In this paper, the U.S. stance under the administration of President Donald Trump with regard to the Three Seas Initiative (TSI) is analysed. It shows the importance of Central and Eastern Europe in U.S. foreign and security policy, concluding that the Americans treat the TSI as an instrument for achieving their own goals, especially those in energy policy.
It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unifi ed and so more eff ective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, fi rstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And fi nally, we will address some controversies related to the creation of the new military branch. ; Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifi kowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.
In 2009, following the election of Barack Obama to the Presidency of the United States, the American public entered into a fierce debate on how to reform its health care system. The intense debate on health care reform, however, is not a new phenomenon in American political life. Debate over health care has cycled its way into the American political discourse every twenty-years or so. History suggests that forceful opposition has prevailed against most major efforts to alter the health system in the United States. Yet, once again the Democratically-controlled Congress and Presidency in the United States aspire to break this cycle of history. With both houses in Congress passing a bill with significant reforms, it seems that this time may be different. While it is very likely some reforms will pass in 2010, no law has been signed yet56. In the end, only time will dictate the outcome of this round of health reform debates. Through a thorough literature review, this article provides the Polish reader a sense of health care reform efforts in the U.S. from the historical perspective and discusses the current proposed reforms. Particular attention is paid to the evolution of the American health insurance system, failed efforts of past health reform initiatives, their contrast with today's efforts, and current health and economic indicators that could lead to reform in 2010.
Following the defeat of the revolutions in France, Germany, Italy, Poland and Hungary in 1848 and 1849, many participants of the liberal movements had to flee to escape retaliation. In Europe, Britain was the only safe haven for the refugees: in London perhaps the most interesting group of idealists of many nationalities convened − with the major link between them being their unsuccessful clash with the forces of monarchy in their homelands and their grandiose plans for re-starting the freedom fights. For Marx, Kinkel, Hecker, Kossuth, Mazzini, Ruge London, as one of them put it, offered little bread, but did provide the necessary freedom of speech and that of press. Many deemed it crucial that they succeed in the mobilization of the United States in support of their struggles. In order to mobilize the American public, and, of course, to collect donations for their cause, these (ex-)leaders of the revolutions traveled to the United States sometime in the 1850s and organized extensive lecturing and fundraising tours: Gottfried Kinkel (September 1851 to March 1852), Amand Goegg (December 1851 to July 1852), Kossuth (December 1851 to July 1852), Alberto and Jessie White Mario (October 1858). This paper aims to analyze the historical significance of the lecturing tours by seeking answers to the following questions: 1.) Why did the revolutionary spokespersons unanimously turn to America for inspiration? 2.) What practical benefits did the individual fundraisers hope to gain from their trips? What specific target audiences did they choose for their campaign, and why? 3.) What was the reaction of the American public? 4.) What was the relationship between the travelling revolutionaries themselves? 5.) How can the results of the tours be evaluated from the perspective of the a) individuals b) the ethnic group/political issues they represented c) American general public/political groups?3,99zł
The paper compares several selected aspects of political culture in the US and in the EU, and presents the fundamental ideas that have led to the emergence of these two federal political bodies, as according to Montesquieu's typology, both the EU and the US are federal republics. The similarities and differences become even more apparent when comparing the Constitution of the United States and the Lisbon Treaty, which is to constitute the constitutional foundation of the European Union. Such a comparison reveals that the EU and the US are divided by a dialectical difference. This means that these two political constructs apply diametrically opposite solutions to essentially similar political problems. Theoreticians continue to discuss which model of federal republic is better, and whether the EU will have to adopt American solutions, or whether the US will europeanize itself. The author attempts to present the arguments of both sides in this discussion. The article examines the development process of the national level security strategies in the United States. It explains the basic theory of the strategy-making, as well as the primary processes and relations among the major security enterprises. The author focuses on the 2017–2018 timeframe due to the significant changes in the U.S. legislative system and exceptional personalities involved in the strategy-making process. However, the article delivers a military perspective on strategy development. Still, it does not exclude general information on the U.S. political arena, legal framework, scope of the documents, or historical facts. These data facilitate a more comprehensive understanding of the complex political-military relations during the strategy-making process. The primary purpose of the article is to analyze coherent, layered strategic planning process during President Donald Trump administration (2017–2020) and draw significant conclusions, which other countries might implement in their planning system.
The United States-Mexico Borderlands are indispensably associated with organized crime, drug trafficking and illegal migration from Central America to the U.S. Corruption is a factor facilitating functioning of these activities from many years, prevalent among local authorities, companies or law enforcement bodies. This paper is concerned with the way corruption maintains nowadays at the United States-Mexico Borderlands, and through which activities it reveals. The author especially focuses on the analysis of the corruption of law enforcement bodies responsible for maintaining security along the U.SMexico border, and emphasizes inveteracy of corruption in borderland culture and in awareness of its inhabitants. ; Pogranicze amerykańsko-meksykańskie jest nieodzownie kojarzone z przestępczością zorganizowaną, handlem narkotykami oraz nielegalnymi migracjami ludności z Ameryki Centralnej do USA. Korupcja stanowi czynnik od lat ułatwiający funkcjonowanie tych procederów, obecna wśród lokalnych władz, podmiotów gospodarczych czy instytucji stojących na straży prawa. Artykuł traktuje o tym, w jaki sposób współcześnie kształtuje się korupcja na terenie pogranicza amerykańsko-meksykańskiego oraz poprzez jakie działania się objawia. Autorka koncentruje się w szczególności na analizie skorumpowanych organów ścigania odpowiedzialnych za utrzymywanie bezpieczeństwa wzdłuż granicy USA-Meksyk, a także wskazuje na zakorzenienie korupcji w kulturze pogranicza i świadomości jego mieszkańców.
This article presents a history and development of the institution of justices of the peace in the United States from the beginning of formation of American democracy until modern times. It presents jurisdiction, the scope of the activities and the role of justices of the peace in several states through different periods of times. It includes a thorough discussion concerning pros and cons of justices of the peace in the U.S. legal system and general tendency of declining the institution of justices of the peace in modern times. The article includes also a discussion of the major court decisions concerning justices of the peace. ; Niniejszy artykuł jest próbą prześledzenia rozwoju instytucji sędziów pokoju od czasów tworzenia się demokracji amerykańskiej w XVIII w. do współczesności, a także oceny ich funkcjonowania. Opisano funkcjonowanie sędziów pokoju w różnych stanach oraz to, w jaki sposób rola tej instytucji zmieniała się przez ponad 200 lat funkcjonowania demokracji amerykańskiej. Analizie poddano wyroki sądów amerykańskich (włącznie z wyrokami Sądu Najwyższego) odnoszące się do problematyki umiejscowienia i roli sędziów pokoju w amerykańskim wymiarze sprawiedliwości.
Since January 2017, when Donald Trump assumed the post of US president, there has been a visible intensification of relations between the United States and the countries from Central Europe, aimed at, for example, counteracting challenges and threats faced by the allies. The objective of the article is to analyze challenges and threats to Central Europe, identified by Donald Trump. He points to the necessity: 1) to strengthen NATO and increase the engagement of European allies; 2) to ensure energy security; 3) to counteract threats from two superpowers – Russia and China. The text addresses how important the challenges and threats identified by the American president have been for individual Visegrad states. The article begins by presenting characteristic features of the foreign policy conducted by Donald Trump's administration which influence relations between the US and the Visegrad countries. It then analyzes the relations between the US and individual states regarding the previously presented challenges and threats. The article's thesis is that Poland is the only Visegrad country to perceive all three challenges and threats in a way similar to the US, and thus cooperates with the US in this matter. The work is a comparative analysis based on content and narrative analysis.
Zasadniczym tematem artykułu jest problem terroryzmu wewnętrznego z udziałem kobiet (female terrorism) w Stanach Zjednoczonych. Dodatkowo poruszono kwestie związane z próbą znalezienia odpowiedzi na pytania, czy system przeciwdziałania terroryzmowi powinien uwzględniać specyfikę płci członków organizacji terrorystycznych oraz czy wzrastające zagrożenie terroryzmem kobiecym może być jednym z katalizatorów zmian instytucjonalno-prawnych. Celem scharakteryzowania zjawiska ukazano również rozwój terroryzmu kobiecego w innych regionach świata. ; The paper presents the issue of female terrorism, focusing primarily on selected examples in the United States. It additionally discusses the issues related to the attempt to answer the question of whether a system of counter-terrorism should take into account the gender of members of terrorist organizations,and whether the increasing threat of female terrorism may be one of the catalysts behind institutional and legal changes. Furthermore, the development of female terrorism in other regions of the world is analyzed.
