Given the opportunities offered by foreign investment in energy infrastructure mostly by Chinese firms, the Government of Cambodia is giving high priority to developing hydropower resources for reducing energy poverty and powering economic growth. Using a "Political ecology of the Asian drivers" framework, this paper assesses China's involvement in the development of large dams' in Cambodia and its impacts on the access of natural resources such as water and energy by dam builders, local communities and the government. This analysis is based on 61 interviews and 10 focus group discussions with affected communities, institutional actors, Chinese dam builders and financiers in relation to the first large Chinese dam built in Cambodia: the Kamchay dam. Based on the results of the analysis this paper makes recommendations on how to improve the planning, implementation and governance of future large dams in Cambodia.

Abstract. With increasing urbanization, particularly in the coastal regions of developing countries, the development of disaster management schemes is needed as the losses from a single event can destroy decades of development and threaten local populations, buildings and infrastructure. Geo-environmental suitability is often evaluated systematically in order to assess the nature of hazards and their potential damage to human life, land, buildings and other property. A suitability assessment will indicate the priorities for geological and environmental hazard management. This paper presents a geological environment suitability assessment that aims to identify grading in a current seaside urban development and develop practices to aid in the identification of hidden geological and environmental hazards. The Laoshan area in the city of Qingdao was used as a case study because it constitutes a good example of a developing city with geological and environmental threats. Also, urban plans have been drawn up here with insufficient or absent information on losses from potential natural hazards.

This article presents a case study of the formation and growth of the Sheffield International Documentary Festival (SIDF) – later renamed Sheffield Doc/Fest – in the 1990s. It uses archival sources and interviews with figures central to the festival's formation to understand a crucial question: why was the festival located in a post-industrial city like Sheffield? By the end of the 1980s, the city was undergoing economic transformation, from 'steel city' to 'post-steel city', in the process suffering an identity crisis given its decades of dependence on its former steel industry. With a focus on the motivations of the political, industrial, cultural, and academic stakeholders that were central to the festival's formation and growth, the article demonstrates how an exploration of festival formation in a post-industrial city reveals wider implications about urban regeneration in the 1990s. The article examines the role of the Sheffield City Council's Department of Employment and Economic Development and its endeavour to initiate a catalytic effect between private and public organisations, showing how the cultural and media industries were viewed as vital to the economic diversification of the city in the 1990s. The article demonstrates the importance of stakeholder dynamics and their intervention in the cultural management policies of local councils, suggesting that SIDF's fate rested on the cultural networks of local and national figures and the political tensions in their respective motivations. It demonstrates how a political economic approach to the study of festivals allows for a fuller understanding of the formation, growth, and maintenance of festivals in a post-industrial context.

Among urban designers and municipal officials, the term encroachment is defined as a deviation from the official master plan. But in cities today, such informal modifications to the urban fabric are deeply enmeshed with formal planning procedures. Master Plans and Encroachments examines informality in the high-modernist city of Islamabad as a strategic conformity to official schemes and regulations rather than as a deviation from them.For the new administrative capital of Pakistan designed in 1959 by Greek architect and planner Constantinos A. Doxiadis, Islamabad s master plan offers a clear template of formal urban design within which informal spaces and processes have been articulated. Drawing on deep archival research, wide-ranging interviews, and an array of visual material, including photographs, maps, and architectural drawings, Faiza Moatasim shows how Islamabad s master plan is not simply a blueprint that guides future urban development or makes its violations apparent; it is used by both city officials and citizens to develop informal spaces that accommodate unfulfilled needs and desires of those living and working in the city.Master Plans and Encroachments is the first book that examines the informal practices of both the privileged and the underprivileged. The book highlights how low-, middle-, and upper-income people do not randomly build informal spaces; they strategically use architectural techniques to support their informal claims to space, which are often met with the government s tacit approval. By focusing on those spaces in Islamabad s urban fabric that are not part of its official master plan, the book demonstrates how planning actually works in complex ways

After many years of relative neglect, the issue of "overurbanization" in Third World countries has recently received renewed attention in the social science literature. Adopting a political economy of the world-system perspective on urbanization and development, this article critiques the theoretical adequacy of the overurbanization thesis. Conceptualizing a causal relationship between spatio-demographic imbalances (labelled "over-urbanization") and relatively skewed and stagnant economic development is misleading. Both urban patterns and development trajectories are distorted by the international dependency of Third World nations in the world economy. The general argument is illustrated by discussing the role that the so-called "urban surplus labor" of the "informal sector" plays in surplus extraction under peripheral capitalism.

A public-private partnership (PPP) is an organizational arrangement in which knowledge and resources are pooled in order to realize outcomes. Although PPPs have become common practice in spatial planning and development, there is a continuous search for their ideal organizational form and management. This is fueled by the often poor performance in terms of e.g. time delays and budget overruns. Whilst comparative studies have been conducted into the outcomes of certain organizational forms and management strategies, fewer comparative studies evaluate their combined effects. The goal of this study is to explore what configurations of certain organizational forms and management may produce good outcomes. This is done by conducting a fuzzy set qualitative comparative analysis (fsQCA) of survey data of 50 managers involved in urban regeneration companies (URCs) in the Netherlands.

The publication tells the story of how a country strategy was formulated to help government and civil society respond to the development challenges of a Pacific island's fragile state. By consistently focusing on identifying and building on the ownership and effective demand for change through consultative and participatory processes, the strategy reveals how the operations of a fragile state can be strengthened.

After the fall of the Iron Curtain and the integration of the GDR into the federal marked economy of the FRG, Rostock lost its special position. It just did not have the access to the cent res of the world-economy like the ports of the Hamburg-Antwerp-range and the result of it was it lost its freight- and ferry-services. After a brief outline of the historic and spatial devel opments of Rostock up to 1945, this paper will discuss first the socialist expansion of the seaport to an international Gateway and secondly the restructuring after the introduction of the market economy in 1990. The main focus will be on the four major leading port fuctions: cargo handling, shipping, fishing-industry and ship-building. The corresponding spatial consequences of the economic upswing and decline of the city will be illustrated on general maps. Future prospects will be examined briefly in the conclusion.

Climate change can be seen all over the world. In the Nordic countries, we have experienced warmer winters, stronger storms and greater precipitation, especially heavier rainfalls. Management of, and planning for, larger quantities of water, as well as adaptation of our territorial structures to climate changes are on everybody's agenda. This Working Paper reflects a Nordic seminar, Adaptive Urban Planning Challenged by Changing Climate (Stadsplaneringens utmaningar i ett förändrat klimat), hosted by Nordregio in Stockholm on June, 8, 2011. The seminar was initiated by the Working Group for exchange of experience and knowledge development (Urban Policies) under the Nordic Council of Ministers. The purpose of the seminar was to create dialogue among Nordic practitioners responsible for physical planning and adaptation to climate change at different administrative levels. Further, the aim was to share knowledge among the Nordic countries concerning challenges and needs for new planning instruments at the local, regional and national level. The main message from the seminar, presented in this Nordregio Working Paper, is that planning for adaptation to larger precipitation calls for cooperation of authorities within the drainage area. In many cases, climate adaptation concerns a geographical area different from the one delimited by the borders of municipalities or regions. Thus, cooperation in planning across the boundaries of municipalities is needed, as is cooperation between relevant municipal and regional authorities. The geography of the solutions should match the geography of the challenges. Cooperation also involves different levels of government. Coordination between local, regional and national policies is often necessary and should be done, respecting the tasks and duties of the various levels. The Working Group for exchange of experience and knowledge development (Urban Policies) recommends all stakeholders to consider how such processes of cooperation could be promoted.

By acquiring the conditions for the usage of the pre-accession funds of the European Union, concretely the instrument for rural development (Instrument for Pre-accession Assistance in Rural Development - IPARD), The Republic of Serbia (RS) will have a chance to improve the position of its agricultural farms and the conditions of its rural areas. Agriculture is specifically important for the economy in RS, and the rural population makes up almost one-half of the population, which additionally enlarges an interest in these funds. In addition, the objective of the research is to identify the effects of the usage of the IPARD funds on the development of the rural areas, respectively the socio-economic progress of the rural population. A qualitative descriptive analysis on the basis of the empirical data was used. The basic conclusions are that, thus, structured funds will have a limited impact on the reduction in the development inequalities and the achievement of the parity living conditions between the rural and the urban areas. Namely, the dominant focus of the IPARD funds on the investments in agricultural farms and enterprises, and not in rural households, limits the level of their impact on the rural development in RS.

Artists and creative workers have long been attracted to urban environments. Yet the 'creative city 'of the 21st century comes with its own pitfalls. From precarity at the level of the worker to gentrification at the level of the city: the creative engine starts to sputter. Therefore, after or even against the creative city, this book highlights the 'common city'. The Rise of the Common City explores the value of commoning for cultural practices in urban contexts. The volume defends the hypothesis that a common culture offers better guarantees of urban sustainability than a purely market- or government-driven culture. After all, cultural dynamics are only possible by sharing.

We understand culture in a broad anthropological sense, as a socially shared sign and meaning system through which urbanites can give meaning to their environment and their lives. Creative labour and artistic practices keep cultural dynamics alive by intervening in such processes of meaning. They can question, redraw or simply confirm meaning-making processes, habits, values and norms. That is why culture is too important to be left to the market and the government alone. Culture belongs to everyone.

The Rise of the Common City examines the value of commoning for culture, but also the value of culture for commoning. What is the culture of the commons? And vice versa, what strategies, norms and rituals do commoners use to define a common space between government and market? The book sketches answers to these questions through conceptual and empirical work, ranging from sociology and philosophy over urban and cultural studies to law and policy science.

If there is any conclusion to be drawn, it might be this: the future of culture will have to be common, or there will be no culture at all.

In this paper the results are presented of research based upon two original surveys of local authorities. The manner in which changes have taken place in British local authority economic development activities is assessed. Data from questionnaires are supported by additional material drawn from secondary sources. The author seeks to indicate the changing take-up of economic development activities amongst a set of case-wise matched local authorities. A comparative assessment of the contemporary role being played by local authorities in economic development through a comprehensive assessment of policy measures is then presented. These analyses provide a much needed updating of research findings presented in 1986 by Mills and Young and a unique and systematic assessment of the manner in which these policies have been developed over time. The findings present a benchmark prior to the passing of the Local Government and Housing Act 1989 which provides a statutory power for local government to engage in economic development.
