa's life story and songs, Tsangnyön's were gradually forgotten. Tsangnyön's songs provide us with a fascinating and direct insight into the lifestyle, teachings, and message of the wandering yogins. Moreover, they give us an idea of how it was in Tibet before the Fifth Dalai Lama came to power in the mid-17th century. However, the songs have a direct, down-to-earth, and human message, making them timeless and relevant also for people living in another time and culture.
These songs have never been translated to any language, and they have never been studied thoroughly before."

[Twilight of Swedish social democracy]For fear of a supposedly worse result, the Swedish Social Democratic Party (SAP) greeted the outcome in the Swedish parliamentary election in 2018 as a half victory. SAP's poor support among voters, the lowest since an almost general male suffrage was introduced in 1911, underlines the malaise afflicting social democracy's global flagship. In his article, written before the result of the long government-forming process, Göran Therborn charts the background to the election results by examining the SAP-led neoliberalization of Swedish politics since the early 1980s, and the rise of the far-right party Sverigedemokraterna (the Sweden Democrats) as a political force in the wake of recession and refugee arrivals. [Three decades of populist radical right parties in Western Europe: So what?]The populist radical right constitutes the most successful party family in post-war Western Europe. Many accounts in both academia and the media warn of the growing influence of populist radical right parties, the so-called right turn of European politics, but few provide empirical evidence of it. This article by Cas Mudde provides a first comprehensive analysis of the alleged effects of the populist radical right on the people, parties, policies and polities of Western Europe. The conclusions are sobering. The effects are largely limited to the broader immigration issue, and even here populist radical right parties should be seen as catalysts rather than initiators. Despite their limited impact there is still reason to believe that the populist radical right parties might increase their influence in the near future. But even in the unlikely event that these parties will become major players in West European politics, it is unlikely that this will lead to a fundamental transformation of the political system.
