Caught between Traditional Ways of Life and Economic Development: Interactions between Indigenous Peoples and an Oil Company in Numto Nature Park

The paper examines the conflict between indigenous people living in Numto Nature Park in the Khanty-Mansy region of Russia and the oil company Surgutneftegaz, which is trying to expand to new areas of the Park for industrial development. We analyse this conflict by looking at different perceptions concerning the threats and benefits underpinning the conflicting parties' arguments. We show that the oil company, whose approach is based on the principles of benefit sharing, seeks to provide economic benefits as well as infrastructure to ensure development in the indigenous community. In contrast, the indigenous people in Numto prioritise environmental safety and the possibility of maintaining their traditional ways of life, which means eliminating the negative impacts of oil development on fisheries, reindeer herding and the general state of the environment. The study indicates that focusing on indigenous peoples' and oil companies' differences concerning perceptions of threats and benefits provides a better understanding of desirable benefit-sharing arrangements between oil companies and indigenous peoples in areas that have so far only been marginally affected by industrialisation and modernisation. This insight suggests that the introduction of community-centred perspectives emphasising cultural and environmental security in benefit-sharing policies in oil companies could improve practices. The analysis draws on interviews with members of the indigenous Nenets and Khanty peoples of Numto Park as well as representatives of Surgutneftegaz, NGOs, the regional administration and the Numto Park administration

A historical discussion on the foreign policy relationship between Norway and the United States and its future perspectives. The Norwegian Institute of International Affairs (NUPI), founded in 1959, can legitimately be called a child of the Cold War. During the 1950's Norway's main focus was to stand between the two super powers of the United States and the Soviet Union. Already in the 1960's this role began to diminish due to improvements in weapon technology and became even smaller in the 1970's when Norwegian left leaning parties started to openly oppose the United States. In the 1980's Norway tried its best to become visible for Washington, a project that somewhat failed due to Ronald Regan's focus on the internal economy and rolling back communism abroad. Overall the relationship to the United States has almost exclusively been based on foreign policy even if cultural ties have made Norway the most Americanized country in Europe. Testing the Limits of Jurisdiction in Investor-State Arbitration in Svalbard's Waters: Peteris Pildegovics and SIA North Star v. Kingdom of Norway

On 1 April 2020, the Latvian fishing company SIA North Star and its owner Peteris Pildegovics initiated an investor-State arbitration against Norway (Peteris Pildegovics and SIA North Star v. Kingdom of Norway) at the International Centre for Settlement of Investment Disputes (ICSID). This case is not only Norway's first ever ICSID case, but also the first publicly known investor-State arbitration in which an operator of a fishing vessel has brought a claim against a coastal State for allegedly unlawful exercise of prescriptive and enforcement jurisdiction in relation to fisheries. The case raises intricate questions concerning the limits of jurisdiction ratione materiae and jurisdiction ratione personae of investment tribunals.
