Am 26. Oktober 1986 und 4. Dezember 1986 waren es genau zehn bzw. fünf Jahre, seitdem Transkei und Ciskei ihre Unabhängigkeit erhalten hatten. Betrachtung der innenpolitischen und wirtschaftlichen Entwicklungen dieser Gebiete innerhalb dieses Zeitraums; nationale Integration, politische Stabilität, Entstehung und Bedeutung von Oppositionsparteien. Ciskei ist wirtschaftlich besser gefahren, während Transkei innenpolitisch stabiler war. Das Problem der internationalen (Nicht-)Anerkennung; Gegensätze zwischen beiden Gebieten, die eine Verschmelzung zu einem einzigen Xhosa-Staat verhindern. Zukunftsperspektiven. (DÜI-Hlb)

Diskussion der Ursprünge, Verfahrensweisen und Ergebnisse der Verhandlungen über eine neue regionale Verfassung im Rahmen der Kwazulu-Natal Indaba-Konferenz. Angesichts des ideologischen Spektrums der Gesprächsteilnehmer war es unvermeidlich, daß als Ergebnis eine Mischung zwischen liberalen Ansichten und Gruppenrechtsgesichtspunkten herauskommen mußte. Der Verfassungsvorschlag reflektiert dementsprechend in starkem Maße sowohl konkordanzdemokratische als auch föderale Elemente, wobei sich in dem Kompromiß Individual- und Gruppenrechte in sinnvoller Weise ergänzen und nicht gegeneinander stehen. Bisher sehen gesetzliche Regelungen für die vier Hauptbevölkerungsgruppen der RSA unterschiedliche Bildungssysteme vor nach dem Motto 'separate cannot be equal'. Zunehmend jedoch Diskussion darüber, daß auch unterschiedliche Kulturen letztlich miteinander verwandt sind und daß es für Südafrika notwendig wäre, ein einheitliches multi-kulturelles Bildungssystem für alle Bevölkerungsgruppen einzuführen. Auseinandersetzung mit den Argumenten für und gegen ein solches Vorhaben. Im Falle der Verwirklichung wird ein völlig neues Ausbildungs-Curriculum notwendig. (DÜI-Hlb)

Sturz von General Buhari durch General Babangida, der schon an mindestens fünf Staatsstreichen beteiligt war, bis er sich jetzt selbst an die Spitze setzte. Chancen von Babangida, das Land aus seiner politischen und wirtschaftlichen Agonie herauszuführen. (DÜI-Hlb)

Hinweis auf die selbst vielen Südafrikanern kaum bewußte Tatsache, daß Afrikaans jetzt bereits seit 60 Jahren neben Englisch offizielle Amtssprache im Land ist. Historischer Rückblick, wie es im Jahre 1925 zu dieser Entwicklung und Entscheidung kam. Bedauert wird, daß Afrikaans in der Wirtschaftswissenschaft und Technologie nicht die Rolle spielt, die der Sprache nach Meinung des Autors angemessen wäre. Zahlreiche Wissenschaftler publizieren in Englisch, um international besser Gehör zu finden. (DÜI-Hlb)

' N oorweging van die literatuur oor Suid-Afrikaanse regionale beleid in die era van konflik

Auf der Basis eines umfassenden Literaturstudiums werden die Aspekte südafrikanischer Regionalpolitik in einer Zeit ständiger Konfliktsituation (die achtziger Jahre) diskutiert. Der Literatur sind sehr unterschiedliche und widersprüchliche Argumente zu entnehmen. Neun häufig auf ideologische Überzeugungen zurückzuführende Denkschulen werden identifiziert und im Detail behandelt. Sie reichen von antiwestlich und anti-Apartheid, von Anti-Kommunismus und Kompromißformeln bis zu pro-westlich. Aufgrund der Widersprüchlichkeit der vertretenen Standpunkte war der Einfluß der Wissenschaft auf eine Veränderung der von ihr kritisierten Politik gering. (DÜI-Hlb)

Einstellung der Botha-Administration gegenüber wichtigen Interessengruppen im Land und der Einfluß auf bestimmte Bereiche staatlicher Politik. Im Sinne von positiver, konstruktiver Einflußnahme haben mehrere Nichtregierungsorganisationen einen spezifischen Einfluß auf verschiedene Politikbereiche gehabt. Neben den traditionellen Elitegruppen unter den Buren wie dem Broederbond, der Nederlandse Gereformeerde Kerk und dem Afrikaanse Handelsinstituut hatten auch solche Gruppen Bedeutung, deren Wirtschaftsideologie mit derjenigen der Regierung vereinbar war. Beispiele sind hier das britisch dominierte Unternehmertum im Land und Inkatha. (DÜI-Hlb)

Diskussion der Ergebnisse einer Umfrage bei 539 Studenten verschiedener Fakultäten an der Universität Pretoria über deren politische Informationsquellen und deren Einfluß auf die politische Meinungsbildung. Wichtigstes Informationsmedium war das Fernsehen mit signifikanten Unterschieden im Hinblick auf Alter, Geschlecht und Mediennutzung. Ergebnis: Starker Einfluß und Orientierung an den verschiedenen politischen Parteien. Hinsichtlich der politischen Führung wird Staatspräsident Botha als die mit Abstand wichtigste und fähigste politische Führungskraft sowohl im Vergleich mit früheren Staatspräsidenten als auch mit anderen bekannten Politikern angesehen. Dann folgten jedoch zunehmend Rückschläge, die in den Jahren 1985/86 besonders deutlich und spürbar wurden. Hinweis auf die Ursachen für diese Entwicklung und auf die von ihnen besonders betroffenen Wirtschaftsbereiche. There has for many years been legal recognition of Traditional Leaders in South African laws, such as the Black Administration Act 38 of 1927 and regulations and proclamations issued in terms of other legislation. Recently legal recognition was confirmed in the Constitution of the Republic of South Africa Act 108 of 1996. Additional recognition of Traditional Leaders and the institution of Traditional Leadership is found in the various provincial legislation providing for Provincial Houses of Traditional Leaders and the establishment and functioning of the National Council of Traditional Leaders. Yet the institution of Traditional Leadership has over the past few years given rise to much controversy. There are those who argue that the institution is outdated and others who regard Traditional Leaders as custodians of customary values and the only leaders who are truly responsible for the well being of communities historically and religiously entrusted to them. Traditional leaders fulfil a variety of functions in rural society, including that of presiding officer in customary courts, mediator of disputes, advisor in agricultural and family matters, guardian of young, old, infirm and abandoned. They perform legislative, executive and judicial functions according to the wish of the majority of the members of the tribe. It became apparent, that de facto Traditional Authorities are the only existing form of local government in rural areas in South Africa. It seems unlikely that, in the foreseeable future, it will be financially, politically or practically possible to replace this form of rural government with a comprehensive and sustainable alternative. The future role of Traditional Leadership in the development process is significant in that in addition to the recognition afforded by the Constitution and other legislation, the development law, unfolding in modern day South Africa under a new development paradigm, distinctly provides for Traditional Leaders to play a significant role in rural development and development planning at local government level in rural areas. The role and function of the Traditional Leaders of South Africa in the rural development process unfolds as the Integrated planning process comes into operation as envisaged in section 10 of the Local Government Transition Act 209 of 1993 read with the .principles contained in the Development Facilitation Act 67 of 1995. The development principles and the regulations prescribing the process of formulating land development objectives, provides for an inclusive process in which all role players and stakeholders are to be involved. In practice this means that communities, community organizations and institutions, as concerned role players in civil society, are also the concerned and key role players in the development planning and development process at local level. No plan and development strategy will therefore meet the prescribed legal requirements of acceptable development planning standards, if the rural communities and their leaders are not directly and actively involved. Much of the confusion and conflict between Traditional Leadership and Customary Law Councilors on the one hand and elected Local Government Councilors on the other, arose as a result of a misunderstanding of the valuable support role which Traditional Leaders can play in the development process. The difference in the nature and scope of the tasks of elected and traditional community leaders provide a rich multi-facet basis on which a successful local governance system can be developed within the context of the current constitutional-legal framework in South Africa. In many other countries in Africa it was only realized after repeated failures of rural development experiments, that Traditional Leaders and Traditional Authorities constitute a most valuable asset in the rural development process.
