Este artículo incide en la importancia de relacionar cuestiones de género y tierras, transversalmente, con otros aspectos políticos, sociales y económicos, tales como las transformaciones en los mercados de tierras y recursos naturales o el empleo, la salud o la participación política y las transformaciones en la agricultura, así como la inseguridad alimentaria. Los derechos femeninos de acceso a la tierra están transformándose en países con Uganda o Mozambique con repercusiones muy relevantes para las mujeres africanas. ; Women's access, control and ownership of land and productive resources in Africa intersect with other problems such as discriminatory inheritance patterns, agricultural production, the appropriation and privatization of communal and indigenous lands and other natural resources, as well as gendered control over economic resources and the right to work. La caída del régimen de Mobutu Sese Seko (1965-1997) no sólo implicó la ocupación del territorio congolés por parte movimientos rebeldes apoyados por los gobiernos de Rwanda y Uganda, sino que introdujo a la República Democrática del Congo en un sistema de criminalización internacional del Estado. Este último esquema permitió el establecimiento de una red nacional/internacional de beneficios recíprocamente desiguales, lo cuales fueron usufructuados tanto por las empresas transnacionales involucradas en el tráfico de minerales de tercera generación y por los señores de la guerra (warlords) que fungieron como empresarios de la inseguridad para, posteriormente, convertirse en políticos "profesionales". De igual forma, ciertas franjas de la sociedad congolesa, se beneficiaron desigualmente al recuperar para sí mismas funciones estatales en una fórmula de Estado en la sociedad condicionada por el contexto de la economía de guerra que prevaleció desde la caída del mobutismo hasta los años tempranos de la década del 2000. ; Mobutu Sese Seko regime's (1965-1997) fall not only included the Congolese territory occupation from rebel movements supported by the Rwanda and Uganda governments, but it also introduced the Democratic Congo Republic to an international state criminalization system. This last scheme permitted the establishment of a national/international reciprocal, uneven benefit network, that became usufruct by the transnational enterprises involved in third generation mineral traffic as well as the warlords who acted as insecurity businessmen in order to become, subsequently, "professional" politicians. Certain stripes of Congolese society received unequal benefits when they recuperated the same state duties under a State motion under a war economy society determined, as well; system that prevailed from Mobutu's fall to the early years of the 2000 decade.
A study was done in Kampala District, Central Uganda, to document the timber species and timbermanagement practices used in furniture workshops. A check list was used to document the commontimber species, their grades, moisture contents and related timber management practices in furnitureworkshops. Results showed that Albizia coriaria, Markhamia lutea and Chrysophyllum albidum werethe most common species while Khaya spp, Milicia excelsa and Olea spp were the least used speciesin the furniture workshops. Sixty nine percent of the furniture workshops lacked timber storage sheds,whereas only 3% had the recommended timber stacks. Majority (95%) of the carpenters in the furnitureworkshops did not season timber and hence the moisture content of the timber ranged from 31% to35%. Forty nine percent of the workshops exposed their finished products to environmental and weatherdeterioration. The commonest type of wood waste was planer shavings which were not utilised effectively.Since 97% of carpenters did not grade timber, the quality of their products was inherently poor. Thestudy concluded that several lesser known timber species were used for making furniture amidst verypoor timber management. The study recommends that the government of Uganda through its policyimplementingarms should create awareness programmes to carpenters on efficient timber managementpractices. Further research on physical, processing and strength properties of the documented speciesshould be undertaken so as to improve their utilisation.
Resumen¿La migración interna agiliza la entrada al mercado laboral? Se analiza aquí cuánto tardan en conseguir el primer empleo los jóvenes migrantes y no migrantes en Uganda, desde tres puntos de partida: fecha de nacimiento, edad mínima de admisión al empleo y fin de estudios. Conforme al modelo de riesgos proporcionales de Cox, los migrantes tardan menos, pero las diferencias significativas desaparecen al excluir a quienes realizaron trabajo infantil o al medir el lapso entre estudios y trabajo. Al descomponer las diferencias se aprecia la importancia de factores observables y no observables relativos a la zona de procedencia, el género y el acceso a la educación.
A grande densidade de população faz da região dos Grandes Lagos um lugar com tendência a processos de centralização política. Neste artigo vamos descrever a evolução dos reinos pré-coloniais em expansão durante o século XIX através da sua experiência colonial e pós-colonial no Uganda. Argumentaremos que a progressiva instauração do Estado colonial no Uganda pressupôs a consolidação de uma tendência para a exclusão política como forma habitual de manutenção do poder, o que conduziu no Uganda pós-colonial a uma crescente espiral de violência. Neste processo as instituições políticas ficaram subordinadas ao exército. ; The Great Lakes region, as a very densely populated region, has seen the development of some centralization process affecting its bigger kingdoms, which were in militar expansion during the 19th century. In this article we will focus on the colonial and postcolonial experience of these kingdoms inside Uganda. We will point out that the establishment of the colonial state supposed strengthen a bias to political exclusion as a way to keep power. This way of ruling sowed the seeds of the increasing political violence and civil wars experienced in postcolonial Uganda. In this process the state political institutions became subordinated to the army.
Introduction: There are differets ways to design a Curriculum for Master of Science in Physiology to train postgraduate students. Objective: to design a Curriculum for Master of Science in Physiology to train postgraduate students in Mbarara University of Science and Technology (MUST) of Uganda. Methods: MUST was founded in 1989 and its Academic programmes are intended to be tailored towards the Government effort of solving Uganda's economic problems by producing the skilled manpower in all relevant areas. There are 7 Degree programmes and 12 Master's Degree Programmes, one of which was Physiology. The Department of Physiology was a pioneer in the Faculty of Medicine and had been training postgraduate students for some time without a proper curriculum. New regulations and guidelines together with the development of science and teaching demanded to generate a new Curriculum for Master in Physiology in order to resume the training at MUST according to the current needs and standards. During one year and under the guidance of the Curriculum Committee Faculty of Medicine, different steps were followed to come up with a product able to satisfy the requirements. Accomplished tasks included: identification of mandatory courses based on the need of a physiologist with knowledge in all areas to be able to train undergraduates through Physiology with research and teaching skills; a large search of curricula followed by several universities in Uganda and abroad; several meetings, discussions, workshops to review contents, objectives, skills and the overall structure according to the guidelines, and review after submissions. Results: The curriculum was designed, presented, reviewed at the different established levels and approved to resume the training of postgraduate students in the area of Physiology by the Department of Physiology, Faculty of Medicine, MUST. La tasa de urbanización de África se ha incrementado constantemente a lo largo de las tres últimas décadas, y se reporta que es más veloz que en cualquiera otra región del mundo. Se estima que, para el año 2030, más de la mitad de la población africana estará viviendo en áreas urbanas. Pero todavía no se analiza críticamente la naturaleza de la urbanización africana y las posibles formas de las ciudades, en el contexto del grado de preparación de las autoridades de dichas ciudades para enfrentar los desafíos. La evidencia también sugiere que la urbanización está asociada de manera cada vez más estrecha con el alto crecimiento económico que se ha registrado en las últimas dos décadas. Hay varios impulsores, tanto subyacentes como próximos, responsables del proceso; éstos incluyen la dinámica demográfica, el crecimiento económico, la designación legislativa, el incremento de la densidad en centros rurales, y que mega ciudades como Lagos, El Cairo y Kinshasa se están extendiendo hasta formar conurbados. Con las oportunidades de urbanización en África Subsahariana, surgen también los desafíos para el desarrollo y administración de estas ciudades. Estos desafíos incluyen la provisión de servicios sociales, el desarrollo económico sustentable, el desarrollo de vivienda, la gobernanza urbana, la orientación del desarrollo en el espacio y el manejo ambiental, la adaptación y mitigación ante el cambio climático y la reducción del riesgo de desastres. El desafío exige enfrentar los déficits de desarrollo e infraestructura, además de medidas para adaptarse al cambio climático y tratar de mitigar sus efectos. Este trabajo examina el estado actual de la administración urbana en África.
In this article, the author deals with the question; What should be Uganda's response following the Organisation for Economic Co-operation and Development (OECD)'s2 Base Erosion and Profit Shifting (BEPS) on Action 6 (Prevent treaty abuse), Action 7(Prevent artificial avoidance) of the Permanent Establishment (PE) Status and Action 15 (Development of Multilateral Instruments (mli) to modify Bilateral Tax Treaty. In answering this question, this article considers; Uganda's existing tax treaties, lessons drawn from BEPs Action 6, What a Permanent Establishment (PE) means, The existing avoidance strategies of a PE, lessons drawn from BEPS Action 7, should Uganda sign or not sign the Multilateral Instruments (mli). The OECD released a report on G20 Base Erosion and Profit Shifting (BEPS) which comprises of 15 Action Plans to address Base Erosion and Profit Shifting3. All the 15 Action Plans were set out to equip governments to domesticate international instruments in order to address tax avoidance while ensuring that profits are taxed where economic activities that generate profits are performed, and where value is created. All these BEPS 15 Action plans are broad in nature, and therefore, this article only deals with BEPS Actions 6, 7 and 154. ; En este artículo, el autor aborda la cuestión ¿Cuál debería ser la respuesta de Uganda después de la Erosión de Base y Cambio de Beneficios (BEPS) de la Organización para la Cooperación y el Desarrollo Económicos (OCDE) en la Acción 6 (Prevenir el abuso de los tratados), Acción 7 (Prevenir la evitación artificial) del Establecimiento Permanente (pe), Estado y Acción 15 (Desarrollo de Instrumentos Multilaterales (mli) para modificar el Tratado Fiscal Bilateral? En respuesta a esta pregunta, este artículo considera los tratados tributarios existentes de Uganda, lecciones extraídas de la Acción 6 de BEPS, lo que significa un Establecimiento Permanente (pe), las estrategias de evitación existentes de una EP, lecciones extraídas de la Acción 7 de BEPS y, en ese sentido, si debe Uganda firmar o no los Instrumentos Multilaterales (mli). La OCDE publicó un informe sobre la erosión de la base del G20 y el cambio de ganancias (BEPS), que comprende 15 planes de acción para abordar la erosión de la base y el cambio de ganancias. Todos los 15 planes de acción se establecieron para equipar a los gobiernos para domesticar los instrumentos internacionales con el fin de abordar la evasión fiscal, al tiempo que se garantiza que los beneficios se gravan donde se realizan las actividades económicas que generan beneficios y donde se crea el valor. El presente artículo se basa en una triangulación de los criterios neorrealista y neoliberal posmodernos para analizar la política exterior, junto con la pre-teoría de Rosenau y los modelos de toma de decisiones de Allison en materia de política exterior que utilizan el método de unidades de decisión, entre otros. Procura estimular la reflexión sobre las bases epistemológicas de los recientes cambios de paradigma de la política exterior de Uganda. Las teorías ayudan a conceptualizar temas y sucesos, creando estándares y estableciendo puntos de referencia para satisfacer el nuevo paradigma universalista de política exterior o responder a interrogantes académicas o prácticas. Se sostiene que en la política exterior del país se ha producido un cambio de paradigma hacia el internacionalismo que apunta a detener el disenso político y al surgimiento de retos socioeconómicos en el plano interno. ; This article is guided by a triangulation of neo-realist and neo-liberalist post-modernist approaches to the analysis of foreign policy coupled with Rosenau's pre-theory and Allison's models of foreign policy decision-making using the decision units approach, among others. It seeks to stimulate reflection on the epistemological underpinnings of the new paradigm shifts in Uganda's foreign policy in recent times. Theories will assist in epistemologically conceptualizing issues and events, creating and setting standards and benchmarking conditions for meeting the new universalistic foreign policy paradigm or in answering academic or/and practical questions. It is contended that there has been a significant paradigm shift towards internationalism in the country's foreign policy to ward off increasing political dissent and emerging socio-economic challenges in the domestic arena.
On December 19, 2005, the International Court of Justice (case on Armed activities in the territory of the Congo) condemned Uganda for the illegal exploitation of the Democratic Republic of the Congo's natural resources. Its conclusions were not as extensive as desirable, since although the Court affirmed the consuetudinary character of the principle of permanent sovereignty on natural resources, it finally decided on the basis of Humanitarian International Law. This article focuses on the Court reasoning and its reluctance to clarify and consolidate the principle. ; El 19 de diciembre de 2005 el Tribunal Internacional de Justicia (asunto sobre las actividades armadas en territorio del Congo) condenó a Uganda por la explotación ilegal de los recursos naturales de la República Democrática del Congo. Sus conclusiones no han sido todo lo extensas que hubiera sido deseable, pues aunque afirmó el carácter consuetudinario del principio de soberanía permanente sobre los recursos naturales, decidió refugiarse en las normas del Derecho Internacional Humanitario para dilucidar la cuestión. Este artículo se centra en el razonamiento del Tribunal al respecto y en su reticencia a dejar constancia clara del principio.
ResumenLos indicadores actuales de los ODM sobre empleo presentan deficiencias importantes, como problemas de medición, uso inadecuado de estadísticas agregadas, ambigüedad interpretativa y supuestos de base no aplicables a los países en desarrollo. Tratando de superar estos problemas, los autores proponen cuatro nuevos indicadores de empleo productivo y trabajo decente: el crecimiento de la contribución del trabajo al valor añadido por trabajador, la tasa de trabajadores pobres y los porcentajes de trabajadores que ganan menos de un ingreso laboral mínimo absoluto y relativo (el 60 por ciento de la mediana del ingreso laboral). Aplican empíricamente estos indicadores a los casos de Uganda y Perú.
