Developing climate mitigation policies and strategies for mitigating climate change includes elaboration of alternative scenarios of socio-economic development and quantitation of the scenarios using mathematical models. In particular, integrated assessment models IMAGE, MESSAGE-GLOBIOM, AIM, GCAM, REMIND-MAGPIE are used for assessment of global environmental scenarios "The Shared Socio-Economic Pathways" (SSPs), "Representative Concentration Pathways" (RCPs) and "Shared Climate Policy Assumptions" (SPA). The analysis of reports on implementation of environmental programs in China, Indonesia, Ethiopia, Uganda, Mexico, Kenya, Republic of Cameroon, Brazil and Bangladesh reveals that the development of environmental programs should take into account the level of democracy, trust in government and law, gender equality, equal rights, corruption, poverty, availability of adequate communication of authorities and experts with local people, lack of fuel and effect of spatial spreading of deforestation. Based on the above-mentioned socio-political factors, a conceptual model of influence of socio-political factors on the implementation of climate change mitigation policies is developed. Political and social indices are proposed to be used as proxies for the socio-political factors. Accounting of the socio-political factors in development of environmental policies will improve their efficiency and save money.
The article's objectives are to reveal the general tendency in the global investment climate within the fintech industry and introduce the grouping approach for countries based on distinctive characteristics of local fintech and economic environments. Moreover, the paper results can be used as recommendations for local regulators in terms of the fintech industry development, which is a vital force for enhancing the competitiveness level of the countries in the context of world economic uncertainty.Statistics method is used to perform the investment activities and investment structure overview with a close look at three regions: Americas, EMEA (Europe, the Middle East, and Africa), and the Asia Pacific. The results indicate the largest role of the America region, the smallest – of the Asia-Pacific region, and two main trends in the investment structure by the nature of deals, the first with a predominance of M&A deals and the second with a high venture investments part.Another applied approach is clustering analysis. It is used to group the countries by the set of characteristics, which reflect the general economic conditions and innovation capacity in the financial sector of different countries from the general population. The clustering results give a snapshot of six groups of countries. The group with the highest results is called FinTech Olympus and consists of countries such as the USA, UK, and Singapore. The worst results were shown by the Fintech Jungle group represented by Kenya, Lebanon, Egypt, Uganda, Pakistan, Ghana, Nigeria, Bangladesh, and Ukraine. The other countries are grouped in four more clusters with research names – FinTech periphery, Asian-European, FinTech middle class, and Major players. Local regulators, for example, the National Bank of Ukraine, can further consider the results of clustering for maintaining fintech development policy to benefit the economy in general. In such conditions, the main tasks for the Ukrainian government are the improvement of business climate and fintech ecosystem development with the further discovery of their impact on the country's competitiveness in an unstable economic environment in the short and long term. The article is devoted to the peculiarities of formation of Jewish parties and political organizations in the South of Ukraine in the early twentieth century. Traces the processes of party branches and basic software requirements on the national question. The features of formation of a network of party cells one of the most influential socialist forces Jews – Bund (General Jewish Workers' Union in Lithuania, Poland and Russia) to the revolution of 1905– 1907 in Odessa, Sevastopol, Ekaterinoslav, Nikolaev, Mariupol, Melitopol. The characteristic activities of the other party socialist direction – «Poalei-Zion» primary cells which in 1905 were related. Analyzed the formation movements of the party, the Zionist Socialist Workers Party, which supported the idea of a Jewish state in Uganda (with cells in Yekaterinoslav, Elisavetgrad, Mykolaiv, Odesa) and the Jewish Socialist Workers Party as advocate for the idea of national-territorial autonomy Jews (with activities in Yekaterynoslav, Simferopol, Sevastopol, Melitopol). The effect of the split «Poalei Zion» the formation in 1906 of a new political force – the Jewish Socialist Democratic Workers party «Poalei-Zion», a program which included the receipt of territorial autonomy for Jews in Palestine and demand the national political autonomy, covering economic and cultural interests. Determined that the party centers operated in Odessa, Yekaterinoslav Elisavetgrad, Simferopol. The author notes that Jewish liberal forces in the region were represented by the Union to achieve equality of Jews in Russia, parts of which were during 1905–1907 in Yekaterinoslav Odessa and Sevastopol. There followed what has become a significant impact activit-Zionist conservatives, had to promote the emigration of Jews to Palestine, the first cells appeared in the late nineteenth century in Nikolaev, later centers (with and all) cells were Zionists in Odessa and Yekaterinoslav. Socio-political organizations were well represented Jews Zionist organizations in Odessa club «Kadima», the Committee of the Jewish Colonial Society, Union of Zionist youth, «Hehover». Found evidence of episodic terytorialistskyh Jewish organizations aimed at creating autonomous Jewish settlements in any area (branches in Odessa and Yekaterinoslav). The author argues that Jewish movement in the early twentieth century in southern Ukraine gained considerable proportions that subsequently influenced the development and powerful work of Jewish parties and political organizations during the Central Rada, when it was created favorable conditions for social and political life representatives minority ;
Purpose. To assess the poliomyelitis epidemic situation in Ukraine and determine ways to maintain the status of a country as free from poliomyelitis.Materials and methods. Findings of the epidemiological surveillance on acute flaccid paralyses (AFP)/ poliomyelitis, and statistical reports of the Ministry of Healthcare of Ukraine «Performance of Annual Immunization Plan» (Form 5) (from 2008 to 2015) were analyzed.Findings and discussion. Since 2008 there has been a decrease of immunization coverage in Ukraine, as well as against poliomyelitis. Consequently, in 2012 pursuant to the conclusions of 7th Meeting of the Independent Monitoring Board of the Global Polio Eradication Initiative (October 29–31, 2012 London) Ukraine was listed as country at high risk of wild poliovirus transmission (alongside with the Horn of Africa, Kenya, Libya, Somalia, Uganda and Yemen). Despite the fact that polio immune prevention conditions in Ukraine were was rated as critical and the fact that this issue has been raised by the scientific community and up to the government levels, immunization coverage rates still remain extremely low (2008 — >98%, 2008 — 90.9%, 2009 — 80.6%, 2010 — 57.3%, 2011— 54.3%, 2012 — 73.7%, 2013 — 72.0%). Considering the required rate of 95%, the situation became particularly critical in 2014 (44.7%) and in the following year (as at 01.08.2015 — 17.3%). This resulted in vaccine-derived poliovirus (VDPV). Three strains of VDPV-2 were discovered in 2014, and in 2015 two polio outbreaks (2 cases) caused by circulating VDPV-1 were registered. Responding to the outbreak from October 2015 to February 2016 three immunization rounds to vaccinate children with oral polio vaccine (2 rounds for age groups from 2 months to 6 years; 3rd round — from 2 months to 10 years) with the respective coverage rates of 64.4%, 71.7% and 80.7%. This was followed by mop-up immunization campaign till 17.04.2016. Measures taken enabled some improvement of the immunization coverage conditions, namely in children under the age of 1 year had 3 vaccinations (inactivated + oral vaccine) the rate was 90.1%. At the same time, these figures were below 90% in 10 administrative areas. If immunization covers less than 90% the main goal of prophylactic immunization well not be accomplished, namely the formation of specific population immunity.Conclusions. The following conditions are necessary for the preservation and maintenance in Ukraine of status as a polio-free territory: the routine immunization coverage should remain at 95%; mop-up immunization should be provided for children till the age of 10 years that missed scheduled vaccinations; proper epidemiological surveillance of AFP/ poliomyelitis and other enteroviral infections should be conducted; virological control of wastewater should be enhanced.

ISSUES OF ECONOMIC AVAILABILITY OF MEDICAL DRUGS IN AFRICAO. Ievtushenko, Osama Abuzayid Mohamed Nur AhmedNational University of Pharmacy, Kharkiv city INTRODUCTIONCurrently Africa with its highest index of diseases in the world maintains a serious dependence of imported medical drugs. Imported production comprises from 80 to 100% in some African countries, despite the fact that the incomes of population and medical support system doesn't correspond completely with the consumption of expensive medical drugs (further MD). There is an extremely severe problem of physical and economical availability of MD in theEastern Mediterraneancountries. OBJECTIVE STATEMENT OF THE ARTICLEIn connection with the above mentioned, the purpose of the work is the analysis of economic availability of MD in theEastern Mediterraneancountries, and also the comparison of the received indexes with the indexes of European countries. In the researches it has been participated such countries as Sudan, Egypt, Lebanon, Uganda and Ethiopia. To compare the received indexes of availability and their level determination it has been made the comparison of indexes among themselves and also with the indexes of the developed country of the European continent. As a standard it has been taken Germany as a country with one of the most developed pharmaceutical markets in the world and the strongest health care system, which finances medical and pharmaceutical assurance among all the EU countries.RESEARCH METHODSIn this work it has been taken into account the pharma-economic methods of analysis and methodology of the World Health Organization (WHO) and Health Action International (HAI) «Prices determination of MD, their availability and price of components ", data obtained during this methodology examination [1, 4, 6-11]; information from regional and national sources [12]; and also the scientific publications on this topic [2,3,5]. Data concerning prices for medicines and the cost of treatment course were obtained in studying of retail prices in pharmacies of the above mentioned countries. In the total examination it has been studied the MD which are used for the treatment of chronic diseases and which are included in the international list recommended for the continuous monitoring (study) by the World Health Organization . RESULTS AND IT DELIBERATION According to WHO recommendations, it has been selected the basic MD for the treatment of 14 the most common diseases, which will allow to make the international research. Also it is allowable to include in this list of MD the most important for the treatment of specific diseases in certain countries. Yes, for the African countries such drugs are the remedies for the malaria treatment. In the study it has been participated the generic MD sold at the lowest price. Further it has been determined the economic availability of studied MD, taking into account the ratio of the treatment cost by this drug (according to the international treatment protocols) and the daily wage of unskilled low paid public officer in these countries.During the determination of economic accessibility of medicines it has been used the paying capacity adequacy ratio, which includes the lowest retail price of the drug (or the treatment course price), and the average salary for a certain period of time. The analysis shows that the availability of MD in some African countries is situated at the unsatisfactory level. Regarding the indicators of availability general perception, the lowest indicators hasSudan, the highest accessible indexes has Egypt. By comparison of the availability of MD in African countries and in Germany, for the diclofenac treatment course in Germany it is necessary to spend 0.24 of one day wages, and in Sudan - 5.3, which is higher in 22 times; for the paracetamol treatment the Sudan patients spend more in 10 times. Thus, the availability economic analysis of basic MD confirms thatEgyptandLebanonassist a relatively low cost of basic MD, which is close to the level of the European countries. Especially in Egypt, the major part of economic availability indicators of medical drugs corresponds to parameters of the country with the developed pharmaceutical market and a strong health care system and this is Germany. Thus, the indicators ofEgyptare almost identical with those ofGermanyat the prices of Diclofenac, Atenolol, Captopril, Glibenclamide, Ceftriaxone, Diazepam, and even lower - with Salbutamol, Amitriptyline, the antimalarial medical drugs. Thus, in Sudan is marked with the rather high prices and, consequently, low availability on a number of medical drugs such as Diclofenac, Paracetamol, Captopril, Simvastatin, Amitriptyline. Thus, patient inSudanneed spend in 22 times more of money to the diclofenac treatment than patients inGermany. A treatment will paracetamol will be in10 times more expensive, treatment with captopril will be in 7 times more expensive. Comparison of availability indexes in theSudanwith the African region countries is also accompanied by a situation where the indicators availability of MD are in 3 - 10 times worse than in other countries with similar health care system. The necessity of generic MD availability analyses, especially for the countries with the health care systems which are forming will help to make the fast and low priced determination of the availability level of medicines for the population, the timely reaction in case of indexes deterioration, the regulation of public policy of countries in the pricing field on MD as well as coordination of original and generic drugs use, which allow to reduce the budgetary costs of medical assistance without the quality loss.References1.
