One of the most pressing issues in the world today is the protection of children's rights. A major event in this area was the adoption of the 1989 UN Convention on the Rights of the Child. At the time of the development and adoption of the Convention, Ukraine and Azerbaijan were part of the USSR. However, the Ukrainian SSR, unlike the Azerbaijani SSR, was the primary founding member of the United Nations and therefore participated in the development and adoption of the UN Convention on the Rights of the Child, like Turkey, whose observers also participated in this process. This article examines the participation of Ukraine, Azerbaijan and Turkey in the development and adoption of the 1989 UN Convention on the Rights of the Child. However, the adoption and ratification of the Convention is only the first step in the realization of children's rights at the national level. The national special laws of Ukraine, Azerbaijan and Turkey in the field of protection of children's rights are also studied. This article concludes on the different direction of the special laws of these countries. Moreover, there are some differences in the content of the laws, namely some of them includes not only rights, but also the duties of the child. The state of protection of children's rights in Ukraine, Azerbaijan and Turkey is a priority and urgent issue in the state policy of these countries and needs to be improved. The conclusions provide recommendations for improving the legislation of these countries

The article deals with the need for informational, in particular cultural, interaction of Ukraine with other states for the effective achievement of the set political, economic, security, etc. objectives. It is emphasized that such interaction is important not only for the traditional leading players in the "global chessboard" but also with those regions and countries, links with which receive new urgency and new content, in particular, it concerns the Turkic states and peoples. The Turks, their governments are very respectful of their own cultural heritage, to their popularization in the world, so cooperation with them through cultural interaction is very effective. During the XXth century, Ukrainian scholars have made significant progress in the development and popularization of Ukrainian and Turkic relations, the need to return their work to active use and to develop systematic activities in mutual cultural enrichment and cultural interest are now updated.

Relevance. The Kurdish problem attracts more and more attention at the present stage of the international relations in period of Middle East destabilization. Kurds as the nation live in four countries of the Middle East, one of which is Turkey. After formation of the Iraqi Kurdistan representatives of this ethnos in the Turkey Republic demand from the government to provide them the equal rights with citizens of this country and recognize theis future autonomy. War of the leading world countries with Іslamic state concerned Turkey and Kurds. In turn, the last ones were supported by the western countries to fight with Islamic state, thus for Kurds it is chance to unite from 4 states and form own country Turkey as on of the Middle East leader interfered in war with Islamic state, and, in the same time, had military operations in the Kurdish areas. This two-front Turkey war provides security of own country and prevents Kurdish independence, as usual. Object is development of the Kurdish problem in Turkey since the end of the XX century to the modern times. In this article author was aimed to follow the progress in the solution of the Kurdish question in Turkey, the peaceful and armed approaches to restraint of Kurds, a role of the leading states in an internal problem of the Republic of Turkey. This article examines the processes of transformation of the Turkish political system, touching on the period of formation and development of Turkish statehood under the first President of the country – Mustafa Kemal Ataturk, covering the modern stage of development of Turkey. The author substantiates the idea that the model of France is taken as the basis of the Turkish political system. Professor Sami Selchuk, former President of the Turkish Сourt of Appeal, concludes that the instability of the Turkish political system (the presence of many military coups) is due to an incorrectly chosen example of political development. The article focuses on the special position of Turkey in relation to other countries. Despite the fact that Turkey located mainly on the Asian continent (97%), part of Turkey is adjacent to the Western world (3%) - the largest and oldest city of Istanbul. Thus, Turkey has traditionally Eastern principles of building a state, and European values are reflected in the Turkish model. The article compares two leading Turkish models of state development: Mustafa Kemal Ataturk – a democratic secular Western model of development and Tayyip Recep Erdogan – a traditional Islamic Eastern model. The first President of Turkey, Mustafa Kemal Ataturk, set out to transform the Republic of Turkey from a monarchical Patriarchal political system to an advanced secular democratic Republic. Atatürk carried out large-scale state reforms to transform Turkish statehood, completely removing the past of the backward Ottoman Empire. Today, this system has been replaced by the justice and development Party-AK party, which positions itself as a moderate Islamist Party, adheres to the democratic values bequeathed by Atatürk, and continues to actively work to bring the Turkic peoples closer together, and has enjoyed support among the Turkish people for 15 years. The representative of this party is President of Turkey Erdogan. The article analyzes the views of researchers who emphasize the political power of Erdogan under the rule of Kemal Ataturk, the first President of the country, who founded modern Turkey in 1923 after the collapse of the Ottoman Empire. A key aspect in the formation of Turkish ideology is related to overcoming the barriers between East and West, since Turkey is part of both sides and combining Western (democratic) and Eastern (conservative, traditional) principles, thereby creating a new model for the development of Turkish society and state national policy. The conflict in modern Turkey arises between those who are in favor of preserving the old structure and those who are in favor of shaking up the old structure and forming a new one. One can observe a confrontation between adherents of Kemalist principles, which are largely misunderstood and interpreted by modern political figures. Based on the analysis of the main stages of the formation of the Turkish political system, as well as the involvement and generalization of data from Turkish researchers, it is established that in a few years it will be possible to observe the development of two scenarios. The first scenario provides for the strengthening of the presidential power of Erdogan, and the second - the refusal to strengthen the presidential power of the current President and a coup. The author comes to the conclusion that the Turkish model of political development has its own uniqueness, since the Turkish state, being in the middle of the geopolitical situation, has a mixture of different forms of political, national and state functioning. ; У статті розглядаються процеси трансформації турецької політичної системи від періоду становлення і розвитку турецької державності при першому президентові країни - Мустафі Кемалі Ататюрці до сучасного етапу розвитку країни. Обґрунтовується теза, що за основу турецької політичної системи взята модель Франції. Особливу увагу в статті приділено особливому становищу Туреччини щодо інших країн. Незважаючи на те, що Туреччина територіально розташована переважно на азіатському континенті (97%), частина її прилягає до західного світу. Таким чином, Туреччині притаманні як\ традиційно східні принципи побудови державності, так і європейські цінності. У статті подано порівняння двох моделей державного розвитку Туреччини: Мустафи Кемаля Ататюрка – демократична світська західна модель розвитку і Таїпа Реджепа Ердогана – традиційна ісламська східна модель. Globalization and the changing balance of power in the world have led to changes in international politics and the emergence of new forms of diplomatic activity. In their foreign policy, states increasingly attach importance to the public opinion of citizens of other countries, as well as forms of communication and interaction that these societies establish with each other. The new understanding of diplomacy now attaches more importance to soft power, culture and civil society, building a national brand. Policies and ways of using soft power are implemented primarily through cultural diplomacy, which is based on finding commonalities between different cultures. This article discusses the concept of soft power which is an important issue in modern theory of international relations. The concept of soft power which expresses another dimension of power is a type of power that is more difficult to define, express, measure, and evaluate. Today, it can be argued that the use of soft power is the most common method used by international actors which is changing with the international structure and the development of conditions in this direction. In this context the article examines the soft power of the Republic of Turkey, its role in foreign policy, and ways of implementing it. The authors focus separately on the cultural and educational aspects of Turkey's formation of its identity in the world, the directions of its public diplomacy, and the role of individual institutions and state bodies in this process. After the end of the Cold War, Turkey underwent several stages of political transformation and changes in the ideological concepts of its foreign policy. Guided by the ideas of Pan-Turkism and the need for economic development, in the last decade of the 2000s TR increased its presence in the region, especially in Turkic-speaking countries. Cultural expansion becomes a model of the use of soft power, creates the national image of the country, but does not give the desired results. The use of "soft power" in Russian-Turkish relations began in the XXI century and was asymmetric in nature. Since the 1990s, Turkey has been extremely interested in forming a new subsystem of international relations – the Turkic world. The leadership of the country did not follow in the footsteps of the European Union, which moved from economy to politics, but came up with original ways of forming this kind of super-identity. Turkey began to create various "integration fields" – cultural, educational, economic, and then political. All these "fields" served the long-term goal of uniting the Turks. The Turkic entities of the Russian Federation were involved in these processes. In the first decade of the XXI century, the "soft power" of Turkey actively acted in the Russian direction, having achieved some success in forming a positive image of the country in the Russian information field. Russia began to apply soft power only in the early 2010s, so its success in this field was moderate. However, after setting a new policy course, Russia began to pay considerable attention to this vector of interaction between countries, so in the late 2010s its successes in forming a positive image of Russia in Turkey, despite some problems, cannot be denied. In general, the Russian "soft power" operates in five areas: the political concept of "sovereign democracy", the Russian Diaspora in Turkey, the promotion and dissemination of Russian language studies in Turkey, the high culture and education of Turkish students in Russian universities. Given that the effect of the use of "soft power" manifests itself in 5-10 years from the beginning of active activity in this direction, it is possible to predict the growth of influence of Moscow on the attitude of the Turkish population to Russia and, thus, on the domestic politics of Turkey. At the same time, the events of 2013- 2016, such as the Arab Spring and the coup attempt in Turkey, have reduced the intensity of the introduction of "soft power" elements in Turkey's foreign policy, including the Russian direction. ; Використання «м'якої сили» у російсько-турецьких взаємовідносинах почалося у XXI ст. і мало асиметричний характер. З 1990-х років Туреччина була вкрай зацікавлена у формуванні нової підсистеми міжнародних відносин – тюркського світу. Керівництво країни пішло не по стопах Євросоюзу, який рухався від економіки до політики, а виробило оригінальні шляхи формування такого роду над-ідентичності. Туреччина стала створювати різні «інтеграційні поля» культурні, освітні, економічні, а потім і політичні. Всі ці «поля» повинні були служити єдиної довгострокової меті – об'єднання тюрків. В тій чи іншій мірі в зазначених процесах були задіяні і тюркські суб'єкти Російської Федерації. У першому десятиріччі століття у російському напрямку активно діяла «м'яка сила» Туреччини, домігшись певних успіхів у формуванні позитивного образу країни у російському інформаційному полі. Росія почала застосовувати «м'яку силу» тільки на початку 2010-х років, тому її успіх на цьому полі був помірним. Проте, після визначення нового політичного курсу, Росія стала приділяти значну увагу цьому вектору взаємодії між країнами, тому у кінці 2010-х років її успіхи у формуванні позитивного іміджу Росії у Туреччині, незважаючи на окремі проблеми, неможливо заперечувати. У цілому російська «м'яка сила» діє на п'яти напрямках: політична концепція «суверенної демократії», російська діаспора у Туреччині, популяризація та поширення вивчення російської мови у Туреччині, висока культура та навчання турецьких студентів у російських ВНЗ. Враховуючи, що ефект від застосування «м'якої сили» проявляється через 5-10 років від початку активної діяльності у цьому напрямку, можна прогнозувати ріст впливу Москви на відношення турецького населення до Росії і, таким чином, на внутрішню політику Туреччини. У той же час, події 2013-2016 рр., такі як «Арабська весна» та спроба державного перевороту у Туреччині, призвели до зниження інтенсивності впровадження елементів «м'якої сили» у зовнішній політиці Туреччини, у тому числі й на російському напрямку.

The use of "soft power" in Russian-Turkish relations began in the XXI century and was asymmetric in nature. Since the 1990s, Turkey has been extremely interested in forming a new subsystem of international relations – the Turkic world. The leadership of the country did not follow in the footsteps of the European Union, which moved from economy to politics, but came up with original ways of forming this kind of super-identity. Turkey began to create various "integration fields" – cultural, educational, economic, and then political. All these "fields" served the long-term goal of uniting the Turks. The Turkic entities of the Russian Federation were involved in these processes. In the first decade of the XXI century, the "soft power" of Turkey actively acted in the Russian direction, having achieved some success in forming a positive image of the country in the Russian information field. Russia began to apply soft power only in the early 2010s, so its success in this field was moderate. However, after setting a new policy course, Russia began to pay considerable attention to this vector of interaction between countries, so in the late 2010s its successes in forming a positive image of Russia in Turkey, despite some problems, cannot be denied. In general, the Russian "soft power" operates in five areas: the political concept of "sovereign democracy", the Russian Diaspora in Turkey, the promotion and dissemination of Russian language studies in Turkey, the high culture and education of Turkish students in Russian universities. Given that the effect of the use of "soft power" manifests itself in 5-10 years from the beginning of active activity in this direction, it is possible to predict the growth of influence of Moscow on the attitude of the Turkish population to Russia and, thus, on the domestic politics of Turkey. At the same time, the events of 2013- 2016, such as the Arab Spring and the coup attempt in Turkey, have reduced the intensity of the introduction of "soft power" elements in Turkey's foreign policy, including the Russian direction. ; Використання «м'якої сили» у російсько-турецьких взаємовідносинах почалося у XXI ст. і мало асиметричний характер. З 1990-х років Туреччина була вкрай зацікавлена у формуванні нової підсистеми міжнародних відносин – тюркського світу. Керівництво країни пішло не по стопах Євросоюзу, який рухався від економіки до політики, а виробило оригінальні шляхи формування такого роду над-ідентичності. Туреччина стала створювати різні «інтеграційні поля» культурні, освітні, економічні, а потім і політичні. Всі ці «поля» повинні були служити єдиної довгострокової меті – об'єднання тюрків. В тій чи іншій мірі в зазначених процесах були задіяні і тюркські суб'єкти Російської Федерації. У першому десятиріччі століття у російському напрямку активно діяла «м'яка сила» Туреччини, домігшись певних успіхів у формуванні позитивного образу країни у російському інформаційному полі. Росія почала застосовувати «м'яку силу» тільки на початку 2010-х років, тому її успіх на цьому полі був помірним. Проте, після визначення нового політичного курсу, Росія стала приділяти значну увагу цьому вектору взаємодії між країнами, тому у кінці 2010-х років її успіхи у формуванні позитивного іміджу Росії у Туреччині, незважаючи на окремі проблеми, неможливо заперечувати. У цілому російська «м'яка сила» діє на п'яти напрямках: політична концепція «суверенної демократії», російська діаспора у Туреччині, популяризація та поширення вивчення російської мови у Туреччині, висока культура та навчання турецьких студентів у російських ВНЗ. Враховуючи, що ефект від застосування «м'якої сили» проявляється через 5-10 років від початку активної діяльності у цьому напрямку, можна прогнозувати ріст впливу Москви на відношення турецького населення до Росії і, таким чином, на внутрішню політику Туреччини. The article is devoted to the development of the Ukrainian-Turkish relations during sharpening of international situation and crisis situation in Ukraine. In the article the author adheres to analysis of the evolution of bilateral relations between countries, demonstrates core changes in the development of strategic partnership, new trends in bilateral cooperation, shows widening of bilateral cooperation to regional and international cooperation, declaration of strategic alliance, shifting of mutual interests to the political and military aspects, importance and mutual desire to develop economic relations, emphasizes the urgency of Crimea deoccupation and protection of human rights in the context of its violation towards Crimean Tatar nation and Ukrainians in Crimea for both counties. ; Статья посвящена развитию украино-турецких отношений в период обострения международной ситуации и кризиса в Украине. In the article on the example of two states, the Republic of Turkey and the Republic of India, the forms and methods of implementing the changes in the policy of memory in recent decades have beenexamined, their directions have been revealed, their positive and negative impact on society has been analyzed. It is shown that the policy of historical memory strongly correlates with the politicaldiscourse of the country, but increasingly responds to external challenges. Changes in the policy of memory mean changes in the semantic organization of the country's space. At the same time, broadpolitical, cultural and, accordingly, memorial pluralism is not a guarantee of social harmony. Important components of the experience of implementing the policy of memory in these countries have been established, they can be taken into account in the development of the corresponding direction of the state policy of Ukraine. ; У статті на прикладі двох держав – Республіки Туреччина та Республіки Індія – розглянуто форми і способи здійснення перетворень у політиці пам'яті в останні десятиліття, виявлено їх напрями, проаналізовано позитивний і негативний вплив на соціум. Показано, що політика історичної пам'яті жорстко корелює з політичним дискурсом країни, однак дедалі більше реагує на зовнішні виклики. Зміни в політиці пам'яті означають і зміни в семантичній організації простору країни. Водночас широкий політико-культурний і, відповідно, меморіальний плюралізм не є гарантією соціальної злагоди. Встановлено важливі складники досвіду здійснення політики пам'яті в зазначених країнах, які можуть бути враховані в розбудові відповідного напряму державної політики України.

The evolution of Turkey-UAE relations is studied against the background of a set of problems that characterize the Middle East region. Emphasized on changes in Turkey's foreign policy since 2002 (coming to power of the Justice and Development Party): revival of the ideology of Pan-Turkism (Neo Pan-Turkism), dissemination of neo-Ottomanism ideas, voicing of claims for regional leadership in the Middle East, etc. It is noted that in the course of these processes, Turkey's Middle East policy is increasingly confronted with the interests of both leading international and political actors. Ain region. The UAE has been identified among those countries with which there is increasing dynamics of differences and tensions. The purpose of the study is therefore to examine the points of conflict of interest of Turkey and the UAE, to identify the fundamental differences between the interests of the two countries in the Middle East region, as well as the consequences of conflicts of interests. It is argued that the current relations between Turkey and the UAE are characterized by a changing combination of rather aggressive ideological and geopolitical competition, on the one hand, and situational strategic cooperation, on the other. It is emphasized that the UAE is in the group of opposing states of the current foreign policy of RT Erdoğan. There has been a decrease since the beginning of the Arab Spring on the cooperation between Turkey and the UAE, with the simultaneous increase of inter-state confrontation. This is despite the absence in the UAE, in contrast to many Middle Eastern states, the Ottoman past and tragically coloured historical memory of the Turks. Differences between states are related to the Muslim Brotherhood movement, the 2013 military coup in Egypt, the blockade of Qatar, the creation of a buffer zone in northeastern Syria, competing interests in the Horn of Africa, relations with the parties to the civil war in Libya, etc. Analysing the specifics of Turkey's relations with the UAE suggest that Turkey's departure from the course is building a "Zero Problems with our Neighbors" policy and, consequently, enhancing Turkey's geopolitical isolation. ; Вивчено еволюцію відносин Туреччини та ОАЕ на тлі комплексу проблем регіону Близького Сходу. Акцентовано на змінах зовнішньополітичного курсу Туреччини, починаючи від 2002 р. (прихід до влади Партії справедливості й розвитку): відродження ідеології пантюркізму (неопантюркізм), розповсюдження ідей неоосманізму, озвучення претензій на регіональне лідерство на Близькому Сході, претендування на роль посередника у вирішенні складних регіональних конфліктів і т. ін. Відзначено, що в ході цих процесів близькосхідна політика Туреччини щораз частіше вступає в конфронтацію з інтересами як провідних акторів міжнародної політики, так і країн регіону. ОАЕ визначено серед тих держав, у відносинах із якими наявна висхідна динаміка розбіжностей та напруги. Відтак мета дослідження – вивчення точок зіткнення інтересів Туреччини та ОАЕ, виявлення принципових відмінностей інтересів двох країн у регіоні Близького Сходу, а також наслідків зіткнень цих інтересів. Аргументовано, що нинішні відносини Туреччини й ОАЕ характеризуються мінливим поєднанням доволі агресивної ідеологічної та геополітичної конкуренції, з одного боку, і ситуативної стратегічної співпраці – з іншого. Підкреслено, що ОАЕ є в групі опозиційно налаштованих до нинішнього зовнішньополітичного курсу Р. Т. Ердогана держав. Констатовано зниження від початку «Арабської весни» показників співпраці Туреччини та ОАЕ за одночасного наростання міждержавної конфронтації. Це відбувається попри відсутність в ОАЕ, на відміну від багатьох держав Близького Сходу, османського минулого й трагічно забарвленої історичної пам'яті щодо турків. Відмінності між державами наявні в частині ставлення до руху «Братів-мусульман», військового перевороту 2013 р. у Єгипті, проблеми блокади Катару, створення буферної зони на північному сході Сирії, конкуренції інтересів у країнах Африканського Рогу, відносин зі сторонами громадянської війни в Лівії тощо. Аналіз специфіки відносин Туреччини з ОАЕ дає підставу припустити про відхід Туреччина від курсу на побудову політики «нуль проблем із сусідами», а відтак – посилення геополітичної ізоляції Туреччини.
