Since the end of the Cold War, many scholars have been studying the new power stratification in the international system. In the multipolar order that arose, concepts as emerging and middle powers have been used to analyze the States that are not great powers but still hold a relative influence on global issues. This paper adds to this debate and aims to deepen the classification applied to the United Nations member States. We reinforce the need to update the traditional approach concerning the intermediate countries since it does not suit the specific case of the BRICS. Accordingly, we will propose an analytical model to comprehend the opportunities available to each group of States. The focus will be on peace and security issues, relying on the effects that these asymmetries can cause on the decision-making process. Thus, we will analyze the BRICS countries using the model to indicate the heterogeneity among them and understand why they do not act as a group in peace and security affairs at the UN. Keywords: United Nations. Emerging Powers. Peace and Security. BRICS

This is the author's accepted manuscript. The published version is available at http://dx.doi.org/10.1080/01462671003599773 ; During the spring and summer of 2008 the University of Kansas (KU) Libraries conducted a collection evaluation study on the serial sales publications issued by United Nations (UN) specialized agencies. After a checklist was compiled, KU holdings were compared to the list to develop a record of UN specialized agency serial publication holdings at KU. The goal was to identify both electronic and print holdings within this specific collection. The project also sought publications that were freely available electronically for the purpose of expanding the KU international government information collection while neither increasing the serials budget nor the physical size of the collection.

The United Nations is the only truly universal and global intergovernmental organization created to date. Established 74 years ago, it continues to be the only global international organization and actor that has an agenda encompassing the broadest range of governance issues. As the world's only truly global organization, it has become the foremost forum to address issues that transcend national boundaries and cannot be resolved by any one country acting alone. It is a complex system that serves as the central site for multilateral diplomacy, with the UN's General Assembly as center stage. Since the end of Cold War, the UN is not only addressing global problems like a democratic supranational body (not exactly emerging as a global government) adopting policies to reduce illiteracy, poverty, gender inequality, protecting environment. The MDGs and SDGs are aimed at the welfare of "We the Peoples of the United Nations". While the UN is promoting democracy at global level, there are serious demands aired for democratizing the world body itself. This paper aims to discuss (i) the objectives/ purposes, principles and the principal organs of the UN, (ii) the role of the UN in democratizing international relations, and (iii) the democratization of UN System through reforms to better its future prospects.

Conflict, wars and political instability that characterised the international system and the need for international peace and security is the central idea behind the formation of the United Nations as an international institutional framework that will guarantee global peace and security. Since its establishment in 1945 the United Nations has recorded remarkable achievements in the area of peace keeping, conflict resolution /management through the instrumentality of her peace keeping missions in different part of the globe and Africa in particular. Post-colonial Africa has been characterised by all forms of political instabilities precipitated by the internal contradictions within the continent and further manifested in the forms of ethno-religious crisis, militancy, terrorism, electoral violence etc. these situations has made UN intervention inevitable. However, in the recent past the involvement of UN Peace Keepers in Sexual abuse and exploitations in Central African Republic, Darfur, Mali, Liberia, and Sierra Leone etc. poses a lot of threat to the credibility of the UN. It is based on this that this paper attempts an investigation into the involvement of UN Peace Keeper in sexual exploitation and the relationship between peace keeping and sexual abuses with a view to ascertaining the factors that instigates peace keeper into sexual exploitations and the factors that also exposes people to sexual exploitation. Bearing in mind the nature of the research problem, this paper employed both the Organski's collective security theory and Abraham Maslow's theory of needs to examine both the political and psychological dimensions of the phenomenon. It is the position of this paper that the participation of UN Peace Keepers in sexual exploitation is a deviant behaviour and it undermines the credibility that the UN is known for. The paper also recommends among others the need for the UN to empower host countries to punish perpetuators of sexual exploitations.

From introduction: "In terms of population, territory, govemment, foreign relations, economic development, and democratization, and under international law, Taiwan has every right to become a member of the United Nations. Since 1993, Taipei has indicated its desire and taken the appropriate actions to join the United Nations, but Beijing has consistently blocked the campaign. After President George W. Bush was inaugurated in January 2001, Taipei was able to improve relations with the United States and gained more support for joining such international organizations as the World Health Organization (WHO). Furthermore, the Ministry of Foreign Affairs (MOFA) initiated several reforms and broadened the traditional concept of diplomacy."(.)

With the establishment of the United Nations, the international community gives some responsibilities to an organization and one of them is the peacekeeping operations. Although the UN Charter does not mention the concept of peacekeeping, the Security Council is the responsible to do peacekeeping operations. If there is no SC resolution, the peacekeeping operations are accepted as illegal by scholars. Although the UN has many different organs such as the General Assembly, The Secretary-General and Department of Peacekeeping Operations, these organs do not have an influential role in peacekeeping operations. The General Assembly only recommends any policy, and also the Charter gives only financial responsibility of the Assembly. The main aim of this article lightens the details of peacekeeping operations and identifies the roles of the UN Organs.
