The book explores the discourses of modernism, contemporary art and art history writing as well as their interdisciplinary values and boundaries – and cases that do not fit within these boundaries.The articles explore the meanings of junk and relics, high art, design, and the intimate experience of art and public criticism. The themes explored in the book expand our views on the queer potential of colour, the meaning of detail, and the relationships between visual art and writing.
The fourteen peer-reviewed case studies in the volume offer new insights from the fields of visual cultural studies, art history and gender studies. The articles in the anthology do not rely strictly on disciplinary boundaries but also open themselves up to broader fields of culture.

The theme and title of the 100th Yearbook of the Kalevala Society is "Paradigm". Paradigm is a framework of prevalent principles, beliefs, values, and norms, and incorporates ideas about what is correct in terms of theory and methodology. Accordingly, paradigm always leads to struggles of authority in relation to other trends and ways of thinking. This book grapples with the historical, contemporary, and ever-shifting paradigms and methods of cultural research. What was being researched in the early 20th century and how was the research conducted? What happened in the 1960s–1980s in this field of research? What methods do our peers use? What kinds of affiliations and antagonisms emerge with the changing paradigms? And how do the different 'turns' direct research?

This collection of essays looks at the issue of human well-being from the point of view of environmental aesthetics. Questions addressed include: What role do aesthetic values have in advancing well-being? Are there environments that are particularly supportive of well-being? What is the place of aesthetic factors in environmental and city planning? The authors of the first part of the book illuminate the relationship between aesthetics and well-being by discussing such notions and ideas as aesthetic well-being, interactive environmental planning, aesthetic quality in urban planning, aesthetic footprint, and ecological aesthetics. The authors of this part also engage with many topical questions in environmental and everyday aesthetics. For example, Yuriko Saito's idea of green aesthetics as well as Allen Carlson's science-based model of the aesthetic appreciation of nature are critically examined.
Demokratia ja tehokkuus muodostavat kunnallishallinnon keskeisimmän arvopohjan. Näiden välillä vallitsee tietynlainen jännite. Kauko Heurun väitöskirjassa tutkitaan oikeushistoriallisessa valossa kunnanvaltuuston asemaa tämän jännitteen sisällä. Siinä selvitetään kunnanvaltuuston vallan syntyhistoria sekä sen kehittyminen yhteiskunnallisen muutoksen osana. Kunnallishallinnossa on perinteisesti korostettu demokraattisia arvoja. 1990 -luvulla tässä tapahtui ratkaiseva muutos. Tällöin tehokkuusvaatimukset voimistuivat, ja niihin myös vastattiin. Maamme kunnallishallinto siirtyi erilaisten kokeilujen ja hallinnonuudistusten kautta uudenlaiseen kunnallishallintoon, jonka johtavana aatteena on tulosjohtamisen idea. Mitä pitemmälle tulosjohtamista on kunnallishallinnossa toteutettu, sitä enemmän valtuusto on menettänyt asemaansa kunnan päätösvallan käyttäjänä. Valtuuston valtaa on siirretty täytäntöönpanijoille tietoisesti, mutta sitä on siirtynyt myös salaisesti. Jokainen pelkän tavoitteen asettava valtuuston päätös, jota ei sidota keinovalikoimaan, siirtää valtuuston valtaa. Samoin tekee määrärahapäätös, jota ei sidota yhteen määrätarkoitukseen. Yleistymässä oleva käsitys valtuuston aseman heikkenemisestä saa tutkimuksellista vahvistusta. Kauko Heuru selvittelee yli 400 -sivuisessa väitöskirjassaan laajasti tämän kehityksen syitä. Tällöin hän osoittaa kunnallishallinnon kiinteän yhteyden yhtäältä valtioon ja toisaalta ajan yleisiin virtauksiin. Hän näkee, että 1980 -luvulla alkanut kunnallishallinnon uudistaminen ei ollut ilmiönä itsenäinen, vaan se liittyi kiinteästi uusliberalismin nousuun ja valtionhallinnon uudistamiseen. Kunnallishallinnon vahvistamisen nimissä tehdyt lainsäädännölliset uudistukset kuten normien purku, vapaakuntakokeilu ja kuntien valtionosuusjärjestelmän uudistaminen olivat tarkoitukseltaan ensisijassaq valtionhallinnon uudistamista. Valtion edustajat eivät kuitenkaan ajaneet kuntia muuttamaan hallintoaan, vaan tämän tehtävän hoitivat kuntien keskusjärjestöt. Ne aloittivat jo 1970 -luvulla määrätietoisen koulutus- ja muun ohjaustoiminnan mangeristisen kunnallishallinnon aikaansaamiseksi. Kaiken perustana oli uusliberalismi sekä amerikkalainen liiketaloustieteellinen tutkimus ja sen osakseen saama huomio OECD-maiden julkisessa hallinnossa. Kauko Heuru pohtii myös valtuuston aseman vahvistamista. Hän tulee siihen tulokseen, että nykyajan tehokkuuden ihannointi antaa vain vähän mahdollisuuksia siihen. Näistä merkittävämpänä on vallan ja vastuun jaon normatiivinen täsmentäminen. Tämä merkitsee nykyistä selkeämmän poliittisen johtajuuden luomista suomalaiseenkin kunnallishallintoon. Tutkija, jolla itsellään on pitkä kaupunginjohtajan virkaura, puoltaa pormestarityyppistä johtamisjärjestelmää. Tämän hän tekee nimenomaan valtuuston vallan kannalta. ; The study was designed to investigate the origins of the competency to use municipal decision-making power and its development in the light of the central development of municipal law, including causal relationships and systematization of municipal law. The frame of reference consisted of the democratic values and efficiency values of local government. Up to the end of the 1980s local government in Finland can be regarded as a legal-administrative practice. In a closer analysis, we can distinguish three pha-ses: liberalism, rule-of-law and social state. In the beginning of the 1990s the Finnish state administration was refor-med in line with the managerial theory. The idea of management by results played a key role in this development. Local government was remodelled on the same con-cept. From the 1990s on we can speak of managerial local government. The entire legal-administrative period was characterized by the priority of democratic values in local government. While demands for efficiency grew, they we-re mainly responded to by detailed norm setting and direction by the state. The launch of management by results meant that efficiency values took precedence over democratic ones. If municipal decision-making power is understood as competency to form local intent, and if we assume as municipal laws have assumed that the exercise of this power resides in the local council, the introduction of managerial local go-vernment and management by results has not been possible without transferring aut-hority from the local council to the executive organization. The main reason was that local government activities had become increasingly target-oriented. This involved a demand to separate strategic and operational activities. According to the idea of ma-nagement by results, strategic activities cover the setting of general objectives, whe-reas concrete (case-specific) decisions should be made at the operational level. The level of strategic activities is formed by the work of the local council, and the level of operational activities by the work of the executive organization. The local council's (the local government's) decision-making power can be transferred legally to the executive organization within the limits of the law by a by-law. This is called delegation, whereas in the management-by-results system local decision-making power is factually transferred in other forms too. This happens either in a permissible manner or secretly, and the more the more generally the coun-cil has set the objectives and the more systematically strategic and operational acti-vities are separated. The most important tool for transferring the council's power is the municipal budget, even if the law does not recognize it as such. The introduction of the management-by-results system to local govern-ment broke the mechanisms that had protected the council's authority in the legal-administrative practice. Such mechanisms included general budget principles (no-tably the detail principle) and the inner logic of the dual principle of local govern-ment. The detail principle required that the municipal budget be detailed to the extent that none of the council's power could be transferred to the executive or-ganization through this way. For the purpose, the budget was to be divided in ap-propriations up to one designation. The inner logic of the dual principle corresponded to the perceptions of the rule of law and legal positivism about formal rational legal order; implementation was based on subsumptional logic rather than independent consideration. Expedien-cy, which thus was not conveyed from the decision to be implemented, did not reside with the executive organization. During the legal-administrataive local government, the number of muni-cipal officials increased steadily. However, we cannot speak of bureaucracy in the true sense of the word, because municipal offices existed mainly for executive func-tions only. During managerial local government, municipal officials became also executors of the self-government of local residents. Generally, it can be said that the further the idea of management by re-sults is taken in local government, the more the status of the council shifts from a decision maker to a legalizer of municipal activities. Along with the change the conceptual contents of municipal democracy have changed. The decision-making moment is no longer the sole basis of evaluati-on, rather, it is the moment when the consequences are seen. Newer research has anticipated a shift from representational democracy towards direct democracy, but it seems unlikely. Representational democracy still appears to have its chances. This requires increasing attention to the political functi-on of municipalities, including stricter normative definition of municipal authority and responsibility. In the end, the key issue is whether the Finnish local government will have a distinct political leader or not.

The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project "Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory" (no 25257, 2011–2014/2019), University of Turku. Project partners Finnish Literature Society (SKS) and Society of Swedish Literature in Finland (SLS).
Laadunarviointi on keskeinen osa koulutuspolitiikkaa, jonka kansallisena tavoitteena on nostaa suomalaiset Euroopan osaavimmaksi kansaksi koulutuksen mittareilla mitattuna. Sillä on paitsi tekninen, myös hallinnollinen funktionsa. Arviointikäytänteet osana koulutuksen hajautettua hallintaa ja arviointikulttuurin lanseerausta ovat leviämässä kansalliselta tasolta kuntien ja koulujen toimintakäytänteisiin. Tässä tarkoituksessa hallinto tukee yhtenäisten itsearviointimenetelmien ja laadunhallintamallien käyttöönottoa paikallisen tason laaduntarkkailussa. Tämän tutkimuksen keskiössä on kysymys koulutuksen 'laadun' konstruktiivisesta muotoutumisesta perusopetusta koskevassa koulutuspoliittisessa diskurssissa ja arviontikäytänteissä. Foucault'n hallinnan analyyttisen näkökulman kautta tutkimus jäsentää laadun muotoutumisen diskursiivisia reunaehtoja suhteessa laadunarvioinnin totuuksiin ja oikeuttamiseen (rationaliteetti), laadun tuottamisen tapoihin ja käytäntöihin (teknologia) sekä subjektin rooliin laatudiskurssissa. Tutkimuksen aineistona on Opetus- ja kulttuuriministeriön julkaisema koulutuspoliittinen teksti "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan", joka on kunnille ja kouluille suunnattu laadunarviointia koskeva ohjeistus ja arvioinnin käytännön apuväline. Tutkimuksen tulosten perusteella koulutuksen 'laatu' näyttäytyy ristiriitaisena koulutuspoliittisena empty signifier-terminä, jolla laadun rationaliteetti ja teknologia on sidottu yhteen, palvelemaan samoja yhteiskunnallisia päämääriä. Lähtökohtaiset oletukset 'laadun' yhteiskunnallisen oikeuttamisen ja varsinaisten arviointikäytäntöjen taustalla eroavat kuitenkin toisistaan merkittävästi. 'Laatu' on toisaalta yhteiskunnalliseen muutokseen reagoivaa loputonta liikettä ja kehittymistä laadun idean tasolla ja toisaalta arviointijärjestelmän sisällä tuotettua kuntien ja koulujen systemaattista seurantaa sekä tosiasiana todettua kyvykkyyden mittaamista suhteessa tavoitteisiin. Laadunarvioinnin diskurssi tarjoaa analyysin perusteella laadun muotoutumiselle jatkuvan kehittymisen ideologian ja metodologiset kehykset, muttei välineitä laadun parantamiseen subjektin näkökulmasta esimerkiksi pyrkimällä tukemaan oppilaan oppimisen edellytyksiä. 'Laatu' irrotetaan koulutuksen arjesta, arvoista ja pedagogisista periaatteista neutraalisti tuotetuksi arviointitiedoksi. Laadun subjektit (opettajat ja opiskelijat) esitetään laatutyöhön osallistettavina laadun tuottamisen välineinä. Governed quality? About the nature and definitioning terms of quality in the education policy discourse Abstract Quality assurance is understood as an important part of education policy in which the main goal is to raise Finnish to the most capable people in Europe measured by the indicators of education quality. It has both technical and governmental functions. Quality assurance methods as a part of diffused regime of governing are expanding from the national level into the practices of the municipal corporations and the schools. In this meaning the current regime of governance supports the commissioning of the uniform assurance technigues and models as the forms of local quality control. In the center of this research is the question of 'quality' and the way it is formed in the discourse of education policy and through the modes of quality assurance. The research analyzes the preconditions of this discoursive consept through Foucaults analytic perspective. It pays attension to the truths and legitimation of quality (rationality of government), the quality practices (technique of government) and the role of the subject in the discourse of quality. The data of the research consist of the education policy text "Perusopetuksen laatutyö. Erilaisia tapoja ottaa laatukriteerit hallintaan" (Quality work in Basic education. Ways to take over the quality criteria), published by Ministry of Education and Culture. The text is an instructioning publication for the municipal corporations and schools, amed to support their self evaluation. As a results of the research 'quality' appears as a contradictional 'empty signifier'-concept used as a tool of education policy. By using the consep it is possible to combine the rationalities and the techniques of quality, both serving the societal ambitions. Even so, the main principals behind the legislations of society level and the ideas connected to assurance practices differ from each other significally. On one hand 'quality' is seen as an idea and reaction to the endless movement of the development of society, but on another it is about verifying the 'true' capability of the local actors reaching goals and results; systematic measurement inside the regime of assurance. Thus the education discourse gives for the forming quality two attributes: the ideology of continuing development and the frames of measument, but says nothing about how the subjects/actors could reach those goals in practice by improving the conditions of learning. Governed 'quality' is separated from the ordinary reality of schooling, from the values of teaching and the principals of pedagogy and translated into neutrally produced assurance knowledge. The real subjects of quality (teachers and pupils) are performed as committed instruments of the production of it.

Tutkimuksen kohteena on kokonaisturvallisuus julkisena toimintapolitiikkana, ja sitä tarkastellaan sekä monimutkaisena ja yhteenkietoutuneena ilmiönä että turvallisuuspoliittisena strategiana. Kokonaisturvallisuus on laajaan turvallisuuskäsitteeseen perustuva, aiemmasta kokonaismaanpuolustuksen käsitteistöstä ja strategiasta kehitetty toimintapolitiikka, jolla tavoitellaan kokonaisvaltaista yhteiskunnallisen turvallisuuden hallinnan mallia. Tutkimuksen päämääränä on analysoida kokonaisturvallisuutta systeeminä, arvioida sen kelpoisuutta, toteutettavuutta ja edellytyksiä vastata turvallisuusympäristön muutoksiin. Tutkimus on metodologisesti laadullinen. Aineistona ovat suomalaiset kokonaisturvallisuuden alaan liittyvät erilaiset ja eritasoiset strategiat, ohjelmat ja muut dokumentit, ja toimintaympäristöön ja sen muutokseen liittyvät Euroopan unionin strategiat ja ohjelmat. Teoriaviitekehys perustuu Niklas Luhmannin systeemiajatteluun, jossa systeemin perusrakenteita ovat kommunikaatio, tieto ja merkitykset, ja joka korostaa valintoja kompleksisuuden hallinnan välineinä. Ajattelussa korostuu myös huiputon ja keskukseton yhteiskunta. Prosessimaisen otteensa vuoksi tutkimus kiinnittää huomiota yksittäisten osatekijöiden tai toimijoiden sijaan prosessiin ja kokonaisuuden systeemisyyteen, mikä korreloi sekä kokonaisturvallisuuden tavoitteiden että kompleksisuuden vaatimusten suhteen. Kokonaisturvallisuuden analyysi sekä tunnistaa tutkimuksessa sen kehittämiseen liittyneen merkityskamppailun, että tuo esiin käsitteen epäselvyyden, epäanalyyttisyyden ja "jaetun merkityksen" puuttumisen, mikä heijastuu strategian ohjaavaan vaikutukseen sekä siihen, miten politiikkaideaa on kehitetty. Kokonaisturvallisuuden politiikkaidea on sinällään laajasti hyväksyttävä ja sillä on positiivista valenssia. Yhteistyön ja koordinoinnin korostamisella uskotaan olevan kokonaisuuden hallintaa kehittävä vaikutus. Turvallisuuden kokonaisuuden koordinointitarve onkin jo pelkästään uhkien keskinäisriippuvuuden vuoksi ilmeinen. Poliittista kelpoisuutta haittaavat kokonaisuuden strategisen ohjauksen ohuus ja hajanaisuus, mikä näkyy erityisesti yhteensovittavan tehtävän vaikeutena. Monet systeemin rakenteellisista peruselementeistä ovat jääneet kokonaisturvallisuuden kehittämisessä vähälle huomiolle. Tutkimuksen mukaan tämä vaikeuttaa sen toteutettavuutta. Kokonaisturvallisuuden hallinnassa olennaista on keskinäisriippuvuuksien ja systeemisyyden tunnistaminen ja hallinta. Tutkimuksen tulosten avulla kokonaisturvallisuutta systeemisenä turvallisuuden hallinnan mallina voidaan kehittää ja edistää. Tutkimus päätyy suositukseen kokonaisturvallisuuden kehittämisen ratkaisumallista (ns. älykkään adaptiivisen kompleksisen turvallisuussysteemin idean avulla). Tutkimus tarjoaa eväitä myös uusien kokonaisturvallisuutta koskevien poliittisten linjausten ja politiikkatoimien muotoilulle. ; The main objectives of this study are to clarify and deepen the understanding of the phenomena of comprehensive security and to analyze and evaluate the political viability and administrative operability. Furthermore, the study aims to analyze comprehensive security as a political process and a complex system. In addition, the research deals with changing security environment, emerging security threats. Originally, the concept of comprehensive security derived from the previous concept of comprehensive defense and preparedness in Finland, but it also has roots in the Nordic states' cooperation processes of civil security since 2009. At policy and doctrinal levels, the 2000s saw a converging trend in Nordic states to-wards the definition of societal or comprehensive security concepts that might co-exist with military-led planning for war-time, but within which the softer aspects of security were paramount. The "societal" approach defines the protection of society as a whole – with its own complex mechanisms, values and culture – as its goal, rather than physical boundaries or the isolated and abstract individual. It also rec-ognizes the capacity of non-state actors within society, from businesses to social organizations and individuals, to play a large role themselves in warding against, coping with, and recovering from disasters. The research questions are: 1. What is comprehensive security like as a policy or meta-strategy, political process and complex system? 2. Is the comprehensive security policy or meta-strategy politically viable and administratively feasible? What kind of conditions the strategies (policies) provide for the administrative operability and the development of capabilities? The theory framework is based on Niklas Luhmann's systems and complexity thinking. Luhmann perceives society as centerless and topless system in which communication, information and meanings are considered as the basic elements. The aim of communication is to cause action in systems and formulate new system levels by creating new chains of communication. The empirical part of the research is established on the methodology of concept analysis, content analysis and policy-analysis. The policy-analysis was conducted by the method of political reading. Political reading can be characterized as 'de-mapping', which refers to opening up new aspects of contingency and thus ex-panding of the presence of the political therein (Palonen 1993: 13-15). Through the analysis of the political process the struggle of meanings was iden-tified. As a concept, comprehensive security is ambiguous, unanalytical and unclear. There is a lack of shared meanings, which reflects on how difficult it is to steer the comprehensive security. By emphasizing its cooperative and coordinative nature, is believed to promote better governance of security. However, the lack of steering hampers the political viability which the difficulties of the coordination clearly indi-cate. Many of the basic elements of a system (information/knowledge, communica-tion and meanings) have been ignored in the development of comprehensive secu-rity. This hampers its administrative operability. The study emphasizes that systemic instruments, systems intelligence, identified interdependence and systemic nature of threats and security environment are essential components of comprehensive security governance. The research produced also 10 normative conclusions, by which the compre-hensive security can be developed further with. In addition, it gives the recommen-dation for the development of a model, according to the idea of intelligent adaptive complex system. It also offers information for new political aligning and policy formulations. Due to the process approach of the research, it pays attention to societal security system as a whole, not to single functions or actors. This fits to-gether with the goals set for comprehensive security and the requirements the se-curity environment and complexity imposes.

Tutkimuksen tehtävänä oli selvittää, voivatko valtionhallinnon alueille tuomat uudet instituutiot tukea omaehtoista alueellista kehittämistä ja, jos voivat, niin miten. Instituutioilla tutkimuksessa tarkoitettiin alueellista kehittämistoimintaa ohjaavia, tietoisesti luotuja sääntöjä ja menettelyjä tai käytännön toiminnan myötä kehittyneitä toimintamalleja. Omaehtoisella kehittämisellä taas tarkoitetaan sellaista alueellista kehittämistä, joka lähtee liikkeelle tietyllä alueella asuvista ihmisistä ja siellä toimivista organisaatioista sekä perustuu ennen kaikkea alueen omiin tarpeisiin ja voimavaroihin. Esimerkkeinä valtionhallinnon luomista uusista alueellisen kehittämisen instituutioista oli toimintaryhmätyö Suomesta sekä alueellinen kehittämissuunnittelu ja aluemanagement Saksan Baijerista. Toimintaryhmätyö on paikallisten kehittäjäryhmien ja näiden yhteistyökumppaneiden tekemää alueellista kehittämistyötä. Baijerin aluemanagement tarkoittaa puolestaan erilaisten toimijoiden yhteistyöhön perustuvan alueellisen kehittämisprosessin johtamista. Tutkimuksessa analysoitiin kahden suomalaisen ja kahden baijerilaisen esimerkkialueen kehittämisprosesseja noin neljän vuoden ajanjaksolla. Tärkeimmät metodit tutkimusaineiston keruussa olivat osallistuva havainnointi ja kehittämisprosessien toimijoille tehdyt puolistrukturoidut haastattelut. Tutkimus osoitti, että valtionhallinto voi uusien instituutioiden avulla tukea omaehtoista alueellista kehittämistä. Uusiin instituutioihin tulee tällöin sisältyä osallistavia suunnittelumetodeja ja hanketoiminnan koulutusta, malleja, kannustimia ja ongelmanratkaisuvälineitä paikallisille kumppanuuksille, joustavia rahoitusvälineitä, tukijaviranomaisten kumppanuutta sekä tukea verkostoitumiselle. Uusilla instituutioilla on kuitenkin myös piirteitä, jotka haittaavat omaehtosta kehittämistä. Tällaisia ovat normatiivinen säätely, tiettyjen toimijoiden aseman korostuminen, asiantuntijavetoinen tai liian kiireinen suunnittelu sekä kiinnittyminen sektorihallintoon. Uusien instituutioiden mahdollisuudet vakiintua alueille riippuvat puolestaan siitä, miten ne tehdään tunnetuksi, olemassa olevista instituutioista, uudelta instituutiolta odotettujen julkisten hyötyjen ja paikallisten intressien yhteensopivuudesta sekä toiminnan laajenemisesta ja kehittymisestä alueella. Tutkimusasetelma on ajankohtainen eurooppalaisessa alueellisessa kehittämisessä ja maaseutupolitiikassa, joissa uusia instituutioita parhaillaan luodaan ja kokeillaan. Aiempiin tutkimuksiin verrattuna tutkimus tuo uutta erityisesti analysoimalla rinnakkain kahden, lähtökohdiltaan suuresti toisistaan poikkeavan maan hyvin erilaisia instituutioita. Tutkimuksen tuloksia voidaan hyödyntää alueellisen kehittämispolitiikan suunnista ja toimenpiteistä päätettäessä. Tuloksia voivat hyödyntää myös erilaiset paikalliset yhteisöt tai kunnat halutessaan viedä eteenpäin omaehtoista kehittämistä alueellaan. Aiheellisia jatkotutkimuksen kohteita ovat uusien instituutioiden sekä omaehtoista kehittämistä tukevat että haittaavat elmentit. ; New Institutions Supporting Endogenous Development The recent changes in regional development in Europe were the starting point of the study. The European Union and the national governments of many European countries have reacted to new challenges of regional development by creating and launching special institutions to support endogenous regional and local development. Both Finland and the German state of Bavaria have responded in this way. An example in Finland is the activity of the local action groups consistent with the model of the EU LEADER programme, which has been extended through the national rural development programme for local endogenous development (POMO programme). In Bavaria, the Ministry of State Development and Environmental Affairs has created and launched institutions of regional development planning and regional management. The objective of the study was to determine whether these new institutions launched from outside are able to support endogenous development processes in the regions, and if they are, how do they do it. Answers were sought by analysing how the various elements of the new institutions influence the process of endogenous development in its different stages. Also, the influence of the launching practice was analysed. Four qualitative case studies were carried out: two in Finland and two in Bavaria. In Finland the case studies were carried out in two regions where the POMO programme was being implemented. In Bavaria two relatively rural regions were chosen where a sub-regional plan was made and was being implemented through regional management. The conditions for establishment of the new institutions in the regions are discussed in the study. The theoretical framework of the study is built around the terms regional development, endogenous development and institutions. Institutions are here understood as formal and informal systems of rules that guide the assignment of meanings and so the action. The institutions of regional development supply the framework for the regional and local development. The conclusion that can be drawn from the recent discussion of regional development thinking and practices in Europe is that new models of thinking and acting supporting endogenous development have emerged. Such models include strategic thinking and programming, networking and partnership, and communicative planning. These models have been incorporated in the new institutions of regional development created and launched by central authorities. Finland and Bavaria have different institutional backgrounds for the new institutions and these backgrounds have influenced the aims and forms of the new institutions. The institution of the activity of the local action group in Finland supports endogenous development on the basis of local partnerships. The institutions of regional development planning and regional management in Bavaria are intended to support endogenous development based above all on a partnership of municipalities. The influence of the new institutions on regional development processes depends on the characteristics of the elements of the new institution, how the institution was launched and on pre-existing institutions in the region. The rational incentives offered by the new institutions, together with the values and the beliefs taken for granted of the pre-existing institutions, are playing a central role. There are also other factors peculiar to the region and the actors that influence the development process. The main question of the study - whether the new institutions can support endogenous development processes - can be answered in the affirmative. The supporting characteristics of the new institutions are participatory planning methods and training for project management, models, incentives and ways of problem solving for local partnerships, flexible funding instruments, partnership with supporting authorities and support to networking. However, the new institutions also have characteristics unfavourable to endogenous development. These include normative rules, emphasis on the position of certain actors, expert planning or too hasty planning and attachment to sectorial government structures. The possibilities of the new institutions to root themselves in the region depend on the mode of launching, on the pre-existing institutions, on the compatibility of expected public benefits with the interests of local actors and on the expansion of the activity and development of the practices in the region.
