In 1933 public letter to Wilhelm Furtwängler, Joseph Goebbels synthesized the official understanding of the link between politics, art and society in the early steps of the Third Reich. By assuming the ethos of art, politics acquired a plastic agency to mold its objects —population and the state— as a unified entity in the form of a 'national-popular community' (Volksgemeinschaft); in turn, by infusing art with a political valence, it became part of a wider governmental apparatus that reshaped aesthetic discourses and practices. Similar remarks could be made about the ordering of cities and territories in this period. Dictatorial imaginations mobilized urbanism —including urban theory, urban design and planning— as a fundamental tool for social organization. Under their aegis the production of space became a moment in a wider production of society. Many authors suggest that this political-spatial nexus is intrinsic to modernity itself, beyond dictatorial regimes. In this light, I propose to use dictatorial urbanisms as an analytical opportunity to delve into some concealed features of modern urban design and planning. This chapter explores some of these aspects from a theoretical standpoint, focusing on the development of dictatorial planning mentalities and spatial rationalities and drawing links to other historical episodes in order to inscribe the former in a broader genealogy of urbanism. Needless to say, I don't suggest that we use dictatorships as mere templates to understand modern productions of space. Instead, these cases provide a crude version of some fundamental drives in the operationalization of urbanism as an instrument of social regulation, showing how far the modern imagination of sociospatial orderings can go. The urban problems that currently face the Greater Metropolitan Area (GAM) of Costa Rica are the product of historical trajectories that have strengthened the spatial inequalities of its population in areas such as access to housing, transport options, security, work and leisure. Although Costa Rican urban studies have been prolific over the years, their characteristic dispersion has made it difficult to analyze the political, social, cultural and economic dynamics that have conditioned the urban development of GAM in the long term forgetting its effects, as well, in rural areas of the country. Hence, the call for the First Workshop on Urban Studies of the University of Costa Rica was held in order to bring researchers, urban groups and decision-makers close together to discuss the perspectives and approaches that characterize the actual current of urban studies. The purpose of this essay is to summarize the results of the various discussion tables and complementary activities that took place between 17 and 21 June 2019, as well as to propose some guidelines that could lead to the realization of future activities like this and the establishment of a network of urban studies in Central America. ; Los problemas urbanos que actualmente afronta la Gran Área Metropolitana (GAM) de Costa Rica son producto de trayectorias históricas que han fortalecido las desigualdades espaciales de su población en ámbitos como el acceso a la vivienda, las opciones de transporte, la seguridad, el trabajo y el ocio. URBS. Journal of Urban Studies and Social Sciences is born with the intention of becoming a 'new viewpoint' of cities worldwide. Our perspective implies a clear commitment regarding the exchange of complex and multiple knowledge around urban studies in social sciences, but also in other technician and creative fields of inquiry originally and worthy interested in contemporary cities. In sum, we propose an interdisciplinary and multilingual space which intends to promote a conscious reflection about thematic topics committed scientifically, ethically and politically with theoretical innovation and epistemological renovation in Social Sciences.
This paper explores the presence of local spatial interaction on urban development patterns of Spanish urban areas and whether this interaction might be due to the strategic behaviour of neighbouring local governments. Using remote-sensing data from aerial photography and satellite imaging along with Geographic Information Systems (GIS) techniques, it studies urban development patterns across the country with unprecedented detail. The results confirm the main hypothesis that spatial interaction exists in the levels of sprawl between neighbouring municipalities, suggesting that local governments do indeed compete for the creation of new suburban settlement developments, hence promoting excessive urban sprawl.

The paper is a retrospective analysis of trends in quantitative empirical and theoretical studies of urban surface runoff from the mid-19th century to the early 90s of the 20th century, when the largest Soviet scientific school for such studies in the city of Kharkov was dissolved. As shown in the paper, the calculation methods for estimating peak discharges of urban surface runoff can be traced back to a pioneering work by T.J. Mulvaney (1850), which laid the foundation for the "rational method". Later this method was developed in the works by E.Kuichling (1889) and D.E.Lloyd-Davies (1906). The significance of developing such a method was determined by frequent cases of flooding urban territories and by the need for rapid removal of large volumes of storm water through special collectors. This method is still widely used in simplified calculations of urban surface runoff, since it has a good physical justification (balance equation): the amount of precipitation falling on a given catchment area equals the amount of runoff less losses for infiltration, surface retention and evaporation, which are integrally included into a surface runoff coefficient. Along with accumulating empirical data, scientists began to pay more attention to the problem of pollution of urban surface runoff, as it causes pollution of rivers, lakes, seas, water storage reservoirs and other water bodies. First of such systematic studies were commenced in the 60-70s of the 20th century by the US governmental agencies. Having accumulated a large amount of empirical data and having understood the mechanisms determining the water quality of urban surface runoff, scientists began to develop continuous simulation models, which the paper reviews and dwells on.
ABSTRACT: Cities are important grounds for cultural diversity, both in terms of perception and impact of diversity, and in terms of political and cultural reproduction. Nonetheless comparative studies with an urban focus are limited, partly due to methodological difficulties. The paper proposes to explore a policy tool approach in order to detect and compare given characteristics of cultural diversity policymaking at the urban level and to compare them internationally. Drawing on relevant examples of grant use to support cultural diversity in four European and American cities, the paper discusses how cultural diversity policy is conceived and fosters public action in the urban environment according to the policy tool adopted. This concept allows the technical and political dimensions of cultural diversity policy to be analysed and compared, and requires further attention both in the academic and policy debate.Keywords: cultural diversity, urban policy, policy tools, policy analysis, comparative studies.-RESUM: Les ciutats resulten molt propícies per a l'estudi de la diversitat cultural, tant en termes de percepció i impacte de la diversitat com en termes de reproducció política i cultural. Esta investigación reconstruye las estrategias de protección en contextos urbanos desde fragmentos de la historia de vida de dos mujeres víctimas de la violencia social y política, para ello se usó la metodologia feminista en psicologia comunitaria, la cual reconoce en el discurso femenino, la experiencia de vida como fuente de saberes legitimos. (Campbell & Wasco, 2000). Los resultados evidencian que las mujeres utilizan estrategias de protección basadas en los saberes construidos en su experiencia de vida, su sitio de origen y las relaciones de poder. Pone de manifiesto la relevancia de investigar sobre la violencia urbana.
En este trabajo nos proponemos recorrer los procesos de transformación de un poblado de la Puna de Atacama, en la Provincia de Jujuy . A través del reconocimiento y análisis de los cambios en la traza urbana a lo largo del siglo XX, daremos cuenta de las articulaciones existentes entre las configuraciones espaciales y las modificaciones en las prácticas sociales, en el marco de las políticas estatales que se implementaron en la región. Dada su particular trayectoria histórica, la localidad de Susques, en la que nos concentraremos, se constituye como un espacio interesante para dar cuenta de estas relaciones. Recurriremos a diversos materiales, considerando tanto el trabajo de campo etnográfico que venimos desarrollando en Susques desde el 2004, como los documentos escritos y fotográficos surgidos de distintos archivos. ; In this paper we aim to go through the process of transformation of a town in the Puna de Atacama, Jujuy Province, Argentina. Through the recognition and analysis of the changes in urban planning along the 20th century, we will show the links between spatial configurations and the changes in social practices, within the framework of government policies implemented in the region. Due to its particular historical background, the town of Susques, in which we will focus, is an interesting space to take account of those relations. We will consider both the ethnographic fieldwork we have developed in Susques since 2004, and written and photographic documents from different archives.
Resumen¿Qué pueden aportar las conclusiones extraídas de la historia urbana a la teoría urbana o, de forma más general, a los estudios urbanos? Este artículo se centra en el concepto de poder y analiza cómo se han aplicado distintos modelos de poder en la historia urbana (fundamentalmente, en este caso, en la historia moderna de Europa y Norteamérica) a lo largo de los últimos veinte años. Trata de mostrar más concretamente cómo las aproximaciones post-foucaultianas al concepto de poder han empezado a desestabilizar las viejas formas de hacer historia y a promover otras nuevas. El artículo va más allá, y sugiere que estas concepciones históricas del poder, especialmente en su forma más experimental adoptada en los trabajos de Chandra Mukerji y Patrick Joyce entre otros, ofrecen aproximaciones empíricas y teóricas de considerable interés para los estudios urbanos en general, para la comprensión de aspectos como la gobernanza, las redes de infraestructuras y el estado.Palabras clave: Poder, gubernamentalidad, red, infraestructura, estado, historia urbana.AbstractWhat might understandings drawn from urban history have to say to urban theory and to urban studies more generally? This article takes the concept of power as its centrepiece and examines how changing models of power have been applied to urban history (primarily, in this case, the modern history of Europe and North America) over the last twenty years. It attempts to show how post-Foucaultian approaches to power, in particular, have begun to unsettle older histories and to instigate new ones. The article goes on to suggest that these historical conceptions of power, particularly in their more experimental guise in the work of Chandra Mukerji and Patrick Joyce among others, offer empirical and theoretical approaches that are of considerable interest to urban studies more generally in understanding topics such as governance, infrastructure networks and the state.Keywords: Power, governmentality, network, infrastructure, state, urban history.
This research selects two gated communities –GC– installed in Chia-Colombia in order to analyze through case studies, urban management –UM– that local government had front this individual urban phenomenon in comparative perspective of the 1990s and 2000. Thus, interested in knowing the convergences and divergences in the urban management, for which two gated communities were selected at the discretion of pairing cases –Condominio Santa Ana de Chia and Hacienda el Fontanar respectively– and three analytical dimensions: Physical and urban aspects, Social appropriation of project and Taxation and regulatory and institutional framework. The text ends with some reflections on the lessons that leaves the urban management conducted in both gated communities and proposed adjustments to improve existing instruments. ; La presente investigación selecciona dos urbanizaciones cerradas –UC– instaladas en el municipio de Chía-Colombia con el fin de analizar mediante el estudio de casos, la gestión urbanística –GU– realizada desde las instancias locales de gobierno frente al fenómeno urbanístico particular, en perspectiva comparativa de las décadas de 1990 y 2000. De esta manera, interesa conocer las convergencias y divergencias en cuanto a la gestión urbanística, para lo cual se seleccionaron dos UC según el criterio de emparejamiento de casos –Condominio Santa Ana de Chía y Hacienda el Fontanar respectivamente– y tres dimensiones analíticas: Aspectos físicos y urbanísticos, Apropiación social del emprendimiento, y Fiscalidad y marco normativo e institucional. El texto finaliza con algunas reflexiones en torno a los aprendizajes que deja la gestión urbanística llevada a cabo en las dos urbanizaciones cerradas y presenta propuestas de ajustes para mejorar los instrumentos existentes.
Social inequalities are part of most aspects of daily life and have persistently characterised life in Latin American cities. As such, in Brazil and other countries on the South American subcontinent, unequal housing conditions became a visible expression of social inequality during the twentieth century. Since public and academic debates on unequal housing largely focus on impoverished shanty towns and upper-class gated communities, focusing on the history of social housing challenges and reconfigures conventional scholarship.This study explores the complex relationships between housing policies, socio-spatial segregation and the stigmatisation of residents in the Conjunto IAPI in Belo Horizonte. It utilises a range of sources from the 1940s, 1950s and 1960s, while interviews conducted with residents in the housing complex complement the analysis.

Este artículo parte de la controversia urbana alrededor del Forat de la Vergonya y el proceso de transformación urbana de barrio del Casc Antic de Barcelona. Partiendo de las aportaciones provenientes del Actor-Network Theory (ANT) concebimos la ciudad como un ensamblaje urbano múltiple y analizamos el carácter moderno y dicotómico de nuestra noción de política. Especialmente, nos fijamos en el papel de la dicotomía sujeto-objeto. A través del análisis de las oportunidades de participación ciudadana, planteamos una nueva noción híbrida de participación ciudadana y de política urbana. ; This article draws upon the so-called Forat de la Vergonya urban controversy and the urban transformation process of a neighborhood in Barcelona: el Casc Antic. Drawing on inputs from Actor-Network Theory (ANT), the city is explored as a multiple urban assemblage. Besides, we analyze the dichotomous nature of the modern notion of politics. Especially, the role of object-subject dichotomy is explored. Through the analysis of citizen participation opportunities we propose a new hybrid notion of citizen participation and urban policy.
This dossier is composed of seven articles that contains ethnographic data, reflections and analyzes on urban indigenous youth, in relation to the recognition and exercise of rights, in the context of the construction of citizenship at the end of the second decade of the 21st century. Indigenous youth define themselves and are recognized by their own cultural groups, academia and institutions as a historical and social subject, which in different social structures and normative instruments is considered as a subject of law that is struggling to be fully adhered to the political community of the city, from different positions, forms of participation and degrees of political consciousness. So the articles focus on a broad geography to address the conditions of being a woman, a man, a migrant, a returning migrant, a student, a worker, among other categories, and reside in a border, medium-sized or metropolis city, demonstrate the multiplicity of experiences that are recorded from different explanatory frameworks and methodological approaches to reconstruct and show the complexity of what we could call the experience of urban indigenous youth in Latin America. On the other hand, we highlight the contributions of the interview with Dr. Laura Valladares de la Cruz, whose reflections are fundamental to understand the current complexity that involves the concentration of studies on the themes and lines of research presented here, as well as the growing need to produce pertinent and innovative approaches and theoretical and methodological perspectives for the approach of a youthful social subject in constant construction and that assumes a growing protagonism in the current dynamics of social, economic, political and cultural change. Finally, we propose one on the text: Indigenous Youth. "Interdisciplinary Intercultural Studies related to Brazil and Mexico", highlights the main contributions of this work that gathers works that were presented in academic events between 2015 and 2016. This article outlines a theoretical proposal intended to understand the concept of use value applied to the study of the city and the urban space, in their origins and development. Based on Henri Lefebvre's views, the main argument of this work is that the city initially arises as use value. According to Bolívar Echeverría and Gilbert Durand approaches, the article claims that use value not only is material, signic and semiotic, but also symbolic. It is argued that the symbolic plays a crucial role in the construction of cities, just as important as economy and politics. A case study is carried out with the aim of suggesting a concurrence of theoretical interpretations ranging from historical materialism to symbolic hermeneutics. The author concludes that the city and the ordering of its urban space are major hubs around which societies are organized. ; En el presente artículo se esboza una propuesta teórica para comprender el concepto de valor de uso aplicado al estudio de la ciudad y del espacio urbano, en su génesis y su desarrollo. Recuperando las tesis de Henri Lefebvre, se plantea como hipótesis principal que la ciudad, en su origen, surge como valor de uso. Siguiendo los planteamientos de Bolívar Echeverría y de Gilbert Durand, observamos que el valor de uso no sólo es material y sígnico, semiótico, sino también, simbólico. Se bosqueja que lo simbólico juega un papel fundamental en la construcción de las ciudades, con una importancia de igual trascendencia que la economía y la política. Se realiza un estudio de caso para proponer una convergencia de interpretaciones teóricas que van del materialismo histórico a la hermenéutica simbólica. Se concluye que la ciudad y la ordenación de su espacio urbano son ejes fundamentales a través de los cuales se organizan las sociedades.
