El planeamiento comercial es definido, en este artículo, como el proceso de determinar cuánto comercio, qué tipos y en que lugares debe desarrollarse en un periodo dado. Se realiza a través de la interacción del sector privado (minoristas y promotores) y el público (gobierno nacional y local). El sector privado intenta mantener o incrementar ventas y beneficios, y el público procura cumplir objetivos no comerciales, destinados a servir al interés general. El artículo resume aspectos del planeamiento comercial minorista en el Reino Unido descritos en su libro (GUY, 2006A). Así, la sección 1 plantea el marco administrativo del planeamiento comercial, contrastándolo con el de otros países europeos. La sección 2 resume la política del gobierno central para promover y controlar el desarrollo comercial. Las secciones 3 y 4 sintetizan las actitudes de los urbanistas del gobierno local y los promotores privados respectivamente. La sección 5 argumenta algunos de los resultados principales, en términos de tendencias del desarrollo en localizaciones centrales y no centrales, mientras que la sección 6 esboza algunas conclusiones. ; In questo articolo con "pianificazione commerciale" si intende il processo attraverso il quale si definisce quante attività commerciali, di quale tipo ed in quali luoghi dovrebbero essere sviluppate in un determinato periodo. Il processo si sviluppa attraverso l' interazione tra gli attori privati (commercianti e proprietari immobiliari) e gli attori pubblici (governo locale e nazionale). Il settore privato cerca di mantenere stabili o di incrementare vendite e profitti, mentre il settore pubblico persegue obiettivi di interesse piú generale. L'articolo sintetizza alcuni aspetti della pianificazione commerciale nel Regno Unito, facendo riferimento alla ricerca descritta in un testo dell'autore sull'argomento (GUY, 2006A). La prima parte delinea il quadro normativo della pianificazione commerciale e lo confronta con la situazione di altri paesi europei. La seconda parte sintetizza le recenti politiche governative per il sostegno e la regolamentazione del settore commerciale. La terza e la quarta parte delineano i comportamenti degli amministratori locali e degli operatori privati. La quinta presenta i principali esiti dei trend di sviluppo del commercio urbano ed extraurbano, mentre la sesta parte avanza alcune conclusioni.

In recent decades, increased scholarly attention has been paid to the interactions between immigration, media coverage, framing, and the rise of populism. This paper draws on these interactions to systematically review peer-reviewed articles related to media representations of immigrants and refugees in Brazil and the United Kingdom (UK). The objective was to identify the tone used in such representations and the research methods applied in the articles. This is the first systematic literature review that compares studies on media and immigration including both Western, Educated, Industrialized, Rich, and Democratic (WEIRD) and non-WEIRD countries. This paper uses Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA) to collect, map, and systematize 47 peer-reviewed articles published in the past two decades. The findings show that, in the studies we analyzed, the tone of representation of refugees in the media in both countries is negative. Mass media underrepresent the main actors and use stereotypes and discourses of otherization. This paper contributes to our understanding of the differences between studies, including those conducted in the UK and Brazil, and calls for more comparative studies that include countries from the global south and global north. It also demonstrates the standardization of frames and tone of representation on immigration in both countries, suggesting similar patterns across different countries.

Our population is ageing very quickly. This increase is added to the rapid, exponential breakthrough of new technologies in our everyday lives. These two factors are generating great interest and many studies have been published on how information technology and communication simultaneously exist in ageing western societies. This paper analyses the main habits of use and consumption of new technologies by older people, in particular, the level of knowledge and their level of education. The purpose is to analyse whether the technological skills of our elderly are sufficient, as well as to know if the audio-visual resources are appropriate. This study wants to know if the ageing society is prepared to handle everything the internet has to offer. This study has taken place in three countries of the European Union: the United Kingdom, France and Spain. An attempt is made to generate comparisons and conclusions that help to increase the opportunities and to take on challenges of our current digital society. This study has used a methodology based on surveys which collect information on the use and habits in the three countries and the level of media literacy, as well as the interest of our elderly in training in new technologies.

En este artículo analizamos la distribución y la composición por fuente de los ingresos individuales y de los hogares, y su relación con la estructura social, como forma de aprehender las modalidades de satisfacción de necesidades y la producción de bienestar desde una perspectiva comparativa, seleccionando los casos de Reino Unido, España y Argentina. Se usa un abordaje cuantitativo, basado en micro-datos de encuestas de hogares. Retomamos la discusión sobre las formas de articulación entre las diferentes instituciones que participan en la provisión del bienestar, es decir, los debates sobre la diversidad de regímenes de bienestar que organizan a las sociedades capitalistas contemporáneas. Aportaremos evidencia empírica que muestra el peso excluyente que tienen los ingresos laborales para las clases trabajadoras en el caso latinoamericano en comparación con los casos europeos.

After a contextualization of the role of the media and observation of the marked influence of political actors and media in the middle of the growing professionalization of political communication, this article shows the electoral campaigns carried out in the United Kingdom during the last four legislatures, three under the Labour Government (1997, 2001 and 2005) and the last won by the conservatives (2010).A review by experienced over two decades through the descriptive analysis of the strategies of communication and electoral advertising of labour, tories and liberal-democrats changes and evolution whose creativity is fueled on the discussion of the progressive Americanization of campaigns, focused on negativity and the customization on the image the leaders. ; Tras una contextualización del papel de los medios y la observación de la acusada influencia de los actores políticos y mediáticos en medio de la creciente profesionalización de la comunicación política, este artículo muestra las campañas electorales llevadas a cabo en el Reino Unido durante las cuatro últimas legislaturas, tres bajo el gobierno laborista (1997, 2001 y 2005) y la última, ganada por los conservadores (2010). Un repaso por los cambios y evolución experimentados en dos décadas a través del análisis descriptivo de las estrategias de comunicación y la publicidad electoral de laboristas, tories y liberal-demócratas, cuya creatividad se alimentó sobre la discusión de la progresiva americanización de las campañas, centradas en la negatividad y personalización de a imagen los líderes.

Energy poverty is a reality in Europe even if there are countries where it is not recognized and where there is not a definition for it. However, its recognition at Community level is progressing and it should be convenient to move towards a homogeneous measurement mechanism. The United Kingdom, for its part, could be considered a leader in this area given the involvement of both the Central Government and nations´ in the measurement of energy poverty and in the development of measures and plans for its eradication. Energy efficiency has become one of the main pillars of this fight against energy poverty. ; La pobreza energética es una realidad en Europa a pesar de que haya países donde no se reconozca, hasta el punto de no contar con una definición para ella. Sin embargo, su identificación a nivel comunitario está avanzando y resulta conveniente avanzar hacia un mecanismo de medición homogéneo. El Reino Unido por su parte, podría considerarse líder en esta materia dada la involucración tanto del Gobierno Central como de las naciones en la medición de la pobreza energética y en el desarrollo de medidas y planes para su erradicación. La eficiencia energética se ha convertido en uno de los principales pilares de estos planes.

In the European Union, the public administrations manage the territory to face to the consequences of reduction of the cost of transport and of the urban development, to favor the territorial and social cohesion. The decision made by the States and the local administrations concern the construction of infrastructures, the politics of housing and the provision of services. In this aspect, the levels in which the decisions are made have a special importance. Likewise, the specificities of the national histories, political-administrative organization and political cultures affect in the elaborated and later implemented policies of land management by the members states, though the consolidation of the European construction favors the convergence of the national models. ; En la Unión Europea, las administraciones públicas ordenan el territorio para enfrentarse a las consecuencias de la reducción del coste del transporte y del desarrollo urbano, con el fin de favorecer la cohesión territorial y social. Las decisiones tomadas tanto por los Estados miembros como por las administraciones locales conciernen tanto la construcción de infraestructuras, la política de vivienda como la prestación de servicios. En este sentido, el nivel en el que se toman las decisiones reviste una importancia especial. Asimismo, las especificidades de las historias nacionales, de las organizaciones político-administrativas y de las culturas políticas inciden en las políticas de ordenación del territorio elaboradas y posteriormente implementadas por los Estados, aunque la consolidación de la construcción europea favorezca la convergencia de los modelos nacionales.

This article describes in what ways international environmental law, the international regime of climate change and the European Union have influenced current climate change adaptation governance in the United Kingdom, especially in relation with the sustainable development policy. ; Este artículo describe la influencia que ha ejercido el derecho internacional desde las orientaciones provenientes del régimen internacional del cambio climático y la Unión Europea, en la gobernanza actual de la adaptación al cambio climático en el Reino Unido, especialmente en relación con la política del desarrollo sustentable.

El objetivo de esta investigación es realizar un estudio comparado del intervencionismo militar en España, Reino Unido y Estados Unidos. La tesis que defendemos es que los Ejércitos intervienen cuando se crean las condiciones para ello. This article examines the historical relationship between copyright and legal deposit in the United Kingdom. The introduction shows the origins of legal deposit in England as a voluntary agreement between the Stationer's Company and Thomas Bodley. Then, I analyse the long legislative union (1709-2003) of copyright and legal deposit in the United Kingdom, with special emphasis on the "battle of the books" (1805-1836); a political, legislative and judicial debate between publishers and the copyright libraries. The Legal Deposit Act of 2003 extended the scope of this heritage measure to digital content including web material. Finally, the conclusions highlight the important role of State intervention to design cultural policies that take into account the public interest related to cultural heritage and the economic concerns of copyright holders. ; Este artículo trata sobre la relación histórica entre el derecho de autor y el depósito legal en el Reino Unido. La introducción presenta los orígenes del depósito legal en Inglaterra como una medida voluntaria que surgió de un acuerdo entre la Compañía de Impresores y Thomas Bodley. Luego se examina la larga unión legislativa (1709-2003) de dichas figuras jurídicas (derecho de autor y depósito legal) en el Reino Unido, con especial énfasis en el periodo de 1805 a 1836, cuando se presenta la llamada "batalla de los libros", un agudo debate político, legislativo y judicial entre los editores y las bibliotecas depositarias. La legislación de depósito legal del año 2003 extendió el alcance de esta medida patrimonial a los contenidos digitales, incluyendo material web. Por último, las conclusiones resaltan el importante rol de la intervención estatal para diseñar políticas culturales que tengan en cuenta el interés público en el patrimonio cultural y el interés de los titulares de derechos de autor.

Considering the weight of history –i.e. policy continuity and stability– this article analyses change of public service broadcasting (PSB) policies in European political systems. This analysis focuses on PSB television policies implemented by the BBC. The United Kingdom's case is relevant because the BBC is a global paradigm of PSB independence and self-regulation and it has been traditionally a model and engine for PSB television policy change in both European Union Member States and the global sphere. An original combination of theories and concepts for change analysis within the predecision stage of the policy-making process –problem definition and agenda-setting processes–, along with the necessary introduction of the europeanization of public policy approach as a methodological challenge to the study of change, let us complete British political system dynamics from 1979 to 2010. This research period has been selected because the BBC public service broadcasting has experienced the deepest changes in history, including those where the European integration process could have had an impact. ; A partir del reconocimiento del peso de la historia en la continuidad o estabilidad de las políticas públicas, el presente artículo analiza el cambio en las políticas gubernamentales del servicio público de televisión en sistemas políticos europeos. El análisis se centra en las políticas de servicio público de televisión que implementa la BBC. El caso del Reino Unido es relevante porque la BBC es el paradigma de la independencia y autorregulación del servicio público de televisión en el mundo. Además, es un modelo que tradicionalmente ha servido como motor de cambio en las políticas de servicio público de televisión en el conjunto de los Estados miembros de la Unión Europea y también en la esfera global. La combinación novedosa de conceptos y teorías para el análisis del cambio en la fase de predecisión del proceso de elaboración de políticas públicas –definición del problema y formación de la agenda gubernamental–, junto con la introducción necesaria del enfoque de europeización de políticas públicas como desafío metodológico, nos permite completar las dinámicas del sistema político británico desde 1979 hasta el 2010. Se ha seleccionado este período de análisis porque en él se producen los cambios más profundos en el modelo de servicio público de televisión de la BBC, incluyendo aquellos que podrían derivar del proceso de integración europea.
