This article continues to examine the issue of 'escapees' raised by L. Siegelbaum and L. P. Moch in their work Escaping in Twentieth-Century Russia. In the author's opinion, during most of the 20th century the Russian state reacted most strongly to violations of the political regime, often preferring not to notice economic migration. This was due to the carefully concealed inability of the authorities to control the population totally. Violations of the regime of territorial movement by individual migrants were possible due to the uncoordinated actions of central and local authorities. With the gradual liberalisation of the Soviet system in the second half of the twentieth century, migrants were increasingly able to move legally. Refusing to coercively regulate migratory flows led to the displacement of the political factor in migrations by the economic one, which in turn caused a narrowing of 'autocratic' space. ; Статья продолжает тему «самовольных мигрантов», поднятую Л. По мнению автора, Российское государство в течение большей части XX столетия наиболее остро реагировало на нарушения политического режима, часто предпочитая не замечать экономическую миграцию. Это происходило из-за тщательно скрываемой неспособности власти тотально контролировать население. Нарушения режима территориальных перемещений индивидуальными мигрантами были возможны по причине несогласованных действий центральных и местных органов власти. По мере постепенной либерализации советской системы во второй половине XX в. у мигрантов появлялось все больше возможностей для легальных перемещений. Отказ от силового регулирования миграционных потоков, вытеснение политического фактора в миграциях экономических привели к сужению пространства «самовольности».

The article is dedicated to a critical analysis of the theoretical and methodological developments of Soviet and Russian scientists in the field of urbanism and sociology of the city. The relevance of this work is seen in the fact that today the desire of a significant part of Russian citizens (especially young people) to move to Moscow, St. Petersburg and a number of large cities - centres of the subjects of the Russian Federation leads to a weakening of the spatial framework of the country. This makes it important to study the topic in the context of urbanisation processes in general. The purpose of the article is to reveal the features of the approaches of domestic scientists to the problems of the city, and non-capital cities in particular, as well as their general dynamics in the late Soviet, post-Soviet and modern periods.

In the 1970s–1980s urbanisation processes in the USSR were subordinated to production (the leading theme was "city and labor"); the settlement strategy continued, the advantages and contradictions of new cities were noted, the importance of including small towns in the agglomeration was emphasised. The foundations of urban social planning were developed, the ideology of "developed socialism" contributed to the formation of the problematics of the urban way of life and communities.

During the Perestroika period, many of the principles of urban development were formulated in opposition to the Soviet ones. The city was understood as a self-developing system, the individual was declared the measure of urban processes. The settlement system, that determines the most acute problems of new cities, was critically assessed. Differentiation of the capital and non-capital cities of Russia, serious contradictions in the development of small towns, and the weakening of agglomerations were noted. The focus was made on maintaining the large and largest urban centres.

In the 2000s, extreme criticism of Soviet urbanisation was overcome, strategic urban planning, the idea of preserving the network of small and medium-sized cities, and the development of agglomerations as the basis for the country's spatial development were promoted. The direction of research of intercity and intracity stratification in the context of problems of spatial inequality, urban activism and urban social environment was being developed.

The authors come to the conclusion that Russia has accumulated a wealth of experience in studying urbanisation processes. This suggests that in the future it will be possible to successfully combine the use of cities as reference points for the country's integration with the planning ideas developed during the Soviet period and models for the formation of a comfortable urban space, based on the activities of local communities.

The site of the 'Joncs Marins' is situated on the southern edge of the Paris metropolitan area. It is a natural open space with woodlands, meadows and farmland and part of the river Orge valley. Different uses like agriculture, industrial and commercial activities and recreation coexist in this space alongside legal and illegal housing constructions.As the urbanized area of the Paris metropolis is growing, these natural spaces are increasingly under the pressure of urbanisation. Recognizing the importance of these spaces, the regional government tries to preserve them from an ongoing fragmentation. The planning office Rethink got commissioned by the region to elaborate a guide plan for the protection and future uses of the Joncs Marins. A guide plan, that would compose the basis to coordinate the future initiatives of the local actors.Today situated on the edge of the metropolis, these natural spaces will form the future urban parks, when the urbanisation has overgrown them. Like the two major parks of Paris, the 'Bois de Boulogne' and the 'Bois de Vincennes' have been once woodlands for hunting situated far outside of the city. ; Территория Жон-Марэн, расположенная на южной окраине Парижской метрополии, – это открытое природное пространство, включающее в себя лесные массивы, луга, земли сельскохозяйственного назначения и часть долины реки Орж. На территории ведутся различные виды сельскохозяйственной, промышленной, торговой, оздоровительной деятельности. С ростом Парижской метрополии усиливается воздействие урбанизации на природные пространства Жон-Марэн. Региональное правительство, учитывая важность данной территории, старается уберечь ее от существующего процесса фрагментации. Проектное бюро Rethink получило заказ от региона разработать план сохранения и дальнейшего использования территории Жон-Марэн, который ляжет в основу координации действий местных структур. Природные пространства, находящиеся на окраине метрополии, в будущем, под воздействием процесса урбанизации, станут городскими парками, по аналогии с двумя главными парками Парижа – Булонским и Винсенским лесами, которые в прошлом находились вдали от города и служили лесными охотничьими угодьями.

Статья призвана способствовать сближению методологических и тематических позиций российских и зарубежных исследователей в рассмотрении феномена сельской семьи. Изучение советской сельской семьи, обычно в широком тематическом контексте, началось в русле «антропологического» поворота на рубеже 1960–1970-х гг. С подачи Т. Шанина семейные домохозяйства оказались в фокусе зарождающегося крестьяноведения. Методологические предпочтения, а также относительно небольшое количество доступных первичных статистических источников определили ограниченный интерес западных авторов к историко-демографическому изучению советской сельской семьи. В рамках ревизионистской парадигмы в 1980–1990-е гг. сельская семья изучалась главным образом как объект властного воздействия (радикальные проекты 1920-х гг., коллективизация, меры по укреплению семьи в 1930-е гг.). Особенно активной на этом поле оказалась «феминистская» историография. Во второй половине 1990-х — начале 2000-х гг. пришло время взвешенных характеристик, достаточно свободных от политизированных оценок. Появилась возможность рассматривать советскую семью и семейную политику в общемировом контексте. Послевоенный период в развитии сельской семьи представлен в зарубежных работах достаточно слабо. "Feminist" historiography was especially active in this field. In the second half of the 1990s and early 2000s, time came for balanced characteristics, quite free from politicised assessments. There was an opportunity to consider the Soviet family and family policy in a global context. The post-war period in the development of the rural family is represented in foreign works rather poorly. In the paper, there are examined the demographic premises of the territorial organization reform of the local public power in the Republic of Moldova. There are examined the following demographic problems faced by the Republic of Moldova: the natural population movement, the decrease of the population of the local territorial municipalities, the migration, the aging and poverty of the population. These negative effects of the demographic developments can be solved by strengthening of the local municipalities, which will have the effect of lowering the costs of maintaining the local authorities' apparatus, and these sums will be allocated to resolving other vital issues. In order to overcome the territorial fragmentation of the Republic of Moldova, there are proposed the following solutions: maintaining the organization of local public power on two levels; significant reduction of the number of II level local municipalities; the tempered strengthening of I level local municipalities, first of all, by voluntary merger; creating the conditions for amplifying and expanding the inter-municipal cooperation; creating the conditions for deepening of cross-border cooperation; redefining the regional construction by creating three strong development regions (North, Centre, South), comparable by the number of population, available resources and in line with NUTS rigors.

A study of Smart City functioning leads to the conclusion that Fourth Industrial Revolution poses threatening challenges, which require the close attention of scientists to eliminate existential threats to humanity and turn the Smart City functioning into a human centred system. The analysis of indicators and descriptors that determine the content of the smart city phenomenon and the essence of this concept remains relevant nowadays. The purpose of the article is to analyse the Smart Cities global network, countries, regional clusters and the urbanisation scale for the possible potential threats emergence to the artificial intelligence application in the Smart City: socio-economic, ethical, psychological, environmental and political. Using the methods of foresight, benchmarking and comparative analysis the authors have formulated and revealed the content of the political and reputational nature threats. These threats are linked to increasing polarisation in society, "hybrid" wars emergence, personal data losses, the labour market and employments problems, increasing ecological pressure on the environment and the line blurring between machine and human. The results of the study contribute to knowledge about the potential and negative aspects of the information technologies use in urban environments. ; Исследование функционирования «умного города» позволяет сделать вывод, что четвертая промышленная революция бросает угрожающие вызовы, которые уже сейчас требуют пристального внимания ученых с тем, чтобы устранить экзистенциальные угрозы всему человечеству и превратить функционирование «умного города» в человекоцентричную систему. Актуальным сегодня остается анализ индикаторов и дескрипторов, определяющих содержание феномена «умный город» и сущность этого понятия. Цель статьи – анализ глобальной сети «умных городов», стран, региональных кластеров и масштабирования урбанизации на предмет возникновения возможных потенциальных угроз применения искусственного интеллекта в «умном городе»: социально-экономического, этического, психологического, экологического и политического свойства. С помощью методов форсайтинга, бенчмаркинга и компаративного анализа авторами сформулировано и раскрыто содержание угроз политического и репутационного характера. Эти угрозы связаны с увеличением поляризации в обществе, возникновением «гибридных» войн, потерями персональных данных, проблемами на рынке труда и в сфере занятости населения, увеличением экологической нагрузки на окружающую среду, стиранием грани между машиной и человеком. Результаты работы вносят вклад в знание о потенциале и негативных аспектах применения информационных технологий в условиях городской среды.

This article focuses on the role that land development played in the views and projects of Vladimir Lenin and his supporters and analyses how these ideal concepts were affected by real-life challenges, that is, how the exalted romantic vision of the early post-revolutionary period was later replaced by a more pragmatic neo-imperialist approach. Throughout the early Soviet period (until the early 1930s), there were three main mythologemes which determined the Bolsheviks' attitude to the territory they had come to possess: the "World Revolution", "self-determination of nations", and the "Communist society". The Bolsheviks believed that the first two concepts corresponded mostly to tactics while the last one was concerned with strategy. After the Bolsheviks' plans for a world revolution were ruined, they concentrated on a transition from tactical to strategic principles applied to developing the land of the former Russian Empire wherein, until 1923, the nation-building project had played a key role in the way the Bolsheviks had chosen to develop their land. As in the case of the "World Revolution" ideologeme, the "self-determination of nations" gradually transformed from a practical issue into one of propagandist clichés when the Bolsheviks realised that it was impossible to fully achieve the proclaimed ideological goals. Aiming to build a Communist society in Russia, the Bolshevik government prioritised industrialisation and urbanisation, following Marx's views and some nineteenth-century utopian theories. Both of the two approaches to zoning – economic and national – were well grounded ideologically but in the end it was the third, administrative approach which prevailed. Interestingly enough, it was not so much socialist but imperial in its nature. Before the mid-1920s, all ideological doctrines related to land development had been revised and readjusted. The Bolsheviks did not completely reject their old ideal concepts but instead adjusted and used them for propagandist purposes to exert more direct, Stalinist-type control. ; Цель исследования – уточнить, какое место занимала задача освоения российской территории в представлениях Ленина и его сторонников, как идеальные конструкции видоизменялись под влиянием требований реальности, когда возобладала прагматика неоимперского толка. Этот вопрос рассматривается в контексте трех основных мифологем: «мировая революция», «самоопределение наций» и «коммунистическое общество». Показано, что в течение 1920-х гг. наблюдается переход от тактических принципов освоения территории бывшей Российской империи к стратегическим, при этом до 1923 г. основным следует считать фактор национального строительства. Как и в случае с идеологемой «мировой революции», по мере осознания невозможности реализовать в полной мере идеологические цели тезис самоопределения наций становился все более ритуальным. Для идеи построения коммунистического общества наиболее актуальными были сформулированные Марксом задачи индустриализации и урбанизации. В результате борьбы экономического и национального подходов к районированию утвердился третий, имперский по сути, административный подход. До середины 1920-х гг. были переосмыслены практически все идеологические доктрины, имевшие отношение к освоению территории. Прежние идеальные представления большевиков не отбрасывались полностью, а уточнялись, выполняя задачу пропагандистского обеспечения сталинского режима.

Создание баз индивидуальных данных позволило изучать смертность на уровне индивидов, отдельных семей и поколений. При этом роль ближайшего окружения, не состоявшего в кровном родстве, учитывалась редко. Между тем, стремительная урбанизация разрушила семейные связи и каналы трансляции традиционных моделей демографического поведения. Одновременно возрастала роль внесемейных факторов, главным из которых был церковный приход, с конца XIX в. постепенно трансформировавшийся в соседское сообщество — прообраз городского микрорайона. Предлагаемая работа нацелена на исследование смертности взрослого населения Екатеринбурга конца XIX — начала XX в. и ее дифференциации между приходами Русской православной церкви. Источниковую базу составили официальная статистика и база данных «Регистр населения Урала», созданная на основе метрических книг за 1880–1919 гг. пяти православных приходов Екатеринбурга. В ходе исследования была выполнена реконструкция динамики смертности по каждому приходу и городу в целом; восстановлена структура смертности; вычислен средний возраст смертности; проведен анализ причин, ее вызвавших; проанализирована сезонность. В итоге можно заключить, что каждый из пяти православных приходов имел определенную демографическую специфику. На смертность влиял экономический профиль района и направление городской застройки, большое значение имело расположение крупных социальных объектов на территории прихода. Проведенное исследование позволило выявить определенную стабильность и респектабельность Богоявленского и отчасти Вознесенского прихода; «мигрантскую» специфику Александро-Невского и Свято-Духовского; и некий средний, близкий общегородскому, характер района, соответствовавшего приходу Екатерининского собора. ; Traditionally, studies of historical mortality have focused on the national, regional, or local levels. Currently, the creation of individual level databases has made it possible to study mortality at the individual and family levels, also following people over generations. However, this research rarely considered non-family relations; at the same time, rapid urbanisation during the late nineteenth century severed many family ties and hindered the transmission of traditional models for demographic behaviour. Thus, the role of non-family factors increased, the main of which was the church parish, which since the end of the nineteenth century gradually transformed into a neighborhood community — the prototype of the urban microdistrict. This research aims to study the mortality of the adult population of Ekaterinburg during the decades around 1900, differentiating between the parishes of the Russian Orthodox Church. The sources consist of official statistics and the Ural Population Project database, which was created based on the metric (church) books. The authors reconstruct the full development of mortality for each parish and for Ekaterinburg as a whole; map the structure of mortality, calculate the average age at death, as well as analyse the causes of death and its seasonality. As a result, it may be concluded that each of the five Orthodox parishes indeed had a certain demographic specificity.
