The policy of colonies subjugation by the metropolis knows a great variety of methods and practices. A method of national oppression of Bessarabia, used by tsarism, was the administrative policy promoted in the region. Moreover, the respective administrative principles have been faithfully taken by the Soviet administration system. There are analyzed the particularities of the administrative policy of the Russian Empire in Bessarabia (1812-1917).

Based on extensive fieldwork, this study provides an empirical and theoretical analysis of the debates on Republic of Moldova's foreign policy towards Romania. The author argues that Moldovan political actors involved in foreign policy debates are split into three main groups: Russophiles Europeanizers, Westernizers Romanophiles and Pragmatic Moderates. The study identifies two major themes of debate: a symbolic perspective emphasizing the ethnical origins of the Moldovans and the reunification issue and a pragmatic approach aiming at forging an economic partnership with Romania in order to facilitate Moldova's European integration.
Theoretical reflections on international security
In international relations, international security combines that set of international relations that ensures global stability. In other words, international security is a state in which states are not threatened by war or by any breach of their sovereignty or independent development by other states. In accordance with the UN Charter, the Security Council currently has the main task of ensuring world peace, also having the sole right to impose sanctions against aggressors. The idea of international security, its realization in practice is determined by historical, economic, political, social conditions, as well as other factors. The problem of international security arose with the formation of the state institution, being always close to the problem of war and peace. Over time, there has been a change in the ability to analyze and report security issues. Along with these, both the policies and the security strategies of contemporary societies have undergone a process of metamorphosis.

The article is an analysis of European Union legislation on conservation and protection of biodiversity. It emphasizes the achievements of the activity of the EU in this area, mainly the establishment of the Natura 2000 Network, examining the obligations of the Member States that are stipulated in the Birds and Habitats Directives. It points out to the integration of biodiversity protection in other fields of EU sectoral policies as well.

The author of the article proposes a few reflections on the Romanian fascist movement in the 30s: the originality of the Legion of the Archangel Michael, the ideological struggle between the communists and the legionnaries, the conflicts and the cooperation between the extreme right parties, the connections between the legionnaries and the German national-socialists, the electoral campain of the Iron Guard in 1937, the anti-fascist movement before World War II. The study is based on documents from the Romanian National Archives, articles published between the Wars in Romania and unique bibliography sources.
Cross-border cooperation between universities at external European Union borders and its contribution to European neighbourhood policy

The European continent, under the urge of the events generated by the process of building Europe that has led to an enlargement of the external European Union borders towards the east, undergoes a process of alteration. No matter on which side of the EU border they may be, the citizens of the European countries are entitled to enjoy the fruit of welfare, security and freedom. The development of a coherent neighbourhood policy in Brussels becomes an imperative resulting from the need for communication and cooperation amongst people and countries.
No matter the view on the European Union external border, the dialogue on all levels of the society through the means of inter-university cooperation is a factor providing the communication needed for good neighbourhood. Thus, the stiff borders fade away. By setting up a university network comprising both partners from within and outside the European Union, a bond is established over the external border of the community. From this point of view, inter-university cooperation at the external borders of the European community turns into a promoter of good neighbourhood values.
