The Reagan administration's 1983 bill designed to save Social Security was a weak, stop-gap measure that not only failed to adequately control skyrocketing benefit payments but seriously jeopardized Republican election prospects & increased voters' long-standing distrust of the Party in relation to Social Security. Reagan's early reluctance to work with key Democrats knowledgeable about the problem was a politically devastating strategy, & later attempts at a bipartisan effort proved futile. Key issues of benefit levels & solvency were hedged, & the impending bankruptcy of the hospital insurance fund ignored, resulting in a weak, hodgepodge approach to the economic crisis. Though some benefit measures like reducing the first-year benefit rate & raising the retirement age were included, solvency issues insuring the system's future survival were never strongly addressed, a move that seriously underestimated the voters & severely hampered the bill's effectiveness.
